INTRODUCTION The guide for the certification and recognition of professions in welding and pressure vessels
field is one of the results of the project "Network of Competent Authorities for professional
qualification in Romania (IMI PQ NET Romania)" implemented by the Ministry of National
Education (MEN) in partnership with the National Qualifications Authority (ANC) and the Institute
for Social Policies (IPS), co-financed by the European Social Fund through the Sectoral Operational
Programme Human Resources Development 2007-2013 (POSDRU).
The general objective of the project "Network of Competent Authorities for professional
qualification in Romania (IMI PQ NET Romania)" is to create and strengthen the network of IMI
(Internal Market Information) for professional qualifications in Romania (IMI PQ NET) to support EC
initiative on the development of internal market information system, the development of joint
initiatives in this respect at national level in order to strengthen the capacity of social partners
(government agencies and organizations, professional associations) to promote sustainable
development by creating appropriate instruments and communication channels and mutual
consultation in order to achieve efficient communication with similar organizations in the European
Union and European Economic Area (EEA) through IMI platform.
To achieve the overall objective, the Ministry of National Education, the applicant
beneficiary of the project, aims to achieve the following objectives:
Creating and developing a national network to support the implementation of the
Internal Market Information System (IMI), through strengthening of the capacity of
the social partners, by creating channels of communication and mutual consultation;
Development and implementation of common terms of reference on certification
standards for Romanian workers' skills and the recognition of professional
qualifications of EU citizens;
Involving Network members in the exchange of information mediated by IMI
platform, by providing information / data to requests addressed through this platform
by organizations / associations in the EU / EEA.
The creation of this guide for the certification and recognition of practitioners in the field of
welding and pressure installations is underwritten to the completion of the second specific objective
and proposes the following:
Supporting the competent authorities of Romania in their efforts to standardize the
certification and recognition of regulated professions they manage by informing them

about the practices of other EU Member States (this guide presents the practices in
nine other Member States);
Inform all persons who have acquired skills in the analyzed field in Romania and want
to practice the profession in one of the nine EU member states presented in the guide.
To achieve this guide, the methodology was applied iteratively refined during the project IMI
PQ NET ROMANIA, by consulting the competent authorities. The main sources of information
necessary for achieving this guide and other 29 similar for other professions were:
- Research of the experts from the national competent authorities for each country;
- Information obtained from the competent authorities in Romania during consultations
and workshops throughout the project;
- IMI statistics and database of regulated professions of European Commission1;
- Data collected during the study visits organized in the Netherlands, Italy, Spain,
Denmark and Germany.
The structuring of the guide was based on the informative standard terms of reference for
procedures of validation and certification of competences and qualifications recognition process,
developed within the project, following two rounds of workshops of the working group members IMI
PQ NET Romania on the subject, published with the 30 guides of certification and recognition. Thus,
by the structuring of the guidelines were followed three major aspects in the analyzed countries
compared to Romania, which are the procedures for validation and certification of skills, processes of
recognition of qualifications and the pursuit of the profession.

1. REGULATORY SITUATION IN ROMANIA AND OTHER EUROPEAN UNION
MEMBER STATES
The guide covers aspects of validation / certification of skills, recognition and pursuit of
professions in welding and pressure vessels compared to identical, similar or related professions in
nine EU countries, namely Austria, Czech Republic, Denmark, Germany, Italy, United Kingdom,
Netherlands, Portugal, Spain.
The guide is intended as a tool to assist the competent authorities in Romania (in this case, the
State Inspection for Control of Boilers, Pressure Vessels and Hoisting Equipment - ISCIR) in their
standardization efforts for certification and recognition processes of regulated professions that they
manage, by informing them about the practices of other EU member states. Moreover, the guide is
designed and structured so that it represents an effective way to inform all persons who have acquired
skills in their field of activity in Romania and want to practice the profession permanently, temporarily
or occasionally in one of the nine EU member states presented in the guide.
At the same time, this guide has some limitations. The first one is that it only deals with the
situation of nine EU countries, set for all created guides. A second important limitation is that some
data, usually statistics, are available when developing the guide and need to be updated. The
professions analyzed in this guide do not appear in the list of regulated professions in the Act 200, but
through the existing methodology, continuously improved in recent years by ISCIR, they can be
considered de facto regulated profession. By analyzing similar professions in the mentioned countries,
it was found that there are a significant number of jobs similar to those analyzed.
Tables 1.1a and 1.1b present the most important professions in the field of welding and
pressure installations existing in EU countries and Switzerland, similar to those in Romania.

Some of these professions will be analyzed in detail in Chapters 2, 3 and 4 for the countries
listed. This analysis took into account the fact that in Romania there are many professions regulated by
the State Inspection for Control of Boilers, Pressure Vessels and Hoisting - ISCIR similar or
equivalent to those presented in Table 1.1.
Statistically, in terms of the flow of migrants that go to other states than those where they
obtained the qualification, we can determine which are the most "mobile" professions, taking as
reference a relatively long time, i.e., 1997 - 2012, noting that the professions are sorted by the number
of decisions taken on recognition of professional qualifications. Thus, starting from existing data2, we
can conclude the following:
1. In terms of geographical mobility, taking into account the time interval 1997 - 2012, for
all decision categories taken by the host country, for all EU member states and for all professions, it
can be established a hierarchy of top 5 countries in terms of the country in which the qualification was

obtained (Fig. 1.1) and the host country (Fig. 1.2). In Figure 1.1, it can be seen that Romania ranks 4th
with 8% of all the countries in which the qualification was obtained, first hovering United Kingdom
with 13%.

2. Based on existing data, if we restrict the scope of analysis to qualifications obtained in the
nine countries surveyed + Romania, with recognition in the EU member states, we can make a ranking
of the top 5 host countries where the professions recognized for each of the nine countries where the
qualifications were obtained:
For Austria (country of origin), the first five host countries where the professions
have been recognized are: Germany 61%, United Kingdom and Italy are tied with
10% each, and with 3% each, Slovakia and the Netherlands;
For the Czech Republic: 28% United Kingdom, 18% Germany, 16% Austria 13%
Slovakia and 5% Ireland;
For Denmark: 44% Sweden, 28% United Kingdom, 10% Germany, 4% Netherlands,
3% Spain;
For Germany: 33% Austria, 17% United Kingdom, 9% Netherlands, 7% Luxembourg,
5% Denmark;
Italy: 41% United Kingdom, tied with 12% each, Greece and Germany, 11% Spain
and 5% Belgium;
Netherlands: 40% Belgium, 29% Germany, 17% United Kingdom, 3% Austria and
2% Sweden;

7% France;
United Kingdom: 56% Ireland, 17% of Cyprus, 5% Germany and with 3% each
Netherlands and Spain;
And for Romania we have: United Kingdom 29%, 24% Italy, 20% Belgium, 9%
Germany and 3% France;
3. Although the number of recognition decisions through the IMI system is not as high as
in other professions (nurses, doctors, etc.), in the analyzed field, there is still a significant number of
decisions that will be discussed in Chapter 3 for each country and for each profession, trying to
emphasize the degree of compatibility of migrants coming from Romania with the recognition
requirements of each country.
2. PROCEDURES FOR VALIDATION / CERTIFICATION OF SKILLS
2.1. Validation / certification of skills for professions in welding and pressure
vessels field in Romania
The categories of professions analyzed in this guide for the 9 countries are:
stoker (5 types);
Non-Destructive Testing (NDT) Operator (6 types);
Welder (5 types);
Operator responsible for supervision and technical inspection of facilities RSVTI (it
may be an individual or legal person; in the guide has been analyzed only the case
where RSVTI operator is an individual).
For the profession of "NDT operator" there were not identified similar professions regulated in
nine countries.
Based on the analysis and the records within the project, the following common procedure
elements can be identified, used by ISCIR for the professions subordinated to this competent
authority:
All procedures (Technical Prescriptions) are approved by Ministerial Order;
The authorization of an individual is made only after attending a training program
organized by a legal person approved by ISCIR and authorized under the law in force;
In order to obtain the authorization, the candidates must pass an exam, which consists
of a theoretical and a practical test;

The authorization is valid indefinitely but only accompanied by the annual visa
registration. Law no. 64/2008 stipulates the conditions for suspension or revocation of
the authorization;
The professions managed by ISCIR can be grouped into several categories, according
to the technical prescriptions, each category having similar conditions for obtaining
the authorization;
The authorized persons shall be entered into the electronic Register of ISCIR.

aluminum alloys for high-density polyethylene (PE-HD)" and PT CR 9-2010 "Authorization of welders who weld
pressure devices and lifting equipment in steel, aluminum, aluminum alloy and high-density polyethylene (PE-
HD)"
5. Access conditions: The persons fulfilling the following conditions may participate at the authorization exam for level 1 or 2:
a. minimum age of 18 years old;
b. are medically capable and have the skills assessment report marked "suitable for practice of ...................
occupation" or equivalent document issued by the competent authority of a member state to carry work and meet the following specific conditions:
1. have natural or corrected visual acuity, so that they can read letters no. 1 on Jaeger board at a minimum
distance of 30 cm;
2. Can distinguish and differentiate contrast between the colors used in the method for non-
destructive examination for which they will be authorized;
3. Have the ability to perceive Ortho-Rather mosaic tests or equivalent, highlighting at least eight
plates of this type or similar
c. they attest that:
1. Have completed a professional training program as provided in art. 15 or have completed a training program approved by ISCIR prior to the occurrence of the present technical prescription
or,
2. Have attained an accredited technical education with the profile "NDT" or an equivalent recognized by the competent authority of a member state or,
3. Hold a valid certificate issued in accordance with a standard certification of NDT personnel for level 1, 2 or 3 issued by a third party or notified;
d. industrial experience required in the field, as shown in table 1, in the specialty or specialties for which the authorization examination is passed.
The persons fulfilling the following conditions, in addition to the provisions of art. 9, may participate at the
authorization exam for level 3:
a. Have completed at least one vocational school, high school or equivalent recognized by the competent
authority of a member state and who have worked as level 2 authorized personnel according to table 2;
b. They have a level of knowledge appropriate PT CR 6
At the authorization exam for level 3 may attend, without the need for completion of a training program,
individuals who have a Ph.D. in mechanical engineering or physics, obtained at a higher education institution
accredited or equivalent recognized by the competent authority of a member state.
6. Necessary documents: Art. 14 Each candidate who attends the licensing exam, extension or expansion of the authorization ISCIR, must
submit a file with the following documents:
a. Copy of identity card / passport;
b. Medical certificate under art. 9 lit. b);
c. Certificate according to the model in annex 4 attesting the internship industrial experience in the method
for which authorization, extension or expansion is requested, pursued in a NDT laboratory authorized under present technical prescriptions, but excluding level 3 personnel for the reauthorization;
d. Copy of the certificate of completion of a training program or a valid certificate issued in accordance with a the provisions of a NDT personnel certification standard, issued by a third party or notified;
e. Copy of license to practice in the nuclear field when requesting authorization for penetrant radiation method;
f. Color photos, size ¾ cm.
7. Type pf validation and
certification:
For the ISCIR authorizaton, candidates take an exam that consists of a theoretical examination, written part and
interview, as well as a practical examination. - ORGANIZED BY THE EMPLOYER in the presence of an
ISCIR inspector. Authorizations examinations for level 3 are held by ISCIR.
For the authorization on level 3, the candidates take:
a. A basic examination, which must evaluate the candidate's knowledge on basic topics listed in table 5;
b. An exam on the main method, which must evaluate the candidate's knowledge of the subjects regarding the main method of verification.

11. Certificate validity: The validity of the authorization for NDT Level 1 and 2 is 2 years from the date of issue.
The validity of the authorization NDT Level 3 is 5 years from the date of issue.

the authorization:
The validity extension of the authorization for level 1 and 2 personnel is made respecting the same methodology
as the initial authorization, provided that the number of general and specific questions is reduced by 50% each.
The validity of the authorization level 3 personnel is respecting the methodology described in Art. 28 of PT CR 6-2010.

5. Access conditions: A. For the welders’ authorization, essential variables for welding are taken into account (welding process , product type etc.). For each welding essential variable, an authorization domain is set.
B. The persons fulfilling the following conditions may present to the authorization examination for welders in
steel, aluminium and aluminium alloys:
a. Have completed a training program as required by law and hold a qualification certificate of " welder "
or a certificate of completion of a specialization / training course, or,
b. Own a welder performance qualification certificate issued by a notified body or third party which
contains additional technical requirements demonstrating the equivalence to the requirements of this technical prescription.
c. Are 18 years old;
d. Have the skills assessment report marked "suitable for practice of ................... occupation" or equivalent
document issued by the competent authority of a member state.
C. The persons fulfilling the following conditions may present to the authorization examination for welders in high-density polyethylene (PEHD):
a) Have completed a training program as required by law and hold a certificate of completion of a
specialization / training course; b) Are 18 years old;
c) Have the skills assessment report marked "suitable for practice of ................... occupation" or equivalent
document issued by the competent authority of a member state.

7. Type pf validation and
certification:
Individuals who meet the conditions outlined in Section 5B. a), c) and d), will undergo both the theory and
practical test for authorization. Individuals who meet the conditions outlined in Section 5B. letter b), c) and d) will have only the practical test
in order to get the authorization.
The examination for authorization is organized by the RTS of the legal person in locations chosen so as to secure the conditions for its smooth running. At the time and place set, the ISCIR specialist inspector verifies
the conditions in which the examination is to be conducted, the identity of candidates and the data in the files
submitted to ISCIR. The theory test consists of oral examination on the interpretation of technical data provided in pWPS / WPS.
Candidates declared to have ''PASSED'' the theoretical test, continue with the practical test which consists in
performing one or more welded samples in compliance with technical data provided in pWPS / WPS. Before starting welding the sample, it shall be marked with the punch of the ISCIR specialist inspector.
Upon completion of the examination, ISCIR specialist inspector prepares a technical verification report
indicating the results of candidates for the theory test, results of the visual examination compared with used references and disposes, as appropriate, further examinations.
Non-destructive examinations are carried out in laboratories approved by ISCIR, with ISCIR authorized
personnel and the destructive tests are carried out in laboratories that have been evaluated by ISCIR to establish technical capability in each area of testing.

In case of expiry of validity of the authorization, for obtaining a new period of validity all the steps for a new
permit must be followed.
If the legal person demands to ISCIR a new validity period at least 30 calendar days before the expiration date
(in this case it is considered reauthorization), the examination consists of:
a. A practical test conducted as described in PTCR, followed by radiation penetrating non-destructive
testing of the welded joint, for steel, aluminium and aluminium alloys welding;
b. The practical exam conducted as described in PTCR, followed by specific examination for welders for high density polyethylene (PE-HD).

5. Access conditions: Authorization of an individual as RSVTI operator is made only after attending a training program organized by
a legal person approved by ISCIR.
The person can enrol in a training program, organized by a legal person approved by ISCIR, if it fulfils the following conditions:
a. Disposes of the civil rights;
b. Is medically capable of performing the activity of RSVTI operator, ability proved by medical skill sheet
issued by the occupational physician;
c. Has higher or secondary technical education, proved by qualification documents; the applicant with
secondary education must attest that he has at least two years of experience in the areas covered by
ISCIR. People who have served for at least 2 years as a special inspector in ISCIR have the right to become RSVTI
operator after passing the authorization exam and paying the fee for authorization, without the need for
participation in the training program. People who have served for at least 2 years as a special inspector in ISCIR and who have been certified as
trainers in RSVTI or expert trainers have the right to become RSVTI operator after paying the fee for
authorization, without the need for participation in the training program and the examination.

6. Necessary documents: People who sign-up for the examination for authorization as RSVTI operator must submit the following
documents:
a. The application for the authorization exam;
b. Copy of the diploma attesting the higher or secondary technical education;
c. Copy of the identity document;
d. Copy of the document attesting the participation in the training program organized by a legal person approved by ISCIR.

The individual authorized as RSVTI operator may request to ISCIR the prolongation of the validity of the
authorization if the following conditions are met:
a. The requirements of paragraph 5 are met;
b. The authorization has not expired, has not been withdrawn by ISCIR or canceled, under the law
provisions;
c. Attests the participation, within maximum one year before the expiry date of the authorization, at a training program in the field (module B), held by a legal person approved by ISCIR.
To extend the validity of the authorization, the person must submit to ISCIR an application accompanied by the
following documents:
a. Copy of the identity document;
b. Copy of the authorization;
c. Medical skill sheet issued by the occupational physician;
d. The copy of the certificate of completion of a training program in the field (module b), followed within
maximum one year before the date of expiry of the authorization, the copy;
e. Applicant's handwritten statement, submitted in original, in which he declares on their honor that they are not in any of the cases referred to in art. 22 letter B).

2.2 Validation/certification of skills for professions in welding and pressure vessels field in Italy Although in Italy the profession of stoker is not regulated, however for the pursuit of activities
of monitoring and maintenance of steam generators and boilers in power stations and industrial plants,
it is necessary to obtain a license in this area by taking "examinations for granting certificates of
competency for steam generators operators"3.
Stokers (operators steam generators / conduttori di generatori di vapore) must monitor and
maintain the steam generators and boilers in the power stations. This involves maintaining temperature
control, safety devices, cleaning equipment and performing current revisions. In order to achieve this,

the stoker must have technical basic training, preferably a bachelor's degree of 5 years (senior) at a
technical college. To become a licensed operator, he must obtain a license that requires following a
course and passing the examination organized by the provincial Ministry of Labour.
Level (grade) of the license is according to the type of steam generator (boiler) that the
applicant must operate.
The competent authority is the Ministry of Labour and Social Policies (Ministero del Lavoro e
delle Politiche Sociali) through its local labour divisions (Direzione Territoriale del Lavoro). Specific
legislation consists of the Ministerial Decree no. 1/1974 (published in Official Gazette - GU no.
99/1974), amended by the Ministerial Decree no. 7/1979.
According to these regulations, annually, usually in September-October, examination sessions
are convened for the granting of certificates of competency for operators of steam generators. To be
admitted to the examinations, the candidates must be at least 18 years old at the date of the submission
and have appropriate training. Sample forms can be accessed on the website of the Territorial
Directorate of Labour of each region.
The application for admission to examination must be certified (€ 14,62 stamp) and signed by
the candidate. This can be submitted directly or sent by mail to the Territorial Directorate of Labour
and must contain the following:
1. Name, surname, date and place of birth, domicile and residence address, if different from
the domicile;
2. Degree (level) for which the applicant wishes to obtain a license;
3. Certificate of competence to operate steam generators, owned at the submission date, if
applicable (number, rank, date and the issuing authority).
Although there are some small differences between provinces and regions, usually the
following documents must be attached to the application:
a. Birth certificate according to Decree no. 445/2000 (those over age 65 cannot attend);
b. Medical certificate attesting the mental and physical ability to operate steam generators,
issued six months before the application by a physician of the National Health Service
(NHS) or by a competent physician or a medical service in the region or province;
c. Personal training book (in some regions called "internship card") which must contain at
least one mandatory assessment or an equivalent certificate. The time between the date of
completion of the last stage of preparation and submission date should not be more than
one year;
d. Two recent passport size photographs, signed by the candidate on the reverse side

e. Certificate of studies, only for candidates to stoker grade 1. The candidates who have
already the grades 2, 3 or 4 must submit documentation from points a and d.
Applicants whose requests are approved will be notified in advance of the date, time and place
of the examination.
Examinations for the award of certificate of competency consist of theoretical and practical
tests, based on the programs attached to Ministerial Decree 445/2000. The certificates of competence
for successful candidates will be issued by the Territorial Directorate of Labour - Labour Inspection
Service in each region, depending on the decisions of the examination commission, provided the
payment of stamp fee by the candidate. Authorization certificate is valid for 5 years from the date of
issue and shall expire at the age of 65 even if it has not been 5 years since the release.
The main requirements for the issue of certificates of competency for steam generators
operator are established for each grade separately, as follows:
Grade 1 - operation of steam generators of any kind, for any productivity and any
surface;
Grade 2 - the operation of steam generators of any type, with productivity up to 20 t
steam / hour or a heating surface not exceeding 500 m2;
Grade 3 - operation of steam generators of any kind, with productivity up to 3 t steam
/ hour or heating a surface not exceeding 100 m2;
Grade 4 - operation of steam generators of any kind, with productivity up to 1 t steam
/ hour or heating surface not exceeding 30 m2.
Necessary conditions for admission and required training periods for the four levels are the
following:
Grade 1
a) hold a degree in engineering or bachelor's degree in industrial chemistry or mechanical
engineering degree or diploma of a Navy technical institute – with the specialization
Machinist or a degree in industrial physics, metalworking, shipbuilding mechanics,
mechanics, precision mechanics, thermodynamics or baccalaureate degree and grade 2
certificate for at least one year;
b) training of 180 working days on a steam generator with a capacity larger than 20 t steam /
hour or on a steam generator with a heating surface of more than 500 m²;
Grade 2 - stage of 240 working days on a steam generator with a capacity of more than 3 t
steam / hour or a steam generator with a heating surface greater than 100 m²;

Grade 3 - apprenticeship of 180 working days on a steam generator with a capacity of more
than 1 t steam / hour or a steam generator with a heating surface greater than 3 m²;
Grade 4 - apprenticeship of 150 working days on a steam generator of any kind.
According to Law no. 615/1966 on the control of air pollution, certificates of competency to operate
the steam generators are title of professional qualification (no exams), first class license for the
operation of thermal power plants with a capacity of more than 200,000 kcal / h (232.56 kW).
2.3 Validation/certification of skills for professions in welding and pressure
vessels field in Spain
In Spain, the Directive 2005/36/EC was transposed by "Royal Decree 1837/20084 which sets
out in Annex VIII the alphabetical list of regulated professions and activities, grouped according to the
level of training, available in Spain (Article 19 of Royal Decree is equivalent to Article 11 of
2005/36/EC). In the field of welding and pressure installations, in Spain were identified two regulated
professions - Instalador de aparatos a presión / Pressure equipment installer and Operador de
calderas / Boiler operator, summarized in Table 2.1. The level of training is described in Article 11b
of Directive 2005/36/EC (Article 19.2 of Royal Decree 1837/2008), namely Certificate attesting the
successful completion of a course of secondary education:

The persons wishing to practice the profession of pressure vessel installer must obtain the
plumbing license. Legislation varies by province, region or autonomous community in Spain, but in
general, for this profession, the candidates should contact the Department of Employment, Industry
and Commerce in every region. There are three categories of authorizations for installation,
maintenance and manufacturing activities.
The procedure for validation / certification of competences for Pressure vessel installer is
regulated by Royal Decree no. 919/2006 regarding the approval of technical regulations for
distribution and use of gas and technical instructions ICG 01-11 and Royal Decree 2060/2008
approving the Regulation on pressure equipment and technical instructions.
For access to the profession, there are four types of career paths:
1. Obtaining a university degree or higher of competence in the field of pressure vessels;
2. Training programs on maintenance and plumbing services, projects in the fields of
plumbing and heating systems and passing the examination in pressurized systems;
3. Technical education of levels 1 and 2 in domestic installations + passing the examination
in pressurized systems;
4. Without prior training, the applicant shall follow a course depending on the pressure
installation type and take an exam.
Professional activities are reserved exclusively to pressure vessel installers regarding the
installation, maintenance, repair and alteration of pressure equipment (boilers, power generators, oil
refineries, cryogenic tanks, cylinders for breathing apparatus and portable pressure vessels).
For stoker / Operador de Calderas, the procedure of validation/certification of competence is
established by Royal Decree no. 2060/2008 on approving the Regulation on pressure equipment and
technical instructions ITC PE on pressurized boilers. For access to the profession, a training course
provided by an authorized trainer must be followed and an examination must be passed in order to
obtain the license of authorized operator for industrial boilers (stoker).
Professional activities reserved exclusively to stokers refer to monitoring, supervision,
commissioning and appropriate control for steam boilers.

vessels field in the Netherlands
In the Netherlands there are no regulated professions in the field of welding and pressure
vessels.

The procedure of validation/certification of welders’ competencies is established by Executive
Order no. 1088 of 28 November 2011 issued by Danish Working Environment Authority (DWEA) 5
In addition to professional training, welders must have training in terms of work safety and
health. Thus, welders must work in accordance with the requirements of health and safety at work and
implement safety measures when operating with thermal welding and cutting equipment (plasma
cutting, laser and oxy-acetylene flame) meaning:
1. To know the ways of air pollution, from welding and thermal cutting, with smoke, dust,
gas ( limit values, quantities of pollutants, pollutant type, etc.) according to the procedure;
2. To know the effects of environmental pollution on health - skin and respiratory irritation,
chronic bronchitis, asthma, allergies, etc.;
3. To know how to use and maintain the ventilation and exhaust systems;
4. To know the effects of optical radiation on the eyes and skin, as well as the suitable
protective equipment (goggles, gloves, etc.);
5. To be able to choose the correct protective equipment appropriate to the used process;
6. To know the method of shock protection when using welding equipment and thermal
cutting equipment ;
7. To know the working safety measures in enclosed spaces;
8. To know the conditions of hygiene and occupational health, including the effects of
smoking and alcohol consumption.

The procedure of validation/certification of competence for boiler operators in Denmark is
established by Order no. 1088/2011 of the Danish Working Environment Authority (DWEA) whose
object is to set the conditions for trainings and examinations required to obtain qualification as a stoker
of different types, for employees, employers and individual workers.
The Ministry of Education and Children or authorized educational institutions issue
certificates of training or educational certificates after completion of training in accordance with the
legislation on vocational and adult training (Lov om arbejdsmarkedsuddannelser). Certificates may be
issued in electronic format.
The Director General of DWEA approves the general requirements of the tests for each type
of certificate.
Detailed test requirements and duration of training are established by the Guidelines for
examiners, developed by the Committee for Continue Vocational Training in collaboration with
DWEA, in accordance with the Training Act of adults (Lov om arbejdsmarkedsuddannelser) or by
committees of experts in accordance with vocational education law.
Minimum age for applicants for these professions must be 18 years.
For some particular cases, Danish Working Environment Authority (DWEA) may grant
exemptions from the provisions of the Executive Order. Also, in case of deviations DWEA can
penalize companies or individuals, depending on the seriousness of the offense.
Following the training, the applicant for professions in this category must be able to work
properly, both technically and in terms of health and safety, in accordance with regulations for

monitoring steam boilers in control classes A and B. For this there are two types of stoker certificates,
which are Highly qualified stoker certificate and Regular stoker certificate (normal, ordinary).
Highly qualified stoker certificate is required to monitor steam boiler in control class A and
can be of three types:
Type I: Control class A steam boilers with constant monitoring;
Type II: Control class A steam boilers without constant monitoring;
Type III: Control class A steam boilers producing steam at a temperature not exceeding 120°
C;
The certificate of highly qualified stoker type I (II) may be granted to persons who have
completed a training course specific to this type of monitoring and that can attest an experience of at
least 6 months (12 weeks) as an assistant stoker type I (II) or a similar experience. In the case of type
I, the required experience may be reduced to 12 weeks if the training includes a module on a
simulator. During the practical training, the stoker must inspect the boiler at least 30 times. The
certificates of type I enable profession for all three types and type II certificates allow profession for
type III.
The qualification of highly qualified stoker for class A steam boilers requires the following
knowledge, skills and competencies:
1. To be able to monitor, correctly and appropriate, all types of boiler in the A control class,
in terms of health and safety;
2. Know the construction and operation of steam boilers in class control A;
3. Know the construction and operation of monitoring equipment and auxiliary;
4. Know the types of fuel and fuel-saving methods;
5. Know the control, regulation and operational monitoring of steam boilers;
6. To be able to adjust the combustion process;
7. To know the relevant regulations and requirements of the competent authority, including
those relating to the environment, occupational health and safety in the workplace;
8. To be able to properly and safely perform daily checks and tasks on monitoring;
9. To be able to realize the current tests of safety equipment;
10. To be able to start and stop the steam boilers adequately and in a controlled manner.
The certificate of normal stoker (normal, regular) is required for the monitoring of steam
boilers in class B and can be of two types:
Type I: Control class B steam boiler;

Type II: Control class B steam boiler that produces steam for a heating surface not exceeding
600 m², in which the heat is produced using electrodes or resistive elements, according to the
standards for steam boiler with chimney or electric heaters.
Preparing for a certificate of ordinary stoker for type I and II boilers includes a theoretical
training for each type of boiler and practical training on this type of boiler or a similar experience.
Type I certificate allows the practice on both types of boilers (I and II).
For monitoring class B steam boilers, qualification can be achieved through a program of
training or additional training where the applicant already has a compatible qualification, such as, for
example, mechanical.
Qualification of ordinary stoker for steam class B requires the following knowledge, skills
and competencies:
1. Knowledge of the construction for control class B boilers;
2. Knowledge of direct heating systems and their construction;
3. Knowing the terminology and measurement units used in the field;
4. Knowledge of fuel categories;
5. Knowing the regulations of competent authorities;
6. To be able to properly and safely perform daily checks and tasks on monitoring;
7. To be able to perform routine tests of raw water, auxiliary water, feed water, condensate
water and boiled water;
8. To be able to realize the current tests of safety equipment;
9. To be able to check, diagnose and repair faults in power systems, combustion systems and
control systems;
10. To be able to assess the quality of combustion through measurements;
11. To be able to ensure the maintenance and inspection of facilities.

2.7 Validation/certification of skills for professions in welding and pressure
vessels field in Germany
In 2005, Germany has implemented the Bologna system and, currently, the creation of a
national qualifications framework is in progress. Further information can be obtained on the website
Deutscher Qualifikationsrahmen (DQR) - dem gemeinsamen Internetportal des Bundesministeriums
für Bildung und Forschung und der Kultusministerkonferenz6.
Although Germany has no official rankings, since 2002 the Center for Higher Education
Development (CHE), in cooperation with Stern Weekly Magazine publish an annual ranking that
includes a large number of institutions. The main task of the independent agency Akkreditierungsrat is
to accredit specific organizations that are evaluating the study programms. Akkreditierungsrat has 17
members, representing the federal states, higher education institutions, students, employers, employees
and, also, international representatives. Only in exceptional circumstances Akkreditierungsrat can
evaluate the study programms.
Among the 153 regulated professions in Germany, the profession Ofen-und Luftheizungsbauer

The methodology for validation/certification of competence for Ofen-und Luftheizungsbauer /
boiler operator is set by the Law on technical professions regulation ("Gesetz zur Ordnung des
Handwerks - Handwerksordnung) of 24 September 1998, amended on 11 July 20117.

3. PROCEDURES FOR RECOGNITION OF QUALIFICATIONS IN OTHER EU
MEMEBER STATES
3.1. General elements
For the recognition of professional qualifications under Directive 2005/36/EC, there are three
recognition systems, namely:
Automatic recognition system based on the preventive harmonization of training and
provides automatic recognition, applicable to certain professions such as nurse, dental
practitioner, veterinary, midwife, architect, pharmacist etc.
General System of Recognition, based on mutual trust between member states,
applicable to a large number of professions that may be different in the member states.
It applies where the profession is regulated in the host country and, if the migrant has
practiced or is entitled to practice it in its home state. In this system, the recognition is
not automatic, but is based on a comparison of professional training courses - in the two
countries; there is as well as the possibility, if major differences exist, to impose
compensatory measures.
Recognition of professional experience Annex 4, where the recognition is based on the
experience acquired in the country of origin. The system applies to crafting, commercial
or industrial professions listed in Annex IV of Directive 2005/36/EC and provides
automatic recognition if the conditions laid down for each professional category are
met.
For the professions examined in this guide, the recognition systems and decisions taken by the
host country (positive without compensatory measures, negative, positive / negative after adaptation
period, positive / negative after aptitude test or after examination, etc.) will be presented in this
chapter.
In case of negative decision, the applicant may appeal in court or through SOLVIT system.
For recognition by General System, the request for recognition is submitted to the competent
authority of the host Member State, listed in Chapter 2 for each profession and for each country. This
application must be accompanied by a series of documents and certificates listed in Annex VII to the
Directive 2005/36/EC.
Usually, in the analyzed countries, the documents required for EU citizens applying for
recognition are:
1. Proof of citizenship, usually through a copy of identity card or passport;

2. Certificate of professional competence or qualification titles, which provide access to the
profession (in the cases where the profession is regulated in the country of origin);
3. A certified copy of the specific acts for the profession in question, indicating the
examinations taken, needed to determine the possible existence of significant differences
with the training in the state of origin;
4. Other certificates, diplomas, etc. relevant to the profession;
5. A certified copy of the registration in the professional register of the country in which the
title was obtained, if applicable;
6. Certificate stating that there are no criminal or professional obstacles in the pursuit of the
profession, issued by the competent authority of the country of origin;
7. Certificate that details any work activity in the country of origin, following the graduation
of the qualification for which recognition is requested (including practical trainings);
8. Contact details: name, last name, address, phone and e-mail. If another person sends the
documents on behalf of the applicant, such as a company or a trustee, the sender's name,
address, phone and e- mail are demanded;
9. Specific conditions that will be explicitly mentioned in this chapter for each profession
(specific professional association membership in the host member state, etc.).
All documents written in a foreign language must be accompanied by a translation in the host
country language, certified in accordance with the original text, issued by the diplomatic or consular
authorities of the host country in the state that issued the diploma, or by an official translator in the
host country.
The stages of the recognition of qualifications in the host country can be summarized as
follows:
1. Informing the migrant at the contact point of the host member state, mentioned in the
following subsections for each country;
2. Submitting the required documents at the competent authority which may notify the
applicant within four weeks for possible additions ;
3. Processing file, within a period of maximum four months;
4. Application of compensatory measures, if necessary:
Aptitude test, preceded possibly a preparatory course offered by institutions
authorized by the competent authority;
Training by an adaptation period;

Assessment of language skills by analyzing attestations or by interview, oral /
written examination, if applicable;
5. Fees - available on the websites of the competent authorities, regularly updated;
6. Issuing the certificate;
7. Appeal through SOLVIT or justice in the case of a negative decision.
For recognition of qualifications in the field of welding and pressure vessels in Romania,
ISCIR regulates a large number of different professions and, by the implementation of European
directives, it can be considered a case of good practice. The qualifications regulated by ISCIR are
provided in Annex to HG 1340/2001. From the analysis of each profession, the following conclusions
can be drawn regarding the recognition of professions regulated by ISCIR:
1. ISCIR transposed in specific legislation (technical prescriptions approved by order of the
Minister of Economy and published in the Official Gazette of Romania, Part I) the
provisions of Directive 2006/123/EC - retrieved in the national legislation through the
Government Emergency Ordinance no. 49, approved with amendments and additions by
Law no. 68/2010 and Directive 2005/36/EC – retrieved in the national legislation by Law
no. 200/2004 with subsequent amendments and additions.
2. ISCIR rules refer to the recognition of documents or training programs required of persons
from other member states in order to obtain authorization;
3. The prescription PT RC 8, art. 6, paragraph (1) provides that "persons who are citizens of
member states with an authorization issued by the competent authority of a member state
of the European Union or signatory to the Agreement on the European Economic Area
who wish to serve an installation / equipment in ISCIR field in Romania, must present to
ISCIR to take an exam and to be registered" and will undertake only the theoretical test
"that aims to assess knowledge of national legislation and applicable technical
requirements, necessary to service the system/equipment". In this case, the specific
documents to be filed by "the applicant that demands the recognition of the profession"
which include "Copy of the permit issued by the competent authority of the member state".
It can be deduced that this authorization is recognized simply because the candidate must
only take the theory test for "assessing knowledge of national legislation and applicable
technical requirements".
4. Other requirements (PT CR 6-2010 - "Authorization of personnel and laboratories
performing nondestructive testing and evaluation of the technical capabilities of
laboratories performing destructive examination" - art. 2 and PT CR 9-2010 -

"Authorization of welders who weld pressure devices and lifting equipment in steel,
aluminium, aluminium alloy and high-density polyethylene (PE-HD)"- art. 8) contain
similar provisions for completing training programs (e.g. "Welders authorized by ISCIR
must provide proof of completion of a training program; are exempt citizens of a member
state who graduated in the home member state a training program equivalent to the one
provided in the present technical prescription")
5. For the non-destructive examinations (PT CR 6-2010), the legal persons are enrolled in
the register ISCIR: "Legal persons authorized by ISCIR and legal persons authorized to
equivalent fields by the competent authorities of a Member State of the European Union
or European Economic Area shall be recorded in the ISCIR register of authorized legal
entities".
In this chapter, for each country analyzed and for each profession will be highlighted only
procedural requirements in addition of the seven steps above, specific to each profession, and some
data on recognition decisions taken so far.
3.2. Procedures for recognition of qualifications in Italy

Since professions in welding and pressure vessels field are not regulated in Italy, their
recognition is subject to the rules of the regions and autonomous provinces.
Professions that are managed by ISCIR in Romania (welders, crane operators, non-destructive
testing operators, stokers) are subject to regulation at the regional level and at the enterprise level in
Italy (table 3.1).

In Denmark there are four regulated professions in the analysed field, for which detailed
information is available on the webpage of Ministry of Science, Innovation and Higher Education9.
Also, the Danish Agency for International Education (Styrelsen International Uddannelse
Former Cirius) can perform a free evaluation of the migrant in respect to the equivalence of education
programs in the country of origin with the Danish ones, but this is not required for recognition.

Special conditions for applications not covered by EU rules. Persons who have obtained
professional qualifications in a third country must have the professional qualifications verified by the
Danish Working Environment Authority before working as a welder.
The application for recognition of professional qualifications must include:
1. Proof of citizenship, i.e. a copy of the passport;
2. Name, address and birth date;
3. Statement from the applicant that he wishes to establish or work temporarily or
occasionally;
4. Name and address of the sender, if this is done by someone other than the holder of the
certificate of professional competence or qualification titles;
5. Copies of the attestations of professional competence or evidence of formal qualifications
giving access to the profession in question when the profession or training are regulated. If
the profession is not regulated in the home country, people who have qualifications issued
in a third country must attest three years of professional experience in the last ten years.
Provision of temporary services in the member states of the EU / EEA. Before the first
performance in Denmark, the applicant must inform the competent Danish authority through a written
statement. The competent authority shall verify the qualifications before the applicant can begin
practice. The renewal of the statement will be required if the applicant wishes to practice temporarily
or occasionally in Denmark the following year. The applicant should attach the following documents

Sending the documents. If the applicant is a citizen of a country belonging to the EU or EEA
and his profession is listed by the Point of Contact, he can send documents electronically at this point
of contact, even if it is a temporary service provider (when declaration and accompanying documents
are required). If the applicant's occupation is not on the list of the Point of Contact, he must send the
documents by mail to the competent authority responsible for processing the request. The same applies
if the applicant is a citizen of a country outside the EU / EEA.
Certified photocopies. The applicant must submit certified photocopies of essential
documents (professional qualification, certificate of acquired rights, certificates of professional
experience, etc.). This means that an authority has stamped and signed each page of the copy as
confirmation that these copies are consistent with the original documents. This confirmation can be
made by a Danish authority (e.g. local municipality, employment center, etc.), or by the institution /
authority that issued the document, or by the embassy / consulate in Denmark of the country where the
document is issued, or by a Danish embassy or consulate. Individuals cannot certify copies. If the
applicant cannot submit a certified copy, the competent authority can control the content and
authenticity of the diploma, certificate and / or personal data.
Translations. The applicant must submit legalized translations of essential documents
(professional qualification, certificate of acquired rights, certificates of professional experience, etc.).
Standard documents such as identity cards, passports, etc., should not be sent as certified translations.
Documents issued in English, Norwegian or Swedish should not be translated. Documents issued in
other languages must be translated into Danish or English. Some authorities also accept translations in
German and French, and the applicant must contact the competent authority where this is relevant.
Uncertified translations are accepted for the professions of doctor, dentist, nurse, midwife, veterinarian

Provision of temporary services in the member states of the EU / EEA. Before the first
performance in Denmark, the applicant must inform the competent Danish authority through a written
statement. The competent authority shall verify the qualifications before the applicant can pursue the
profession. The renewal of the statement will be required if the applicant wishes to practice,
temporarily or occasionally, in Denmark, the following year. The applicant should attach the following

3.7. Procedures for recognition of qualifications in Germany
In Germany, on 1st of April 2012, the "Recognition Act" was adopted. Before this, there was
no standard procedure for the recognition of professional qualifications acquired abroad, although
nearly three million people with professional qualifications acquired abroad live and work in
Germany. Today, many people from other countries practice professions in Germany that are not
consistent with their skill level. As the German economy is dependent on skilled workers, the German
government adopted the Law on improving the assessment and recognition of foreign professional
qualifications, known for short as the Law on Recognition or the Recognition Act. This simplifies the
procedures for equivalence of foreign professional qualification and supports the integration of foreign
skilled migrants and workers on the labour market in Germany.

Germany has no central body that is responsible for all requests related to the recognition of
foreign qualifications. Authorities that are responsible for recognition exist in each province.
The Federal Institute for Professional Education and Training has created a portal for
recognition in Germany on the website of the Federal Ministry of Education and Research to
help individuals seeking recognition of their foreign professional qualifications to find an
authority to analyze the case and promptly provide answers to their questions about the
procedure of recognition. The portal is aimed not only to immigrants who already live in
Germany and have acquired professional qualifications abroad, but it also addresses skilled
workers from other countries who are interested in working in Germany. The portal also
supports the staff that advises individuals seeking recognition of qualifications obtained
abroad.
This site10
directs people seeking recognition of a certificate or a diploma to an authority that
is responsible for assessing those qualifications and provides important information on laws and
regulations underlying the recognition of foreign qualifications and the procedure of recognition for
liberal professions. In addition, the portal provides advice and information on career orientation.
If one of the qualifications were obtained abroad, one can check the equivalence of the
diploma with German titles that will give the right to practice without a title granted, under the Law of
determining professional qualifications - Berufsqualifikationsfeststellungsgesetz / Professional
Qualification determination Act (BQFG) 11
.
Access to practice may vary depending on special requirements of the regulated professions.
In some cases, there are no procedures in place to assess qualifications from third countries. According
to the law BQFG an application may be filed by any person who:
Has professional qualifications obtained in a member country of the EU / EEA;
Intend to pursue a paid activity in Germany.
The procedure is not open to unskilled or semi-skilled persons, who do not have professional
qualifications.

The responsibility for regulated professions relies on specialized laws and regulations
of the Länder.
The application of procedure
The procedure compares foreign qualifications with a similar German occupation;
The competent authority shall consider whether there are fundamental differences
between the foreign qualifications and German professional qualifications;
Professional experience acquired in Germany or abroad can also be taken into
account, in addition to training;
If it is not possible to provide adequate evidence of qualifications, an analysis of
qualifications can be performed to determine the professional skills (e.g., technical
discussions or work test);
The procedure is subject to a fee. The amount is based on the tax table of the
respective authority and depends on the cost and effort involved in implementing the
procedure. The responsible authority may provide information on the exact fee.
Possible outcomes
If the examination proves positive, the responsible authority issues a certificate of
equivalence for non-regulated professions. This has the same legal consequences as a
German professional qualification. There is no issuing of a German examination
certificate. The procedure is a prerequisite for access to employment in regulated
professions.
When there are considerable differences between the foreign professional
qualifications and comparable German ones, the following distinctions must be made:
- In case of training occupations, the authority describes existing qualifications
and the differences between these qualifications and the German ones. This is
helpful when applying for jobs and allows obtaining additional qualifications,
if necessary.
- In the case of regulated professions, an adaptation measure (test or adaptation
period) may be required in order to achieve equivalence. Compensation
measures vary by field-specific laws.

/ EEA / Switzerland and persons residing in the EU / EEA / Switzerland)
The responsible authority may require certified copies or originals. In some cases, the
authority may accept simple copies of documents. The documents must be translated in German. The
translations will be performed by public interpreters / translators designated and authorized in
Germany or abroad. The competent authority may waive for translation, if necessary.
Duration of procedure
The responsible authority begins the evaluation as soon as it has received all the
necessary documents.
Starting the 1st of December 2012, the procedure should not take more than three
months. In difficult cases, the decision period may be extended once, for good
reasons.
Decision-making period starts with the receipt of all required documents.
Applications from abroad can be sent directly to the responsible authority or the Central Office
for Foreign Education (ZAB). ZAB will forward requests to the appropriate authorities.

3.11. SOLVIT system
SOLVIT is a problem solving network in which EU member states work together to solve
without legal proceedings problems caused by the misapplication of Internal Market law by public
authorities. Among the areas where problems often arise and for which there are complaints to
be treated by SOLVIT we find the recognition of professional qualifications and diplomas along
with other domains such as access to education; residence permits; voting rights; social security;
free movement of capital and payments etc.
In every European Union member state, there is a SOLVIT centre that provides free of

Complaints can be submitted on-line, on electronic forms available on SOLVIT centers
websites in each country (Table 3.2). Resolving a complaint implies four stages, as described below:
Accepting the case after checking the legal basis; possibly, additional documents are
requested;
Obtaining the solution in accordance with the European legislation by collaborating
with the competent public authority involved/ claimed;
Offering the solution which must be real, practical and in accordance with
European legislation;
Monitoring the implementation of the proposed solution until the resolution of
the case.
As SOLVIT’s potential is still insufficiently exploited as a key instrument in problem solving
at a national/European level, also due to insufficient information received by the European citizens
regarding the competencies of these centers, this guide aims, among others, to disseminate
information on this system.

4. PURSUING THE PROFESSIONS IN WELDING AND PRESSURE VESSEL
FIELD IN THE ANALYZED EU MEMBER STATES
4.1. Pursuing the professions in Romania
The pursuit of professions in welding and pressure vessels field is governed by the
following regulations:
Stoker - Order of the Minister of Economy no. 2.154/2009, published in the Official
Gazette of Romania, Part I, no. 11 bis/08.01.2010 approving the technical
prescriptions PT CR 4-2009 " Authorization of legal persons to perform works on
installations / equipments" and PT CR 8-2009 "Authorization of service personnel for
installations / equipments and acceptance of auxiliary service personnel".
Welders and NDT operators - Order no. 442 / March 2010 approving the technical
prescription PT CR 6-2010 "Authorization of personnel and laboratories performing
non-destructive testing and evaluation of the technical capabilities of laboratories
performing destructive examination", PT CR 7-2010 "Approval of welding procedures
for steel, aluminium and aluminium alloys for high-density polyethylene (PE-HD)"
and PT CR 9-2010 "Authorization of welders who weld pressure devices and lifting
equipment in steel, aluminium, aluminium alloy and high-density polyethylene (PE-
HD)"
RSVTI operator - Order no. 130 of 10 May 2011 for approval of the authorization
methodology for operators responsible for technical inspection of facilities /
equipment in field of ISCIR - RSVTI operator.
The most important aspects of pursuit of these professions in Romania are analyzed as
follows.
For stokers, the license validity is confirmed each year by the annual approval by
RSVTI operator of the holder / user. The validity of the annual visa bead is 4 years. The
absence of annual visa on the slip accompanying the authorization entails suspension of the
right to pursue the activity for which it was authorized. Switching from one authorization
group to another, within the same class, or from one class to another is done by extending the
authorization. To this end, the stoker must attend a specific theoretical training program for at
least 24 hours and a practical training for a minimum of 40 hours, organized by the owner /
user of the boiler, to take and pass the examination in order to extend the authorization.

For NDT operators, the validity of the authorization is between 2 and 5 years, depending on
the level, only if the result of the annual medical examination is appropriate. The validity prolongation
of the authorization is made respecting the same methodology as the initial authorization, with some
exceptions for certain types of operators.
For serious misconduct, law no. 64/2008 provides for several types of sanctions and
suspension for a period of up to six months or withdrawal of the permit, authorization issued
by ISCIR, as appropriate.
4.2. Pursuing the professions in analyzed EU countries
In Italy, the practice of professions in welding and pressure vessels field is subject to specific
regulations in the regions and autonomous provinces. To pursue the profession of licensed
operator of steam generators, the applicant must obtain a license (certificate) that involves following a
course and passing the examination organized by the Provincial Directorate of the Ministry of Labour.
Examinations are held annually, usually during fall. The authorization certificate is valid for 5 years
from the date of issue and shall expire at the age of 65, even if the 5 years since the release have not
passed. License extension is made only if the person has worked 150, ..., 180 days a year, depending
on the type and size of the equipment.
To exercise in Spain the profession of Instalador de aparatos a presión / Pressure equipment
installer, it is necessary to periodically renew the authorization under the laws of the province,
autonomous region or community in Spain. In general, for this profession, people must address to the
Department of Employment, Industry and Commerce in every region.
Monitoring, supervision, commissioning and appropriate control for steam boilers are
activities strictly reserved to the profession of Operador de calderas / Boiler operato.
In Denmark, besides the professional training, welders and stokers must have training in terms
of work safety and health which have a particularly important role for these professions.
In Portugal, the profession of Gas pipes welder /Soldador de redes de gás is one of the few
cases in which, for practice, both professional skills and transversal competences are required, as
follows14
:
Professional skills : reading and interpreting instructions and technical specifications of the
project for execution or repair of distribution networks and gas installations; programming and
organization of construction works , analyzing the physical conditions of the locations of the network,
to meet regulatory clearances and other execution rules; selecting equipment, tools , devices and

accessories used, depending on the type of welding to be performed; execution of distribution
networks and gas installations, welding works and repairs of such networks and installations, ensuring
compliance with rules, safety regulations and applicable rules of practice; measuring the pressure and
temperature of distribution networks and gas installations, using appropriate equipment to ensure their
proper operation; ensuring maintenance on equipment and tools used to manufacture, repair and / or
weld of distribution networks and gas installations, taking into account the optimization of its
operation; recording technical information on performance, repair and welding of distribution
networks and gas installations.
Transversal skills: organizing activities to perform job duties responsibly; facilitating
interpersonal relationships with team members; integrating standards and health and safety procedures
in the ongoing activities; taking attitudes of responsibility in carrying out the activities; adapting to
new technologies and opening to continuous professional training.
In the Czech Republic, to carry three of the four professions analyzed in Chapters 3 and 4,
additional conditions are imposed for the exercise, as follows:
For Montáž, opravy, revize a zkoušky tlakových zařízení a nádob na plyny / Installation,
repair, inspection and testing of pressure equipment and gas vessels – it is necessary to obtain
the approval of the Energy State Inspectorate regarding the license issue;
For Energetický specialista/ Energy engineer – there is the obligation of professional secrecy
as well as some restrictions to provide energy audits in certain situations set by law;
For Výroba tepelné energie a rozvod tepelné energie, nepodléhající licenci realizovaná ze
zdrojů tepelné energie s instalovaným výkonem jednoho zdroje nad 50 kW / Generation and
distribution of heat energy, not under a licence, from heat sources with an installed capacity
per source of more than 50 kW and Energetický specialista/ Energy engineer – the insurance
against financial risks arising from professional liability is required;
5. CONCLUSIONS
The guide covers aspects of validation / certification of skills, recognition and pursuit of
professions in welding and pressure vessels field for which, in Romania, the competent authority is
ISCIR, compared to identical, similar, or compatible professions in nine EU member states, namely
Austria, Czech Republic, Denmark, Germany, Italy, United Kingdom, Netherlands, Portugal, Spain.
These professions are analyzed thoroughly in Chapters 2, 3 and 4 for the listed countries. This
analysis took into account the fact that, although these professions are not listed among the regulated

professions of Law 200, by the existing methodology, continuously improved in recent years by
ISCIR, they can be considered, de facto, regulated profession.
The creation of the guide for the certification and recognition of qualification on welding and
pressure vessels primarily aims to be a useful tool to inform all persons who may be in one of the
following situations:
Intending to follow a training program in one of the countries analyzed, at the end of
which they will pursue a similar profession in the field of welding or pressure vessels;
Has a qualification corresponding to those analyzed and wishes to have it recognized
and practice in one of the nine countries, similar or compatible professions,
permanently, temporarily or occasionally;
After recognition in one of the countries surveyed, he would like to know the
regulations on the profession and the obligations on the continuous training, the
conduct and professional ethics in the field, membership in certain professional
organizations etc.
Equally important, the guide aims to support the competent authorities of Romania in their
efforts to standardize the certification and recognition of regulated professions they manage, by
informing them about the practices of other EU member states.
The main limitations of the guide are that it only deals with the situation of nine EU countries,
set for all developed guides, and some information, generally statistics, is available when developing
the guide and need to be updated periodically.
Although the number of recognition decisions through the IMI system is not as high as in
other professions (nurses, doctors, etc.), in the analyzed field there is still a significant number of
decisions that are presented in Chapter 3 for each country and for each profession.
In Italy, the analyzed professions are not regulated at national level but for boiler operators it
is necessary to obtain a license by taking an exam for the award of certificates of competency,
organized by the Provincial Directorates of the Ministry of Labour. As in Romania, the way in which
the authorization procedure is performed, the importance and responsibility in pursuing the profession
are emphasized.
In Spain, for the profession of Pressure equipment installer, one must obtain a permit
according to the legislation which varies by province, region or autonomous community in Spain
(persons should contact the Department of Employment, Industry and Commerce of each region).

In Denmark there are four regulated professions in the analyzed field (two in the field of
welding and two in pressure vessels) for which detailed information is available on the Ministry of
Science, Innovation and Higher Education webpage.
In Portugal, for the analyzed field, only one profession was identified, Gas pipes welder
/Soldador de redes de gás which requires complex knowledge and skills.
The four occupations identified in the Czech Republic have as competent authority
Ministerstvo průmyslu the obchodu / Ministry of Industry and Commerce and for three of
them special conditions are required for validation, recognition and practice.
