My program is for you,
You, Malian women who support this country without ever complaining.
You, Malian citizens, who have been waiting a long time for a real change that
nobody has brought to you so far.
You, old, wise and notables who understood like me that the time has come to
pass the baton to the youth.
It speaks to you too, dear political allies.
Above all, this program is aimed at young Malians, future actors of the new
image of Mali. To you, the youth, who represent this strong potential that the
industrialized countries envy us. To you, young Malians, whose ancestors have
marked Africa and the world by their strength, wisdom and culture.
My experience as a Minister has terribly opened my eyes to a reality that I regret
so much for our country. I could not fully struggle against this reality in the
position I used to occupy.
In the last five months, after my ouster from the government, pushed by the
President and the Prime Minister for not agreeing to shut up, I took the time to
think very deeply about the meaning of this concerted action, and therefore
beyond any controversy, the usefulness that could have my candidacy for the
presidential election of 2018.
I was disturbing because I spoke out loud what all the Malian people think in a
whisper. Our country is doing badly for too long. Together we will put it back up.

We are currently at war against jihadism, which benefits from our internal
divisions. Our youth has lost hope of finding a job. Our people suffer and do not
get out of misery, as happens in other countries of the sub region.
I think of our peasants, our pastoralists, the everyday workers who are suffering
and who, although they have a job, survive rather than they live.
Every politician, every Malian woman, every Malian man, must today ask himself
this question:
What can I do, what should I do to help my country?
With you, I will take up the challenge of emerging Mali ... conquering Mali.

For you, I will decline our project for the future of our children, grandchildren and
the future of our country in four axes:
- A "Mali Development Plan", reference framework and presidential projects
which will lead us to the emergence in the years to come;
- A special attention to « Youth and Justice first », because our development
must rely on the strengths of the country and will not happen without fighting
inequality and corruption;
- Emphasize the rights and duties of everyone, including the right to peace, fair
and efficient administration and an impartial judicial system;
- Finally, I would endeavour to reconquer the place of Mali on the African
continent and on the international scene, especially through the enhancement
of our Malian culture and a renewed and strengthened cooperation with our
international friends;
These four axes are and will be the heart of my commitment over the next five
years. I will never stop fighting for the development, peace and rights of Malians
during my tenure. It is with pride and vigour that I will carry these projects, with
you and for you, during the next five years.

I. "MALI DEVELOPMENT PLAN SAYS MDP: A VISION FOR THE FUTURE
A transversal ministry has been created to bring out a development plan for Mali, around major projects. Its mission is to develop the reference framework for these projects, real development instruments, their financing and to monitor their implementation in partnership with the ministries concerned.
A departmental audit department to control the perfect coherence and the realization of the presidential thought.
A. AGRICULTURE AND LIVESTOCK
The rural world is a source of many jobs, it must respond to food self-‐sufficiency, contribute to the development of exports.
The rural world is a determining factor for the growth of Mali. We must improve training courses, adapted to the modernization of agricultural techniques, but also define land ownership and protection of arable land.
I want to enhance the image of the peasant in society.
Today, young people leave the countryside for the cities, thinking they will find an El Dorado, because the infrastructure in the countryside is not developed to provide prospects for business creation or employment. This must stop. The rural world must be at the center of economic life and substantial efforts must be made to ensure that each region can benefit from development tools such as roads, local and intelligent electricity production, water wells, to be autonomous in the harvests.
It will be the same for the field of livestock, which must regain the place it must have in Africa. Mali is known for having one of the biggest livestock among African country, yet few processing companies are present on the territory to promote this sector. Support for transformation projects in this sector will be put in place to maximize economic benefits.
That being said, it is not up to the State to take care of agriculture itself. Our role will be to finance, build and maintain quality infrastructure to help and assist farmers in their development and professionalization of their business.

OBJECTIVES 2018-2023
-‐ Setting international standards of our slaughterhouses and development of the sector;
-‐ Establishment by decree of a "Agricultural Special Zone" with advantageous taxation in the region of Kayes, Sikasso, and even Niger Office, for instance.
-‐ Construction of a technical agricultural school and a BTS "Agricultural Engineering" on the site of Kayes, Sikasso and Niger Office, for instance.
-‐ State participation in projects for the creation of agricultural and livestock processing firms;
-‐ Progressive construction of agricultural high schools throughout the territory;
-‐ Improvement of cattle breeds (insemination program with a foreign country). Today there are too many malfunctions in the milk and meat sectors. My objective is the construction of factories for the processing of milk and meat in Mali, in order to allow the development of the cattle and dairy sectors;
-‐ Development of the leather industry in partnership with international companies.
B. FACILITIES AND INFRASTRUCTURES
A country can not develop without good roads and infrastructures. On this basis, a study of the links between villages, between villages and regional centers, between regional centers and the capital will be carried out to determine the connection cost of these points of residence. A first five-‐year plan for the implementation of these links will be put in place.
Around these axes, a prospective of the state infrastructures necessary to support our development will be quantified and realized. A discussion on this subject with our international partners will be quickly put in place for the realization and the financing of this roads.
Around the development of these facilities and infrastructures, access to energy for all our citizens will need our attention. All modes of clean energy existing today will be studied on a case by case basis for an establishment in our regions, closer to the interest of Malians.

-‐ 250km of roads in Bamako Intra-‐Muros and in the other regional capitals.
-‐ Maintain the roads that lead to Mines of the Region of Kayes, for the economic development of this region.
-‐ Road Diboli -‐ Bamako
-‐ Carry out the Timbuktu – Kidal road project;
-‐ Carry out the Bamako-‐Sévaré-‐Gao road project;
-‐ Establishment of a national airline for domestic and international forward links;
-‐ Railway: I want to implement the Dakar-‐Bamako railway project.
-‐ Launch of studies on the development of our large cities to define the axes of decentralization (town planning, water treatment, sewerage networks);
-‐ Investment in a Tram line on Bamako;
-‐ Development of two dry ports;
-‐ Financing of the roads leading to the mines of Kayes by the mining companies OR creation of a tax for the development of these roads.
C. MANAGEMENT OF NATURAL RESOURCES
A new resource management policy will be implemented. It will involve both the management of our gold resources, for example, and the management and production of resources such as : gas, oil, rare metals or water.
It is time for Mali to become aware of its buried riches while so many fundamental projects need to be financed.

Mali also needs intelligent and efficient management of its natural resources such as shea or Arabic gum. I want to encourage the creation and development of gum processing companies, for example, and rationalize the harvest around this resource.
OBJECTIVES 2018-2023
-‐ Development of a state society for participation in the field of natural resources.
-‐ Audit of mining contracts with foreign companies.
-‐ Facilitate investment in this area and make it transparent.
-‐ Priority to strengthen and develop Cotton, Shea, Mango sectors.
-‐ Modernization of current mines (upgrading to safety standards).
D. DEVELOPMENT OF ENTREPRENEURSHIP
I want to facilitate business creation in Mali, in order to offer young people new perspectives. Three poles will have all the attention of the Mali Development Plan:
-‐ processing industries ;
-‐ Agro-‐Industries ;
-‐ Craftsmanship ;
For example, Mali has high-‐quality craftspeople who need help in the form of merging Made In Mali products for export on the African continent, or even internationally, beyond the continent. The creation of a Chamber of Trades and Crafts will allow the craft sector to structure itself, to develop and create a system of social protection and retirement specific to this profession.
I will, with the support of investment banks, encourage the creation of small and medium-‐sized structures. Our young people have to create their own jobs.
We must also convince entrepreneurs and promoters of job-‐creating projects to settle in Mali, offering them advantageous conditions. Companies that enter our territory will benefit from tax and electricity exemption systems at lower cost, provided they create a number of jobs for Malians.

Mali, for example, is one of the largest producers of gold. A luxury jewelry industry could be favored in this way.

-‐ Establishment of two to three free zones in our territory: it deals with demarcated areas where the companies that set up there will be able to benefit from tax advantages, in exchange for which they will favor the training and the employment of the populations while boosting the economy of the territory.
-‐ Creation of a brand "Made in Mali".
-‐ Creation of a Chamber of Trades and Crafts, a platform at the service of companies to guide and optimize their investments, promote their activities but also to support them in their projects.
-‐ Study of a guarantee fund for foreign investments in the territory.
-‐ Transformation of the current Chamber of Commerce and Industry into Chamber of Commerce, Industry and Mines.
E. WASTE TREATMENT
It is no longer possible to let the Malian population live in real garbage cans without tackling the problem of collecting and treating this waste. We must talk together about public health and sanitary emergency at the level of the most vulnerable populations, especially since today we know how to use this waste to extract electricity, fuel or stony residues. Our roads are to be done, supply of electricity is deteriorating, and a developing country always needs fuel.
The MDP will be proactive in developing innovative projects in Mali to reduce pollution.
Other projects of this type will be identified in the territory in order to register Mali as part of its commitments made at COP21 (Paris Agreements on Climate) and reaffirmed at COP22 and 23.

-‐ Revival of the project to build a waste treatment plant in the Noumoumbougou area;
-‐ Development of photovoltaic plants (solar energy);
-‐ Study and construction of a sewage system and wastewater treatment.
F. ICT AND TELE-‐SERVICES
Our country, with its preponderant youth, can not develop without the establishment of modern telecommunication services. An audit of the situation will have to be carried out in order to make the state of the network and propose the adapted measures with the big companies occupying the sector so that a better coverage of the country can be proposed to the Malians.
The network coverage must improve as tele-‐services will be a preferred route for the next five years. Networking of public health facilities to avoid isolation of physicians should be a priority, as should telemedicine connection of medical centers with international points of analysis. This is why the quality of an Internet coverage network in Mali is essential for its development.
Operators will have to implement the necessary means to enable Mali to have a reliable network over as much of the territory as possible. They have the opportunity, we must accompany them in this direction.

-‐ Audit of contracts that bind the State with telephone operators for better national coverage (quality and quantity);
-‐ Support the investment of these groups in high-‐speed areas, which are essential for our economic development;
-‐ Development of tele-‐services and tele-‐medicine;

G. WATER: ACCESS FOR ALL
About 3,000 villages are not equipped with wells or are equipped with defective wells. A large national water access plan must be set up. It is our duty, in a country where health and economic development pass through access to drinking water.
It is not acceptable today to find that in a country with significant water reserves, so many villages and so many people are still disconnected from this primary and vital resource. We will mobilize our international partners to carry out this project as quickly as possible in the first half of the five-‐year period of my presidency.

-‐ Construction of 1,500 wells with solar street lights (self-‐sufficient);
-‐ Redevelopment of 1,500 wells with solar street lights (self-‐sufficient);
-‐ Treatment and recycling of wastewater (to promote the development of agriculture).
H. HEALTH: REFORM OF THE HEALTH-‐SCHEME
In the first place, an audit of the health establishments will be carried out. I wish to upgrade the technical platforms and I will propose a five-‐year plan to renovate existing facilities. Immediate collaboration with international structures will be developed to create synergies between medical professionals, to encourage training of Malian doctors and surgeons, and to train staffs in the use and maintenance of new equipment. Finally, I want to redefine access to health for all according to the level of income.
Also, I would promote as much as possible tele-‐medicine, so that the analyzes that have been made so far abroad, can be proposed on our territory with the same quality and reliability.
The budget for medical evacuations will be completely revised and redeployed. Only pathologies that are not treated in Mali by health professionals will open the right to evacuations. The rest of the budget will be redeployed to provide all Malian citizens with access to healthcare. It is no longer acceptable to note a child mortality rate of 104.34 deaths / 1000 because of the lack of care, the lack of midwives

and especially the lack of resources. The entire medical sector will have to be reviewed in agreement with the professionals of this sector to meet short, medium and long-‐term needs.
The short and medium term needs of hygiene and public health will have to be filled by international collaborations on the subject. The means will be put in the long term to achieve the self-‐sufficiency of Mali in terms of health.
Finally, a vast scheme of reorganization of the manufacture and importation of drugs will be put in place. The establishment of drug manufacturing firms in Mali will be favored, and until these private projects succeed, the drug import scheme will be reviewed and the fight against fake drugs will be initiated.

-‐ Audit of our hospital structures (main needs, revenue, management, human, material and financial resources);
-‐ Hospital renovation plan and investment in quality equipment;
-‐ Establishment of international cooperation for the training of doctors and nursing assistants;
-‐ Progressive cessation of medical evacuations ;
-‐ Creation of a national body for hospital administration ;
-‐ Creation of separate services for the elderly.
I. LAND AND HABITAT PLANNING
An overhaul of the right to property will be initiated, through a mapping of properties in cities and villages. The aim is to limit land speculation and preserve the farmland of our peasants.
A cartography in need of assisted housing (social housing) will be made and a vast plan of construction of housing will be decided to support the Malian economy and meet the demand.
The urbanization of Mali is under way. That said, it must not be done anyhow and at any price.
We need to create new neighbourhoods. Urbanization also has to do with living together. Thus, we will relocate military districts, which have nothing to do in our city centres, for the safety and well-‐

being of everyone. I also want, during this mandate, to implement the existing modernization scheme for the city of Bamako.
For questions of public hygiene, but also of citizens' well-‐being, we must regulate and limit the daily extension of the Bamako market, develop the banks of the Niger River or clean up the river.
Malian construction companies will be invited to structure and even develop the joint-‐ventures technique, with international cooperation to be able to meet the demand in the context of serious, regulated, controlled and insured construction starts.
OBJECTIVES 2018-2023
-‐ Enhancement of the property right: creation of land titles, mapping of the property right in the territory and payment of property tax by the owners recognized as such.
-‐ Substantial improvement in property tax revenues: in Bamako, for example, from a six-‐month work on land, the state could recover about 1.2 billion euros and reinject them into education, health and helping the most vulnerable Malians.
-‐ Launch of urban studies plans in our major cities.
-‐ Construction of 450,000 homes (of which 250,000 in Bamako and its region).
-‐ Financing of social housing.
J. RESTRUCTURING OUR HOLDINGS AND STATE PROPERTIES
It will be essential during this five-‐year period to restructure our holdings and state properties, both financial and real estate properties.
The Malian State does not sufficiently control its holdings and does not take sufficient advantage of the properties of land and buildings that are its own. These elements are non-‐negligible resources for our development and the well-‐being of our people.
As soon as I am President, it will begin a vast plan to add value to our property portfolio and restructure our financial holdings. This will lead to an improvement in our revenues and a reduction of our debt so that we can very quickly raise international funds and finance our projects.

II. "YOUTH AND JUSTICE FIRST! "
A. EDUCATION: FROM EARLY CHILDHOOD TO HIGHER EDUCATION.
-‐ Analysis and redesign of the Education system
Our education system has been failing for many years, at all levels. A problem of orientation is obvious. Vocational training is not valued enough. On these observations, despite everything, good things exist and persist due to the good involvement of the teaching staff. Other aspects of the system are failing as a result of decisions not taken or taken half by the State.
I would listen to teachers from schools, teachers and higher education teachers to gather their feelings about their coaching needs, training and investment priorities. For too long, faculty have been left behind.
The authorities did not give them the means to train themselves. New technologies will need to be used to provide faculty with recurrent access to national and international self-‐training, upgrading, and exchange of practice modules.
The level of language has dropped considerably in recent years in Mali. It is necessary to systematise in the curriculum of teachers and students the lessons of grammar, of conjugation, otherwise our children will continue to be refused in the universities of the neighboring countries. It deals with our development, our future and our pride.
We will also review the map of schools in Mali, taking into account the cyclical aspects of the fight against jihadism and wars imposed in Mali on parts of the territory. A school renovation plan will be studied with an adapted financing plan. Here again, we will call upon all our partners who, during major State decisions, are mobilizing to bring to fruition the development plans decided by Mali.
-‐ An education system better adapted to the country's economic realities.
The university does not correspond today to any need of employment. Our youth is bogged down in studies of human sciences and law, among others, with no prospect of employment at the end of their studies.
We must reform our education system and adapt it to our economic needs.
I wish to develop and promote studies of technical type, professionalising, in connection with the trades of agriculture in particular. Our rural world needs trained young people, whether in trade, product processing, logistics, fundraising or land rights.

A map of current workforce needs will be established. A second mapping will be carried out, in connection with the five-‐year presidential projects, to define employment and training needs in the short and medium term.
Finally, special attention will be given to all agricultural sectors. Presentation modules will be set up in all schools concerning agricultural trades (from the farmer, through the technician and the engineer), crafts, industry and trade.

-‐ Supervision of private schools, at the level of school programs and degrees awarded.
-‐ Creation of a status of "professional education", establishment of a system of accreditation and evaluation of vocational schools.
-‐ Each student will have to read, count and write at the end of primary school.
-‐ Establishment of training and self-‐training modules for teachers.
-‐ Creation of a post of accompanying trainee (BAC +5) in all the classes of primary school to the Baccalaureate to support the teachers in daily tasks and courses.
-‐ Creation of an organization dedicated to the orientation of the students so that any pupil, after primary, secondary school and high school, can exchange with a professional on its orientation.
B. FIGHT AGAINST INEQUALITIES. -‐ Women
Pillars of our society, women will be helped, supported, in their daily lives through a state secretariat that will be dedicated to them. Prevention, training, accompaniment to family planning, health, public health, family, will be developed through national and international cooperation with organizations and foundations that have specialized on this topic.
Women's cooperative initiatives will be encouraged and promoted through subsidized loans. A reflection with the order of accountants on the supervision of these projects will be conducted. I also want, during this five-‐year period, to allow greater access to property and credit.

The decrees of application of the Family Code were drafted, voted, accepted, but, once again, because of the lack of political will, they were not applied.
We must maintain secularism at all costs, it is a task that I would take very seriously during my mandate. Under no circumstances should Islamist currents be allowed to violate the rights of the family and the woman.
OBJECTIVE 2018-2023
I would like to see the "decrees implementing the Family Code", resulting from a process of consultation with associations, representatives of civil society and moderate religious organizations, be applied.
-‐ Rural world
The reorganization of this sector goes through a plan of accelerated decentralization and a territorial reorientation around governorates, so that the concern of the regions is immediately taken into account instead of being centralized in the capital with loss of information. The objective will not be to add an extra layer to the administrative mille-‐feuille, but to simplify the decentralized territorial organization in order to preserve the foresight on the needs of the populations.
For several years now, our village chiefs have been completely abandoned by the central government. They have been victims of social injustice on all sides. They are the ones who, historically and legitimately, know the lands over which they have authority. Once their power is rehabilitated, the property right will be reinforced and spoliations diminished.
To attract interest in the rural world, reports will be offered twice a month in prime time and broadcast on television and in schools. These reports will be funded by the state, to show the daily reality, sometimes fantasized of the agricultural world.

-‐ We must reconnect our campaigns and our cities. During my tenure, and for the success of the country, I want to rely on the strength of the village community;
-‐ Implementation of boreholes and wells in villages, with solar mats generating electricity in 3,000 identified villages and lacking its essential elements for development. A budget of 39 billion CFA Francs will be allocated to this project, the financing will come from the policy of cartography of land ownership.
-‐ Vulnerable groups (retired people).
Our pension system, whether it is pension payments or health care, is almost non-‐existent today. I wish to carry out an extensive audit, listen to our elders and hear their proposals to improve their daily lives. I will put in place, according to the means at my disposal, a pension management system.
During my five-‐year period, I also want to see the birth of several gerontology centers, but also a review of the calculation and allocation of pensions.
C. FIGHT AGAINST CORRUPTION, IN POLITICS AND AT ALL LEVELS.
It has been noted that various channels of corruption of public officials have been set up, which are taken back by politicians in office. This practice must stop. It is easier to say it, than to do it, and even more to see it.
We will pave the way for the disappearance of these processes. For this, we will value the individual exemplary attitudes in the realization of the state projects, by the setting up of exceptional bonuses for obtaining results. It is a question of decriminalizing corruption by transforming this human temptation into a positive act around the valorization of exemplarity.
We will begin this process, which will be invariably long, by the political world and we will reduce the inequalities that arise between people in Mali.

-‐ Creation of a bonus for staff members who have contributed and completed the presidential projects. This fund will be directly managed by the centralized Ministry of the Mali Development Plan.
-‐ Strengthening the legal arsenal on corruption. I wish to make ineligible any corrupt politician or administrative agent for life. In this sense, it will suffice to enforce the "Bathily Law" already drafted and voted against the fight against corruption and illicit enrichment.
-‐ Creation of a specialized legal body for the treatment of these files.

III. RIGHTS AND DUTIES OF MALIAN CITIZENS
A. OWNERSHIP
Legal aid specific to these cases will be set up and financed in part by the State following a method of calculation with reference to the tax sheet.
OBJECTIVES 2018-2023
From the top of my ministerial experience and after multiple trips within Mali, to the meeting of the landed property owners, I wish to reaffirm, redefine and raise loudly the right to individual property, so that any family, so that every Malian, owner of land, is recognized, regardless of the manipulation of theft of property they have suffered. On this basis, the right attached to land ownership will be reviewed and the limitation period for private land spoliations will be increased to 50 years.
B. OVERHAUL OF GOVERNANCE.
We must imperatively favor excellence and exemplarity, in order to achieve the realization of the projects that we will carry out for present and future generations.
A redesign of governance is essential, fundamental and non-‐negotiable.
-‐ Fewer ministerial positions, more efficiency;
Our country has always had the bad habit of multiplying ministerial positions, for an efficiency that has never been up to par. The majority of international governments of reference have for years struggled against the multiplication of the extended teams and have preferred to this the establishment of small teams to promote greater effectiveness of action.
Why favour the State Secretary? The State Secretary is determined around the individual experience, the academic background and the specialization of the theme of which it is in charge. A State Secretary does not have a car, nor a driver, nor ministerial accommodation, nor a state budget. She or He is chosen for his competence, in the service of the Malians.

-‐ My government will be composed of no more than 15 ministres, instead of 39 at present, with 9 high commissioners and 46 state secretaries.
-‐ Rebalancing of the remuneration of the President, Ministers, State Secretaries, High Commissioners, and Deputies.
-‐ Appointment of Senators in some regions of the North, where tradition and culture do not allow some village chiefs and / or wise men to participate in electoral competitions.
-‐ Constitutional recast
During this mandate, I wish to review the Constitution in order to incorporate the provisions of the Algiers Peace Agreement and to transcribe the resulting recommendations.
I would also like to participate in the creation of the Senate, instead of the High Council of Communities.
Particular attention will be paid to the functioning of the Constitutional Court so that transparency and clarity are the rule.
-‐ More government stability.
It is time to be responsible for the training of our political elites. The previous head of state used to appoint ministers for nine months and then thank them. I have suffered of this twice, so I know what it is. I do not endorse these practices and consider that the valorisation of our political elites is built in the long term, in the very difficult learning of the ministries and their functioning, and in the projection of the objectives to be obtained on the quinquennium.
In the same way, I will comply with the results of the legislative elections which could lead me to modify a government, reason why I ask for a coherence of vote between the presidential election and the candidates who will be part of my presidential majority.
Today, the functions of the Minister do not allow him to follow and deal properly with the real problems of the Malian citizen. I therefore wish to open a "request office" in each ministry. This office will work as a filter and receptacle of Malian problems, be they political, administrative or legal, in connection with the ministry concerned. It deals with allowing the equal treatment of the citizens, in

front of a neutral office, but also their orientation in the continuation of their step and finally to let the Minister concentrate on the subjects of state importance.

-‐ I pledge as much as possible to favor the future stability of my government over the five-‐year period. The cases that will lead me to transgress this commitment will turn to the ministers who are indicted, to whom I will immediately ask to resign, in order to enable them to defend themselves freely in court, so that their honor is safeguarded or their forfeiture is proved.
-‐ A five-‐year term should inspire the formation of a new generation of politicians in the sense that good governance and rules are in order.
C. CONFLICT RESOLUTION AND GUARANTEE OF PEACE
The threats that destroy our society must stop. This threats a human cost, first of all, but also financial.
From the base of the Algiers Agreements endorsed by the parties, I want to wear a more ambitious project and maybe more in line with the reality of our economy and of our political structures. As such, I intend to create a State Secretariat for "National Reconciliation and Reconstruction of Northern Regions".
This Secretariat will work as a tool at the disposal of the populations and the international partners, in order to perpetuate the peace process and to guarantee to the populations of the North infrastructures and quality public services. Guaranteeing peace for all is a fundamental issue for Mali.
United we stand and that is how we will succeed in getting out of our territory the fighters of hell who came in Mali in order to invade the brains of our youth.
With the support of our international friends, we will be able to financially carry out this heavy task that we must assume, whatever the cost of it.
We must pay attention to the development of G5 Sahel, and of every of our inter-‐African collaborations. The problem is today on our land of Mali, it could tomorrow be exported on the lands of our friendly neighbors, and I believe that it is from the union that will be born peace for all. May this peace concern Malians or Africans in general.

-‐ From my first year as President, I will put everything in place so that ancestral conflicts find a solution, that the unity of Mali is restored and that the Malians as a whole are respected;
-‐ The Algiers Agreements limited the dialogue to governments and armed movements. We must expand the partners in the discussion in order to bring peace. It is therefore necessary to bring together not only state authorities and representatives of armed movements, but also local authorities, civil society and religious representatives;
-‐ What is more, I would express the need for a neutral and recognized expertise for its neutrality in order to reach a solution and compromises in view of a global and lasting resolution of the conflict, and all the opposing conflicts communities between them.
D. RECASTING OF THE ARMY AND ITS SERVICES
Our army is still in the 20th century. We need an even greater professionalization of our workforce, an elite training of our executives and a substantial effort of the government with the investment in advanced equipment, usable in our latitudes, adapted to the characteristics of our territory. This overhaul will involve increased cooperation with major equipment manufacturers, in order to determine the investments to plan for the five-‐year period.
Overall budgeting will have to be established coherently and in collaboration with our Army Chiefs of Staff and our internal services.

-‐ Rationalize the management of the army and manage to control the costs of defence;
-‐ The process of setting up a national youth service is underway. We must continue to allow young people and aspiring soldiers to be trained and aware of contemporary tools, concepts and doctrines in defence, security and intelligence ;
-‐ Non-‐compliant military recruitment rules will be applied.
E. CONCERTED ANALYSIS AND RECASTING OF THE LEGAL AND JUDICIAL SYSTEM
I want to redefine the rules of independence of justice. Malian people must have confidence in its justice and for that reason, it is up to the government to put in place the means and the conditions for this justice to be rendered impartially.
Protecting the law, protecting our attorneys, our lawyers, our magistrates, their collaborators, protecting our procedures, this will be my position, this will be my commitment to the next five years.
Justice is everyone's business, it concerns the whole society, all citizens. Thus, I propose to open the Superior Council of Magistracy. As is the case in other countries, representatives of civil society and citizens will sit within it, along with the President of the Republic and Magistrates, who monopolized the institution until today.

-‐ Too frequently, I made the painful report of situations of immobility and denial of justice. This must change;
-‐ The greatest severity will be applied to the law holders who would be tempted by corruption because I consider that being the law holder, we can not ignore it and therefore transgress it. In agreement with our judicial authorities, I would launch upon my arrival in power, a reorganization of its mechanisms and a decentralization of justice rendered to the people, closer to the people;
-‐ I propose the inequality of the judge's office of any person convicted of corruption. Also, as soon as a procedure will be opened against a representative of the justice (judge, magistrate, auxiliary of justice), the latter will be suspended of function and salary.
-‐ Make representatives of civil society sit on the Superior Council of Magistracy.
F. EFFECTIVE AND VALUED ADMINISTRATION (RESULT CULTURE)
Administration is a vital link in our society. It aims to meet the basic needs of citizens. The status of administrative agent provides rights and duties and guarantees to the staff regular payment of their salary. Their status as civil servants give them access to the ranks of the middle and upper classes of our society. Being employed in the administration is an honor and an assurance of stability of employment and remuneration. In a country like Mali, it's an undeniable advantage.
Therefore, it is unworthy of an agent enjoying such a privilege to resort to corrupt practices, passive or active. Dismissal for gross misconduct or unworthy behavior exists in our texts. Due to the lack of political will, it was never pronounced. With courage and willing, we will manage to limit this type of practice.
Any project assigned to an administration will be compartmentalised into different phases of implementation. All project stakeholders will be identified upstream. During the intermediate implementation phases, as in the final phase of the project, if results are obtained by the administrative team, bonuses will be awarded.
In the context of decentralization, new administrations will be created throughout the country. These will require competent and well-‐trained staff. It will be necessary to define with great transparency

future recruitments. It was unbearable to me to see that fairness of treatment in public service competitions does not exist. We must restore it, in the name of our values.

-‐ In the police stations, as in the centers of taxes payment, I wish to systematize the setting up of cameras and all the procedures (payment of a fine, minutes, tax payment) will have to be made under the eyes of these cameras, monitored by an independent body;
-‐ We will set up secure boxes;
-‐ We will continue to digitize the payment of taxes, in order to ensure fair treatment for every citizen and every entrepreneur. Monitoring the regularity of our agents' interventions is not humiliating them, it deals with protecting our citizens.
-‐ A new valuation of the work of each administrative agent will be put in place and a culture of the result will be instilled via exceptional bonuses.
-‐ During this mandate, I intend to install and maintain an equal treatment of our citizens, our children, in any competition, for access to a job or a school.
G. MEDIA
The principle of freedom of the media exists in Mali. It is guaranteed by law and respected in the majority of cases. That said, this principle appears to be fragile today, and it is abused by some individuals who abuse without scruple of their financial and political power.
Some media, far from seeking to present to their public audited, fair and respectful facts, make slanderous, insulting and very unworthy remarks, especially during the election period.
The guarantee of freedom of the media, television and radio is a priority for Mali today.
From now on, there will be healthy political and media campaigns, in a climate of fairness and in a logic of sincere debate between the different candidates. Political parties should have a little more respect for their opponents. They use the media, often badly, not to communicate their political project or their ideas, but rather to make abusive remarks to their opponents. This must stop.

The State must bring all the conditions to the media so that they can remain free and independent. As for the media, they must use this freedom to say acceptable and well-‐founded things.

IV. MALI'S PLACE IN AFRICA AND ON THE INTERNATIONAL SCENE
A. DIASPORA
Without the help of our diaspora, many families and villages would be in utter destitution. We will never thank them enough for the dedication and economic involvement of their support of Mali. My goal is to help them, support them and promote their projects. This call is also aimed at our most brilliant generals, who, for want of finding positions worthy of their professional experience, have chosen to emigrate.
I hope that a permanent speech with the diasporas of the different countries will be officially instituted so that we can benefit from their international experience.
OBJECTIVES 2018-2023
Malian friends of the diaspora are one of the pillars of our economic development, beyond the first international relations that we can envisage. As such, I want to promote them on two levels:
-‐ In terms of the transfer of funds, a Malian bank dedicated to their investments will be studied to enable them to continue to transfer to the territory of non-‐negligible funds for the development of their village, at controlled cost.
-‐ We will also privilege all business creation by the diaspora on the Malian territory, with jobs and training. A true accompaniment and a secretariat of State will be dedicated to them in this sense so that at any time, from abroad, they can ask their questions and have the adequate answers. A fund will be created to support the return of Malian immigrants on presentation of a return project (business project or association, for example).
B. ECOWAS: ECONOMIC, MONETARY AND MILITARY COOPERATION.
Mali must regain its leadership within the nations forming ECOWAS. I would make a quick visit to my friends in ECOWAS so that we can resume, improve, develop, strengthen the main economic, monetary and military areas that bind us. We will propose to involve ourselves more in the commissions, discussions that can be proposed to raise our ideas, our ideals and our vision of the future, in the service of the greatest number.

From an economic point of view, we will try to offer our partners an enhanced cooperation, or even joint ventures, in order to pool our efforts, to strengthen and give birth to African leaders groups to match our ambitions.
Military cooperation within ECOWAS is also imperative. Our countries today are not developed enough to have an autonomous military budget that will both guarantee our borders, manage domestic intelligence and ensure the fight against jihadism. The objective is to pool investment efforts in the weapons needed to defend the ECOWAS zone and strengthen our common army.
This cooperation around security will have to go through the reinforcement of the sub-‐regional information center against insecurity and terrorism, which will ultimately have to manage all the services dealing with these security domains.

-‐ I will support the process of setting up the single currency, planned for 2020, in order to accelerate the economic integration of the region, increase trade, investment and the free movement of goods and people within the community, overcoming the currency hurdle;
-‐ We will support the establishment of the ECOWAS Monetary Institute. Our goal is to increase exchanges between member countries of the community.
C. INTER-‐AFRICAN RELATIONSHIPS.
Beyond the relations with the countries of the ECOWAS, it is fundamental for Mali to amplify its inter-‐African relationships with the countries of the South, the Center, the East and also the North of the continent. Particular attention will be paid to the establishment of our embassies across the African continent so that these relationships can develop and for those that already exist, grow.
It is imperative that more African shareholders enter into the capital of our companies, I would encourage their participation. South-‐South cooperation is not yet sufficiently developed, transfers of skills and know-‐how are feasible. Each of us, we lack the means to carry major projects, but together, by pooling our human and financial resources, we can compete with large international groups. It is in this sense that we must go, and I would strive to facilitate and encourage this type of collaboration between African companies.

Africa is a continent in full development, our continent represents the future, it is up to us to seize this opportunity together and give to our youth the chance to live in a more prosperous world and in a more just society.
The challenges are many, they are not insurmountable. It is about our image as a nation, but also as members of a continent rich in cultures, knowledge, history and the cradle of humanity. Examples of economic success and development models on this continent are numerous, Rwanda and Mauritius to name only them, it is up to us to follow their path!

We need to work more closely with English-‐speaking countries, whose economic and development models are different from ours. These cooperations will open up new markets for our Made in Mali products, and will promote, through inter-‐African trade, peace relationships and exchanges between the peoples of Africa.
D. INTERNATIONAL RELATIONSHIPS
Mali is today economically dependent on its international partners, be they countries or organizations. With their military help, but also their political and economic support, we were able to contain the invasion of our country by the jihadist forces. We thank them.
However, we have no other choice, for our development and for the benefit of each party, than to rethink international aid. The internation aid, too many times, has been diverted from its original purpose or failed to fulfill the goals it had set for itself. Enough money wasted. Today, we must redefine the frameworks of this strategic, human, financial and military cooperation between countries of the North and the South, for the benefit of both parties.
We must focus international aid on training, not on assistantship.
I would like also to talk about our embassies, which represent Mali around the world. These embassies must also be instruments for our economic development. Beyond their primary function of diplomatic representation, I want them to communicate around our economic, strategic and political objectives in order to attract potential investors and project leaders in our country. I want to equip the embassies to be able to participate in our economic development.

Mali must have as an enemy only jihadism, and as a goal the emergence and well-‐being of its population.

During my mandate, I would strive to increase our economic partners. With my status of President of the Republic of Mali, I would promote our know-‐how, our companies, our innovations to our international partners.
E. VALORIZATION OF MALIAN CULTURE (MUSEUMS, SPORTS)
The construction of a Museum of Primitive Arts will be launched during my mandate. Concerning the existing museums, they will be renovated, enlarged if necessary and put forward, with our international visitors certainly, but also and especially with the Malians.
I want every Malian, especially young people, to know the history of its country and know what its ancestors have done to build our beautiful country.
I also intend to promote our national languages. If the Francophonie appears as an essential lever of our development, as a language of communication with our African neighbours and our international partners, our national languages are part of our history and we must not under any circumstances let them die, in the name of an alleged globalization.
In this sense, I would like to translate as much as possible my decisions and political orientations in the national languages, in order to sensitize as many people as possible to the political and civic life of our country.
I would also like to see cultural festivals, which were before the conflict a source of income and immense pride for our campaigns, but also for our country. It is only with the securing of our territory that this type of project can emerge again.
Finally, concerning sport, not only because I am a great fan of it, but also and especially because I believe in its benefits on the economic, social and even diplomatic, will be at the heart of my project, especially for youth. That being said, it will be time for regulating this domain, where too many young people are left to themselves and are subjected to the action of malicious agents who promise them wonders.

Also, since it deals with our image, I would study and I would promote, if it is relevant, sustainable and economically viable, any project hosting regional or international sports competitions on our territory. Promoting Mali is also knowing how to receive and welcome our foreign friends with dignity on our territory, while proudly showing them the emergence that we have undertaken and presenting them our culture, based on hospitality, sharing and respect of others.

-‐ Redeeming our image on the international scene also means enhancing our culture. During my tenure, I would like to see a large number of cultural projects flourish. I will support them as much as I can because culture is essential to me. Our image is changing internationally, not in order to confront other cultures, but to affirm ours. I wish that every citizen can proclaim loud and clear: « I am proud to be Malian! »;
-‐ Laws and an organization for the protection of intellectual property exist. These laws can be improved in order to better protect the rights of artists by facilitating the registration and remuneration of their works;
-‐ Creation of a "Made in Mali" label to promote our crafts.
F. RELIGION PROTECTION, GUARANTEE OF FREEDOM OF WORSHIP, FIGHT AGAINST DEVIATIONS FROM JIHADISM.
As President of the Republic, I would protect our religions and guarantee freedom of worship, whatever it costs.
One of the heavy missions of my mandate will be the fight against the deviations of jihadism. For this, I wish to highlight international cooperation and support training programs for Imams, already undertaken.
Finally, I wish, in the continuity of my project for the education system and for our youth as a whole, to redefine the framework of education in the Madrasas (islamic teaching school). The latter must have the sole purpose of learning Islam. It is unbearable to me and it is unacceptable to see our children practice begging on behalf of others and live in inhuman conditions.

I would strengthen the processes of exchange, meetings between communities and religious and political leaders, because I deeply believe in dialogue as the first means of resolving conflicts. Together, we will be stronger to fight against the jihadists who divert our young people from the right path, pervert our societies and flout social justice and our honor, by committing abuses while claiming to pray the same God as us.
