CLEANER PRODUCTION
Used in conjunction with other elements of environmental management, cleaner production is a practical method for protecting human and environmental health, and for supporting the goal of sustainable development.
Production with no regard for environmental impacts creates water and air pollution, soil degradation, and large-scale global impacts such as acid rain, global warming and ozone depletion. To create more sustainable methods of production, there needs to be a shift in attitudes away from control towards pollution prevention and management.
Cleaner production activities include measures such as pollution prevention, source reduction, waste minimization and eco-efficiency. They involve better management and housekeeping, substitution of toxic and hazardous materials, process modifications, and reuse of waste products. At its heart, the concept is about the prevention, rather than the control, of pollution.
The concept of cleaner production questions the need for a particular product, and looks at other ways to satisfy the demand. It is a slowing down of the rate at which we use resources, and a gradual shift from linear to more circular processes, similar to those found in nature. The eventual goal of clean production is to achieve a 'closed loop' operation in which all excess materials are recycled back into the process.
Cleaner production activities include measures such as pollution prevention, source reduction, waste minimization and eco-efficiency. They involve better management and housekeeping, substitution of toxic and hazardous materials, process modifications, and reuse of waste products. At its heart, the concept is about the prevention, rather than the control, of pollution.
The four elements of cleaner production are:
1. The precautionary approach - potential polluters must prove that a substance or activity will do no harm;
2. The preventive approach - preventing pollution at the source rather than after it has been created;

3. Democratic control - workers, consumers, and communities all have access to information and are involved in decision-making;
4. Integrated and holistic approach - addressing all material, energy and water flows using life-cycle analyses.
The benefits of cleaner production include decreased waste, the recovery of valuable by-products, improved environmental performance, increased resource productivity, increased efficiency, lower energy consumption, and an overall reduction in costs.
Implementing cleaner production can be as straightforward as adopting better housekeeping practices or it may involve more complex measures associated with processes and products. The more sophisticated options may include switching to renewable energy sources, increasing material efficiency, and re-using and recycling by-products. The product itself can be designed to reduce consumption of resources, to prolong its useful life, and to allow disassembly and recycling of its component parts.
Cleaner production requires a new way of thinking about processes and products, and about how they can be made less harmful to humans and the environment. For successful implementation, the concept must be effectively communicated within the organization. Employees at all levels, including senior management, should be actively involved.
The following guidelines can be used to implement a cleaner production approach:
1. Identify the hazardous substance to be phased out, on the basis of the precautionary principle;
2. Undertake a chemical/material flow analysis; 3. Establish a time schedule for the phase-out of the hazardous substance in
the production process, as well as its accompanying waste management technology;
4. Implement and further develop cleaner production processes and products;
5. Provide training , technical and financial support; 6. Actively disseminate information to the public and ensure their
participation in decision-making;

7. Facilitate substance phase-out with regulatory and economic incentives; 8. Facilitate the transition to cleaner production with social planning,
involving workers and communities affected.
The cost of complying with environmental legislation can be significantly reduced by companies that adopt cleaner production techniques. The latter are often more cost-effective than control technologies. The costs of dealing with wastes are reduced, and there is potential for new markets to be discovered through innovations or the sale of by-products.
Cleaner production can reduce environmental risks and liabilities and lead to greater competitiveness. By demonstrating a commitment to cleaner production, companies can also improve their public image and gain the confidence of consumers.

Cleaner Production options or measures could be grouped into three major
categories
1. Waste Reduction at Source; 2. Recycling; and 3. Product Modification
1. Waste Reduction at Source options are sub-divided into "Good
Housekeeping" and "Process Change" Options.
Good Housekeeping usually means changing existing practices or
introducing new ways of operating and maintaining equipment.
Appropriate provisions to prevent spills and to encourage good workplace
attitudes are included in this category of Cleaner Production options.
Good housekeeping options are normally inexpensive and their pay-back
period is short.

Repair leakages, close taps when not in use, raw material conveyor to
reduce material handling losses, insulation of digesters etc.
Process Change includes four types of options: Change in raw material,
Better Process Control, Equipment Modification and Technology change.
a. Change of raw material options includes the use of less hazardous
materials or raw materials of higher quality aimed at reducing the
quantity / toxicity of waste generated from the process. Existing
raw materials could be substituted with less polluting ones.
Substituting existing toxic dyes with non-toxic dyes to reduce
effluent and product toxicity, use of H202 bleaching instead of
chlorine based bleaching to avoid generation of toxic absorbable
organic halides (AOX).
b. Better process control aims at optimizing the process parameters /
conditions like pH, temperature, pressure, residence time etc., to
ensure operation of the existing processes at higher efficiency and
with lower waste and emission generation. This may be achieved
for example, by training the operators or by adding monitoring and
control devices to the machinery.
Example: Optimization of pulping process for extended cooking with NaOH.
c. Equipment modification includes small changes to existing equipment, such as installing drip pans, installing fluid coupling in blenders, pumps activation through level controlling mechanisms etc., which aims at reducing the waste generation caused due to poor equipment design. This may be achieved for example, by training the operators or by adding monitoring and control devices to the machinery.
d. Technology change constitutes the replacement of technology,
processing sequence and / or synthesis pathway in order to

minimize waste and emission generation during the production
process.
Example: Installation of Screw press and counter current multistage
vacuum washers for pulp washing.
2. Recycling is the-on-site recovery and reuse of wasted materials and
energy. The recovered materials may either be reused in the same process
or used for another purpose, for example in producing useful by-products,
like creation of ligno sulphates from black liquor or lignin recovery from
black liquor for use as soil conditioner.
3. Product Modification: Product changes involve altering the product in
order to reduce waste during manufacture, use and disposal i.e. during
the product life cycle. These are among the among more difficult waste
minimization techniques to effect. Examples include changing the
composition of the product or producing a substitute by alternative
product to perform the same function.

Production of non-perfumed tissue napkins.

Step1. Getting Started Planning and organization of the Cleaner Production audit, including the establishment of a project team, baseline data collection and the selection of the audit focus. Step 2. Analyzing process steps Evaluations of the unit operations relevant to the selected audit focus in order to quantify waste generation, its costs and its causes.
Step 3. Generating Cleaner Production Opportunities Development and preliminary selection of workable Cleaner Production opportunities. Step 4. Selecting Cleaner Production Solutions Assessing the technical feasibility, financial viability and environmental desirability of preliminary selected CP options in order to select feasible CP solutions. GUJARAT CLEANER PRODUCTION CENTRE
Cleaner production requires a new way of thinking about processes and
products, and about how they can be made less harmful to humans and the
environment. For successful implementation in the industries located in
Gujarat State, Gujarat Cleaner Production Centre (GCPC) was established in
August 1998 with the technical support of NCPC and UNIDO and with the
financial support of GIDC. There are about 43 CP centers established in all over
the world with the support of UNIDO/UNEP. GCPC is one of the 4 regional
Cleaner Production Centre of India. GCPC as a cell of GIDC started its activities of
promoting Cleaner Production in the industries.
To promote the Cleaner Production concept on larger scale Government of
Gujarat, Industries and Mines Dept. has established Gujarat Cleaner Production
Centre vide GR No. GID/102007/2561/G dated 12/02/08, as a separate entity, to
be governed by Governing Council.

Additional four members in the GC of representatives from Industries, Technical
Institutes, Research Institutes, banks and other relevant field may be appointed
by the GCPC for a period of three years.
Gujarat Cleaner Production Centre has been registered under Society Act-1860
and Trust Act-1950 in August 2008 and now has a separate entity.
Though GCPC is a Regional Cleaner Production Centre, UNIDO has recognized
the Centre at par with National Cleaner Production Centre by considering the
Centre as a partner of RECP (Resource Efficient and Cleaner Production).

GCPC plays an important role in education, permeating and providing knowledge
as well as expertise to tackle with various environmental issues that the various
sectors of the industry shall need to address in the current scenario or in the
near future.
The broad function of GCPC is to create awareness and training on Cleaner
Production/ Clean Technology, conduct demonstration projects in different
clusters, to assist Govt. in making policy issues on CP/CT, to promote local CP
Centres etc.

GOVERNMENT OF GUJARAT INITIATIVES
Gujarat Industrial Policy, 2009
The Industrial Policy, 2009 of State Government lays emphasis on inculcating
systematic approach among the industries for holistic development that includes
environmental management as infrastructure. The earlier schemes for assistance
to Environment Protection Measures and Infrastructure have emphasized upon
setting up of common environmental infrastructure plants viz. Common Effluent
Treatment Plants (CETPs) and Treatment, Storage & Disposal Facilities (TSDFs).
The need to deal with all aspects of environment management has arisen. Also
emphasis on pollution prevention at source with issues like rational utilization of
resources and cleaner processes and technologies has been highlighted. Recent
developments like plasma technology, pyrolysis, technologies for converting
“waste to energy & fuel” , etc, that have taken place in environment
management, is also incorporated and emphasis is on green / clean processes
and green / clean technologies. For sustainable development, it is necessary to
introduce substantial changes in the working and practices of the industries.

2) DATA BASE:
Database Creation and Collection on CP-CT: -
GCPC is a nodal agency to work for CP practices in the state. We have started
multidimensional activities for further spreading the concept of CP.

The Centre has completed around 25 CP Assessment Projects in different sectors
like Chemical & Petrochemicals, Dyes & Dye Intermediates, Pharmaceuticals,
Fish Processing, and Textiles etc. GCPC has also completed 10 CP Demonstration
Projects in 6 Sectors i.e. Pulp & Paper, Electroplating, Hotels, Hospitals, Dairy
and Textile. Most of these industries have implemented major CP tools
suggested in the report. Success Stories of the same have been documented and
disseminated through Web Site, News-Letter, Guidelines and other sources for
the multiplier effect.
The Centre has also published literature like Leaflets, Booklets etc in regional
language. One of the main objectives of GCPC includes creating the data bank on
CP-CT. We have developed a good library comprising of Books, Journals, Training
Manuals, Reports related to CP-CT and Environment.
Since the CP/CT concept is new one, the data available is not enough hence
generation of data is also important objective as ENVIS Centre. GCPC is being
generated database on Cleaner Production at different sector like Pulp and
Paper, Pharmaceutical, Dyes and Dyes intermediate etc.
GCPC has identified Key Resource Persons (KRPs), who are experts in Cleaner
Production. They have been requested to share their success stories, case
studies, and databases with us.
Identification of Data Gaps and Action Taken: -
The Centre has decided to study major unit process/unit operations, CP-CT
practices used in SSIs of Chemical Sector in the state. One such study has been
completed in the Ankleshwar Industrial Estate (one of the critically polluted
estates). The Centre has covered information regarding major unit processes and
unit operations involved in the present practice in the following sectors:

GCPC is working on CP/CT in above mentioned sectors in Gujarat. The Awareness
and orientation Programme in industries on CP/CT and disseminating the concept
of CP/CT which is one of the objective of ENVIS Centre. The aim of the study is to
identify the gaps between current practices used in the industries and best
technologies available at national and international level.

7) ENVIS CENTRE STATUS IN THE ORGANIZATION
Location of Centre:
GCPC –ENVIS Centre is located separately, cabin with available infrastructure,
Block No. 3, 4th floor, GIDC office, Udhyog Bhavan, Gandhinagar.

The Centre has procured two computers with three printers, scanners, copier, and
laptop with necessary soft wares. The scanning and photocopying facilities are
available with the Centre.
The working environment is very pleasant and the whole team is working as
family members with team spirit.
In the ENVIS centre, while Chemical Engineers and Environment Engineers are
working exclusively, the other engineers including Member Secretary and Senior
Engineer of GCPC are also working for ENVIS centre. Also, logistic support
whenever required is provided from GCPC and GIDC.

Networking facility
All the computers of the centre are in connected through LAN. Library and
database of the centre is also networked with the host organization.

Networking with 40 National Cleaner Production Centres of about 40
countries, established by UNIDO.
Newsletters are circulated to all the ENVIS partners, Academic institutions,

sharing is also done through web site and e- mails as and when required.

Activities During 2009-10 As ENVIS Centre
(A) Orientation /Awareness Programmme
(1) One of the objectives of ENVIS is to create awareness on Cleaner
Production /Clean Technologies/Technology up gradation. Ms. Neerja
Desai, Sr. Programme Officer, GCPC was invited for Lecture in one day
Symposium on “Cleaner Production: A tool for Sustainable Development”
organized by G. H. Patel College of Engineering & Technology, Vallabh
Vidyanagar and The Institution of Engineers(I), Vallabh Vidyanagar, Local
Chapter on September 11, 2009. She Presented “Cleaner Production
Scenario in Gujarat”.
(2) Institute of Technology, Nirma University had organized fourth National
Conference on Current trends in Technology from 25th to 27th November,
2009. This conference aimed at bringing academicians, researchers, PG
students, scientists and industry professionals of similar interests on
common platform to share their experience, expertise and knowledge
with each other. They invited Mr. Bharat Jain, Member Secretary, GCPC as
plenary speaker. He presented “Current Scenario of Cleaner Production/
Clean Technology in Gujarat” This Conference ignited the minds of the
younger generation and induced them towards undertaking research for
technology up gradation.

(3) Gujarat Cleaner Production Centre had organized Awareness Programme
on Chemical Leasing in Vatva Industrial Association on 30th December
2009 at Vatva Industrial Association Hall, Ahmedabad. In this programme
representatives from dyes and dyes intermediates, textiles and chemical
industries in Vatva were invited.
Mrs. Neerja Desai, Sr. Programme Officer, GCPC and Mrs. Jisha Patel,
Environmentalist, GCPC made presentation on Chemical Leasing(ChL) and
discussed the basic concept of Chemical Leasing. They also motivated the
participants to come forward for adopting Chemical Leasing business
model and make their industries economical and environmentally
sustainable. Many questions were asked by participants. Mrs. Neerja
Desai, Sr. Programme Officer, GCPC and Mrs. Jisha Patel,
Environmentalist, GCPC answered the questions and also guided them for

(4) Gujarat Cleaner Production Centre had organized Awareness Programme
to spread the benefits of Clean Development Mechanism (CDM) to small –
and medium- scale industries in association with The Abdul Latif Jameel
Poverty Action Lab (J-PAL), South Asia on 1st Feburary, 2010 at Naroda
Industrial Association Hall , Ahmedabad. JPAL is a network of 44 affiliated
professors around the world who are united by their use of Randomized
Evaluations (REs) to answer questions critical to poverty alleviation.
GCPC’s and JPAL’s senior representative presented the concept of “Clean
Development Mechanism Investment –Making Energy Saving Profitable”
Small Industries Development Bank of India (SIDBI) was established in April 1990 under an Act of Indian Parliament as the principal financial institution for:

Since its inception, SIDBI has been assisting the entire spectrum of SSI Sector including the tiny, village and cottage industries through suitable schemes tailored to meet the requirement of setting up of new projects, expansion, diversification, modernization and rehabilitation of existing units.
Senior Representative of SIDBI, Ahmedabad had presented financing for Energy Saving Investments in SMEs.
Mrs. Neerja Desai, Sr. Programme Officer, GCPC also made presentation
on Financial Assistance in Gujarat Industrial Policy 2009 for obtaining
carbon credits (CERs and VERs) and reducing carbon footprints.
(B) Projects as Dissertation for the Students
One of the activities of ENVIS is capacity building of students. GCPC has guided
2 students of Final year M. Sc. Environmental Science of Sardar Patel
University, V. V. Nagar, for their thesis at Post graduate level.
(C) Chemical Leasing Workshop
The Chemical Leasing Workshop was organized by Gujarat Cleaner Production
Centre (GCPC), Gandhinagar in association with United Nations Industrial
Development Organization (UNIDO), Vienna, Austria on 3rd December, 2009 at
The Gateway Hotel Ummed, Ahmedabad. The basic purpose of the workshop
was to create awareness about Chemical Leasing (ChL) concept. The delegates
from various sectors of industries like Dyes and Dye Intermediates, Chemicals,
Paint Industry, Electroplating, Pulp and Paper, Industries Association, Academic
Institutes, Government Officers, etc. were invited for this workshop.

The inaugural of the workshop was started with lightening of lamp by
dignitaries like Mr. R. Parthasarathy, IAS (Retd), Dr. Anurag, Mr. Smail Alhilali,
Ms. Petra Schwager, Mr. Navin Juneja, Shri Babubhai Patel, Chairman,
Federation of Industries Association, Gujarat, Shri Bipin Patel, Chairman, Green
Environment Services Co. Ltd., Vatva, Shri Sailesh Patwari, Chairman, Naroda

Sustainable consumption, production and management of chemical in India can
be achieved through joints efforts on Cleaner Production and Chemical Leasing.
The presentation was concluded by Ms Petra Schwager with quotation of Henry
Ford "Coming together is beginning, Staying together is progress and working
together is success".There were many questions from the participants which
were answered by dignitaries. At the end of the Workshop, Mr. Bharat Jain, MS,

(D) Gujarat Cleaner Production Award 2006-07 Ceremony
The Forests and Environment Department of the State Government took
initiatives in a proactive way to tackle the industrial pollution issues through
promotion and propagation of Cleaner Production. To motivate industries further,
the Department, instituted Gujarat Cleaner Production Award Vide GR NO: ENV-
10-2004-61-P, dtd. 29th June, 2004 for Exemplary application of the Cleaner
Production Implementation in the Small and Medium scale industry in Gujarat
State and it was extended for Large scale industries in January, 2007.
The Award is given to one of the best among the industries particularly from the
angle of adoption and successful implementation of Cleaner Production and
showing exemplary work in forms of raw material and energy conservation,
reduction in pollution, increase in productivity etc.
The Awardees are selected by the committee constituted by the State
Government for this purpose.

Gujarat Cleaner Production Award 2006-07 Ceremony was organized by Forests
and Environment Department, GoG and Gujarat Cleaner Production Centre at
Vadodara on 23rd September, 2009. The chief guest of the function were Dr. S. K.
Nanda, Principal Secretary, Forests and Environment Department. Other
dignitaries present were Shri R. G. Shah, Member Secretary, GPCB and Dr. Khan,
Director, GEMI. Shri J. K. Vyas, Director, Environment and Additional Secretary,
Forests and Environment Department, GoG welcomed the gathering. There after,
the Award Ceremony commenced.
The Trophy and Certificate for large scale sector, was given to M/s Asian Paints
Ltd, Ankleshwar and for SME, it was awarded to M/s Canberra Chemicals,
Nandesari. Certificate of Appreciation was also awarded in Large Scale and SME
categories. In Large Scale, the 1st and 2nd runners-up were Petronet LNG Ltd,
Daheja and Atul Ltd, Atul, respectively. In the SME sector, the 1st and 2nd
runners-up were SBS Colores and Chemiques Pvt. Ltd, Ankleshwar and Asiatic
Color, Naroda, Ahmedabad, respectively.

After giving trophy to winner industries, Dr. S. K. Nanda also delivered motivating
speech to facilitate Cleaner Production in industries and also requested more
industries to participate in Gujarat Cleaner Production Award.
Thereafter, Shri R. G. Shah, MS, GPCB also delivered speech to promote Cleaner
Production in both sectors. He also announced that the winning Industries of
Gujarat Cleaner Production Award (2006-07) will get one year extension on their
consent.
The Award winners M/s Asian Paints, Ankleshwar and M/s Canberra Chemicals,
Nandesari gave Presentations showing the scenario of before CP and After CP in
terms of water, energy etc consumption. And also their proactive steps toward
Cleaner Production in their premises. Thereafter, Mr. Bharat Jain, MS, GCPC gave
presentation on Incentive Schemes declared under Industrial Policy 2009 to
motivate the industries to come forward and take financial assistance for projects
on Cleaner Production.

(E) Development of Eco Industrial Parks in Gujarat
Gujarat is amongst the leading industrialized states of India. The success is
largely due to Gujarat’s conducive and industry friendly policies and proactive
approach of the State Government. The Gujarat Industrial Development
Corporation Ltd (GIDC) was set up under the Gujarat Industrial Development
Act, 1962 as the nodal agency of the Government of Gujarat involved in
building the industrial backbone of the state.
GIDC would like to work jointly with German Technical Co-operation (GTZ) on
“Development of Eco-Industrial Parks in Gujarat” under the Indo- German
Bilateral Programme on Advisory Services in Environment Management.
GIDC had submitted a proposal on Technical Cooperation of German
Technical Co-operation (GTZ) under the Indo- German Bilateral Programme on
Advisory Services in Environment Management for “Development of Eco-
Industrial Parks in Gujarat” to Ministry of Environment & Forests,
Government of India in September 2009 for approval and has been done so in
March 2010.
The areas of Work included in proposal as follow:
Transformation of existing Industrial Parks Planning of New Industrial Parks Capacity development
Gujarat Cleaner Production Centre, on behalf of GIDC, will have the overall
responsibilities for the cooperation activities for developing Eco Industrial
Parks in Gujarat and achieving the targeted results, including coordinating the
activities with GTZ.

(F) Participation at International Level
(1) International Conference on Eco Industrial Parks at Hyderabad on 6-7 July,
2010
The international conference on Eco Industrial Parks held during 6-7 July 2010 at
the international convention centre at Hyderabad. The conference was organized
by German Technical Cooperation (GTZ) and the Andhra Pradesh Industrial
Infrastructure Corporation Ltd (APIIC). The conference was basically showcasing
the pilot efforts of APIIC in Andhra Pradesh which are underway since in the year
2004, was hoped to help in exchanging lessons learnt from initiatives and
stakeholders in other countries, especially from Asia, Africa and Europe, where
such Eco Industrial Development approaches are being undertaken. The
conference was supported by the German Federal Ministry for Environment,
Nature Conservation and Nuclear Safety.
The main Theme of the conference was “Exchanging Experience in Sustainable
Management of Industrial Estates and Strengthening Future Cooperation of
Stakeholders in Asia, Africa and Europe” which was sub divided in following
themes:
Concepts, Legal Aspects and Policies.
Strategic environment Assessment site Master Planning, Development and Management of Industrial Parks.
Climate Change and Industrial Disaster Risk Management.
Tools, Technologies and Services.

(2) National Workshop on Greener and Sustainable Industry in Mauritius
The Ministry of Industry, Mauritius organized a national Workshop on Greener
and Sustainable Industry from 29th July to 2nd August, 2009. Participants of the
Workshop were the main national stakeholders and organizations working on
sustainable development in Mauritius.
Shri Bharat Jain, Member Secretary, Gujarat Cleaner Production Centre had been
invited by UNIDO to make a substantive presentation on Cleaner Production
Options for Industry in Gujarat. During this Presentation he discussed the entire
scenario of before and after adopting Cleaner Production in industry sector like
Dyes & Dye Intermediates, Pharmaceuticals, Textile, Fish Processing,
Petrochemicals, electroplating, pulp & paper industry, and also service sectors like
hotels and hospitals etc done by GCPC. He also presented the economical and
environmental benefits from implemented cleaner production option suggested
by GCPC.
Apart from Workshop, UNIDO-UNEP invited three directors of National Cleaner
Production Centre to participate in the joint UNIDO-UNEP preparatory assistance

The team of UNIDO-UNEP experts had held meetings with the following
organizations to discuss the set up of Mauritius RECP programme:

4. Ministry of Renewable Energy & Public Utilities (MREPU) and Maurice Ile
Durable Fund (MIDF);
5. University of Mauritius;
6. State Land Development Corporation (SLDC);
7. Small Enterprises & handicraft Development Authority (SEHDA);
8. Agence Francaise de Development (AFD);
9. SME Federation
Moreover, the experts’ team conducted meetings with the pre-selected
institutions willing to host RECP Programme:
- Enterprise Mauritius (EM);
- National Productivity and Competitiveness Council (NPCC);
- Mauritius Employers Federation (MEF);
- Mauritius Chamber of Commerce and Industry (MCCI).
These institutions were requested to fill in the questionnaire prepared for the
evaluation of their institutional set-up and their achievements with regard of CP
related services to enterprises in Mauritius.
To conclude, the mission was successful, they gave vote of thanks to the valuable
inputs of the NCPC’s directors.

(G) Green Society
Trees are the largest and longest living organisms on earth. To grow tall the
tree has become a miracle of engineering and a complex chemical factory. It is
able to take water and salts out of the earth and lift them up to the leaves,
sometimes over 400 ft above. By means of photosynthesis the leaves combine
the water and salts with carbon dioxide from the air to produce the nutrients
which feed the tree. In this process, as well as wood, trees create many
chemicals, seeds and fruit of great utility to man. Trees also remove carbon
dioxide, the main greenhouse gas, from the air.
Looking to the Environment development of different industrial Estate of the
Gujarat state and growing performance of the various Estates, it was been
decided to form a Green Society in every industrial estate of GIDC.
With a view to maintain ecological balance by beautifying the Estate by tree
plantation thus to convert the industrial estates into industrial parks. Under
these any usable area for plantation in the form of Green Society, Utility plots,
Common plots, Central Vistas, Gardens, Un-allotable areas, Utility Corridors,
Low lying areas, maximum available strip of road land width between road
carpet and boundary of plot, etc is identified for the purpose.

GCPC also plans to make Memorandum of Understanding for the year 2010-2011
in following industrial estates of GIDC in Gujarat for the formation of Green
Society.

(H) Capacity Building Project
GCPC has conducted many training programmes in various industrial estates
and academic institutions. Main purpose of the Training Programme is to train
the industry people as well as engineering students of related field, about the
Cleaner Production / Clean Technology with Methodology.
Even though efforts have been made by Government of Gujarat and Cleaner
Production as a subject has been introduced in engineering and environmental
science syllabus, awareness regarding its real benefits has not penetrated to
the students and faculty. Again, if they are exposed to real projects they will
get an insight to the opportunities lying in CP. These students are the future
scientists and engineers who if envisioned and shown the path, can take steps
toward Sustainable Development. With this vision, this capacity building
programme is envisaged and the structure will be designed keeping in mind
the same concept.
Gujarat Cleaner Production Centre had submitted proposal for Capacity
building of Academicians & Students on Environmental Management through
Cleaner Production & Cleaner Technology in January 2010 to Department of
Forests and Environment, Government of Gujarat and same has been
accepted.

According to this proposal GCPC will organize five days, non-residential
training programme which include CP tools and Methodology etc. in different
universities of Gujarat.
(I) Cleaner Production Implementation Project in Dairy and Textile
Sector
Cleaner Production Implementation Project was conducted in five major Dairy
and Textile industry of Gujarat by Gujarat Cleaner Production Centre as directed
by Forests and Environment Department, Government of Gujarat.
The CP implementation has been carried out in following Dairies and Textile
industries:

A team from GCPC visited the industries to find out Cleaner Production
opportunities with the help of Management from individual Industry. GCPC team
generated many Cleaner Production options and suggested various options to
save water, energy, raw material and environment as a whole.
Cleaner Production Interim Report of Dairy and Textile Industry with all suggested
Cleaner Production Options with their Economic and Environment Benefits was
submitted to Respective Industry for Implementation.

Implementation step is more difficult than the generation of cleaner production
options so it has taken more time. After continuous and untiring efforts, GCPC
Team got substantial results in Implementation.
Draft Final Report of Implementation in Dairy industry was submitted on 18th
December 2009 to Forests and Environment Dept, GoG. Draft Final Report of
Implementation in Textile Industries was submitted in January 2010.

the different Industrial sector (Dairy sector

5. Training to the students MS, GCPC guided two students of the final
year M.Sc. Environmental Science and
technology, Sardar Patel University.
6. Creating Awareness The centre has published poster on
vermicompost, Cleaner Production in Dairy
Sector and Textile Sector, Sustainable
Industrial Ecosystem and other
environmental issues.
7. Chemical Leasing
Workshop
The Chemical Leasing Workshop was
organized by GCPC in association with United
Nations Industrial Development Organization
(UNIDO), Vienna, Austria on 3rd December,
GCPC-ENVIS Progress Report 2009-10
2009 at The Gateway Hotel Ummed,
Ahmedabad. The basic purpose of the
workshop was to create awareness about
Chemical Leasing (ChL) concept.
8. Gujarat Cleaner
Production Award
(2006-07)
GCPC in association with Department of
Forests and Environment, GoG organized
“Gujarat Cleaner Production Award 2006-07”
on 23rd September, 2009 at Vadodara
through which we are encouraging concept of
Cleaner Production and Clean Technology.
9. Development of Eco
Industrial Parks in
Gujarat
Gujarat Cleaner Production Centre, on behalf
of GIDC, has the overall responsibilities for
the cooperation activities for developing Eco
Industrial Parks in Gujarat and achieving the
targeted results, including coordinating the
activities with GTZ.
10. International
Conference on Eco
Industrial Parks at
Hyderabad on 6-7 July,
2010 by GTZ and Andhra
Pradesh Industrial
Infrastructure
Corporation Ltd (APIIC).
Member Secretary, GCPC had been invited as
a plenary speaker in the conference. He made
detailed presentation on “Eco Industrial
Initiatives in Gujarat through Cleaner
Production”
11. National Workshop on
Greener and Sustainable
UNIDO organized visit of M.S.GCPC to
Mauritius from 29/7/09 to 2/8/09 for the
GCPC-ENVIS Progress Report 2009-10
Industry in Mauritius presentation and discussion on Cleaner
Production Options for Industry in Gujarat.
12. Green Society GCPC has established Green Society along
with GIDC in the different industrial estates of
Gujarat (Vapi, Sarigam, Sachin etc)
13. Capacity Building
Project
GCPC had submitted proposal for Capacity
building of Academicians & Students on
Environmental Management through Cleaner
Production & Cleaner Technology in January
2010 to Department of Forests and
Environment, Government of Gujarat and the
same has been accepted.
14. (J) Cleaner Production
Implementation Project
in Dairy and Textile
Sector
GCPC had completed CP implementation
projects in the Textile and Dairy industries
located in Gujarat and data generated will be
compiled by Centre and will be disseminated
through its Website/ Newsletters.

Proposed Goals for the Year 2010 – 2011
To conduct Orientation Programme at 6 Industrial Estates and 5
Academic Institutions.
To Organize Awareness Programme on Clean Development
Mechanism (CDM) in Industrial estates of Gujarat.
To publish quarterly News Letter.
To develop database for 4 sectors of the 17 polluting –sectors
identified by CPCB.
To avail VPN facility and improvise website.
To respond queries received by the centre on different environmental
issues.
To Publish Posters on Environmental Related Issues.
To Publish Leaflet on Cleaner Production in regional language.
