To close the parade, the members of the Grand Lodge Fraternal Committee escorted the world’s greatest symbol of free- dom, the flag of the United States of America, to the front of the stage and paused as the assembled Elks recited the Pledge of Allegiance. They were followed by the flags of all fifty states, the District of Columbia, Puerto Rico, Guam, the Philippines, and Panama; the flags of the five branches of the US Armed Forces; the POW­MIA flag; and the flag of the Benevolent and Protective Order of Elks. Helping Elks Build Stronger Communities

The Gateway to the ENF

Whether we’re old friends or new, we’re happy to meet you in St. Louis for the 2019 Elks National Convention! Stop by the ENF Booth, attend an ENF Seminar, or sign up for the CIP office hours to say hi, put faces to names, and learn how you can continue building stronger Elks communities!

We’re also holding a Spotlight Grant Drive this weekend! Drop off a new pack of socks, or a new or gently used children’s book at the ENF Booth, and we’ll enter your Lodge into a raffle to double its Spotlight Grant to $4,000. The ENF Booth will accept donations through Tuesday at noon.

Sulsberger then turned to the Most Valuable Student Scholarship pro­gram. He introduced the top male and female ENF Most Valuable Stu­dent Scholarship recipients, who will receive $50,000 over four years to complete their college educations. Victor Ramirez, the top male winner, who was sponsored by the South Miami/Coral Gables, Florida Lodge, has been accepted to Princeton. He spoke about how he had learned about the importance of hard work from his parents, who fled Cuba to come to the United States, and said, “I am proud to have joined the family of Elks, and look forward to giving back to you, as you have already given so much to me.”

The top female scholarship reci­pi ent, Tabitha Escalante, who was sponsored by the Maumee­BG, Ohio Lodge, closed the ENF presentation by speaking about the challenges of growing up in a town with a substandard school system, where only 20 percent of students were deemed proficient by state tests, and then the additional challenge of feeling like a fish out of water when her family moved to a small town where she was one of the few nonwhite students. She revealed that she will be attending Harvard with the Elks’ help and thanked the Elks “for giving me a family and a home in every corner of the US, as well as for continuing to invest in students like me.”

The keynote presentation was given by Grand Exalted Ruler Michael T. Luhr, who opened by congratulating the Saint Louis Blues on winning the NHL’s Stanley Cup. Luhr spoke about his past year’s experiences and the amazing accomplishments in the service of Elkdom that he and his wife, Barbara, had witnessed. He also spoke about the many awards he had been privileged to present to Elks and other outstanding citizens, and especially a Medal of Valor he presented to the father of fallen US Marine Michael D. Scholl, who died in Afghanistan in 2006. H

Final judging of the Americanism Essay Contest for 2018­19 has been completed. The theme was “What Makes You Proud of aMerica.” A huge round of applause and many thanks go out to all the Students, Parents/Guardians, Teachers, Lodges and State Associations who followed through on the process to

reach the submittal and judging stages of this contest. Great job everyone!

The submissions were excellent and certainly made the job of judging quite difficult. In all, a total of 79 submissions were received. The Winners are as follows:

Your Award Plaques will be on display at the Fraternal Committee Booth during the upcoming Elks National Convention in St. Louis, MO from June 30th, 2019­July 3rd, 2019. ~ GRAND LODGE ACTIVITIES COMMITTEE ~ELKS VIRTUAL NATIONAL SOCCER SHOOT

In celebration of the 20th Anni ver­sary of the Elks Soccer Shoot Pro­gram, the Grand Lodge Activities Committee is planning to bring the Soccer Shoot back to the national stage through the Elks Virtual Na-tional Soccer Shoot Competition; a national competition based on win­ning scores at the State/Regional levels to determine a national cham­pion. The program will be formally introduced at the Tuesday session.

There is no change to the program for the Lodge and District levels, however State Directors will be re­quested to submit a State Contest Report form following the comple­tion of their event. The form will be available on the Activities Commit­tee page of Elks.org and needs to be submitted by March 31st. In addition to submitting the form, the State Contest Winners will be required to shoot three 5­Shot Tiebreakers for

score, which will be used to break a tie from competitors from other states/territories. If there is still a tie for national champion after us­ing all three tiebreaker scores, then the competitors that are tied will be declared national co­champions. The winners will be awarded with a spe­cial certificate and national champi­on’s lapel pin to be presented locally by the sponsoring State Association (or Lodge). The competition will run from April 1st to March 31st of each year; and the national champions will be announced in April and again at the Grand Lodge Session.

This year, only scores from the State Contests will be used. How­ever, next year (2021­2022), the scores from the State or Region will be used (whichever has the high-est level of participation by the State). In 2022 and beyond, only Regional scores will be used.Over the next

two years, State Associations that are not part of an existing region are encouraged to form a region with bordering states or to join an exist­ing region. By 2022, any state (or territory) that is not part of a region will default to a “Virtual Region.” The highest scoring competitors from that region will represent that region in the national contest.

The Soccer Shoot Program is an ex­cellent way to increase visibility of the Elks in your community. It is also a great way to allow the community to learn about who the Elks are and what we do. more State Associations.2019-02 To provide a procedure for the

merger of State Associations.2019-03 To require the Officers of the

Lodge to perform the Ritual during the of­ficial visit of the District Deputy Grand Ex­alted Ruler.

2019-04 To make sure that no jewels or regalia are worn outside the Lodge room except during special ceremonies.

2019-05 To allow Lodges to amend their By­Laws to provide for a different rate of dues for married couples residing at the same address.

2019-06 To add the Secretary and Trea­surer to the Board of Directors.

2019-07 To allow caregivers and/or driv­ers of disabled Members to remain in the Social Quarters during a meeting.

2019-08 To define a Member in Good Standing and confirm that an Elk who is suspended from Club privileges is still a Member in Good Standing.

2019-09 To move the definition of an Un­affiliated Elk to the Definition Chapter and confirm that an Elk whose Membership is suspended in any manner is an Unaffiliated Elk.

2019-10 To transfer the responsibilities for membership marketing from the Fraternal Committee to the Committee on Public Re­lations and Membership Marketing.

2019-11 To codify that an Executive Or­der issued by the Grand Exalted Ruler may

suspend a Member’s social privileges in the Order.

2019-12 To require Lodges to meet at least twice in February, March and April and to provide an alternative method of Notice for special meetings called for the sole purpose of Initiation.

2019-13 To allow District Deputies to be appointed to Districts other than their home District.

2019-14 To replace the requirement of an Annual Financial Report (audit, review or compilation) with a standardized on­line financial reporting system.
