1.0 PURPOSE

This procedure provides the basic design guidance and requirements for connecting to a Hanford

Site Public Water System. This procedure covers the raw and potable water distribution systems.

2.0 SCOPE

This Level 2 Management Control Procedure is applicable to Mission Support Alliance LLC

(MSA) employees and to other Site Contractors and subcontractors that have a need to obtain

raw or potable water from the Site Public Water System under the jurisdiction and control of

MSA Public Works/Water and Sewer Utilities.

3.0 IMPLEMENTATION

This document is effective upon publication.

4.0 REQUIREMENTS

4.1 General Requirements

verbatim and “I” means interpreted.

NOTE 1: Involvement of the Purveyor early in the

design process will help identify when WDOH reviews

are needed and avoid project delays due to

unanticipated review requirements.

NOTE 2: When WDOH approval is required allow,

adequate time to develop the Project Report and Design

documentation, reviews, MSA transmittal to DOE, DOE

transmittal to WDOH, and WDOH review/approval.

4. Water Purveyor approval is required on all documents

associated with the Hanford Water System that prescribe

activities, including construction projects and facilities

modifications, with potential to affect potable water or

raw water systems, including waste or hazardous

systems that cross or come near a potable system. These

documents include, but are not limited to: Statements of

Work, Facility Modification Permits (FMP), Design

Change Notices (DCN), Work Documents, Project

Completion Reports, etc.

5. Ensure the design from service connections from the

water main to a building comply with the Uniform

Building Code and the Uniform Plumbing Code.

5.0 PROCESS

section of Site Form A-6004-007, and conceptual design scope

document (functional design, work package, statement of work, etc.)

to the Water Purveyor for a determination of the need for WDOH

approval prior to the commencement of project work.

2. Determine if the conceptual design submitted will require a project

report submittal to the WDOH.

If no, proceed to Step 7.

If yes, request customer to develop and submit a project report for

Water Purveyor review, approval and submittal to DOE-RL/WDOH

for approval.

a. Ensure all drawings and specifications affecting tie-in approvals

are complete and have been approved by the Water Purveyor.

b. Ensure the project report satisfies the requirements and addresses

all elements required for project reports.

c. Ensure design documents have been reviewed and/or approved

by the Hanford Site Fire Marshal’s office where appropriate.

d. Provide comments to Requestor for resolution, if necessary.

Requestor 3. Submit the Project Report and Design Package to the Water Purveyor

for submittal to the WDOH for review and approval.

NOTE: Projects should allow 30 days for internal processing and

60 days for Department of Health review and approval.

resolution and resubmit to the Department of Health when comments

have been incorporated.

in accordance with MSC-PRO-8635.

NOTE: Design changes made without Water Purveyor review and

approval may invalidate the tie-in approval and if so, the approval will

be suspended and construction activities may be stopped.

CCCS 11. Review design changes that potentially affect tie-in approvals and

ensure approval remains valid in accordance with previous steps.

NOTE: Design changes, not requiring additional WDOH review, will

have a disposition in a timely manner, but no longer than 7 days from

the design change submittal.

Requester 12. Notify Water Purveyor whenever construction is completed on those

portions of the system requiring inspection as identified in the

construction approval.

Service connection A water line that provides water to one building. A service connection

may provide water for fire protection, domestic use, or a combination

of both in the same building. A service connection can also provide

water to a fire hydrant, truck fill station, or special purpose facility.
