In pursuance of the orders issued in references read above, the Departmental

Promotion Committee has met on 22.06.2016 and approved the names of eligible Junior

Lecturers for promotion (Recruitment by transfer) as Lecturers of Government Degree

Colleges. Consequently, Sri/Smt. Sri.S.Ravinder Reddy, Junior Lecturer in ECONOMICS,

GJC, Doma, Ranga Reddy is appointed temporarily under Rule 10(a) of the A.P. State and

Subordinate Service Rules of 1996 as Lecturer in ECONOMICS under APCES and posted

to GDC, Shadnagar, Mahabubnagar District in the existing vacancy at his / her request

in the Revised UGC Pay Scales 2006 in the scale of Pay of Rs.15,600-39100+6000/-AGP as

he/she possessed N.E.T/S.L.E.T/Ph.D and subject to outcome of O.A.No.1743/2016 vide

reference 12th

read above.

The individual is not eligible for any T.T.A. etc., as his posting on promotion is

ordered at request.

Therefore, in continuation to the above, he / she is informed that the promotion

(Recruitment by transfer) from the cadre of Junior Lecturer as Lecturer in Government

Degree College is as per the Hon’ble A.P.A.T., Hyderabad ordered dated:31.12.2015 in

O.A.No.4710/2015 and orders dated:28.04.2016 in W.P.No.7417/2016 of the Hon'ble High

Court.

The orders dated:31.12.2015 in O.A.No.4710/2015 is as follows:-

“Having regard to the facts and circumstances obtaining in the case, in view of

the judgment of the Hon'ble Supreme Court, the respondents are directed to review the

promotions given to the Junior Lecturers from the category of School Assistants of

Zilla Parishad and Panchayat Raj Schools and make promotions to the post of

Lecturers in Government Degree Colleges as per Seniority and rules. The OA is

disposed of accordingly. VMA stand closed. No costs.”

Aggrieved by the orders dated:31.12.2012 in O.A.No.4710/2015 of the Hon'ble

APAT., Hyderabad, Sri.D.Venkatesham, JL in Maths, GJC for Girls, Sangareddy, Medak

District and 20 others who were the affected teachers belonging to Panchayat Raj have

approached Hon'ble High Court and filed W.P.No.7417 of 2016. While the

W.P.No.7417/2016 is pending before the Hon'ble High Court, the applicants in the

O.A.No.4710/2015 have filed a petition seeking to withdraw the said O.A. filed by them.

Considering the petition, the Hon'ble High Court by an order dated:28.04.2016 has disposed

off the Writ Petition by permitting the applicants in O.A.No.4710 of 2015 to withdraw

pending on the file of the Hon'ble APAT., Hyderabad.

read above the Commissioner of Intermediate Education,

Nampally, Hyderabad informed that Sri.P.Krishna Murthy, Unemploye, Nalgonda district

and 02 others have filed O.A.No.1743 of 2016 in Hon’ble APAT in its interim orders dated

29.04.2016 in O.A.No.1743 of 2016 have issued orders that “Pending further orders in the

O.A., the respondents shall maintain statuesque insofar as unofficial respondents 6 to 15 are

concerned”. Due to Hon’ble APAT order the Commissioner of Collegiate Education has not

conducted the counseling to the Economics subject of 09 Lecturers. Accordingly they have

not attended for counseling on 29.07.2016.



Hyderabad addressed letter to CCE wherein reported that the Hon’ble APAT, Hyderabad in

its order dated 29.08.2016 in V.M.A.No.484 of 2016 in O.A.1743 of 2016 with C.A.No.602

of 2016 as directed as follows:-

“In view of the above, the interim order dated.29.04.2016 is modified and the

respondents are at liberty to effect promotion to the Post of Lecturers in Degree Colleges

by considering the cases of the unofficial respondents No. 06 t0 15 also. However, the

respondents shall make it very clear in the order of promotion that, the same will be

subject to the orders passed in this OA”.

The Junior Lecturer now promoted is informed that his/ her services as Lecturers in

Government Degree Colleges are purely temporary and liable to be terminated at any time

without notice and without assigning any reason what so ever for such termination. He/She

is also informed that his/her appointment as Lecturer is ordered without prejudice to the

claims of other senior lecturers if any, in the subject in the Zone.

The Junior Lecturers under orders of promotion/appointment as Lecturer in

Government Degree College are informed that as per Rule 11(b) of A.P.State and

Subordinate Service Rules, 1996, he/she should join duty at the place of posting within 15

days from the date of receipt of these orders without fail, failing which, he/she will forego

his / her right of appointment as Lecturer both for the present and future.

The Principals of Government Junior Colleges/Government Degree Colleges

concerned are categorically instructed to verify the original Certificates of Educational

qualifications including NET/SLET/Ph.D., along with caste certificates in respect of SC/ST

candidates before they are relieved from duty and admitted to duty. Any discrepancy

noticed, should be brought to the notice of the Commissioner of Collegiate Education

immediately. The Principal will be personally held liable for any lapse.

The Principal of GJC, Doma, Ranga Reddy District, is requested to relieve the

individual at once with instructions to join duty in his / her new post within the stipulated

period of time. If the individual is not willing to accept the promotion as Lecturer of

Government Degree College, a declaration may be obtained from him/her declining the

promotion and send it to the Commissioner of Collegiate Education immediately.

The dates of relief and joining duty of the individual should be reported to the

Commissioner of Collegiate Education promptly.
