SECTION 1 INTRODUCTION

1.1 Welcome & Programme Communication

Welcome Welcome to the Research Postgraduate programmes (RPg) at the Hong Kong Institute of

Education (HKIEd)! The purpose of this handbook is to provide students with an overview of the structure and

content of the RPg programmes as well as valuable information that students may need to

know for their studies. Students are strongly recommended to read the following Institute’s guidelines, policies

and regulations which are available online at www.ied.edu.hk/gradsch/. General Academic Regulations for the Research Component of the Research

Postgraduate and Professional Doctorate Programmes

Code of Practice for Research Postgraduate Programmes To learn more about the programme of study, please refer to the Frequently Asked

Questions (FAQs) posted on www.ied.edu.hk/gradsch/rpgcurrent/.

Communication between Student and the Institute Each student is given automatically two computer accounts, namely HKIEd network and

Google email account. Student can use the same login name and password for all the

HKIEd network services and Google webmail system. Email is the official and primary means by which the Institute communicates with students,

and general announcements will be posted on the Student Portal (MyIEd). Thus students

are expected to check the Institute email account and login MyIEd regularly.

Suggestion Box Students are welcome to provide any comments and suggestions related to the

management and operation of the programmes hosted by the Graduate School. The

Suggestion Box is placed at the reception area of the Graduate School Office. Items

placed in the box will be treated in strictly confidence and only the Dean of Graduate

School has access to the contents. Students are encouraged to include their name and

contact information (email and phone number) in order for the Dean to follow up with any

suggestions.

2.3 Programme Intended Learning Outcomes

As a research student at the Institute, you will follow a programme of study under the

guidance of a principal supervisor and a supervision panel. At the start of your programme,

you will draw up a plan for your research in consultation with your supervisor for

completion of your thesis within the period of registration for the degree. Your work plan

and training programme will be reviewed annually in the light of your research needs and

progress.

In the first year of study, you will take the core courses, which equip you with a broad

coverage of the central skills and ethical and methodological issues of research in

education, social sciences, humanities, languages and linguistics, and creative arts and

culture. The courses, workshops and seminars provide the opportunity for you to become

part of the Institute research community. You will be able to meet and discuss your work

with students and staff from different academic departments and learn more about the

research taking place at the Institute.

Upon the completion of the programme, students should be able to:

Critically appraise the literature;

Demonstrate a comprehensive understanding of the theories and/or polices as applied

to a specialty practice area;

Apply advanced skills in research design as well as methods for data collection and

analysis appropriate for the areas of study

Demonstrate an understanding of and full commitment to the underlying values and

ethics in the scientific inquiry in the chosen area; and

Employ effective presentation skills for the dissemination of research results and

outcomes.

2.4 Programme Structure

Students pursuing MPhil or PhD studies are first required to register provisionally for the

degree and their registration will be confirmed after successfully undertaking a

Confirmation of Candidature. The Confirmation of Candidature is expected to be taken

after 12 months of study. This confirmation process provides an opportunity for the

students to submit and obtain recommendations on a plan for the structure of their

research programmes, describe the investigative programme and identify the range of

expertise necessary to complete the research.

MPhil students may apply for change of programme to PhD upon completion of the

coursework requirements. The application will be considered by the Qualifying Panel and

the final decision rests on the Board of Graduate Studies.

2.6 Period of Study

Completion of a PhD degree normally requires 3 years of full-time study; completion of a

MPhil degree normally requires 2 years of full-time study.

Students who are unable to submit their theses within the normal period of study would be

required to apply for an extension of study period. Please refer to section 12.2 of this

handbook for the details of the extension fees.

2.7 Annual Leaves

RPg students are entitled 14 annual leaves in each academic year.

If students would like to take annual leaves during the study period, they are required to

complete the “RPg Annual Leave Application Form”, which can be downloaded from the

Graduate School website (www.ied.edu.hk/gradsch/rpgcurrent/), with the support from

their Principal Supervisor and submit to the Graduate School office.

Application should be submitted to the Graduate School at least three days before the first

day of the proposed leave.

2.8 Annual Progress Report

RPg candidates and their principal supervisor are required to complete an annual report on

their research progress in the past 12 months to the Graduate School. A half-yearly

review is optional. Failure to submit the report by the stipulated deadline may lead to

de-registration. The submission of annual progress report is normally scheduled in June

each year.

SECTION 3 COURSE REQUIREMENTS

3.1 Course Registration (Course Enrolment)

Research Postgraduate (RPg) students do not have to do course registration through the

online system.

For Core Courses:

As RPg students have to complete all the core courses during their first year of study, the

core courses will be pre-registered for them. Students will be informed the course details

via email or they may view the course(s) that are pre-registered for them through their

personal timetable.

For Courses offered in the Doctor of Education (EdD) Programme:

If students would like to take courses offered in the EdD programme after consulting their

supervisors, they are required to inform the Graduate School by sending an email to

[email protected] with details of the courses that students plan to take before the semester

starts.

3.2 Course-Related Information

Students are advised to follow closely the “Study Flowchart of RPg Programmes” in order

to complete the programme requirements with the stipulated period of study. Please refer

the detailed operation flow in P.4, or at www.ied.edu.hk/gradsch/rpgcurrent/.

Before conducting the Qualifying Examination, students are required to complete all 4

compulsory core courses.

SECTION 4 CROSS-INSTITUTIONAL COURSE / SUBJECT

ENROLMENT SCHEME

4.1 Course-institutional Course information

Research postgraduate (RPg) students are eligible to apply for enrolment in the courses

listed for the Cross-institutional Course/Subject Enrolment Scheme. This collaboration

scheme is established between eight UGC-funded institutions in Hong Kong to enhance

the opportunities for postgraduate students to access research postgraduate courses and

expertise at other universities.

The participating institutions include:

• The Chinese University of Hong Kong

• City University of Hong Kong

• Hong Kong Baptist University

• Hong Kong Institute of Education

• The Hong Kong Polytechnic University

• The Hong Kong University of Science and Technology

• Lingnan University

• The University of Hong Kong

Waivers of tuition fees will be granted to eligible students.

4.2 Guidelines and Application

Please refer to the “Guidelines to Cross-institutional Course/Subject Enrolment Scheme

for Research Postgraduate Students” for details. The guidelines, application form and

approval form are available at http://www.ied.edu.hk/gradsch/rpgcurrent/.

4.3 Grade Release

Grades will be given to students with an official transcript issued by the host institution at

the end of the course(s).

SECTION 5 GUIDELINES, REGULATIONS & POLICIES

It is the students’ responsibility to observe all guidelines, regulations, policies and

procedures required by the programme they are pursuing.

5.1 General Academic Regulations (GAR) for Taught Postgraduate

Programmes

The GAR for Taught Postgraduate Programmes covers matters such as course enrolment,

period of study, course assessments & grades, graduation requirements, discontinue of

studies, leave of absence, and academic honesty, etc. for all taught courses within the

Institute. Students should be familiar and comply with the GAR available at

www.ied.edu.hk/gradsch/rpgcurrent/.

5.2 General Academic Regulations (GAR) for Research Component of

the Research Postgraduate (RPg) and Professional Doctorate Programmes

The related procedures and regulations on supervision & assessment, thesis length, thesis

proposal presentation, thesis examination and thesis submission, etc. are stated in the

GAR for Research Component of the Research Postgraduate and Professional Doctorate

Programmes at www.ied.edu.hk/gradsch/rpgcurrent/. All RPg students must be familiar

and comply with the GAR.

5.3 Code of Practice (CoP) for Research Postgraduate Programmes

The set of CoP for the RPg Programmes stipulates the respective rights and

responsibilities of RPg students, their supervisors, and the Institute. It is to ensure that

all RPg students and supervisors are aware of the reciprocal responsibilities of each other

and of the Institute. All RPg students are urged to familiarise themselves with the CoP at

www.ied.edu.hk/gradsch/rpgcurrent/ during their studies.

SECTION 6 SUPERVISORY ARRANGEMENTS

6.1 Supervisory Arrangements

Each student in the RPg programmes should have a Principal Supervisor and at least two

Associate Supervisors to supervise his/her research.

6.2 Changes in Supervisory Arrangement

When there is a change in the supervision team, students are required to submit a

completed “Application for Change of Supervisor” form, with endorsements and

signatures of Supervisors to the Graduate School for further approval by the RPg

Programme Committee. The form can be downloaded at

SECTION 7 THESIS ARRANGEMENTS

7.1 Thesis Proposal & Qualifying Examination

RPg students are required to present their thesis proposal at the Qualifying Examination

within 12 months (plus or minus three months) after being admitted to the programme.

Working under the guidance of Supervision Team, students are required to prepare their

Thesis Proposal and present it to the Qualifying Examination Panel. The Examination

Panel will include a Chairperson (i.e. Dean of Graduate School or nominee), Principal

Supervisor, Associate Supervisor(s) and an Independent Assessor. Students can refer to the

RPg Thesis Proposal Form which can be downloaded at

www.ied.edu.hk/gradsch/rpgcurrent.

The Qualifying Examination usually takes one hour including the following sessions:

(i) Student Presentation : 15-20 mins

(ii) Q&A Session : 20-25 mins

(iii) Closed-door Assessment : 10-15 mins

In response to the comments raised by the Panel in the Qualifying Examination, students

are required to fill in the rebuttal form afterwards. The form can be downloaded at

www.ied.edu.hk/gradsch/rpgcurrent/.

Students will be informed of the result from the Qualifying Examination Panel after the

Closed-door Assessment of the oral presentation. For some special cases, the result may

not be announced until the Panel is satisfied with the rebuttal.

After students have passed the Qualifying Examination and fulfilled the coursework

requirements, their PhD / MPhil candidature will then be confirmed by the Board of

Graduate Studies (BGS) and students are required to sign an “Agreement of Candidature”.

Details will be sent to the students via email after the BGS meeting.

7.2 Thesis Submission

Students are required to submit the “Intention to Submit Thesis” form to the Graduate

School at least 6 weeks before the expected date of submission. For students who wish

to participate in the Congregation (normally held in Mid-November), they should submit

the completed form by the end of 2nd week of April in that academic year. The form can

be downloaded at www.ied.edu.hk/gradsch/rpgcurrent/.

After receiving the “Intention to Submit Thesis” form, students are required to send an

email to [email protected] with a soft copy of thesis and the Graduate School will then

upload your thesis to Turnitin for similarity checking.

Students are also required to submit (i) A Completed Thesis Submission Form, (ii) Two

soft copies (one in Word format and one in PDF format) and (iii) Four hard copies of

Thesis to the Graduate School for examination purpose.

7.3 Viva Examination

Viva Examination will normally be arranged within 8 weeks after the submission of

Thesis, subject to the availability of the Thesis Examination Panel.

Viva Examination usually lasts for around 1.5 hours which includes the following three

sessions:

(i) Student Presentation : approximately 20-25 mins

(ii) Q&A Session : approximately 40-45 mins

(iii) Closed-door Assessment : approximately 15-20 mins

The revision and rebuttal of Thesis after the Viva Examination is subject to the decision of

the Thesis Examination Panel, and students will be informed after the Viva Examination.

If a rebuttal is necessary, it will normally include the following two parts:

Part I – Responses to comments raised by the Chairperson and Supervision Panel

Members

Part II – Responses to comments raised by External Examiner(s) and Internal

Examiner

7.4 Submission of Final Version of Thesis

Upon completion of the studies, students are required to submit an electronic copy (in

PDF format) of the approved Thesis to the Thesis Repository of the Institute Library and

ProQuest for archive and consultation by the public.

Students should read the submission guideline and follow the instructions and

specifications provided in the “Online Submission Guideline” section of the website of the

HKIEd Library (www.lib.ied.edu.hk/gs/thesis/) before submitting the Thesis. NO hard

copies of Thesis are required to be submitted to the Institute.

SECTION 8 RESEARCH ETHICS

8.1 Research Ethics

Students of the Institute who are carrying out research involving human participants

and/or human data (such as, secondary data, archival data, data collected for one project

and being used for another project) must submit an ethical review application, irrespective

of whether the research is funded or unfunded.

Procedures for Application for Ethical Review

RPg students are required to submit their applications for ethical review, with endorsement

of their Principal Supervisor, to the Human Research Ethics Committee (HREC) for

approval.

Students will normally be notified the result of their application by the HREC in writing

within 4 weeks’ time from receipt of their duly completed application with all the required

documents. Please note that research cannot begin until the protocol has been approved

by the HREC.

SECTION 9 ACADEMIC HONESTY

9.1 Academic Honesty

Students are required to carry out all academic activities honestly and in good faith. Any

act that contravenes standards of academic honesty such as plagiarism, impersonation,

cheating in examinations and collusion is strictly prohibited by the Institute.

SECTION 10 FINANCIAL ASSISTANCE

10.1 Research Postgraduate Studentship (RPGS)

All full-time research students admitted to the RPg programmes are automatically

considered for Research Postgraduate Studentship (RPGS) as a form of scholarship for

students to study the programme.

The award of studentship will not exceed the prescribed period of study, i.e. two academic

years for MPhil students and three academic years for PhD students.

Holders of RPGS are required to undertake duties that carry educational benefits for the

holders, such as, but not limited to, other research/academic activities as assigned by the

Institute. The amount of the duties shall not exceed, on average, 10 working hours per

week in any full twelve-month period.

10.2 Research Support

To encourage and support research activities of Research Postgraduate (RPg) students,

PhD and MPhil students who have passed the Qualifying Examination and confirmed their

candidature are eligible to apply for the research support. An amount of HKD$10,000 per

year (maximum 2 years for PhD candidate and 1 year for MPhil) will be provided to

students. The remaining balance of the first year cannot be carried forward to the next year,

unless with prior approval from the Dean of Graduate School.

10.3 Conference, Workshop or Immersion Visit Support

The Institute encourages RPg students to present their work internationally and to

exchange information with others in their research areas. The financial support to RPg

students includes the provision of up to $11,000 for each candidate to attend international /

national / local conferences or workshops as well as to have immersion visits to

international / national / local research centres / departments / universities which are

relevant to their research areas and directly related to their thesis.

11.1 Enhancement of Academic Writing Skills and Research Skills There are various workshops and programmes organized for research students to develop

11.2 Student Tutor and Peer Support System A group of student tutors recruited from the Research Postgraduate and Doctor of

Education programmes will provide peer support to research students in areas such as

postgraduate studies related issues, adaptation to university life in Hong Kong, difficulties

encountered in conducting research, career guidance, etc. Please refer to www.ied.edu.hk/gradsch/ for further information. 11.3 Academic Advising An Academic Advisor (i.e. Principal Supervisor) will be assigned to every Research

Postgraduate student. The Advisor will assist students in developing study plans,

identifying academic, career and life goals, and evaluating their progress. The Advisor

also acts as a resource person and provides information or refers students to suitable units

To equip students with an international vision, broaden their exposure to multicultural

environment and enhance their communication skills in English, Putonghua or other

languages, the Reaching Out Award (ROA) is provided by the HKSAR Government Fund

to eligible students who participate in outreaching activities, such as the International

Outreach Study Programme (IOSP).

Postgraduate Students Publication Awards Scheme (PSPAS)

To cultivate a research and outcome-oriented environment, the Postgraduate Students

Publication Award is to reward students who produce quality research output in the form

of journal articles.

11.5 The Cotutelle PhD Programme

To widen the exposure of PhD students and enhance their international learning

experiences, an opportunity is provided to PhD students for global engagement in

Australia – the Cotutelle PhD Programme in Macquarie University. Upon successful

completion of the programme, students will be awarded a PhD degree by HKIEd and a

PhD degree by Macquarie University.

11.6 Internationalization

During the period of study, there are a lot of opportunities for RPg students to participate

in overseas experience in order to widen their horizon and enhance their global awareness.

International Outreach Study Programme (IOSP)

Students have chances to visit prestigious universities and deepen their understanding of

the world and learn to view issues from different perspectives through participation in

seminars / workshops and interaction with scholars, researchers and postgraduate students

in the overseas study tour.

International Postgraduate Research Conference and Summer School (IPRCSS)

The annual IPRCSS is the signature event of the Graduate School. It is jointly organized

with university partners from different regions of the world to provide intensive training in

research competence, and further cultivate a research environment for postgraduate

students.

The IPRCSS is for the students and by the students. If you are interested in joining the

SECTION 12 TUITION FEES

12.1 Tuition Fees

The tuition fee for the 2015-16 academic year is HK$42,100 per annum, which is

provisional and subject to adjustment. Tuition fees paid are normally not refundable or

transferable. Tuition fees are collected twice in an academic year, i.e., after the Add/Drop

period in each semester:

1st Semester – by the end of September

2nd Semester – by the end of January

E-billing Notice for Tuition Fees

Students will receive an e-billing notice issued by Finance Office via email after the

Add/Drop period, and the consolidated outstanding institutional fees can be viewed in

MyIEd by going through the following path:

Non-payment of Tuition Fees

If students fail to settle the payment by the stipulated deadline without prior approval from

the Institute, they will be treated as “UNOFFICIALLY WITHDRAWN” from the

programme with immediate effect. Students are required to pay an administration fee of

HK$300 for re-activating their student status in addition to the full settlement of overdue

institutional fees.

If students have prolonged outstanding debts to the Institute, their student status will be

terminated and they will be required to re-apply for admission if they wish to re-admit to

the programme.

Students can download an unofficial receipt for the settled tuition fees by going through

12.2 Extension Fees

One-quarter of the annual tuition fee for those RPg students who have to extend the study

period beyond the normal study period. Of this amount, RPg students will be billed on a

3-month basis, with a billing amount equivalent to 1/16 of the annual tuition fee. Billing

will be stopped once the students have submitted their theses.
