1.0 PURPOSE

To define the Standard Component Numbering System on the River Protection Project-Waste Treatment Plant (RPP-WTP).

This procedure is part of the Bechtel Corporate Numbering System and establishes engineering standards for component numbering of equipment and bulk materials that comprise the design of the RPP-WTP. Component numbering enables:

0 Multiple Bechtel Standard Application Programs (BSAPs) to use the same object number, allowing BSAPs to exchange information for the item.

Materials management, from requisition through field receipt and commissioning, including such identification techniques as bar-coding.

Recognition of values for elements within the unique number.

The creation of a number that is unique for Bechtel worldwide.

Consistent recovery of project metrics and statistics for future estimating and planning.

This procedure also establishes the methodology for stock coding bulk commodities. The stock code identifies the unique set of attribute values for a bulk commodity, fully characterizing the commodity for purchase.

Component identifiers are defined in 24590-WTP-RPT-ENG-02-010, Component Identifiers List, and are controlled by revision to that document. Any changes to the format of a component

2.0 GENERAL

The RPP-WTP Standard Component Numbering System provides a standard numbering convention for components/subcomponents and commodities. The standard component numbering system also facilitates materials management, bar-coding for field receipt, etc. Having I a unique numbering system satisfies a basic configuration management objective.

Definitions

Alias An identifier representing the value of one or more attributes (e.9.. the two-character alias used in the stock code to represent the property of a commodity).

Area Locator Code An area locator is a two to four character code that defines a geographically bounded physical area of the project. The first two characters of the area locator code are numeric only and, for consistency, correlate to the work breakdown structure when possible and applicable. The third and fourth characters of the area locator code are alphanumeric and represent the elevation/sub-area and zone. The elevationlsub-area and zone elements are optional and further subdivide these areas when necessary. These operational elements, when defined, are included in the area locators list in 24590-WTP-RPT-ENG-02-009, System and Area Locators List and System Division of Responsibility. These optional elements, when defined, are not used in the component number, and are not mandatory for use in document numbers.

Attribute A data element describing a characteristic of a componentkubcomponent (e.g., material type, pressure rating, NEMA class, size, etc.).

BSAP Bechtel Standard Application Program.

Category The first character of the component group/goods and services (G&S) code indicating the most general Bechtel classification of the componentlcommodity .

Commodities Standard industry hardware, material, or prefabricated assemblies typically non-engineered, and procured as bulk material (e.g., gaskets, bolts, relays). Commodities are usually identified with a stock code in the procurement process and after receipt are warehoused by stock code (see section 3.4) for installation at any location required by the design. Items with the same stock code are interchangeable.

Component Uniquely identified hardware or plant-installed s o h a r e to be installed at specific locations. A component may be individual devices, such as instrument (pressure, temperature, level gauge or transmitter), electro/mechanical equipment (motor, pump, control valve, fan, door, valve), or an assembly/skid (rack, crane, air handling unit, compressor, diesel generator, tank). Refer also to the definition of subcomponent.

Component Group Code A two-character alpha code identifying a grouping of components/subcomponents or commodities. This two-character group code is used consistently in the Component Tag Number, stock codes, and cost codes (Code of Accounts). The component group code is the first two characters of the G&S code.

Component Identifier Code A string of one to five alpha characters identifying the type or function of the componentkubcomponent. Instruments use the functional identifiers from ISA 5.1 (1 992), Instrumenfation Symbols and ldenfification. Component identifiers for components/subcomponents other than instruments are defined in the 24590-WTP-RPT-ENG-02-010, Component ldenfifiers List.

Component Tag Number (CTN) A project-configured alphanumeric string, often delimited, that uniquely identifies a componentlsubcomponent. The CTN may be used to track components/subcomponents for the project from first origination by engineering through procurement, fabrication, shipping, warehousing, installation, and turnover. The CTN may include elements not required for uniqueness.

Delimiter A dash is considered the only valid character to be used to separate the elements of a string.

Element A portion or sub-string of the CTN.

Goods and Services (G&S) Code A four-character alphanumeric code that enables information management about a class of G&S for estimating, and procurement. Only the first two characters of the G&S code, the component group code, are used in the CTN. The list of G&S codes used for RPP-WTP is controlled in 24590-WTP-DNT-PADC-02-00 1, W P Document Numbering Tables and Codes.

Sequence Code Uniquely identifies components/subcomponents within the same project, subdivision, component group, and locator code. The sequence code may include certain additional numeric intelligence about the componenthbcomponent (e.g., an instrument's loop sequence and suffix).

Standby Installed spare equipment, typically in the same process stream or utility train, for the purpose of improving plant reliability and availability.

Stock Code A code identifying a commodity with a particular set of characteristics. Items bearing the same stock code are usually interchangeable and are withdrawn from warehouse stock to be installed in any location set by the design.

String An assemblage of alphanumeric characters to form data intelligence.

Subcomponent Uniquely identified piece of a component that will’ be acted upon by an individual for isolation, manipulation, control, adjustment, or maintenance, typically one-level down from the component. The subcomponents requiring unique CTNs are in 24590-WTP-RPT-ENG-02-010. Component identifiers List. Refer also to the definition of component. NOTE: For clarification, not all pieces of a component are subcomponents (see also 24590-WTP-RPT-ENG-02-010, Component identifiers List). The numbering system for subcomponents is the same as components (i.e., does not inherently reflect a parenUchild relationship).

Subdivision (Project) A three-character alphanumeric code that divides the project into logical geographical or business entities such as, site, plant, unit, train, module, etc.

System Locator Code A three-character alphanumeric code defining a functional operating system or process. The first two characters represent the system name, the third character represents the system type. 24590-WTP-RPT-ENG-02-009, System and Area Locators List and System Division of Responsibility provides the RPP-WTP system locator codes.

Visible Label The identification label for a componentlsubcomponent, equipment, or assembly appearing within

The RPP-WTP Standard Component Numbering System, as set forth in this document, shall’ be used to assign standard component tag numbers on the RPP-WTP project, whether the components appear on design documents produced by RPP-WTP or a supplierlsu bcontractor.

The Project Subdivision is selected from the following list:

3.1.3 Component Group Code

The Component Group Code identifies a family of similar components/subcomponents or assemblies. The first letter of the Component Group Code is always the Category Code. The Component Group Code is identified by two-character alpha designators, which are the first two characters of the G&S code to which the componentlsubcomponent is assigned. The component group codes are used to identify the grouping of commodities and components/subcomponents. As an example:

3.1.5 Component Identifier Code

I Component identifiers are used to provide an indication of the type or function of the component/subcomponent. A component identifier code is used in the CTN and is taken from the 24590-WTP-RPT-ENG-02-010, Component Identifiers List for all componentslsubcomponents except for:

Piping components, which use a fluid code in accordance with 24590-WTP-GPG-M-030, P&ID Development.

Instrumentation Symbols and Identification.

Standard for Commercial Telecommunications Infrastructure.

3.1.6 Sequence Code

The seven-character sequence code, for all component types except insfruments, is comprised of I the following elements:

Characters 1-5 - Numerical sequence (provides uniqueness for each component).

Character 6 - Alpha character to uniquely identify duplicate components/subcomponents such as, A, B, and C. This character is primarily for redundant important-to-safety (ITS) components and may be applied to identical components for which one is designated as a standby component.

Character 7 - Remaining character - currently not in use and is being held in reserve for whenever additional intelligence/clarification may be needed.

The five-character sequence code for instruments is comprised of the following elements: I

Component Identification On Documents - Visible Label

Visible labels are determined by the RPP-WTP during its setup phase. Each component category may have a different visible label format as its “shorthand for identifying the item (see the definition for a visible label in section 2.2).

Because the visible label doesn’t include all elements of the CTN, visible labels may be duplicated across facilities. However, visible labels shall3 not be duplicated within a facility.

See Exhibit A, for example component numbering and their corresponding visible labels.

Assigning Component Tag Numbers

Engineering maintains the Component Information System (CIS), INtools, and SETROUTE databases for identifying and controlling components and subcomponents, the supporting data, and relationships with design documents.

CIS is used to create and assign pipeline, valve, inline component and equipment (mechanical, instrument, and electrical) CTNs documented in project-originated, supplier, and subcontractor design. Pipelines, valves, and in-line piping components are entered using the Intelligent P&ID software that is integrated with CIS to create a unique CTN.

NOTE: Pipeline numbers on subcontractor submittals are identified by size, system, and material as a minimum.

0 INtools is used to assign instrument, instrument cable, and actuated valve and damper CTNs, and assign instrument cable termination documented in project-originated, supplier, and subcontractor design.

0 SETROUTE is used to assign electrical cable, jumper (wire), and raceway CTNs, and assign electrical cable terminations documented in project-originated design.

CTNs assigned by CIS, INtools, and SETROUTE are documented in design associated to the component in the respective database.

Components that do not require unique identification in accordance with this procedure, to support testing, operations, or maintenance, may be assigned unique numbers to facilitate identification to support engineering, procurement and construction. These components may, or may not, be controlled in CIS, INtools, or SETROUTE.

Engineering is responsible for assigning CTNs to those subcomponents necessary to support operations, maintenance, and testing, per coordination with Operations. The 24590-WTP-RPT-ENG-02-010, Component Identifiers List provides guidance on the subcomponent types requiring CTNs.

3.4 Stock Code Numbering

The stock code is a Bechtel common identifier assigned to a bulk commodity for the purpose of facilitating procurement, material management, supplier fabrication, and construction activities. Each stock code identifies a bulk commodity with a unique set of attribute values.

Bulk commodities are standard industry hardware, material, or prefabricated assemblies (e.g., instrument manifolds), typically non-engineered, and procured as bulk material. Items bearing the same stock code are usually functionally equivalent, interchangeable, and are withdrawn from warehouse stock to be installed in any location set by the design.

NOTE: In the case of electrical bulk items such as lighting fixtures, condulet boxes, and pushbutton stations, the overall assembly may be interchangeable, but individual components may not be interchangeable. For example, a fixture, globe, and reflector may be interchangeable as an assembly, but differences in manufacturers' individual components may preclude the globe itself from being interchangeable. For this reason, where required, electrical components are specified with a stock code. the manufacturer, and the Manufacturer's Catalog Number.

The Bechtel stock code is a 12-character alphanumeric string. The first two characters of the stock code identify the component group. The remaining characters identify other properties and aliases. Figure 2 illustrates the generic structure for all commodities, also showing the specific breakdown of properties for a piping component. See Exhibit A, for examples of RPP-WTP stock codes.

Bechtel stock codes are maintained and controlled in the database of the central corporate Projectworks Stock Code Service. The Stock Code Service is integrated with the other Bechtel applications and provides userslapplications with a stock code number when a given set of attribute values is entered. Figure 3 illustrates this process.
