The Professional Fellows Program provides targeted professional development and support to emerging leaders working in the fields of Economic Empowerment, Legislative Process and Governance, and Media. The Professional Fellows Program is designed to provide program participants with a four- to eight-week practical fellowship experience to broaden their professional expertise. Placed in private, non-profit and government offices across the United States, Professional Fellows learn how issues in their respective fields are addressed in the U.S., interact with a broad network of professional colleagues, and develop a more nuanced understanding of Americans and American society. During the Fall 2013 program, Professional Fellows from over 40 countries and territories participated in fellowships across the United States.

In 2013, the Professional Fellows Program has supported approximately 450 foreign Fellows coming to the United States and reciprocal visits by more than 300 American participants in the fall of 2013 and the spring of 2014. The Professional Fellows Program offers a unique opportunity for the foreign Fellows and their American colleagues to work together to address issues of mutual importance, develop new insights into professional approaches to common issues, and broaden their understanding of foreign working environments, practices and society.

PROFESSIONAL FELLOWS CONGRESS At the conclusion of the Fall 2013 Fellowship program, 240 Professional Fellows will travel from their fellowship placements to Washington, D.C. to participate in the seventh Professional Fellows Congress, November 6-9, 2013. The Congress marks the culmination of the Program and provides a forum for Fellows to share their experiences with each other.

The Fellows Congress also provides opportunities for Fellows to network with program colleagues working within their professional sphere, learn about best practices and creative solutions in their respective fields, share key insights into effective leadership models, and explore ways to apply their learning and expertise to a number of concrete and innovative activities upon their return home. The Congress will focus on leadership development as it relates to civic engagement, addressing the themes of Economic Empowerment, Legislative Process and Governance, and Media.

U.S. DEPARTMENT OF STATEThe State Department is the United States’ federal executive department responsible for the international relations of the United States, equivalent to the foreign ministries of other countries. Created in 1789, the Department was the first executive department established. The State Department currently employs 19,000 U.S.-based employees and more than 50,000 people total in 190 countries. The State Department operates the diplomatic missions of the United States abroad and is responsible for implementing the foreign policy of the United States and U.S. diplomatic efforts.

The Department is led by the Secretary of State, who is nominated by the President and confirmed by the Senate, and is a member of the President’s Cabinet. The current Secretary of State is John Kerry. The Secretary of State is the first Cabinet official in the order of precedence and in the presidential line of succession. THE BUREAU OF EDUCATIONAL AND CULTURAL AFFAIRS (ECA), U.S. DEPARTMENT OF STATEThe Congressional mandate of the Bureau of Educational and Cultural Affairs (ECA) at the U.S. Department of State is “to increase mutual understanding between people of the United States and other countries…and thus to assist in the development of friendly, sympathetic, and peaceful relations” (Mutual Educational and Cultural Exchanges Act of 1961). ECA engages youth, students, educators, and rising leaders in the United States and more than 160 countries in both the developed and developing world through a range of academic, sports, cultural, and professional exchange programs.

To conduct the Professional Fellows Program in 2013, the Department of State has partnered with 16 organizations: American Councils for International Education, Bentley University, Hands Along the Nile Development Services, International Center for Journalists, International City/County Management Association, Great Lakes Consortium/WSOS Community Action Commission, Legacy International-Institute for Practical Idealism, Michigan State University, Partners of the Americas, Portland State University, University of Connecticut, University of Michigan’s Institute for Social Research, University of Montana’s Maureen and Mike Mansfield Center, University of Oklahoma, World Learning, and the Worldwide Foundation for Credit Unions.

ECA has nearly 1 million alumni around the world, including more than 40 Nobel Laureates and more than 300 current and former heads of state and government. 1. Women and Leadership: Learn It. Own It. Location: Studio A Participants should expect to learn tools to establish and communicate their brand and build their reputation as well as tools to use influence effectively in their organizations. 2. Effective Stakeholder Coalition Building Location: Studio D This workshop will enhance participants’ knowledge and skills in the area of coalition building for effective policy making. Participants should expect to achieve three outcomes: to discuss and debate divisive and controversial issues that could divide a coalition, to learn from one another’s experiences, and to gain specific tools for effective coalition building.

3. Embracing Innovation: Changing the Way Media, Government, and NGOs Work with Data Location: Studio B The rise of open data creates tremendous opportunities to enhance the impact that media, government and NGOs have on society. In this session, we will discuss new ways each can embrace data to spur innovation and break down institutional barriers. In the second half, participants will learn about the latest technologies to capitalize on data.

4. Access to Capital Location: Studio C This workshop will examine the types of financing available in the U.S. for start-ups and small businesses and will present the situation in the Middle East and North Africa as a case study of options in developing countries. Participants will be asked to pair up to discuss whether the financing options presented are available in their countries, and if not, what alternatives, if any, exist. Some options that will be discussed include: Short and Long-Term Bank Loans, Micro-Credit, Venture Capital, Angel Investment, Incubators/Business Accelerators, and Crowd Funding. Participants also will discuss the various obstacles to the above-mentioned financing options in the countries participating in the workshop, and how to overcome them. Cultural attitudes towards entrepreneurship, and how they influence financial support for business ideas will also be discussed.

5. Effective Communicators = Effective Advocates Location: Studio E In the midst of globalization, the media have become the playing field for politics in the 21st Century. Expect to be inspired and empowered to voice your opinion on all the key issues of the day by gaining practical skills training on: Finding Your Voice, Op-Ed Writing, Developing Talking Points, Public Speaking, and On-Camera Presence.

6. Strategic Planning for Your Organization Location: Salon 1 This workshop will focus on how to make critical decisions regarding your organization’s future, including collaborating to decide on the focus of the organization, short-term and long-term organizational goals, and how to best utilize the resources you have available.

7. Creating an Institutional Climate for Entrepreneurship Location: Salon 2 This workshop will recognize that successful entrepreneurs do not operate in a vacuum, and require strong institutional environments. This session will focus on the institutional environment needed for entrepreneurs to succeed, discussing the issues of the informal sector, corruption, property rights, legal and regulatory structures, and others. The session also will address the role of entrepreneurs in shaping a positive institutional environment and how they can better engage their governments at all level to improve opportunities for themselves and others.

8. Social Media for Social Change Location: Salon 3 This workshop will provide tools for engaging online and promoting active participation of followers. Participants will learn how to apply social media strategies that are effective for social justice, non-profits, and campaigns.

1:30-3:00 pm. – Solution SalonBallroom (Salon 4)Fellows will divide by theme with 10 Fellows seated at each table. Each Fellow will have 3 minutes to present a professional problem. The rest of the group at the table will then spend 5 minutes brainstorming ideas and contacts to help this Fellow solve his/her problem. The problem cannot be about money or fundraising, but all other professional issues are allowed for discussion. 3:00-3:30 p.m. – Break to prepare for the Poster Show.

3:30-5:30 p.m. – Poster Show

The poster show is an opportunity for Fellows to share their professional work and action plans with other Fellows and the State Department. Participants in the Poster Show should be prepared to stand near their poster and talk with others about their work and explain the elements of the poster. All others are invited to walk around to view the posters and ask questions of the presenters.

State Department staff and other outside guests have been invited to attend the Poster Show as well, so Fellows may have an opportunity to discuss their work and professional interests with these guests. If Fellows have business cards, this is a great time to hand them out.

Please note that a contest will be held. Fellows will vote to determine the best poster in the following four categories:

Voting will close at 5:00 p.m. The winners will be announced on the dinner cruise this evening.


5:30-6:00 p.m. – Break to Change for Dinner Cruise Attire: collared shirts for men, dresses or dress pants for women. The boat is covered, but has an outdoor area; be sure to bring a coat or jacket as the weather is likely to be cool.

6:00 p.m. – Board buses and depart for Dinner Cruise on the Potomac River aboard the Odyssey. Meet in the Hotel Lobby. Dinner will be served aboard the boat. A cash bar will be available. Alcoholic beverages may be purchased with your personal funds if you wish.

6:30 p.m. – Boat leaves the Dock at 6:30 p.m.

The U.S. Department of State selected the winners of the Professional Fellows Distinguished Alumni Award, a new award recognizing the positive contributions of alumni of the Professional Fellows Program. For the Fall 2013 Professional Fellows Congress, two individuals were selected from over 60 applicants, whose participation in the program contributed to their ability to make a positive impact on their communities, countries, territories, or regions.

Currently, Coldrey is a Consultant in sustainable energy investment with Wyld Group. Prior to this position, she was Investment Director and a founding member of the executive team at the Australian Solar Institute, the Australian government’s lead solar energy agency. In this role, she led investment operations to create a portfolio of solar energy Research and Development (R&D) activity valued at US$500 million and acted as Australian Program Manager for the U.S.-Australia Solar Energy Collaboration, in partnership with the U.S. Department of Energy.

Previously, Coldrey was in-house legal counsel and a member of the management team at Australia’s export credit agency, Export Finance and Insurance Corporation, where she worked on a range of financing transactions in developed and emerging markets. As a lawyer in private practice, Coldrey has worked with Baker & McKenzie in Sydney and Hong Kong and Latham & Watkins in New York.

Her participation in the Climate Change Professional Fellows Program in 2011 informed and contributed directly to the successful implementation of the United States-Australia Solar Energy Collaboration (USASEC), a long-term agreement between the U.S and Australian governments to collaborate in solar research, development and demonstration (RD&D). The opportunities provided by the Fellowship enhanced her ability to generate tangible benefits for the Australian and U.S. solar energy sectors, contribute significantly to implementing Australia’s clean energy policy in the RD&D arena, and help lay the foundation for more widespread and faster deployment of solar energy in Australia and worldwide.

USASEC is supported by an Australian Government funding commitment of over A$95 million (US$98 million) and a substantial in-kind commitment from the U.S. Government through the Department of Energy’s (DOE) SunShot program. The Collaboration supports over 40 leading research institutions and companies in the U.S. and Australia that, combined, are engaged in 76 RD&D projects and two eight-year Strategic Research Initiatives in leading-edge solar energy technologies.

Fellowship activities that contributed directly to USASEC’s success included working and sharing expertise with the City University of New York and project managers of the DOE-funded NYC Solar America City Partnership urban solar deployment program. Additionally, exposure to U.S. climate change and renewable energy policy through meetings with public, private, and not-for-profit institutions and engagement with key USASEC stakeholders was impactful.

As a result of the knowledge gained and networks developed during Coldrey’s Fellowship, CUNY is now an adviser to a major Australian solar mapping project. Significant new solar research collaborations have been forged through organizing a joint ASI-DOE workshop in Austin, Texas that brought together leading Australian and American solar researchers to discuss collaboration opportunities. Further, her Fellowship enabled in-person engagement with DOE SunShot program staff, resulting in closer relations between Australian and U.S. government officials working in clean energy policy and programs.

Undoubtedly, these outcomes would not have been possible without the opportunities provided to her as a Climate Change Professional Fellow. USASEC’s legacy will be transformative solar research, knowledge transfer and enduring relationships at researcher, industry and government levels and it is in this context that the Professional Fellowship proved invaluable.

Coldrey has bachelor’s degrees in economics and law from leading Australian universities and a master’s degree in law from the London School of Economics. She is a Fulbright Scholar and U.S. Department of State Climate Change Professional Fellow.

Ms. Betty Tshepiso Mokoena was born to deaf parents in Johannesburg, South Africa. She is one of six children, all of whom are hearing. Currently based in Cape Town, Mokoena works for the South African Parliament as a South African Sign Language (SASL) Practitioner. Additionally, she is a SASL news anchor at one of South Africa’s most prominent news channels, ENCA.

In 2003, Mokoena initiated various advocacy programs for the Deaf community. She is a founder of Khayelitsha Deaf Women Forum, Manager and Fundraiser for Phillipi Deaf Stars, Board Member of Sign Language Education Development, Co-Researcher for the University of Cape Town on “Accessibility to Medical Health Care for Deaf People” in the Cape Peninsula.

Advocating for change and utilizing media to raise awareness and to fight for the plight of the Deaf community of South Africa, Mokoena took part in the Legislative Fellows Program in Fall 2010.

Her passion has always been giving back to the community, through both empowering citizens who face daily challenges and community development. She says, “The biggest obstacle I had prior to the Fellowship was initiating community projects—especially implementing ones with limited resources. The Legislative Fellows Program and American Association for People with Disabilities accorded me the opportunity to enhance my leadership, negotiating, and marketing skills. Furthermore, the Fellowship strengthened my understanding of community empowerment within development programs.”

Since returning to South Africa, she has founded two community projects in the impoverished township of Khayelitsha. One initiative, the Deaf Women Forum, is spearheaded by unemployed deaf women. Mokoena is personally funding the forum. The second is a soccer team, Phillipi Deaf Stars, for youths under fifteen. Thus far, she has managed to secure funding for the soccer team, but there are still challenges that they are experiencing to keep the team afloat.

Mokoena’s experience at the American Association for People with Disabilities taught her that print, electronic, and social media are essential tools for attaining our goals and appealing to donors. In July 2012, she organized a Mandela Day Soccer Tournament between the Phillipi Deaf Stars and another team, Table View. Prominent television media captured the event and it was shown throughout the country. The aim of the event was to educate the hearing that deaf kids are no different. Africa News channel was keen to document a story about the team and it was shot on February 15, 2013.

The Khayelitsha Deaf Women Forum was launched on May 30, 2011. Mokoena convinced local TV to cover the launch. As of now, they are working hard to start a “Feed My Community” garden project, but they are lacking resources. Nevertheless, Mokoena has been invited to different women’s events to talk about the Deaf Women Forum and she remains optimistic that the work will flourish. In August 2012, the Parliament of South Africa organized a National Women’s Day celebration; Mokoena addressed the Women of Parliament about the Forum and found keen interest her in work. Mokoena studied SASL Linguistics at the University of Witwatersrand. As a student, Mokoena researched and translated the life stories of deaf gays and lesbians in South Africa. She furthered her studies at Regenesys Business School and completed a postgraduate diploma in management. In addition, she has obtained advanced certificates in project management and presentation skills from the Desmond Tutu Women in Leadership program.

In her free time, Mokoena enjoys travelling and exploring diverse cultures and languages—especially South African Languages.

Sui Lang Panoke Workshop, Effective Communicators = Effective Advocates

Ms. Sui Lang Panoke, MPA is the Founder and Director of Women Politics Media, LLC – a global media and public leadership training organization designed to prepare today’s public leaders to engage in traditional and new media and ultimately use the media as a vehicle to impact public policy. She has designed and facilitated media and public leadership trainings for a number of local, national, and international women, minority, and young professional organizations. She is an op-ed author and political/media strategist that has been published in the Washington Post and a number of local and state-wide publications throughout the country. She is also committed to getting more women and minorities elected to public office. She has served at Emily’s List, the Congressional Black Caucus’ PAC, and the Young Democrats of America’s Women’s and Minority Caucus working on local, state-wide, and national campaigns.

WPM is committed to empowering women around the world to engage in the political process and ultimately run for public office. Most notably in 2010, WPM partnered with the International Republican Institute’s Women’s Democracy Network and IRI Nigeria to train 40 women aspirants, political Party leaders, and media experts on political communications and messaging in Lagos, Nigeria. Panoke currently serves as Chair of the Young Women Leaders Board overseeing WeLEAD - a nonpartisan political leadership training program sponsored by American University’s Women & Politics Institute which targets young women who are pursuing careers in public service. She also serves on the National Governing Board of the National Asian Pacific American Women’s Forum and the Executive Board of Directors for the Patsy Mink Project. Barbara Peitsch Workshop, Access to Capital

Ms. Barbara Peitsch is currently an international development consultant and a program director at the Institute for Social Research, University of Michigan Ann Arbor, where she manages several U.S. State Department and USAID funded projects in the Middle East and North Africa. One of the projects promotes entrepreneurship and private sector development, while another strengthens the research capabilities of women engineers and scientists from the MENA region. She also serves as the Finance Director of BayhDole25, an NGO focusing on biotechnology, and served on the board of the Arab American Women’s Business Council from 2008-2011. She worked for the William Davidson Institute at the University of Michigan from 2001-2006 where she developed the Institute’s public sector consulting and advisory capabilities. Prior to joining the Institute, Peitsch headed the Emerging European Fixed Income and Macroeconomic

Research Department of Banco Santander Central Hispano in London. Peitsch has 10 years of international commercial and investment banking experience and was employed by First National Bank of Chicago, now JP Morgan Chase, from 1985-1991. Peitsch also has more than 8 years of multilateral agency/U.S. government experience. She worked for the OECD in Paris from 1992-1997, where she was responsible for OECD sponsored technical assistance in the area of foreign direct investment in Central and Eastern Europe and in the former Soviet Union. Andy ShallalInspirational Keynote

Mr. Anas “Andy” Shallal is an artist and social entrepreneur. He was born in Iraq and moved to Washington, D.C. with his family in 1966. He is the founder of Busboys and Poets, a restaurant, bookstore, fair trade market and community where racial and cultural connections are consciously uplifted. Shallal describes Busboys and Poets as “a space where art, culture and politics intentionally collide” and “a place to feed your body, mind and soul.” Busboys and Poets is named after the great poet Langston Hughes, who was known as the busboy-poet. Since its inception, Busboys and Poets has been a magnet for book talks, community gatherings, panel discussion and networking. Currently there are four Busboys and Poets restaurants in Washington, D.C., Maryland and Virginia. In the summer of 2009, Shallal opened Eatonville Restaurant, a Southern-themed restaurant with artwork, murals and food that pay homage to Zora Neale Hurston. Shallal’s businesses adhere to sustainable business practices and are listed in

the United States’ Healthful Food Council REAL Certification program. They are also recognized in the Restaurant Opportunities Center’s guide to restaurants that treat their employees well and pay living wages as well as offer opportunities for advancement. He has received numerous awards, including the Mayor’s Arts Award and the Mayor’s Environmental Award. Recently Andy Shallal was named by The Washington Business Journal as one of the 100 Most Powerful Business Leaders in the Washington region. Sherry ShapiroOutbound Planning Panelist

Ms. Sherry Shapiro recently retired as a Senior Research Adviser for Foreign Affairs, Defense, Trade and Technology with the Congressional Research Service of the Library of Congress. A graduate of the George Washington University and the Catholic University of America School of Information Science, Shapiro served as the lead information specialist in the area of foreign policy, intelligence policy, national security, and issues related to U.S. defense, trade, and international technology issues for the Congressional Research Service and develops and tests databases to enhance access to information on national security, intelligence policy, foreign policy and foreign technology issues for the legislative branch. Shapiro provided information support for the 90 member research staff of the Foreign Affairs, Defense and Trade Division of CRS and to key Congressional staff. In the performance of her duties, Shapiro facilitated the

design and implementation of complex interdisciplinary research projects involving national security, intelligence, law enforcement and trade policy.

Shapiro speaks regularly to parliamentary groups on the role of the legislator as consumers of information and on U.S. information and foreign policy issues and teaches classes in research skills and parliamentary issues. Shapiro managed the Jefferson Congressional Reading Room of the Library of Congress. She has compiled extensive bibliographic studies on such topics as information policy, legislative information systems, reform of the intelligence community, information technology, and Parliamentary libraries.

Aleksandr Shkolnikov, Ph.D. Workshop, Creating an Institutional Climate for Entrepreneurship

Dr. Aleksandr Shkolnikov is currently Principal at Strategic Investment Development Group and is involved in facilitating investment transactions in emerging markets. He was formerly Director for Policy Reform programs at the Center for International Private Enterprise (CIPE). He managed a variety of programs on corporate governance, anti-corruption, democratic development, and business association advocacy. He has authored a number of articles and policy papers focusing on democratic and economic reform issues in developing countries. Together with John D. Sullivan, CIPE executive director, Shkolnikov wrote a column for the International Business Times and his articles also appeared in international newspapers as well as in publications by a number of different policy institutes. Shkolnikov also frequently speaks at conferences and has participated as a trainer in several programs for business associations and journalists.

A native of Moscow, Russia, Shkolnikov holds a Ph.D. in Economics, a master’s degree in international commerce and policy, and a bachelors degree in marketing -all from George Mason University in Fairfax, Virginia.

Stephen G. VetterWorkshop, Strategic Planning for Your Organization

Stephen G. Vetter has served as the President and CEO of Partners of the Americas since 2008. With over 35 years of experience in international and domestic development, Vetter offers a rich background in international voluntary service, grassroots community leadership and developing public-private partnerships to reduce poverty and improve the economic and social development of disadvantaged populations. He has been especially active in supporting the long-term partnerships between universities, local volunteer organizations and development programs, and is leading the Partners of the Americas partnership with the Department of State and NAFSA to implement President Obama’s 100,000 Strong Initiative in the Americas.

Prior to his arrival at Partners, Vetter held a number of executive-level positions at the Inter-American Foundation (IAF), a public corporation dedicated to supporting the self-help efforts of grassroots communities in Latin America and the Caribbean. He also served as the President and CEO of Eureka Communities, a non-profit leadership program that provided fellowship support to inner city leaders working to improve the life conditions of children and families living in poverty. Through this fellowship, Vetter supported over 500 non-profit leaders to improve their strategic planning capabilities and develop long-term plans for financial sustainability.

Vetter has served on a number of philanthropic, nonprofit, and corporate boards and committees. He served as a member of the steering committee of the Council on Foundation’s “Philanthropy Along the Border” initiative, on the White House’s “Summit of the America’s Civil Society Task Force,” and as an advisory council member on the Board of Yankelovitch Partners Inc., a market research firm serving Fortune 500 companies. Vetter has also served on the boards of Aid to Artisans, The National Committee for Responsive Philanthropy and on the Ford Foundation’s Committee on Social Justice Philanthropy. He currently serves on the Advisory Board of the 911 Fund, The US Center for Citizen Diplomacy and on the board of the Volunteers for Economic Growth Alliance. He is an active Woodrow Wilson Fellow.

Vetter has an M.A. in Economics from Ohio University, where he also earned his undergraduate B.A. degree in Economics. He is fluent in Spanish and Portuguese.


Evan RyanAssistant Secretary of State, Educational and Cultural Affairs

On September 26, 2013, Evan Ryan assumed her position as Assistant Secretary of State for Educational and Cultural Affairs (ECA). In this capacity, she oversees a wide range of academic, cultural, private sector, professional, youth, and sports exchange programs to increase mutual understanding between the people of the United States and the people of other countries and promote peaceful relations. ECA exchange programs engage youth, students, educators, artists, athletes, and emerging leaders in more than 160 countries and in the United States. ECA has had over one million program participants to date, including more than 50 Nobel Laureates and over 350 current and former heads of state and government.

From 2009 to 2013, Ms. Ryan served in the White House as Assistant to the Vice President and Special Assistant to the President for Intergovernmental Affairs and Public Engagement. In this role she served as the Vice President’s liaison to elected officials and constituency groups. Prior to this, she served as the Deputy Campaign Manager for the Biden for President Campaign. Previously, Ms. Ryan was a Consultant for the Education Partnership for Children of Conflict.

In 2006, Ms. Ryan was Political Director of Unite Our States, and she was Deputy Chair in Governance for the Clinton Global Initiative in 2005. From 2003 to early 2004, she served as a Deputy Director of Communications for the John Kerry for President Campaign, and before that she was the Director of Scheduling for Hillary Clinton’s 2000 Senatorial campaign.

Ms. Ryan previously served in the White House from 1994-2000, including as Deputy Director of Scheduling for First Lady Hillary Clinton and as Special Assistant to the First Lady’s Chief of Staff. Ms. Ryan served on the Board of Directors of Peace Players International from 2003 to 2008. She was a Term Member of the Council on Foreign Relations from 2008 to 2013.

Ms. Mary Deane Conners is currently the Director of the Office of Citizen Exchanges in the Bureau of Educational and Cultural Affairs (ECA). She is a member of the Senior Foreign Service, class of Minister-Counselor. Prior to this assignment in Washington, she was the Country Public Affairs Officer in Pretoria, South Africa (2007-2010). She has also served as the Director of Public Diplomacy/Public Affairs for the Bureau of Western Hemisphere Affairs (2004-2007), and as Public Affairs Officer in Guatemala and Mauritius. Other foreign assignments include positions in India, Argentina, South Africa (twice), The Netherlands, and Washington postings in the Oceans and International Environmental and Scientific Affairs (OES) Bureau and ECA (twice). Prior to joining the Foreign Service in 1980, Conners worked in publishing in her home town of Philadelphia.

Ms. Lee Satterfield serves as the Deputy Assistant Secretary for Professional and Cultural Exchanges for the Bureau of Educational and Cultural Affairs (ECA). She oversees a broad range of professional, cultural, youth, and sports exchange programs to increase mutual understanding between Americans and people around the world. Programs include the International Visitor Leadership Program, which for 70 years has brought established or potential foreign leaders and opinion makers to the United States to meet with their professional counterparts and to experience America firsthand, as well as initiatives supported by the Office of Citizen Exchanges such as The Rhythm Road: American Music Abroad, academic year youth exchanges, including Kennedy-Lugar Youth Exchange and Study (YES), and the Future Leaders Exchange (FLEX). Led by Ms. Satterfield, the Office of Professional and Cultural Exchanges also supports

major public-private partnerships, including the Edward R. Murrow Program for Journalists and the Fortune/State Department Global Women’s Mentoring Partnership.

Prior to her current position, Ms. Satterfield served as Deputy Chief of Protocol of the United States. In this role, Ms. Satterfield oversaw the visits of chiefs of state, heads of government, and other international dignitaries who visited the United States to meet with the President, Vice President, or Secretary of State. She also oversaw the Diplomatic Partnerships Division which conducts outreach to the Diplomatic Corps based in Washington, DC and presidential delegations sent to attend official ceremonies abroad representing the President.

Before serving in the Office of the Chief of Protocol, she lived abroad with her family in London, England for two years. Prior to joining the Obama Administration, she served in the Clinton Administration in several capacities. She was the Chief of Staff to the Secretary of Labor Alexis Herman, Special Assistant to the President and Staff Director for The White House Office of Public Liaison, Special Assistant to the President and Presidential Scheduler for President Clinton, and scheduler for Vice President Gore.

Following her service in the Clinton Administration, she was director of Convention Planning for the Democratic National Convention Committee where she oversaw the site selection process for the 2004 Democratic National Convention held in Boston, Massachusetts. She also served as deputy chief operating officer for the Democratic National Committee.

Ms. Satterfield is a native of South Carolina and graduated from the University of South Carolina with a bachelor of arts in journalism.


Tomicah Tillemann, Ph.D. Senior Advisor for Civil Society and Emerging Democracies

Secretary Clinton appointed Mr. Tomicah Tillemann as the State Department’s Senior Advisor for Civil Society and Emerging Democracies in October 2010. He continues his service under Secretary Kerry.

Tillemann and his team operate like venture capitalists, identifying ideas that can strengthen new democracies and civil society, and then bring together the talent, technology and resources needed to translate promising concepts into successful diplomacy. He and his team have developed over 20 major initiatives on behalf of the President and Secretary of State.

Tillemann came to the State Department as a speechwriter to Secretary Clinton in March 2009 and collaborated with her on over 200 speeches. Earlier, he worked for the Senate Foreign Relations Committee, where he was the principal policy advisor on Europe and Eurasia to Committee Chairmen, Senators Joe Biden and John Kerry. He also facilitated the work of the Senate’s Subcommittee on European Affairs, then chaired by Senator Barack Obama. Tillemann’s other professional experience includes work with the White House Office of Media Affairs and five U.S. Senate and Congressional campaigns. He was a reporter with Reuters New Media and hosted a commercial radio program in Denver, Colorado.

Tillemann is also a co-holder of four patents on advanced clean technologies and a co-founder of IRIS Engines. He has helped to found and lead numerous civil society organizations, including the Lantos Foundation for Human Rights and Justice and the Student Campaign for Child Survival.

Tillemann received his B.A. magna cum laude from Yale University. He holds a Ph.D. with distinction from the School for Advanced International Studies at Johns Hopkins University (SAIS) where he also served as a graduate level instructor in American foreign policy. He has lectured at Yale and Princeton and testified repeatedly before Congress. Secretary Clinton personally nominated him for the State Department’s Distinguished Honor Award in recognition of his innovative efforts to strengthen democracy and civil society worldwide.

Mr. Jefferson Brown, a career member of the Senior Foreign Service, is the Deputy Assistant Secretary for Public Diplomacy in the Bureau of Western Hemisphere Affairs.

From April 2010 to June 2013, Brown was the Deputy Chief of Mission at U.S. Embassy Buenos Aires, Argentina.

Brown has previously served as Director for Multilateral Affairs at the National Security Council in the White House and the Director of the Office of UNESCO Affairs at the Department of State. He was Deputy Chief of Mission at the U.S. Embassy in Quito,

Ecuador from 2005 to 2008. Brown’s other overseas assignments include Minister Counselor for Press and Cultural Affairs in Mexico City; Cultural Attaché in Brazil, and Press Attaché in Paraguay, El Salvador, and Portugal. From 1995-97, Brown served as Executive Assistant to the Counselor of the U.S. Information Agency, the ranking career officer responsible for U.S. government public diplomacy operations abroad. From 1999 through 2000, he was a senior advisor in the State Department’s Office of Policy Planning, working on democracy initiatives. He spent the following two years as Director of the Washington Foreign Press Center, responsible for the coordination of U.S. Government outreach to and support for U.S.-based and visiting foreign correspondents. Brown was born in Boston and raised in New Jersey. He received a B.A. in Modern European History from the University of Chicago.

David GilmourDeputy Assistant Secretary of State for Public Diplomacy and Public Affairs, Bureau of African Affairs

Mr. David Gilmour was appointed Deputy Assistant Secretary in the Bureau of African Affairs in August 2013.

Previously, he was the Africa Bureau’s Director of Public Diplomacy and Public Affairs, directing the deployment of public diplomacy personnel and resources at 48 U.S. embassies and consulates in Sub-Saharan Africa.

Gilmour was Deputy Chief of Mission at the U.S. Embassy in Panama (2008-2011), where he managed the operations of 22 U.S. federal agencies and over 500 employees, and coordinated the work of a large interagency law enforcement team focused on the security of the Panama Canal, illicit trafficking, money laundering and counter terrorism.

Gilmour served as Deputy Chief of Mission and Chargé d’affaires of the U.S. Embassy in Malawi (2004-2007), where he oversaw U.S. assistance programs that totaled nearly $100 million annually, including the Millennium Challenge, President’s Emergency Plan for AIDS Relief (PEPFAR), Peace Corps, emergency food aid and peacekeeping programs.

His other overseas assignments include Geneva, Switzerland; Sydney, Australia, where he worked on projects including the Sydney 2000 Olympic Games; San Jose, Costa Rica; Pretoria, South Africa, where he managed a large program of exchanges during South Africa’s transition to democracy; Douala, Cameroon and Dakar, Senegal.

Gilmour joined the Foreign Service in 1986 and attained the rank of Minister Counselor in 2010. He is a recipient of the State Department’s Superior Honor Award and Meritorious Honor Award. Gilmour holds a master’s degree from the University of Texas at Austin.



Julieta Valls NoyesDeputy Assistant Secretary of State for Public Diplomacy and Public Affairs, Bureau of European and Eurasian Affairs

Ms. Julieta Valls Noyes assumed her duties as Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs in July 2013. Her duties include responsibility for managing relations with the European Union and Western Europe and the Public Diplomacy portfolio.

Previously she served as deputy executive secretary for the Department of State, where she oversaw the preparation of briefing materials for the Secretary and other Department principals and managed travel by the Secretary of State. She led close to twenty trips by two Secretaries of State, traveling over 200,000 miles and visiting every continent. Noyes was deputy chief of mission and chargé d’affaires at the U.S. Embassy to the Holy See from 2008-2011, where she managed the visit of President Obama to the Vatican in summer

2009. Prior to that assignment, she was deputy director of the Operations Center, the 24-hour crisis management and communications center of the State Department.

Noyes also has served as the director of the office of Multilateral and Global Affairs in the Bureau of Democracy, Human Rights and Labor and as deputy director of the office of Policy Planning and Coordination for the Western Hemisphere. While political chief at the U.S. Embassy in Panama from 1999-2002, Noyes organized the ceremonies to transfer the Canal to Panamanian control and negotiated a Visiting Forces Agreement, an achievement for she earned a Distinguished Service Award. Ms. Noyes has also served tours at the U.S. Embassies in Madrid and Guatemala, as desk officer for Greece and Panama, and as a vice consul on the Mexican border.

Noyes speaks Spanish, Italian, Portuguese, and some French. A graduate of Wellesley College, she has a master’s degree from the Industrial College of the Armed Forces. She has received several Superior and Meritorious Honor Awards.

Kathryn SchalowDirector, Office of Public Diplomacy and Public Affairs, Bureau for South and Central Asian Affairs

Ms. Kathryn Schalow is Director of the Bureau of South and Central Asian Affairs’ Office of Public Diplomacy at the U.S. State Department. Schalow is a career foreign service officer and seasoned public diplomacy professional who has served at U.S. Missions in Bulgaria, South Africa, Thailand and Turkey. She also worked for one year as a peacekeeper in the Multinational Force and Observers mission in the Sinai desert. Just prior to becoming Director, Schalow was the Deputy Public Affairs Officer in the U.S. Mission in Pakistan. In that capacity she managed one of the largest public diplomacy operations in the world, overseeing a $35 million annual budget. Prior to joining the State Department, Schalow was a speechwriter and analyst for the Wisconsin State Assembly Democratic Caucus and a lead lobbyist for Planned Parenthood of Wisconsin. She holds a B.A. in International Relations (magna cum laude) from Carroll College, an M.A. in Political Science from

Marquette University and an M.S. in National Security Studies from the National War College.

Richard J. Schmierer, Ph.D.Deputy Assistant Secretary of State for Public Diplomacy and Public Affairs, Bureau of Near Eastern Affairs

Ambassador Richard J. Schmierer assumed his current position as Deputy Assistant Secretary for Public Diplomacy in the Bureau of Near Eastern Affairs in September 2012. He served as Ambassador to the Sultanate of Oman from September 2009 through August 2012. Prior to his ambassadorship he was the Deputy Assistant Secretary of State for Iraq in the Bureau of Near Eastern Affairs, from June 2008 through July 2009.Schmierer is a State Department Foreign Service Officer and member of the Senior Foreign Service with the rank of Minister-Counselor. He began his diplomatic career in 1980, with assignments in Bonn, Frankfurt and Hamburg, Germany, through 1984. Schmierer then served a three-year assignment at the American Consulate General in Dhahran, Saudi Arabia (1985-88). From 1988 through 1992, he was posted at the headquarters of the US

Information Agency and then from 1992 through 1996 at the US Embassy in Bonn, Germany. He returned to Saudi Arabia in 1997, where he served as Counselor for Public Affairs at the US Embassy in Riyadh until 2000. From 2000 through 2004 Schmierer served as Minister-Counselor for Public Affairs at the US Embassy in Berlin, followed by an assignment as Counselor for Public Affairs at the US Embassy in Baghdad, 2004-2005. From 2005 through 2007 he taught at the School of Foreign Service at Georgetown University in Washington, D.C., where he published a book entitled Iraq: Policy and Perceptions. From June 2007 through June 2008 Schmierer served as the head of the Office of Iraq Affairs at the State Department.

Schmierer holds a B.A. degree from Lehigh University in Pennsylvania and masters and doctoral degrees from the University of Massachusetts at Amherst.

Susan StevensonDeputy Assistant Secretary for Public Diplomacy and Public Affairs, Bureau of East Asian and Pacific Affairs

Ms. Susan Stevenson was appointed Deputy Assistant Secretary for Public Diplomacy in the Bureau of East Asian and Pacific Affairs in October 2012. She previously served as Director of the Foreign Press Centers in the Bureau of Public Affairs.

Stevenson is a career member of the Senior Foreign Service with extensive experience in Asia. From 2010-2011, she served as Consul General in Chiang Mai, Thailand, covering Northern Thailand and the Burma exile community. Stevenson was previously Press Attaché and Spokesperson at the U.S. Embassy in Beijing (2006-2010) and the U.S. Consulate General in Hong Kong (2002-2006). She also served as Assistant Cultural Affairs Officer at the U.S. Embassy in Mexico City (1998-2000) after beginning her career in the Press

Office of the U.S. Embassy in Bangkok (1994-1997). Stevenson has lectured extensively on government-media relations at journalism schools and with government spokespersons.

Stevenson is a recipient of the State Department’s Superior and Meritorious Honor Awards. Prior to joining the U.S. government, she worked in product management for the Kellogg Company, including as Category Brand Manager for Children’s Cereal, Kellogg’s Produits Alimentaires, Paris, France. She holds degrees in multinational management and French from the Wharton School, University of Pennsylvania. In addition to French, Stevenson speaks Thai, Mandarin Chinese, and some Spanish.

Mr. Michael Stanton, Chief, Professional Fellows Division, Bureau of Educational and Cultural AffairsMichael Stanton assumed his duties as Chief of the Professional Fellows Division in the Bureau of Educational and Cultural Affairs (ECA) in August 2011. A career Foreign Service Officer, he previously served as Deputy Director of the Office of Western European Affairs. His overseas assignments include tours of duty in Iraq, the United Kingdom, Guatemala, the Dominican Republic, and Peru. He also served a year as a Congressional Fellow on the National Security staff of Senator Edward M. Kennedy. He was a Peace Corps Volunteer in Paraguay, 1979-82. Stanton joined the Foreign Service in 1992.

Ms. Linnéa AllisonLinnéa E. Allison is a Program Officer in the ECA Professional Fellows Division working on a global portfolio of exchange programs. Her career has been spent in the field of international education and development with a special emphasis on higher education. Allison served with the first Peace Corps Group in the Republic of Moldova. In addition to her volunteer service, Allison spent three years as the Moldova Country Director for a large non-profit organization. Allison has an undergraduate degree in history from Muhlenberg College and a master’s degree in organizational leadership from Georgetown University.

Mr. Brent BeemerBrent Beemer is currently a Foreign Affairs Officer in the ECA Professional Fellows Division. He has worked on various international exchange programs for the U.S. Department of State since 1994. From 2010-2012, Beemer was the Cultural Attaché at the U.S. Embassy in Islamabad, Pakistan. He also served as the Acting Public Affairs Officer at the U.S. Embassy in Dhaka, Bangladesh in 2009. Beemer holds a bachelor’s degree in political science from Xavier University of Ohio and a master’s degree in international affairs from the American University in Washington, D.C.

Ms. Karin BrandenburgKarin Brandenburg is a Program Officer in the ECA Professional Fellows Division and works primarily on the South and Central Asia programs. Prior to coming to the State Department, she worked in the field of international development pertaining to rule of law technical assistance in the regions of Eastern Europe and the former Soviet region. She received a bachelor’s degree in political science with an emphasis on Soviet politics from Tulane University in New Orleans, Louisiana and completed a master’s degree in government at The University of Texas at Austin. She grew up in West Germany and has studied Russian and lived abroad in St. Petersburg, Russia.

Mr. David GustafsonDavid Gustafson is a Program Specialist in the ECA Professional Fellows Division. He has been with the U.S. Department of State since 2002. Gustafason earned a bachelor’s degree in political science from Northwestern University. He served as a Peace Corps Volunteer in Mali and spent 10 years in the U.S. Navy Reserve.

Ms. Carol HerreraCarol Herrera is a Program Officer in the ECA Professional Fellows Division and has worked in ECA’s Office of Citizen Exchanges since December 2001. At the core of her responsibilities is the evaluation of grant proposals and the management of professional exchange programs involving participants from dozens of Latin American and African countries. Prior to joining the Professional Fellows Division, she managed Fulbright programs for American senior scholars and students going to sub-Saharan Africa. She received a master’s degree in French language and literature at the University of Maryland, College Park. Herrera put her language and teaching skills to good use as an instructor at the University of Ouagadougou in Burkina Faso while serving as a Peace Corps volunteer. In addition to her volunteer service, Herrera served as Peace Corps Country Director in both the Comoros and Guinea-Bissau.

Mr. Curt Huff, Ph.D.Curt Huff is a Program Officer in the ECA Professional Fellows Division with special interest in exchanges with African countries. Huff was previously an Assistant Cultural Affairs Officer (ACAO) for two years at the U.S. Embassy in Nigeria. Prior to that role, Huff was a Lecturer/Senior Lecturer at Ahmadu Bello University in Nigeria for four years. Huff received a bachelor’s degree in political science from Antioch College and master’s and doctoral degrees from Michigan State University. He studied for one academic year as an undergraduate at the University of Besancon in France.

Ms. Sue LevensteinSue Levenstein is a Program Specialist in ECA’s Professional Fellows Division and in the Youth Programs Division, working on projects involving East Asia and the Pacific. Prior to coming to the State Department, Levenstein worked at the Wilson Center’s Asia Program where she conducted research and coordinated events on social, political, and economic issues in Northeast, South, and Southeast Asia. A California native, Levenstein spent her formative years in Taipei, Taiwan, and had traveled extensively through China and parts of Western Europe. She speaks Mandarin Chinese and French.

Ms. Inga LitvinskyInga Litvinsky is a Program Officer in the Professional Fellows Division currently working on professional exchanges with the Middle East and North Africa. She has been a career Foreign Service Officer for over ten years, and has served as Cultural Affairs Officer in Lahore, Pakistan; Public Affairs Officer in Almaty, Kazakhstan; Economic Officer in Baghdad, Iraq; and Vice Consul in Johannesburg, South Africa. Prior to joining the State Department, Litvinsky worked for USAID and the U.S. Department of Commerce on economic development and trade and investment issues. Litvinsky has a B.A. in Political Economy from Williams College, an M.A. in International Economics from George Mason University, and speaks fluent Russian.

Mr. Adam MeierAdam Meier is a Program Officer in the ECA Professional Fellows Division. He has worked for the State Department for more than a decade, first in the Office of the Spokesman, and then in ECA as the Bureau’s primary Press Officer. Meier now works on exchanges with East Asia and the Pacific, as well as global exchanges. He holds degrees from the University of Pennsylvania and Indiana University, and has taught English at a college in China through the Peace Corps.

Ms. Rosie RauerRosie Rauer is a Foreign Affairs Officer and Presidential Management Fellow with the Professional Fellows Division. Inspired by her experiences studying in Germany and Argentina as well as her time as a Fulbright English Teaching Assistant, Rauer is passionate about international exchanges and public diplomacy. Most recently, she completed an assignment as the Acting Cultural Affairs Officer at the U.S. Embassy in Malaysia. She has also worked in ECA’s Cultural Programs Division and main administrative office. Before joining the State Department, Rauer worked on national brand strategy and communications for the Public Broadcasting Service (PBS) where she collaborated with such personalities as the beloved Count from Sesame Street and the esteemed newsman Jim Lehrer.
