1. Introduction:

The Biogas Development and Training Centre (BDTC), Indore under the

auspicious of Centre of Energy Studies & Research, Devi Ahilya

University, Indore, MP was established as a Technical Back –Up Unit for

Promotion of Biogas Program under the “National Biogas and Manure

Management Program” by the Ministry of New and Renewable Energy

(MNRE), Government of India, New Delhi, in the year 2001-2002to provide

technical support through different training programs.

The Biogas Development and Training Centre, Indore is carried out the

assigned work from MNRE in three states i.e. Madhya Pradesh and

Chhattisgarh and Maharashtra.

2. Objectives of the Program:

1. To provide efficient technology to the nodal departments of Madhya Pradesh,

Chhattisgarh and Maharashtra for implementing the biogas program in shortest

possible time.

2. To identify biogas extension centers including development and establishment,

conducting training programs for their staff and reviewing the program from time to

time.

3. To conduct surveys of at least 1000 plants in consultation with nodal

departments and organization on regional basis so that the methods could be

suggested for their repair.

4. BDTC provides help in biogas techniques and implementation work in the

other states including MP, CG and Maharashtra.

5. To review the extension materials developed and select the same for motivating

the proponents by working as clearing house.

6. To know the view of users with respect to different models of biogas plants and

use of slurry by examining the same.

7. To conduct the program suggested by Ministry of New and Renewable Energy

and the State nodal departments.

8. Performance testing of the biogas accessories.

9. To provide clean bio- gaseous fuel mainly for cooking purposes and also for

other applications for reducing use of LPG and other conventional fuels.

10. To meet ‘Life Line Energy needs for cooking as envisage in ‘Integrated Energy

policy’.

11. To provide bio- fertilizer / organic manure to reduce use of chemical fertilizer.

12. To mitigate drudgery of rural women, reduce pressure on forests and

accentuate social benefits.

13. To improve sanitation in villages by linking sanitary toilets with biogas plants.

14. To mitigate Climate Change by preventing black carbon and methane

emissions.

4. Annual Coordination Committee Meeting with the concerned SNAs: With reference to the F No. 10-1/2015-BG (BDTC) from MNRE, New Delhi; first

Coordination Committee Meeting was held at BDTC,CESR , DAVV, Indore on 09.09.2016 at 12.30

2. A copy of progress report for the year 2015-16.

A copy of progress reports were received from all the agencies. Progress report

included the details of target allotted by MNRE to the agencies and work carried out

during the year 2015-16.

4.B The following agendas were circulated to the all members for discussion

Agenda No. I: Review of the Progress Report of BDTC for the previous year 2015-16.

Decision: PPT presentation of “progress Report of BDTC” for the previous year 2015-16 was presented by Dr S P Singh, PI & Coordinator, BDTC. The work carried out was appreciated by the members.

Agenda No. II: Distribution of Training Programs., allotted by MNRE is given in table below:

Agenda No. IV: Technical staff in the field of National Biogas Program in the RDD of Maharashtra. Decision: Staff engaged by Zilla parisads are capable to full fill the requirement of technical staff explained by the officers from Maharashtra.

Agenda No. V:.Need of more Turn Key Workers in the field.

Decision: Members informed that target distribution in the few districts are very less therefore a TKW cannot survive with insufficient work for the whole year.

Agenda No. VI: MNRE guidelines indicate that the Identity cum Maintenance Card to be issued to the beneficiaries.

Decision: A prescribed copy of Identity cum maintenance Card was prepared and presented in the meeting by BDTC and copy of the same to be provided to all the members. Format of card approved in the meeting.

Agenda No. VII: Utilization of bio manure in the field.

Decision: Agriculture department is already working with SNA’s in all three state as well as a common in promotional programs“ producing and utilisation of compost” They organised this program in all three states. The more programs on Manure Management are to be planned in future as per the guideline of MNRE.

Agenda No. VIII: Requirement of literature in Marathi language for fieldworkers and users in Maharshtra.

Discussion: A draft copy of literature in Marathi language for fieldworkers has been prepared by the BDTC and the same have been given to the representative members of Maharashtra for the necessary input and after the receiving comments on the draft, it will prepared for distribution.

Agenda No. VIX: Present position of biogas plants, those are constructed under bank loan scheme in the states of MP, MH and CG.

Decision: All the members informed that no plants are constructed under the bank loan scheme in their state. Efforts will be done to use this scheme.

Agenda No. X:Any other item.

(i) Increasing the target of physical verification due to addition of third state.

Decision: The same may be requested to the MNRE by SNAs.

(ii) Revised costing of the biogas plants for different capacity is submitted by SNA, MP through NABARD should also be considered in their states CG and MH.

Decision: A copy of the same is enclosed here for approval to their respective state government.

4.2Turnkey Workers Training 2016-17:

Purpose: To prepare trained and skilled Self Employed Workers or Rural Energy

Technicians for using effective technology in this field.

Duration: Fifteen Days

Trainees: State agencies, CREDA (CG), MPAGRO (MP) and ZP (MH)

Allocated target was 03 for the current year to the BDTC, Indore.

MPAgro, CREDA and ZPs sent their candidate in the program in the course. All three

programs were conducted simultaneously at “Mahatma Phule agriculture University,

Rahuri, Ahmednagar (MH) .

5.3 Government Functionaries Training 2016-17:

Purpose: To minimize the field problems by choosing the right beneficiary,

construction and operational problems.

Duration: Four Days.

Trainees: Members from Agriculture department, Zilla Parisad, MH. Enlisted trainings have been conducted during the year 2016-17. Allocated target was three for the current year to the BDTC, Indore. All three training organised for staff of Zilla Parisad (ZP), Maharashtra.

5.4 Users Training 2016-17: Purpose: To provide awareness about size of BG plant, during construction,

Operational solution and maintenance Tips.

Duration: One Day.

Trainees: Beneficiaries and School student.

Allocated target was100 for the current year 2016-17 to the BDTC, Indore. 88%

trainings were conducted in the state of Madhya Pradesh, Chhattisgarh and

Maharashtra.
