1 Programmatic and Financial Report Sumatran and Javan Rhino Conservation Programs for the Period 1 July 2015 – 31 December 2016 Submitted to the American Association of Zoo Keepers Bowling for Rhinos Program 15 May 2017 The International Rhino Foundation is grateful for the continued, generous support of the American Association of Zookeepers’ (AAZK) Bowling for Rhinos program, which contributed a total of $234,837 in 2016 to support Rhino Protection Units (RPUs) operating in three Indonesian National Parks – Bukit Barisan Selatan, Way Kambas, and Ujung Kulon. This donation covers roughly one quarter of the operations costs to support 100 (including 32 new) RPU field positions across these parks; these funds are used for the RPUs’ salaries and benefits, as well as operations, transportation, equipment, and guard post maintenance. IRF’s on-the-ground NGO partner, YABI (Yayasan Badak Indonesia or the Rhino Foundation of Indonesia), works in tandem with Indonesia’s Ministry of Environment and Forestry, which is responsible for preserving the country’s biodiversity, to operate the RPUs. We are confident that RPU’s presence in these protected areas since is the reason why there has been a zero-level of rhino poaching in all three parks for a decade. The generous support from the AAZK Bowling for Rhinos program has been critical to sustaining Javan and Sumatran rhinos in Indonesia, which are found nowhere else on Earth. The RPU program’s success, due in large part from the sustained support from the AAZK, has helped the program to become a model of protection in Asia. fromtheUSFishandWildlifeService(UWFWS),whichgrantedIRFadditionalfundstorecruit,train,anddeployeightnew4-manRPUs;32newRPUsandsixsupportstaffwerehiredattheendof2016.TheadditionalRPUshaveboostedvitalprotectioninBukitBarisanSelatanandWayKambasNationalParks.FromJuly25throughAugust10,2016,IRFhostedfourAAZKBowlingforRhinoswinnersona16-daytriptoIndonesia:AnnKnutson(SanDiegoZoo)andherhusbandCareyKnutson,AllyciaDarst(LincolnParkZoo),andCaitlinnO'Brien(LincolnParkZoo).IRFExecutiveDirectorDr.SusieEllisandIRFAsianRhinoCoordinator,Dr.BibhabTalukdarandProgramAssistantGloriaGoeresledthegroup.(PhotoofthegroupwiththeIRFstaffandBukitBarisanSelatanNationalParkRPUsabove).SUMATRANRHINOCONSERVATIONPROGRAMAttheturnofthe20thcentury,theSumatranrhino(Dicerorhinussumatrensis)couldbefoundquietlyroamingthejunglesfromthefoothillsoftheHimalayasthroughSoutheastAsiatotheislandsofBorneoandSumatra.Sincethen,ithasdisappearedfromthejunglesofIndia,Bangladesh,Myanmar,Thailand,andMalaysia,andcannowbefoundonlyinthreeparksontheislandofSumatrainIndonesiaandinatinyunprotectedareainKalimantan,ontheislandofBorneo.Thespecieshasdeclinedmorethan70%justinthelastthreedecadesduetohabitatfragmentation,humanencroachmentintorhinohabitat,andaspikeinthedemandforrhinohorn,particularlyinVietnamandChina.TheSumatranrhinoiscategorizedasCriticallyEndangeredontheIUCNRedListofThreatenedSpeciesandbecauseoftherateofitsdecline,isconsideredthemostendangeredlargemammalonEarth.

DuringaseriesofplanningmeetingsinAugust2015,expertsestimatedthatfewerthan100SumatranrhinossurviveinfragmentedpopulationsinBukitBarisanSelatan(BBS),GunungLeuser,andWayKambasNationalParks,withatiny(3-8individuals)populationlivingineastKalimantan.Ofconcernisthatevenacrossthesefourareas,theseanimalsaresplitintoatleasttensubpopulations;fourgroupsarethoughttonumberfewerthanfiveindividuals.Inadditiontotheever-loomingthreatofpoaching,smallpopulationeffects(suchasreducedreproductionandtheAlleeeffect)andhumanencroachmentremainveryrealthreatsfortheremainingSumatranrhinopopulations.Furthercomplicatingthematteristhatlikemostrhinos,unlessfemaleSumatranrhinosbecomepregnant,thereisapropensitytodeveloputerinetumorswhichinturnpreventreproduction.Thelongerfemalesgowithoutbecomingpregnant,themorelikelytheyaretodevelopthispathology.The10-yearstrategicplanthatcameoutofthesemeetingsnotesthemostcriticalactionstoensuretheSumatranrhino’ssurvivalare:(1)tosafeguardtheirprotection,(2)toconsolidateexistingpopulations,(3)toincreasepublicawareness,and(4)toexpandthemanagedbreedingprogramattheSumatranRhinoSanctuaryinWayKambasNationalPark.BukitBarisanSelatanNationalPark(BBS)BBSisSumatra’sthirdlargestprotectedarea,covering3,345km2alongthesouthwesternedgeoftheisland.InadditiontotheiconicSumatrantiger,theSumatranelephant,andtheSumatranrhino,itishometo38otherthreatenedspeciesofamphibians,reptiles,birds,andmammals(Appendix1).ThecurrentestimateforSumatranrhinosinBBSis16-24individuals,however,apopulationsurveyoftheparkiscurrentlyunderwaytotrytodetermineaccuratenumbers.Wearedeeplyconcernedthatdespiteprotection,thepopulationcontinuestodecline.ElevenRPUspresentlypatrolthepark,includingtheadditionalfourfundedbytheUSFWS.From1July2015through31December2016,theseRPUsspentanaverageof14.72dayseachmonthonpatrolandsurvey,upfromanaverageof14.27dayspermonthduringthepreviousreportingperiod.Teamsloggedatotalof5,528km(3,435miles)patrolled.Thepark’slongboundary,mountainousterrain,andmanypotentialaccesspointsforillegalactivitymakeBBSthemostphysicallydemanding,andtechnicallydifficultparktopatrol.Illegalactivitiesdeclinedfromthesecondtothethirdquarterof2016,andagainfromthethirdtothefourth.Mosttheseillegalactivitiesarearesultofthehighrateofencroachment.Thelongnarrowshapeoftheparkmeansthatithasaverylongboundary,whichmakesitdifficulttoprotectandcreatesmanyopportunitiesforencroachment.Theintensepopulationpressurepushesagriculture,mainlycoffee,upintotheparkboundaries.Asummaryoffindingsfrom1July2015through31December2016isinthetablebelow.

WayKambasNationalParkTheflatterrainandlowlandforestsofWayKambasNationalPark(WKNP),whichcoversapproximately1,000km2,lieinthesoutheasterncornerofSumatra.InadditiontoSumatranrhinos,WKNPishometo36otherthreatenedamphibian,reptile,bird,andmammalspecies(Appendix2),includingSumatrantigerandSumatranelephant.ThecurrentestimateforSumatranrhinosinWKNPis25-35individuals;thispopulationistheonlyonethatisthoughttobeslowlygrowing.NineRPUspatrolWKNP(includingthefournewunitsfundedbyUSFWS).From1July2015–31December2016,theWKNPRPUsspentanaverageof13.84dayseachmonthonpatrolandsurvey,loggingatotalof9,546km–5,932miles-nearlyoneandahalftimesthedistancetravelledfromthepreviousreportingperiod.RPUfindingsduringthisperiodcanbefoundinthetablebelow.Althoughtherehasbeennorhinopoachingintheparksince2006,itisapersistentthreat.Inthepastfewyears,RPUshavemorefrequentlydiscoveredanddestroyedheavy-cablesnaresthatareroutinelysetforlargemammals,includingtigers.InFebruary2016,apoachedelephantcarcasswasfoundinthepark.TheNationalParkauthority,assistedbytheRPUs,hassuccessfullyclearedthesouthwesternportionoftheparkofencroachers;itisbeingre-forestedwithrhinobrowseplantsinthehopesofmakingmorearea–andfood–availabletotherhinos.

Despitepartsoftheparkbeinglow-lyingandswampy,thedryseasondesiccatesmuchofWayKambasNationalPark,greatlyincreasingfirerisk.Thisthreathasisofgreatconcernforwildlifeconservation.In1997,afireburnedmorethan70%ofthepark,andthethreatoffuturefiresshowsnosignofabatement.RPUsmusttakeontheadditionaldutyoffightingfiresduringthedryseason.Manyfires,setillegallytodrawtheRPUsawayfromtheforest,becomeadistractionfrompatrollingandraiseconcernforincreasedencroachmentandpoaching.Firesarealsoanindicationofincreasedencroachmentandillegalagricultureasfiresareusedtoprepareanareaforfutureplanting.

WhileinWKNP,theBFRteamhadtheopportunitytogooutontheWayKananRiverwiththeRPUsintheirpatrolboatandtotrekinthepark.ThegroupgottointeractwithallsevenSumatranrhinosattheSumatranRhinoSanctuary(SRS),includingHarapan,whowasmovedtotheSRSfromtheCincinnatiZooinNovember2015,andcalfDelilah,borninMay2016.Theteamalsohadachancetoobserveveterinaryprotocolssuchasultrasound,andtointeractwiththeveterinaryandkeeperstaff.JavanRhinoConservationProgramThereisonepopulationofCriticallyEndangeredJavanrhinos(Rhinocerossondaicus)intheworld,survivingonlyinIndonesia’sUjungKulonNationalPark(UKNP).JustlikeSumatranrhinos,theJavanrhinos’habitatoncecoveredagreaterexpanse,includingIndia,Bangladesh,Myanmar,Laos,Thailand,Malaysia,Cambodia,China,andVietnam.Covering762km2ofterrestrialhabitat,UKNPisapeninsulaandislandgrouplocatedinBantenProvinceinextremewesternJava.ThisWorldHeritageSiteishometo30threatenedvertebratespecies(Appendix3),includingJavanbantengandJavanleopard.Theparkisborderedbywatertothenorth,westandsouth(mapabove).Theregionalongitseasternboundaryisrich,agriculturallands,aswellasoneofIndonesia’smostheavilypopulatedregions.Thisintensepressureonthistropicalforesthabitatandwildlifeincreasesannuallyascontinuedthreats,includingalowlevelofillegalactivities(e.g.,fishing,bird-trapping,small-scaletimberextraction,non-timberforestproductgathering),stilloccurwithintheparkboundaries.MonitoringJavanRhinosYABI,theUKNPauthority,and/orWWF-IndonesiahavemonitoredJavanrhinossince1961,morerecentlyincludingtheuseofvideocameratraps.In2011,IRFandWWFpurchased140videocameratrapsanddonatedthemtotheUKNPsothattheentireparkcouldbesurveyedusingthismethodology.In2015,thissurveywasre-created,anddatafromthesecamerasshowthatthepopulationisslowlygrowing,nowestimatedtobebetween61and63individuals,includingatleastfourjuveniles.ThesedatawereanalyzedbytheUKNPcameratrap JavanrhinophotobyStephenBelcher

teamandverifiedbyasmalltaskforcefromtheIUCNAsianRhinoSpecialistGroup.RhinoProtectionOneofmainreasonsthatJavanrhinossurviveinUKNPisbecauseofaround-the-clockmonitoringfromRhinoProtectionUnits(RPUs)andgovernmentpersonnel.Atthistime,five,four-manRPUscurrentlypatrolUKNP.Duringthisreportingperiod,UKNPRPUsspentanaverageof15.95dayseachmonthonpatrolandsurvey,loggingatotalof9,150km(5,686miles).RPUsfoundpoachingevidenceofseaturtle,birds,bagan(temporarysheltersbuiltabovethewaterforfishandshrimping),aswellashoneyproduction.Resultsfromthisreportingperiodareincludedinthetablebelow.

Themenacingthreatofpoachingisever-present.WhiletherehasbeennorecordedpoachingofaJavanrhinoinIndonesiathiscentury,andtoourknowledge,nocurrentlyexistinginternationaltradeinJavanrhinohorn,wefeartheescalatingpoachingcrisisinAfricamayspilloverintoIndonesia.WeremainresolvedtocontinueourprotectionandmonitoringandtorampupeffortsinUKNPoverthelong-term.SupportfromtheAAZKBowlingforRhinosprogramhasbeen,andremains,essentialtoensuringthisspecies’survival.

JavanRhinoStudyandConservationAreaWiththegeographicalconstraintsofthepark’speninsularlocation,conservationexpertshavelongbelievedthatUjungKulonhasreacheditscarryingcapacityforJavanrhinos.Inresponse,IRF,YABI,andtheUKNPauthoritykickstartedaneffortin2010tocreateadditionalsafeanduseablehabitatforrhinos.By2015,constructionoftheJavanRhinoStudyandConservationArea(JRSCA)wasfinallycomplete.Thisadditional5,000-hectarehabitatrehabilitationandprotectedareadevelopmentisintheGunungHonjeregionalongthepark’seasternboundary.Aspartoftheproject,theGovernmentofIndonesiatook

thecriticalstepofremovingIllegalsettlementsfromGunungHonje,whereforestshadbeenconvertedtoagriculturallands,andestablishingaspecialtraditionalusezone.YABIhasalsoemployedlocalcitizenstoerectan8.2-kmperimeterfence(Northarealength5.4km,Southarealength2.8km)toprotecttherhinosfromdiseasescarriedbydomesticcattleandtoconstructanewRPUbasecampandseveralguardposts.Theparkisplaguedbyaninvasivespeciesofpalm(Arengaobtusifolia)thatisnoteatenbyrhinosandsuppressesthegrowthofvariousfoodplantspecies.ResearchoverthepastfewyearsonArengaremovalhasdemonstratedthat:(1)bothmechanicalandchemicalpalmeradicationmethodsworkequallywell,havenegligibleenvironmentalimpacts,andarecomparableincost;(2)mechanicalclearancemethodsprovidegreateremploymentopportunitiesforlocalpeople;(3)thenaturalre-vegetationprocessnegatestheneedtogrowandplantseedlings;(4)ofthedozenpredominantplantspeciesthatmostreadilyre-establishthemselvesinclearedplots,morethan90%areJavanrhinofoodplants;and(5)therateofplantre-growthisincrediblyrapid.Forthepast4years,YABIhasemployed>120localpeopletoremoveArengapalmintheJRSCA.WorkingintheJRSCAareaallowslocalpeopletobenefitfromtheparkandtolearnmoreaboutJavanrhinoconservationefforts.Withoutthesun-blockingeffectofArenga,rhinofoodplantscanregenerateratherquickly.Evenwithonly78hectarescleared,theJRSCAareaalreadyhasattractedninenewrhinos,includingacowandhercalf;thisnumberrepresents15percentofthetotalpopulation.Cameratrapsregularlydocumentrhinos’useoftheJRSCAandRPUsdocumentmanyrhinofootprintsbothontheJRSCAborderandwithintheJRSCAitself.WhileinUKNP,theBFRteamgottoridetheRPUpatrolboattoPeucangIslandwheretheyweregreetedbyflyingfoxesintheskyandawildpigonthebeach.ThegroupgottoseeJavanbantengandwentcanoeingontheCigenterRiverwiththeRPUs.ThegroupalsogottovisittheJRSCAandtoseethehabitatrehabilitationworkbeingcarriedoutthere.Thegroupgottohikethroughalongthebeachandenjoyedfreshcoconutwaterupontheirreturn(seephotosbelow).
