February 19, 2004 - President Gloria Macapagal-Arroyo signed into law R.A. No. 9246 “An Act Modernizing the Practice of Librarianship in the Philippines thereby repealing R.A. No. 6966, Entitled: An Act Regulating the Practice of Librarianship and Prescribing the Qualifications of Librarians,” Appropriating Funds Therefore and For Other Purposes.

The New law, otherwise known as “The Philippine Librarianship Act of 2003” was touted to re-engineer and re-tool the librarian profession making it competitive and abreast with technology and responsive to the ever changing demands of information users.

Who is the Librarian? A librarian is a “bonafide holder of a certificate of registration and professional identification card issued by the Professional Regulation Commission in accordance with the Philippine Librarianship Act.

Art. IV – Sec. 25 Provisions Relative to the Practice of Librarianship (a) Any person who practices librarianship in the Philippines w ithout being certified in accordance w ith the provision of this Act; (b) Any person who represents or attempts to use as his own the certificate of registration of another; (c) Any person who gives any false or fraudulent evidence of any k ind to the Board or any member thereof in obtaining a certificate of registration as librarian;

Art. IV – Sec. 26 Illegal Practice of Librarianship A person who does not have valid Certificate of Registration and Professional Identification Card or a temporary permit from the Commission shall not practice or offer to practice of librarianship in the Philippines or assume any position, which involve performing the function of a librarian as provided under Section 5 of this Act.
