Not many companies “luck” into celebrating a 100th anniversary. To reach that level of success and longevity, they must be able to adjust to an ever-changing marketplace and be willing to try new technologies and ideas in order to keep the business moving forward. For example, take Dead River Company, Portland, ME. The company was founded in 1909 by Charles Hutchins as a timber harvester along a branch of the Dead River in the western part of the state.

A century later, the company—still family-owned—has become one of the largest retailers of home-heating oil and propane in northern New England. This didn’t happen by accident, but was the result of sensing a shift in existing market dynamics, identifying new opportunities, and then having the fortitude and wherewithal to create a new direction for the company.

Since buying its first gasoline station in 1936 and then initiating a home-heating program in the 1940s, Dead River has grown to become

the top suppliers of home-heating products, No. 2 fuel oil and propane in northern New England, particularly throughout the states of Maine, New Hampshire and Vermont. As such, it now operates a network of 56 bulk plants or bulk-distribution facilities spread out among the communities in which it retails.A typical Dead River Company bulk facility has four to six vertical aboveground storage tanks (ASTs) that are used for storing No. 2 fuel oil, kerosene and on- and off-road diesel. The plants generally range in total capacity from 20,000 to 60,000 gallons, although there are some as large as 1 million gallons.“We buy the product, distribute it to our bulk facilities, then our trucks pick it up from those locations and go house to house to deliver the product,” explained Levi Ross, Manager of Supply and Logistics for Dead River Company. “The resupply of product coming into the distribution facilities is a 24-hour operation, while our delivery trucks typically load during normal working hours.”With that much product moving that rapidly through the system, tank gauging and monitoring at every bulk-distribution facility is man-hour intensive.“The majority of our locations have tape gauges that have to be read manually on a daily basis, which means that somebody physically goes out and reads the tanks once a day and then anticipates reorders based on the supply levels in the tank,” said Ross. Knowing that this tank-checking system was impacting Dead River’s manpower and cost-efficiencies, Ross approached Dave Blanchette, his distributor contact at The John W. Kennedy Company, East Providence, RI. J.W. Kennedy has been a leader in supplying petroleum equipment in New England for more than 75 years. From Blanchette, Ross learned about advancements that were being made in automatic tank monitoring and gauging, including the SiteSentinel® iSite™ Automatic

Tank-Gauging System from OPW Fuel Management Systems. Selecting a group of three bulk facilities that made the most logistical sense, Ross began having the iSite and OPW’s PetroVend FSC3000™ Fuel Site Controller equipment

installed at them in July 2008.“We had three facets we wanted to accomplish at these upgraded locations,” said Ross. “First, we wanted to be able to authorize sales with a chip-key system. Second, we wanted the ability to temperature compensate our

inventory and distribution. Finally, we wanted remote access to the gauging and inventory information.”The iSite was able to meet all of these requirements because it provides the accuracy and versatility that bulk-plant operators are looking for and that isn’t available in older,

legacy fuel-management systems. The system is built on Windows® technology that provides the horsepower that site operators need to ensure that their sites are being managed as efficiently and effectively as possible. The iSite has been developed to offer easy, low-cost installation; easy-to-manage

user interfaces; highly accurate and precise tank-monitoring peripherals; easy reconciliation of inventories and deliveries; a variety of probe and sensor options; tracking of regulatory-compliance reporting; an easy-to-read LCD touch-screen with an icon-based menu structure; and the latest in communications technology that allows access to the system from anywhere in the world.“We were also looking for a complete solution with the fewest number of vendors involved,” said Ross. “The nice part of OPW’s hardware is that it accommodates some of the older legacy technology and does not require us to replace every module that we have been using when we upgrade a site. Also, the security and spill regulations are becoming more rigorous with each passing season and the technology we’re now using as provided by OPW can help us meet those stricter regulations.”

OPW Fuel Management Systems has completed the redesign of the setup and configuration control, user access and data access of its FSC3000™ Fuel Site Controller. These upgrades make the FSC3000—which can be integrated into OPW’s K800 Hybrid™, FIT500™ and C/OPT™ fuel-island terminals, or provided as a stand-alone controller—compliant with Visa U.S.A. Payment Application Best Practices (PABP) and the Payment Card Industry’s (PCI) Payment Application Data Security Standard (PA-DSS) guidelines.

In order to communicate these new guidelines to its customers, OPW FMS has produced the “Payment Application Data Security Standards (PA-DSS) Implementation Guide for Maintaining PCI Compliance on the FSC3000™ Fuel Site Controller.” This guide will be included as a standard part of the packaging for all FSC3000 end-users. The “PA-DSS Implementation Guide” provides the end-user with the proper use, setup and maintenance of the FSC3000, all while satisfying PABP/PCI PA-DSS requirements. OPW has designed the FSC3000 to be flexible and support the vast range of features that have been requested by its customers.

OPW has incorporated the tenets of PA-DSS compliance into FSC3000 operation without adversely affecting the daily operations of end-users who process bankcards, as well as those who don’t.

Formed in 2006 as a joint venture of Visa U.S.A., American Express, Discover Financial Services, JCB International and MasterCard, the PCI Security Standards Council is an open global forum that is responsible for the development, management, education and awareness of several

PCI security standards, including PA-DSS, that are aimed at merchants and organizations that store, process or transmit cardholder data. Specifically, PA-DSS is for software designers and integrators of payment applications that store, process or transmit cardholder data as part of authorization or settlement when these applications are sold, distributed or licensed to third parties.

To access a copy of the “PA-DSS Implementation Guide,” please visit the www.opwglobal.com Web site at http://www.opwglobal.com/Libraries/OPW-FMS_Manuals/M030001_PA1_PA-DSS_Implementation_Guide.sflb.ashx.

Live and Learn OPW-FMS training seminars help make service technicians more effective and knowledgeable

As the liquid bulk-station market continues to gain more and more momentum in the global transportation-fuels industry OPW Fuel Management Systems has teamed with some familiar faces in an effort to ensure that every link in the supply chain is aware of, and using, the best liquid-handling storage and transfer equipment. OPW-FMS has combined with Blackmer and OPW Engineered Systems, fellow members of the Dover Corporation’s Fluid Management market segment to create BulkStationSolutions.com (www.bulkstationsolutions.com).

BulkStationSolutions.com is an Internet resource that is devoted to providing the liquid bulk-storage industry with approved products and other relevant information in order to help bulk-station operators optimize their performance, profits, safety, efficiency and environmental compliance.

The Web site contains many helpful links for bulk-plant operators. The Industry Associations link contains information on all leading bulk-storage industry associations, as well as information about the prominent trade publications in the market, as well as any newsletters they might produce. The News link lists any relevant goings-on by the Web site’s operating companies—OPW-FMS, OPW-ES and Blackmer. The Resources link offers a comprehensive list of company brochures that have been produced for equipment relevant to the market, along with a list of articles and white papers that can aid bulk-storage managers in improving their operations. Upcoming Events provides a list of upcoming industry trade shows.

OPW Fuel Management Systems has a goal of making its service technicians more effective through periodic training and re-certification processes. To meet that goal, OPW-FMS schedules a year-long series of virtual and on-site training seminars.

Virtual seminars, which usually are held two hours at a time over a two-day period, cover a variety of OPW-FMS systems and products and are offered via the Internet through a WebEx connection. Virtual courses are held on a first-come, first-serve basis, with individual registration and the $100 registration fee due at least one week prior to the course dates. Certificates of achievement covering

the systems that are the topic of the virtual seminar are awarded to attendees who pass a mandatory written test on the system.

On-site seminars are held throughout the United States, generally once a month. These intensive training sessions are usually scheduled for three days with a total of 24 hours of intense instruction offered. Like the virtual seminars, the on-site versions cover a variety of OPW-FMS products and systems throughout the year. The cost of an on-site seminar is $495 with the attendee responsible for all lodging and transportation costs. On-site seminars

are required courses to certify or re-certify for

fuel-control product testing. Certificates of achievement

are also awarded to attendees who successfully pass a mandatory
