10.00 Keynote lecture “Value based regulation of healthcare quality”

In this keynote lecture prof. dr. Ian Leistikow elaborates on 4 perspectives on supervision. In conjunction they determine the quality of the supervisory practice. The following elements will be addressed:- Supervision with societal added value; what is this exactly?- 4 perspectives on healthcare supervision: patient, professional,

public and politics- In 8 steps towards an effective supervisory practice- Public confidence in healthcare and the supervisor

10.30 NZa lecture “The Innovative Story”In this lecture we will take you on a journey through time and risk-based supervision. What started five years ago by developing specific strategies and imposing the highest administrative fine for a healthcare provider in Dutch history, has finally resulted in self-regulation for nearly all hospitals in the Netherlands. A multidisciplinary approach and a lot of creativity enabled us to achieve these results. The different stages of this process will be discussed further in the following workshops.

Workshop 1: Applying behavioral insights in supervision An Authority sending a postcard to health care providers it is supervising? An Authority facilitating a Large Group Intervention among health care specialists? Yes. These are just two examples of interventions where we applied behavioral insights to conduct a problem analysis and create interventions. What kind of behavioral insights are we talking about? Why would we apply them in the field of supervision? And how do we apply them in our work? During this workshop we will take you on a brief journey on which we will discuss these questions with you.

Workshop 2: Investigation and collaborationIn order to operate effectively and to achieve a successful outcome there is a need to foster cooperation among supervisors, investigation services and public companies. But is it always the most efficient way? What challenges do we face in collaborating with other parties? And what is the role of data in our investigation? What are the benefits and the limitations of exchanging information? During this workshop we will discuss these questions amongst others.

Workshop 3: Promoting compliance among healthcare providers The Dutch Healthcare Authority has issued guidance how hospitals and home healthcare providers can further enhance their compliance with respect to correctly charging treatments. One could wonder: why does an authority take ownership for compliance of healthcare providers? How can we promote that healthcare providers further step-up their initiatives in the field of compliance, while we are not being able to enforce it? What do we consider important elements of an effective compliance program? During this workshop we will discuss these questions with you.

9.50 Workshop 4: Horizontal Supervision from a professionals and supervisors perspective

Horizontal Supervision is a form of collaboration between healthcare insurers and a healthcare professonial based on trust, mutual understanding and transparancy. It focuses on the legitimacy of healthcare expenditures. In stead of reviewing financial data afterwards, both parties work together to ensure the legitimacy of payments at the front of the process. In this workshop we will discuss this approach and what it means for the professional as well as the supervisor in practice.

11.00 EHFCN New Ways & Innovation Award 2019: presentation of cases and voting

Candidates for the New Ways & Innovation Award 2019 present their case in a pitch.This award - that will be conferred for the first time in 2019 - honors new and innovative tools or techniques designed or set in place by Members of EHFCN or GKV-Spitzenverband (the National Association of Statutory Health Insurance Funds) since 2017. After the presentation of the cases by the applicants,the 2 final winners will be selected by the participants through voting.

12.00 Lunch and Experience Exchange Market Place All participants to the Open House can present their experiences on anti-corruption, anti-fraud or anti-waste in healthcare in an interactive format and obtain participant feedback (see information note).
