JLD is providing cost estimating and construction inspection services for a variety of new construction, renovation, and upgrade projects at SeaTac Airport, including the new, expanded International Arrivals Facility (IAF). The IAF is the most complex capital development program in the history of the 70-year-old airport.
The firm is also inspecting numerous retail and restaurant renovations at the airport. This includes Starbucks, Planewear, Lou Lou Restaurant and Bar, Skychef, Uno De 50,Sourced Market, as well as the Airport Dining and Retail Infrastructure Modification Design Package, JOC noise remediation, Delta wireless backup antenna, and other smaller-scale construction projects.

For the past eight years, JLD has provided on-call cost estimating services for Portland Parks and Recreation, with the contract recently extended, as a result of the firm’s exemplary performance record.
Recent projects include Couch Park Playground and Open Space Renovation; Gilbert Primary Park, Playground Renovation; Peninsula Park, Community Center, and Pool Renovation; Glenhaven Park, Play Area and Site Accessibly Improvements; and Kenton Park, Play Area Improvements. JLD’s most recent commissions of its on-call cost estimating and consulting contract with TriMet includes cost estimating, construction project management, and schedule review of two new bus base facilities, consisting of office and conference spaces, maintenance facilities, support buildings, multi-modal paths, and overall site improvements. Powell Garage: 4 Buildings, 17-Acre Site and Road Improvements. The new operations center, maintenance facility, and support buildings will serve as a home base for TriMet’s new Powell Garage location.
Columbia Boulevard: 10 Buildings, 28-Acre Site and Road Improvements. Following the success of the Powell Garage project, TriMet hired JLD for cost consulting of its new Columbia Boulevard facility. Located on a prior Caterpillar, Inc. campus, the project includes demolition, addition, and renovation of numerous buildings and site planning. JLD is also cost estimating sustainable and energy efficiency improvements, including a site-integrated geothermal heat-pump system..

Cost estimating and construction consulting of new buildings, facility renovations, systems upgrades, and the overall site planning for 10-acre the Bonneville Power Administration Ross Complex in Vancouver.
The project includes a 36,000-SF Fleet Services Building, a secondary 7,500-SF Bronto building, and civil site improvements on 10-acres of the extensive BPA Ross Complex Campus. The new FSB facility will house fleet administration with (20) class A work stations, a conference room, training room, and break room as well as loan pool space, HMEM’s, (2) D-service bays, (6) standard duty service bays, and (3) light service bays, parts service center, and wash stations.
The project also includes campus organizational improvements including road changes, additional parking, a multi-modal path, ADA accessibility, infrastructure
improvements including power and data loops, stormwater management upgrades, and steel yard coordination. JLD’s primary goal is to shorten the schedule, enhance cost control, improve risk identification and mitigation, increase the utilization of integrated design and construction techniques, and improve construction conflict identification and management.
Specific services included: cost estimating; construction project management; project schedule review; auditing project schedule to determine compliance with industry standards; review of contractor estimates to determine if the budget aligns with market conditions; development of GMP billing and percentage of work complete auditing; change order analysis; and auditing of prior change orders.

Cost estimating and construction consulting to evaluate current and future needs for the Loon Lake, Suncrest and Clayton areas, in Stevens County, Washington.
JLD was hired to provide cost estimating to help enable the Fire District to understand its current and future needs and prepare estimates during design to ensure all needs were met within budget. The replacement stations for Suncrest and Loon Lake are both

Each new facility provides adequate space for apparatus, support rooms for firefighter turnout gear and equipment storage, office and living quarters for staff, as well as training rooms for both District and community use. The Loon Lake Station also serve as the new District Office for Stevens County Fire District #1.

Complex. We have been contracted to develop a Master
Plan for the property, including a detailed site assessment,
conceptual plans, phasing diagrams and detailed cost
estimates.
Upon completion, the Master Plan will accommodate
existing and near-future needs, and provide cost/benefit
options for accommodating anticipated growth for the
next 20 years. The Plan is expected to include a 13,000 sf
Administration building, an expandable 11,000 sf warehouse
of approximately, and associated service yard functions to
include parking, maneuvering areas, material storage, de-

The Bureau of Environmental Services (BES) has embarked upon a biogas utilization strategy that will result in the highest financial return on investment and greenhouse gas emission reduction.
JLD has been retained to provide cost estimating of cogeneration alternatives analysis at the Columbia Boulevard plant. Specifically, the firm is developing capital, operation and maintenance cost estimates for the three alternatives to be considered for this study, as well as feedback on constructability/sequencing. JLD will be cost estimating the design documents as well.

THE CONTRACTOR WILL NOTBE ALLOWED ACCESS THROUGH ANY AOA GATE UNLESS STAFFED BY A PORT-SUPPLIED OPERATIONS ACCESS CONTROLLER. THECONTRACTOR SHALL PROVIDE ALL FLAGGING, SIGNING, LIGHTING, ETC. REQUIRED BY THE CITY OF PORTLAND, MULTNOMAH COUNTY, AND THE PORT OF PORTLAND TO PROVIDE ALLREASONABLE SAFETY MEASURES TO PROTECT ALL PERSONS UTILIZING THE HAUL ROADS AND ALL PUBLIC ROADS USED BY THE CONTRACTOR. THE CONTRACTOR SHALL OBEY ALLVEHICULAR WEIGHT AND SPEED LIMITS ESTABLISHED IN SPECIFICATION SECTION 013513 OR AS POSTED ON PORT PROPERTY OR PUBLIC STREETS. THE CONTRACTOR SHALLCONTINUOUSLY SWEEP ALL ACCESS ROUTES TO THE CONSTRUCTION AREAS AND EXISTING ADJACENT PAVED AREAS AND AOA PAVEMENTS. THESE AREAS SHALL BE KEPT FREE OFDEBRIS AT ALL TIMES.
7. ALL DAMAGE ALONG THE CONTRACTOR ACCESS/HAUL ROUTES ON EXISTING ROADS DUE TO THE CONTRACTORS USE SHALL BE REPAIRED IMMEDIATELY. AT THE COMPLETION OF THEPROJECT, ALL PAVEMENTS AND SURFACES ALONG THE ACCESS ROUTES THAT WERE EXISTING AT THE START OF THE PROJECT SHALL BE RESTORED TO THE ORIGINAL CONDITIONS. THECONTRACTOR SHALL COORDINATE AND MEET THE CLEANING AND REPAIR REQUIREMENTS SET BY OTHER PUBLIC AGENCIES FOR USE OF THEIR ROADS FOR CONSTRUCTION RELATEDWORK. THE CONTRACTOR SHALL ALSO REFER TO SPECIFICATION SECTIONS 015000 AND 013513 FOR ADDITIONAL REQUIREMENTS ASSOCIATED WITH HAULING OF MATERIALS TO THEPROJECT SITES.
8. ALL VEHICLES AND EQUIPMENT SHALL BE KEPT WITHIN THE WORK AREAS ESTABLISHED FOR THAT WORK SHIFT UNLESS TRAVELING TO OR FROM THE SITE VIA APPROVED HAUL ROUTES.UNDER NO CIRCUMSTANCES SHALL VEHICLES BE PARKED OR EQUIPMENT/MATERIALS BE STORED OUTSIDE OF THESE AREAS. ALL EQUIPMENT SHALL BE KEPT OUTSIDE OF THE RUNWAYSAFETY AND TAXIWAY OBJECT FREE AREAS OF ACTIVE RUNWAYS AND TAXIWAYS.
9. ALL CONSTRUCTION VEHICLES AND EQUIPMENT OPERATING WITHIN THE AOA SHALL BE EQUIPPED WITH YELLOW FLASHING BEACONS. CONTRACTOR ESCORTS AND VEHICLES TALLERTHAN 15' FEET SHALL ALSO BE EQUIPPED WITH A STAFF MOUNTED 3' X 3' INTERNATIONAL ORANGE AND WHITE CHECKERED FLAG. CHECKERED PATTERN TO BE ONE FOOT SQUARE. THEBEACONS ON THE EQUIPMENT AND VEHICLES SHALL BE BE ON AND OPERATIONAL AT ALL TIMES WHILE ON THE AOA. VEHICLES WITHIN THE RESTRICTED AREA SHALL DISPLAYPROFESSIONALLY MANUFACTURED COMPANY IDENTIFICATION MARKINGS ON BOTH SIDES OF THE VEHICLE. IN ACCORDANCE WITH FAA AC 150/5210-20, LETTERING SHALL BE AT LEAST 3INCHES IN HEIGHT WITH CONTRASTING BACKGROUND COLOR. VEHICLES SHALL ALSO BE EQUIPPED WITH HEADLIGHTS, TAILLIGHTS, AND FLASHERS THAT SHALL BE USED BETWEENSUNSET AND SUNRISE, OR WHEN VISIBILITY IS LOW.
10. LIGHTING PROVIDED FOR ANY NIGHT WORK SHALL NOT INTERFERE WITH AIR NAVIGATION. LIGHTS SHALL BE TRANSPORTED TO AND FROM THE WORK AREAS WITH THE LIGHTS POINTEDDOWN OR OFF.
11. THE CONTRACTOR MAY STORE EQUIPMENT AND MATERIALS ASSOCIATED WITH CONSTRUCTION WITHIN THE ESTABLISHED WORK AREA OR AT LOCATIONS DESIGNATED ON THE WORKAREA PLANS. ALL WORK AREAS ARE LOCATED WITHIN THE AOA. THE CONTRACTOR'S USE OF ANY STORAGE SITE WITHIN THE AOA IS RESTRICTED TO STORAGE OF THE CONTRACTOR'SEQUIPMENT/MATERIALS. STOCKPILE OF MATERIAL WITHIN THE AOA SHALL BE LIMITED TO A HEIGHT OF 6' UNLESS OTHERWISE APPROVED BY THE PORT.
12. NO FIELD OFFICE FOR THE CONTRACTOR ON SUBCONTRACTORS WILL BE ALLOWED WITHIN THE SECURED AREA.
13. EMPLOYEE PARKING: PARKING OF EMPLOYEES' PRIVATE VEHICLES IS RESTRICTED TO PARKING AREAS OFF THE AOA. NO EMPLOYEE VEHICLES OR FOOD VENDORS WILL BE ALLOWED ONTHE AOA. CONTRACTOR SHALL BE RESPONSIBLE FOR TRANSPORT OF EMPLOYEES TO/FROM WORK AREAS IN PORT-APPROVED VEHICLES.
14. EQUIPMENT OPERATED ON ALL ROADS WITHIN THE AIRFIELD SHALL CONFORM TO LEGAL LOAD LIMITS FOR PUBLIC HIGHWAYS. ROAD SURFACES SHALL BE SMOOTH (NON-MILLED) ANDDEBRIS FREE AT ALL TIMES.
15. LIMIT EQUIPMENT HEIGHT TO 15' UNLESS OTHERWISE ALLOWED BY THE PORT. WITH PORT APPROVAL, EQUIPMENT BETWEEN HEIGHT OF 15' AND 30' MAY BE ALLOWED DEPENDING ONWHERE AND WHEN WORK IS TO OCCUR AND IF WEATHER CONDITIONS ARE PROJECTED TO BE CLEAR FOR THE ENTIRE WORK PERIOD.
16. THE PORT WILL PROVIDE A DESIGNATED STOCKPILE SITE IN THE CONTRACTOR'S STAGING AREA. THE STOCKPILE SITE WILL BE FOR THE TEMPORARY PLACEMENT OF COMMONEXCAVATION MATERIALS NOT UTILIZED FOR THE CONSTRUCTION OF EMBANKMENT WITHIN THE WORK AREAS. Corvallis School District hired JLD Cost Consulting to provide cost estimating, construction project management, and schedule auditing for the district’s 13 schools, which are slated for either new campuses, major building renovations/ additions, or building demolitions, under the May 2018, voter-approved $200 million Corvallis School Bond.
The project includes classrooms, laboratories, STEAM (science, technology, engineering, art, and mathematics) spaces, offices, auditorium, gymnasiums, sports fields, cafeterias, maintenance facilities,
and a 5,000 SF health center. JLD’s scope also includes review, analysis, reconciling, and recommendations for the sustainable and energy efficiency improvements; safety/ security upgrades; ADA compliance; seismic improvements; mechanical and electrical upgrades; and new and updated transit services.

Washington State University in Vancouver is a 351-acre, open campus and site emergency call stations added safety and security for students. The system was installed after new parking lots were complete. In place of saw cut and trenching, the conduits were bored under the asphalt pavement to lower costs and maintain the life cycle of the AC pavement.
JLD managed and installed a campus security system for the safety and welfare of the student body. This system was installed
under active roads and parking areas. Through JLD’s dedication to checking for utilities, staff discovered unforeseen utilities in areas that were less than 10 years old. The elevation of the utilities were verified by boring a six inch diameter hole in the pavement and excavated using pressurized water and vacuum system for less cost and more accuracy.

Clackamas Community College recently completed renovation of the ground floor of Barlow Hall, resulting in an expansion of the space used by the school’s automotive department and its programs. The project is one of several from the $90-million bond passed by voters in 2014 and $32 million in matching grant money from the state.
For Barlow Hall, $5.6 million was used to add new work stations and equipment to a garage area used for the automotive service technician program. Space for the autobody and collision repair program was
also expanded, and the area used for an automotive program that serves high school students was doubled in size. The project required heavy-duty interior demolition work, including asbestos abatement.
JLD’s cost estimate of the vocational building renovation, included estimates of the woodworking, automotive, painting booth, and classroom spaces, as well as HVAC, electrical, and plumbing infrastructure improvements, seismic upgrades, and the demolition work.

This 50,000 SF project included the renovation of a laboratory and the addition of a rooftop mechanical penthouse enclosure. Mechanical equipment power supply is N+2. This requires primary power, +1 is power supplied by a generator and automatic transfer switch, 2+ is a 2nd generator that backups the 1st generator in case it fails.
The facility was fully operational during the upgrade. JLD estimate for the work included cost difference between phased construction with partial shut-down and cost to implement the work using the alternate sources of power.
