Bridget Clancy, 1493 Hill Rd, Greenleaf, WI 54126 addressed the Board regarding the rumble strips on Hwy Z and stated that she is against the rumble strips and the distance they are from homes. Bonnie Lee, 3759 Park Rd., Greenleaf, WI 54126 addressed the Board regarding the rumble strips in which she played a video created by Camera Corner to demonstrate the noise level the rumble strips cause, noting that the decibel levels were anywhere between 33 and 85 decibels.

Supervisor Schadewald addressed the Board on behalf of Rob Reeners, 4313 Hillcrest, Hobart, WI 54155; “Please consider a mural in the main entrance to the new memorial. In the main auditorium, there should be two banners, one of each side of the hall, with one saying “Freedom is not Free” and the other saying “Let Freedom Ring”. No. 3 -- APPROVAL OF MINUTES OF JULY 17, 2019. A motion was made by Supervisor Nicholson and seconded by Supervisor Borchardt “to adopt minutes.” Voice vote taken. Motion carried unanimously. No. 4 -- ANNOUNCEMENTS BY SUPERVISORS.

Supervisor Erickson noted that the Brown County Fair’s Veteran’s Appreciation event went very smoothly. He thanked Supervisors Brusky and Schadewald for their help and extended his thank you to the rest of the committee. Supervisor Borchardt invited the Supervisors to attend the “Be the Light Walk” taking place on September 14th as part of Suicide Awareness Month. Supervisor Schadewald thanked Supervisors Brusky and Erickson, as well as the Veteran’s Subcommittee for their work at the Brown County Fair. He also stated that he is in agreement with Rob Reener’s comments and that all veterans should be recognized as they make the ultimate sacrifice. Supervisor Deslauriers stated, as we approach the 5 year anniversary of the "Human Health Hazard" declaration of the Brown County Board of Health that is still in effect, I wanted to share with you that they are not the only Board of Health taking action against irresponsible siting of wind turbines. Two weeks ago, on August 8th, the Madison County (Iowa) Board of Health also took action after their "Wind Turbines and Health report". The following was their Resolution: "Resolved that the Madison County Board of Health determines that there is the potential for

negative health affects associated with commercial wind turbines and that current setbacks are

inadequate to protect the public health. The Board encourages those entities with jurisdiction

within the County to require a one and one-half (1-1/2) mile setback for future wind turbine

projects." Whereas Madison County’s Board of Health calls for a 1.5 mile setback from turbines,

here in Brown County, Duke Energy's turbines that were declared human health hazards by our

Board of Health, are less than a quarter mile from homes.

Supervisor Lefebvre invited the Supervisors to the 6th Annual Bringing Back the Bay Tour on September 9th. The event will take legislators, local officials and community leaders to tour the Fox River clean-up and efforts to keep these investments safe for future generations. Chairman Moynihan stated that the Brown County Taxpayer’s Association’s lawsuit against Brown County has totaled $238,716.17 in expenses and will go before a judge on August 29th, 2019. Chairman Moynihan reminded Supervisors seeking reelection that on December 1st, 2019 circulation of nomination papers begins. Chairman Moynihan notified the Board that he will not be seeking re-election in District 22. He stated that he has been proud to serve on the County Board for the last 19 years and it is time to pass the torch. No. 8b -- REPORT BY COUNTY EXECUTIVE. County Executive Streckenbach noted that the WCA Meeting was held at Lambeau where Chairman Moynihan did a welcome. He also congratulated the Chairman on his many years as a County Board member. County Executive Streckenbach stated that the 2020 budget for Brown County is fast approaching and that the State injected additional funds for various programs to address issues in Brown County. He noted at this time, he is unsure of exactly where those funds will be used. County Executive Streckenbach discussed the juvenile detention center, noting they are currently $45 million short of where they need to be, but that $40 million has been added. County Executive Streckenbach stated that the budget process has been decent, and that the overall infrastructure of debt will decrease. County Executive Streckenbach addressed that the Stem Innovation Center is on target for completion in September. County Executive Streckenbach noted that the bid packages for the new expo hall are coming in at a good rate. County Executive Streckenbach noted that the public meeting for a campground at the reforestation camp brought a good discussion and is going in a good direction. County Executive Streckenbach congratulated the two individuals that recently graduated from the drug court, which is a reaffirmation of the investment. County Executive Streckenbach announced that UWGB Chancellor Gary Miller was named the new president of the University of Akron. Assistant President Ray Cross will give feedback regarding the future, and noted that it may be about one full year before there is a new chancellor in place. County Executive Streckenbach thanked Director Joe Aulik and Supervisor Erickson for their work on the Veteran’s Recognition Committee. County Executive Streckenbach announced that the water quality task force will meet next week where Todd Novak will address the water quality issues. County Executive Streckenbach as well as Mike Muchinski will be in attendance. No. 9 -- OTHER REPORTS.

No. 13b -- RESOLUTION PROVIDING FOR THE SALE OF APPROXIMATELY $16,710,000 GENERAL OBLIGATION REFUNDING BONDS, SERIES 2019

TO THE HONORABLE CHAIRMAN AND MEMBERS OF THE BROWN COUNTY BOARD OF SUPERVISORS Ladies and Gentlemen:

WHEREAS, Brown County, Wisconsin (the "County") is in need of approximately $16,710,000 for the public purpose of refunding obligations of the County, including interest on them, specifically: the County's Taxable General Obligation Corporate Purpose Bonds, Series 2009A (Build America Bonds - Direct Payment); Taxable General Obligation Corporate Purpose Bonds, Series 2010B (Build America Bonds - Direct Payment); and Taxable General Obligation Public Safety Bonds, Series 2010C (Build America Bonds - Direct Payment); and

WHEREAS, it is desirable to borrow said funds through the issuance of general obligation

refunding bonds pursuant to Section 67.04, Wis. Stats. NOW, THEREFORE, BE IT RESOLVED by the County Board of Supervisors of Brown

County, Wisconsin that: Section 1. The Bonds. The County shall issue approximately $16,710,000 in principal

amount of its General Obligation Refunding Bonds, Series 2019 (the "Bonds") for the purpose above specified; and

Section 2. Sale of the Bonds. The County Board of Supervisors hereby authorizes and directs that the Bonds be offered for public sale. At a subsequent meeting, the County Board of Supervisors shall consider such bids for the Bonds as may have been received and take action thereon; and

Section 3. Notice of Sale. The County Clerk, in consultation with PMA Securities, LLC ("PMA"), is hereby authorized and directed to cause the sale of the Bonds to be publicized at such times and in such manner as the County Clerk may determine and to cause copies of a complete, official Notice of Sale and other pertinent data to be forwarded to interested bidders as the County Clerk may determine; and

Section 4. Official Statement. The County Clerk shall cause an Official Statement concerning this issue to be prepared by PMA. The appropriate County officials shall determine when the Official Statement is final for purposes of Securities and Exchange Commission Rule 15c2-12, shall certify said Statement and such certification shall constitute full authorization of such Statement under this resolution.

Fiscal Note: This resolution does not require an appropriation from the General Fund. The refunding is expected to save approximately $995,111 in debt service.

Chambers/Technological Issues/Contractual Remedy: Fellow Supervisors, It has been increasingly apparent that the technological issues (voting board, inoperable camera, etc.) that we as a county board have been experiencing on the board floor, have been far too numerous to count during this term. As such, with the Administration Committee already addressing this issue, I would also ask that Corporation Counsel review the current contract with the present vendor to locate any potential fiscal remedy to this situation. Further, if it were deemed to be a huge outlay for correcting or replacing the present equipment, I’d also ask the Administration Committee, along with Corporation Counsel to review the contract the county shares with the City of Green Bay for the use of its chambers. I am of the opinion if there is to be a future sizable outlay, we as a county may want to entertain locating our own meeting place. I mention this, only because Green Bay has gone with a new software program from what was used previously and it may not be compatible for use in the same setting. Which may be a factor with our present issues. Receive and place on file.

The $21,300 in-kind match requirement will be met using the Community Garden Coordinator’s time and travel, as well as partnering staff members’ time and travel from Brown County Health and Human Services, CASA, Advocates for Healthy Transitional Living, and additional volunteers.

This budget adjustment is for the Gardening-Exploring Cultural Roots federal grant awarded to UW Extension by Wisconsin Humanities Council. The cash/in-kind match requirement of $3,387 will be met by staff and volunteer time and interpretation/ translation services.

Sheriff

This request is to increase overtime and fringe benefits to reflect participation in the 2019 Speed Enforcement Task Force grant from the Wis. DOT BOTS Office. This grant passes through the Green Bay Police Dept. and is shared by other county agencies. Increased expenses for overtime patrols are offset by grant revenue. This is limited term (June -August) grant program. It was not included in the 2019 budget because it only recently became available. This adjustment is for only for the estimated Brown County share.

Fiscal Impact: $14,352

HHS-CTC

A lead billing clerk is needed to support Medicaid, Medicare and insurance billing, accounts receivable processing, and collections activity for all CTC operations and various Community Services programs. Increased revenue is anticipated from reduced billing denials especially in the area of hospital charges which will offset the cost of requested specialty pay. Annual cost 2088 hours X $1.50 / hour = $3,132 + approximately 15% for P/R taxes and WRS contribution = $3,602 annually. With effective date of 8/1/19 the prorated 2019 costs for remaining 5 months of the year will be $1,501.

Fiscal Impact: $1,501

No. 13c -- RESOLUTION TO APPROVE TELECOMMUNICATION EASEMENT REGARDING THE FOX RIVER STATE TRAIL

WHEREAS, Brown County (“County”) is the holder of a Trail Management Easement

interest regarding the Fox River State Recreational Trail (“Trail”). Said easement interest affords the Brown County Parks Department (“Trail Manager”) the ability to construct, develop, maintain and operate the Trail; and

WHEREAS, in accordance with said Trail Management Easement, as well as other

documents relating thereto, the County is required to consent to any additional easements/access permits/agreements granted by the Owner of the Trail, i.e., the Wisconsin Department of Natural Resources (“DNR”), provided that the Trail Manager, who has final authority over issues relating to the management of the Trail corridor, is notified and consulted with in advance; and

WHEREAS, upon due notification to and consultation with the Trail Manager, the DNR

desires to enter into a Permanent Underground Telecommunication Easement (“Easement”), attached hereto and incorporated herein by reference, with AT & T Wisconsin, Inc. (“Permittee”) as the Permittee desires a permanent easement upon, within and beneath Trail; and

WHEREAS, pursuant to the Easement, AT & T Wisconsin Inc., as Permittee, is required

to submit a construction plan to the Trail Manager, and may not begin work regarding said construction plan unless and until written approval from the Trail Manager is granted and received. The Permittee is also required to obtain all necessary permits, approvals, and licenses prior to starting work, and to comply with all applicable federal, state, and local laws, rules and regulations.

NOW, THERFORE, BE IT RESOLVED that the Brown County Board of Supervisors hereby

consents to the attached Easement between the Wisconsin Department of Natural Resources and AT & T Wisconsin Inc. being entered into, and hereby authorizes and directs the Brown County Executive to execute the Easement, indicating the County’s acceptance of and consent to the terms and conditions of the Easement. by attachment and reference, is a planning document that assists Brown County going forward by providing a timeline by which to implement various capital projects, and by providing information regarding said capital projects’ costs.

NOW, THEREFORE, BE IT RESOLVED by the Brown County Board of Supervisors that

WHEREAS, the Public Works Highway Department desires to add (5.0) FTE Bridge

Tender Positions, at the expense of the State, to its Table of Organization in order to provide services to manage the bridges; and

WHEREAS, these employees will be dedicated to the State year round, they will be

operating the bridges mid-March through mid-December, and then will be performing winter maintenance on State Highways from mid- December through mid-March; and

WHEREAS, Human Resources in conjunction with the Department of Public Works-

Highway Department recommend the following changes to the Department’s table of organization: the addition of (5.00) FTE Bridge Tender positions.

NOW, THEREFORE, BE IT RESOLVED by the Brown County Board of Supervisors, that the following changes to the Public Works-Highway Department table of organization are hereby approved, as stated in detail in the Budget Impact section of this Resolution and as follows: Add (5.00) FTE Bridge Tender positions.

was anticipated and included in estimated ongoing operational expenses; and WHEREAS, the Department, in conjunction with Human Resources, has determined that

adding a (1.0) FTE Facility Mechanic position would meet the needs of the new facility; and WHEREAS, Human Resources, in conjunction with the Department, recommends the

following changes to the Department’s table of organization: the addition of a (1.0) FTE Facility Mechanic position, as described in the below ‘Budget Impact’ section of this Resolution.
