Mission

The mission of the NNR is to provide and maintain an effective and efficient national regulatory framework for the protection of persons, property and the environment against nuclear damage.

Introduction

The National Nuclear Regulator (NNR) is a public entity which is established and governed in terms of Section 3 of the National Nuclear Regulator Act, (Act No 47 of 1999) to provide for the protection of persons, property and the environment against nuclear damage through the establishment of safety standards and regulatory practices.

It is responsible for granting nuclear authorisations and exercising regulatory control related to safety over the siting, design, construction, operation, manufacture of component parts, and the decontamination, decommissioning and closure of nuclear installations; and vessels propelled by nuclear power or having radioactive material on board which is capable of causing nuclear damage.

The facilities and actions regulated by the NNR are diverse and includes the operation of nuclear power reactors, research reactors, nuclear technology applications, radioactive waste management, mining and processing of radioactive ores, users of small quantities of radioactive material, transport of radioactive materials, vessels propelled by nuclear power or having radioactive material on board and to any other actions capable of causing nuclear damage to which the National Nuclear Regulator Act applies.

It is a great honour and pleasure to welcome you to the NNR Regulatory Information Conference taking place from 5-7 October 2016 at the CSIR International Convention Centre in Pretoria. This is the first nuclear regulatory information conference to be held in South Africa and on the African continent. Over the next few days participants from industry, government agencies, associations, international authorities and other stakeholders will converge to share information and discuss various perspectives important for the safe and secure use and handling of nuclear and radioactive materials.

The conference programme aims to promote nuclear safety regulation and to bring together key nuclear role-players to exchange information on safety and security related topics in both nuclear fuel cycle and radiation facilities. You can look forward to maximising your networking opportunities by engaging with impressive keynote presenters, panellists and future leaders, during the conference welcome cocktail and gala dinner social events.

The NNR is committed to providing effective nuclear safety and security regulation for the protection of workers, public and the environment against nuclear damage and this conference serves as a valuable stakeholder interaction mechanism to support this objective.

Dear Stakeholder

It is with great excitement and enthusiasm that I welcome you to the launch of the 1st NNR Regulatory Information Conference taking place from 5-7 October 2016 at the CSIR International Convention Centre in Pretoria, South Africa.

The conference technical programme is designed to encourage informal, knowledge sharing and dialogue about significant ongoing or emerging activities related to the regulation of nuclear safety and security in South Africa. Participants have a unique opportunity to interact with local and international counterparts to gain and share valuable insights and perspectives on safety and

security issues facing both the domestic and international nuclear community. We also hope that the learners and visitors will enjoy the interesting and informative two day nuclear and radiation exhibition programme.

At the NNR, our understanding of the importance of meaningful stakeholder engagement in nuclear safety and security regulation continues to evolve and deepen over time. We have therefore started to improve our connectivity with stakeholders through initiatives such as the nuclear regulatory information conference. Knowledge and information sharing platforms like these are an integral part of the NNR’s stakeholder outreach process. Hence this Conference is the realization of a request made by the NNR to the Local and International nuclear community.

SPEAKER PROFILES

Dr Tyobeka is the Chief Executive Officer of the NNR and currently serves as a Member of the International Nuclear Safety Advisory Group (INSAG) appointed by the IAEA Director-General to serve for the period 2016 – 2020. Dr Tyobeka also serves as a Vice-Chairman of the Regulatory Cooperation Forum under the auspices of the IAEA, and a member of the IAEA’s Technical Working Group on Nuclear Knowledge Management. He was involved in the IAEA team that advises Member States in the development of new nuclear power programmes. He has also been a visiting Scholar at the Nuclear Research and Consultancy Group (Netherlands) and the International Research Associate (Idaho National Laboratory, USA).

Based in France, Mr Stephane GALOPIN contributes to defining and supporting the strategy of nuclear growth and projects development in Europe, in coordination with the worldwide nuclear activities of Bureau Veritas. A graduate with an executive MBA and a mechanical engineering degree he has spent more than fifteen years in the industry business. He joined Bureau Veritas in 2007 as operations manager in charge of conformity assessment for pressure equipment and structures, and was then appointed head of design review and inspection department for nuclear projects. Since 2015, he is focused on strategic nuclear projects management and Marketing & Sales development.

Mr. Zhang is currently serving as the Director General of Nuclear and Radiation Safety Center (NSC), the TSO for China’s nuclear safety regulator (National Nuclear Safety Administration). He holds the highest-ranking position in the agency and is responsible for overseeing the agency’s various departments including human resource, finance and audit, science research and project management, radiation protection and environment impact assessment, radioactive source safety assessment, policy and regulation research, qualification management and personnel training. Before leading NSC, Mr. Zhang served as the Deputy Director of Nuclear and Radiation Safety Supervision Station of Sichuan Province, Division Director in the National Environment Protection Agency (now the Ministry of Environment Protection).

After graduating from “NPP and Nuclear Research Installations Professional Chair” of Moscow Power Engineering Institute (MEI), Sergei had been working in the All-Russian Thermal-technical Research Institute (VTI) as an engineer/scientist in the field of experimental and calculation research on NPP safety under accident conditions. Since 1990 he has been working in Scientific and Engineering Centre for Nuclear and Radiation Safety (SECNRS) - the TSO of the Russian Nuclear Authority (Rostechnadzor). At present, he holds the position of SEC NRS Deputy Director with the main responsibility for safety review arrangement and carry out within the framework of the regulatory licensing procedures. He is the Chairman of the Working Group on new VVERs within the Multinational Design Evaluation Programme (MDEP).

Mr Bill Dean is the Director of the U.S. Nuclear Regulatory Commission’s (NRC’s) Office of Nuclear Reactor Regulation (NRR). In this role, Mr. Dean is responsible for the regulatory oversight of all operating commercial nuclear power reactors and research and test reactors in the United States. Prior to his appointment as NRR Director in October 2014, Mr. Dean served as the Regional Administrator in NRC’s Region I Office in Pennsylvania from 2010-2014, where he was responsible for the regulation of commercial nuclear power plants in the Mid-Atlantic and New England states, as well as radioactive materials throughout the eastern United States. Mr. Dean won the NRC Meritorious Service Award in 2001 and a Presidential Rank Award in 2003.

Mr. Rinfret is a mechanical engineer, graduated from the University of Ottawa, with more than 34 years’ experience with the nuclear industry. He was involved in the creation of regulatory performance indicators and the upgrade of the compliance verification process. He has been the Canadian representative on the NEA Working Group on Inspection Practices for a few years. He participated in IAEA IRRS Missions in the areas of regulatory compliance and enforcement. From January 2013, he led the regulatory oversight of Darlington NGS, and completed its relicensing in 2015 as well as oversight of normal operations, outages and preparedness for refurbishment to be executed shortly in 2016. Since June 2016, Mr. Rinfret is working on special projects to enhance regulatory effectiveness of the CNSC.

Mr. Kim has served in the field of nuclear regulation, particularly NPP regulation, for around thirty years at the Korea Institute of Nuclear Safety (KINS), a regulatory technical expert organization operating as part of the nuclear regulatory system of the Korean Government. He received his B.S., M.S., and Ph.D. in civil engineering from Korea University. He is currently a senior technical advisor in the area of structural systems and site evaluation at KINS. He has served as a project manager for the licensing of Shin-Kori Units 1&2, Shin-Wolsong Units 1&2, and Hanul Units 5&6. Mr Kim has also served as the Director of Research and Policy Division and New Reactor Division.

Mr Phumzile Tshelane is the Chief Executive Officer for Necsa SOC Ltd. As a physicist and nuclear expert, Tshelane has participated in long-term national and international research projects in South Africa, the African continent and Europe. Tshelane has held a number of key positions in other entities including as Vice-President of the Nuclear Industry Association of South Africa (NIASA). He served in the Non-Proliferation Council (NPC) Secretariat as a Techno-Economist where he assisted the NPC to formulate rules and permits to control the import and export of nuclear dual use information, equipment and technology.

Mr Eliot Brenner is a former journalist and veteran senior U.S. Government communicator with a long CV in strategic and crisis communications.

Most recently, Mr. Brenner spent 12 years as the Director of Public Affairs for the U.S. Nuclear Regulatory Commission, serving as chief communicator to five NRC Chairmen. He led the NRC communications effort during and after the TEPCO accident in Fukushima Prefecture in Japan. He has taught a number of communications courses for the International Atomic Energy Agency, just completed two years as the Chair of the Working Group on Public Communications for the Nuclear Energy Agency, and led workshops on stakeholder interactions for the NEA in North America and Asia.

Ms Solomons is responsible for processing applications for environmental authorisations for strategic infrastructure development projects. She joined the Department in 2011, after practicing as an Environmental Assessment Practitioner for approximately 12 years in the private sector. She is an experienced team leader with the ability to initiate and manage cross-functional teams and multi-disciplinary projects. Milicent has a passion for building relationships and exceeding client and management expectations. Her strength lies in team building, communication as well as inter-department and executive client relations. She is a result-oriented manager with over 16 years’ of experience in the integrated environmental management field.

Since 2011, Ms Karen Daifuku has been coordinating EDF’s participation in IGOs and international organizations specifically in relation to activities related to programmes for newcomers and new nuclear build. As a member of EDF’s pre-development team, she also advises on nuclear communications and stakeholder involvement activities. She is the inventor of the Nuclear Public Acceptance Game. Ms Daifuku has participated in several IAEA initiatives including being the lead for France in the revision of the IAEA Milestone. She has also chaired IAEA Technical Meetings on Stakeholder Involvement and was the lead for several technical meetings organized in France.

Mr Peter Bester has 18 years experience working at the Regulatory Body and 5 years experience as Reactor Fuel Engineer at Koeberg NPP. He was the Programme Manager for the Pebble Bed Modular Reactor and served ad Project Leader for; Fukushima Safety reassessment, establishment of environmental laboratories; review of site licence applications and the Regulatory Framework Project. Dr Adriaan Joubert has a PhD in Environmental Science. He commenced his career in the nuclear industry in 1981 at the Nuclear Energy Corporation of South Africa (Necsa) as a Radiation Protection Officer. In 1996, he moved to the National Nuclear Regulator (NNR) serving in the Safety Assessment, Review and Authorisation Department (SARA). Dr Joubert performs functions of safety assessment reviews and compliance assurance in the areas of environment, radiation protection, emergency response, decommissioning and remediation.

Dr. Nhleko is a Professional Engineer with 6 years’ experience working in the nuclear industry. He holds a PhD in Structural Engineering and currently works as nuclear safety specialist within the Design Safety Division of the National Nuclear Regulator. Dr Nhleko is also a member of the technical working Group in Nuclear Knowledge Management and is actively involved with the International Atomic Energy Agency (IAEA) in enhancing education capabilities in South Africa focusing mainly on the needs of the Regulator. He has been involved in the project for the Establishment of the NNR Centre for Nuclear Safety and Security in various capacities including project management and coordination. He is also an Honorary Research Associate at the University of Cape Town and a member of the advisory panel of the Structural Integrity Research Unit at the same university.

Mr Gino Moonsamy currently serves as a steering committee member of the IAEA Global Nuclear Safety and Security Communications Network (GNSSCOM) and is the lead for IAEA stakeholder and communications technical meetings convened in the region. He brings more than 20 years of local and international experience in corporate communications, marketing and stakeholder engagement to his role as Manager Communications and Stakeholder Relations at the NNR. He provides advisory support for developing and maintaining strategic stakeholder relationships, organising mutually beneficial communications and events that align with the regulator’s strategic priorities.

Dr Peter Mkhabela has over 16 years of experience in the nuclear industry. He is currently the Project Manager for the Steam Generator Replacement Project where he is responsible for managing nuclear safety regulatory aspects of the replacement of the steam generators at Koeberg Nuclear Power Station. He is also the NNR Programme Manager (Designate) for Nuclear Power Plants. Dr Mkhabela has been a member of the American Nuclear Society (ANS) 2006-2010; Pennsylvania State University (ANS Student Chapter) 2006-2010; South African Radiation Protection Association (SARPA) 2000-2003; Black Management Forum (BMF)2008-2010 and South African Council for Educators.

Mr Thiagan Pather currently serves as the Programme Manager for Nuclear Technology and Waste Projects (NTWP) at the National Nuclear Regulator. He is actively engaged in numerous IAEA Technical Cooperation projects where he participated in the development and review of nuclear regulation, radioactive waste management and radiation protection practices. He has served on the IAEA Radiation Safety Standards Committee (RASSC) in 1999 and 2000 and has served two terms as Chairperson of the IAEA Waste Safety Standards Committee (WASSC) from Jan 2005 to May 2011. He has participated as an expert in IAEA IRRS missions to Finland, Belgium, Netherlands and Japan.

Mr Paul Hinrichsen is the Chairman of the International Atomic Energy Agency Transport Safety Standards Committee (TRANSSC) and also a member of the Editorial Board of the journal, “Packaging, Transport, Storage & Security of Radioactive Material ” published by Manning Publishing UK. Paul is a technical specialist at the NNR in the fields of the regulation of naturally occurring radioactive material and the transport of radioactive material. He began his NNR career as an inspector in the Mining Division in the early years when the NNR was still developing methodologies for the regulation of mining facilities. He served as an Inspector for 12 years before transferring to the Standards, Assessments, Reviews and Authorisations Division.



Mr Wilcot Speelman is responsible for performing reviews of and conducting safety assessments on mining and minerals processing facilities involving Naturally Occurring Radioactive Material (NORM). This role includes the provision of scientific and technical services necessary to assess the adequacy and effectiveness of hazard assessments and other radiation safety related submissions from NORM facilities. Utilising tools such as a variety of computer codes and models to perform review work in concluding the adequacy of submissions received by the Regulator. Radon and radon related assessments are reviewed on a regular basis; to verify if these contributions challenge the legal limits for occupational and public exposure.

Mr Knox Msebenzi is currently the Managing Director of Nuclear Industry Association of South Africa (NIASA) and an Executive Director of Power Institute of East and Southern Africa (PIESA).

Before joining AquiSim Consulting, Dr van Blerk worked for 11 years at the South African Nuclear Energy Corporation (Necsa), with his main responsibility the post-closure safety assessment of the National Radioactive Waste Disposal Facility at Vaalputs. With more than 50 studies completed, he has extensive experience in performing radiological public safety assessments of mining and mineral processing operations, both locally and abroad. Over the past 17 years he also provided extensive consultancy, review, expert mission, technical training, and chairperson services to the International Atomic Energy Agency (IAEA) in the areas of environmental remediation and modelling, disposal concept development for Disused Sealed Radioactive Sources (DSRS), and general radioactive waste management.

Dr de Villiers holds a Doctorate and Masters Degree in Nuclear Physics, an Honours Degree in Medical Physics and a Certificate in Project Management. He has certifications as Professional Natural Scientist, Professional Physicist and Radiation Protection Specialist. He also has an extensive practical and academic knowledge of nuclear physics, the utilisation of radiation for industrial and medical applications and radiation protection. As Specialist Scientist and CEO for SciRAD Consulting (Pty) Ltd he provides radiation protection and nuclear physics specialist services to mining, mineral processing, petrochemical & nuclear industries, government departments and private clients.

Mr Mogwera Khoathane has 22 years’ experience in the field of Radiation Protection and Nuclear Safety. His career in Radiation Protection started at the South African Nuclear Corporation (NECSA) as a Scientist, from there he joined the National Nuclear Regulator (NNR) where he held various positions including Programme Manager for Regulation of Natural Sources.He has earned recognition as an expert in Radiation Protection with international bodies such as the International Atomic Energy Agency, where he served as an advisor in a number of technical committees and was also deployed on IAEA technical missions in most African countries including but not limited to Lesotho, Tanzania, Zimbabwe, Egypt and Tunisia.

Mr Ryno Botha is currently a research scientist involved in multi-disciplinary fields (Health/Medical/Nuclear/Environmental Physics) associated and collaborating with an array of institutions (UWC, SU, iTHemba-LABS and GAW). Furthermore he has key interest in R&D business development (Energy, water & nano-technology) and health effects due to NORM exposure. His scientific research interest includes: advanced NORM detection systems (radon & thoron), environmental (EIA) ionizing radiation protection (energy and water), computational physics and dosimetry. Ryno enjoys mountain biking and wine making.



Prof Robbie Lindsay obtained his PhD in theoretical physics at Oxford but after returning to South Africa, he has been working mainly in applied nuclear physics. His main interest is the use and measurement of natural radioactivity. He has been Head of the Department of Physics and Astronomy at UWC for the last four years.

Jean-Paul Chatry graduated from the “Institut National Polytechnique de Grenoble” and joined EDF in 1976. He has occupied various management positions both in France and abroad within EDF Nuclear Engineering Division, which is responsible within EDF for the design, construction and maintenance of the nuclear fleet. His international experience started in South Africa for the construction of Koeberg Power Station in the eighties and followed in China for the construction of Daya Bay Power station from 1986 to 1989. Since 2010, He is in charge of developing potential international nuclear projects within EDF Engineering Division. Since 2015, he is the EDF group representative in Saudi Arabia.

Stephen has almost 30 years of experience in the UK Nuclear Industry. His career started at the nuclear reprocessing facility at Sellafield for British Nuclear Fuels. In the mid 1990’s he led a large team of safety professionals responsible for delivery of Safety Case Services across all BNFL activities and sites. As Deputy Director of Planning & External Affairs he led the team that secured Development Consent from the Secretary of State for Hinkley Point C. In 2012 he took over leadership of the twin EPR project development activities at Sizewell C and most recently has taken on a prominent role in the early stages of development of Bradwell B.

He is currently the Managing Director of AREVA in South Africa, Chairman and Managing Director of AREVA Southern Africa (subsidiary of AREVA NP), Chairman and Managing Director of Uramin Inc, Chairman of Lesedi. In his current role, Dr. Yves Guénon is responsible for the activities linked to Koeberg (ESKOM) and Safari 1 (NECSA) and for the development of New Nuclear project in South Africa. Dr. Yves Guenon holds a PhD in physics from Sherbrooke University Canada and University Paul Sabatier (Toulouse) and is an engineering graduate of the Institute National des Sciences Appliquées (INSA), Toulouse, France.

Dr. Wang Xiaohang, Acting vice president of International Cooperation Dept. of SNPTC/SPIC. He has over thirty years experiences in nuclear power technology, project management and regulation of nuclear power projects. In the past ten years, he was responsible for management of nuclear power technology development, including small modular reactor in CPI Nuclear, and was employed as Deputy General Manager of Shandong Nuclear Power Company, for project management, and plant operation preparedness of two AP1000 units in Haiyang, Shandong province.

Mr Moroka graduated from the University of Cape Town in 2004 and holds a Bachelor of Science in Mechatronics Engineering. Mr Moroka further graduated in 2012 with Post-Graduate Diploma in Engineering Management, UCT. Mr Moroka have more than 1O years working experience in Eskom, Koeberg Nuclear Power Station, in the field of Control and Instrumentation. Mr Moroka is currently responsible for the Environmental Qualification Programme and he is the custodian of the Ageing Management Matrix. He is also appointed the SALTO Lead Engineer and a counterpart for the Electrical, C&I, area.



Currently Mr Mervin Theron is the Manager of Nuclear build (Licensing and Regulatory). He has more than 20 years’ experience in the Electricity Power Industry. He leads multidisciplinary teams in Nuclear Licensing regulatory requirements and compliance and coordinator in Environmental Impact assessments. Serves as alternative Eskom board member on the Nuclear Industry Association of SA (NIASA) board. He is initiates and partakes in various projects on Nuclear localisation and has led nuclear fuel contract negotiations as part of the negotiation team on the Eskom Nuclear-1 project negotiations.

Dr. Anthonie Cilliers is a Professional Engineer and a nuclear knowledge application specialist with a PhD in Nuclear Engineering and M.Eng (Computer & Electronic) degree. He received his B.Eng (Computer & Electronic) in 2002. Anthonie works for both the electricity utility in South Africa (Eskom) nuclear operating unit as well as the North-West University as Programme Manager: Nuclear Engineering enhancing the knowledge transfer between the utility and the university as research lead of numerous projects. He has 12+ years’ experience in plant safety and instrumentation systems specialising in deterministic as well as probabilistic safety systems. Anthonie has more than 9 years’ experience in nuclear specific instrumentation and control systems and Nuclear Knowledge Management.
