1. Introduction:
The Biogas Development and Training Centre (BDTC), Indore under the auspicious of
Centre of Energy Studies & Research, Devi Ahilya University, Indore, MP was established as
a Technical Back –Up Unit for Promotion of Biogas Program under the “National Biogas
and Manure Management Program” by the Ministry of New and Renewable Energy
(MNRE), Government of India, New Delhi, in the year 2001-2002 to provide technical
support through different training programs.
The Biogas Development and Training Centre, Indore carries out the assigned work from
MNRE in three states i.e. Madhya Pradesh, Chhattisgarh and Maharashtra.
2. Objectives of the Program:
1. To provide efficient technology to the nodal departments for implementing the biogas program in
shortest possible time.
2. To identify biogas extension centers including development and establishment, conducting
training programs for their staff
3. To conduct surveys of at least 1000 plants so that the methods could be suggested for their repair.
4. BDTC provides help in biogas techniques and implementation work in the other states also.
5. To review the extension materials developed and select the same for motivating the proponents
by working as clearing house.
6. To know the view of users with respect to use of slurry by examining the same.
7. To conduct the program suggested by Ministry of New and Renewable Energy and the State
nodal departments.
8. Performance testing of the biogas accessories.
9. To provide clean bio- gaseous fuel mainly for cooking purposes and also for other applications
for reducing use of LPG and other conventional fuels.
10. To meet ‘Life Line Energy needs for cooking as envisage in ‘Integrated Energy policy’.
11. To provide bio- fertilizer / organic manure to reduce use of chemical fertilizer.
12. To mitigate drudgery of rural women, reduce pressure on forests and accentuate social benefits.
13. To improve sanitation in villages by linking sanitary toilets with biogas plants.
14. To mitigate Climate Change by preventing black carbon and methane emissions.

4.0 Coordination Committee Meeting with the concerned SNAs: Minutes of the first Coordination Committee Meeting of the respective SNAs, held at BDTC,
CESR, DAVV, Indore on 11.08.2017 at 12.30 pm under chairmanship of PI & coordinator BDTC,
Indore to finalize the schedule for the training programs allotted by MNRE under NBMMP for the
year 2017-18. (Reference File No. 19.04/2017-BG /R&D/Biogas, dated 14.07.2017 from MNRE,
New Delhi).
The meeting was attended/ represented by the members of SNA’s from MPAGRO of Madhya
Pradesh, Zilla Parisad of Nasik, Aurangabad, Chandrapur, Sangli, Sindhudurg, Parbhani and staff of

At the beginning, Dr. S P Singh, welcomed the participants. He delivered a brief about working and
functioning of the Biogas Development and Training Centre under NBMMP and includes briefing
about Training courses like CCM, Staff, Users and TKW and physical verification work under the
key objectives of the BDTC given above.
The members requested Dr S P Singh, PI & Coordinator, BDTC to take up the agenda of the meeting
for discussion.
The following agendas were discussed in the meeting:
Agenda No. I: Review of the Progress Report of BDTC for the previous year 2016-17.
Dr S P Singh presented the Annual Report for previous year (2016-17). He explained the different
training program conducted by BDTC in the state of MP, CG and Maharashtra. All members
appreciated the work carried out by BDTC.
Agenda No. II: Distribution of Training Programs allocated by the MNRE to BDTC, Indore.
Decision: The training programs allotted to the BDTC, Indore from MNRE are distributed to the
SNA on their prerequisite and with discussion made with PI & Coordinator BDTC.
Agenda No. III: Demand of additional support to the agencies by the BDTC in CCM and TKW
Training particularly.
Decision: BDTC provides technical support during the trainings performed by agencies in sequence.
Agenda No. IV: Physical verification work of 1000 number of plant up to Sept 2017. Decision: The schedule of the verification work is finalized as under:

Agenda No. V: Issuing Identity cum maintenance Card to the beneficiaries in MP and MH. Decision: In the state of Chhattisgarh, an Identity card is issued to the beneficiaries after the construction of plant since last year 2016-17. Dr S P Singh asked to the attending SNAs member to begin with the same in their respective region of MP and Maharashtra
Agenda No. VI: Requirement of literature in Marathi language for field workers and users. Discussion: A draft copy of literature in Marathi language for field workers has been prepared by the BDTC. After final print of the booklet, it will be provided to the respective agencies. Agenda No. VII : Any other item with the permission of chair. Decision: PI, BDTC asked the members of the SNAs about working practice in the field and
requested to put in brief about the activities and difficulties faced by them.
MPAGRO, Bhopal : Shri B K Shandilya gave a brief report of last year progress in the state of MP.
MPAGRO got special target of CCM and TKW course in Narmada Belt under River project of MP
government this year.
He requested PI, BDTC to provide technical support in the said training programs. PI accepted the
request to do the same in proper sequence.

RDD, Mumbai: Members from different Zilla Parisad of Maharashtra state did not know about
BDTC (A technical back-up unit for biogas under NBMMP) and its function to get technical support
for maintenance & operational problem through it because they attended the meeting first time.
Most of the members wanted to know about the guidelines for age of biogas plants to solve the
problem of such beneficiaries, who have an old non-functional plant for the last 5 to 15 year and they
are not able to reconstruct the second plant on the name of same beneficiary.
PI, BDTC assured to members to raise the issue in the review meeting of BDTC, MNRE.
The meeting ended with a vote of thanks to the chair.

5.2 Turnkey Workers Training, 2017-18:
Purpose: To prepare trained and skilled Self Employed Workers or Rural Energy Technicians for
using effective technology in this field.
Duration: Fifteen Days
Trainees: State agencie, ZP (MH). Trainees from Kolhapur and Sangli.
Allocated target was 03 for the current year to the BDTC, Indore. ZP, Kolhapur, and ZP, Sangli sent
their candidate in the program. Two programs have been conducted simultaneously at Kolhapur, MH.
Enlisted trainings have been conducted during the year 2017-18.

5.3 Government Functionaries Training, 2017-18:
Purpose: To minimize the field problems by choosing the right beneficiary, construction and
operational problems.
Duration: Two to Four Days.
Trainees: Members from Zilla Parisad, Chandrapur, Sangli and Sindhudurg, MH.
Allocated target was three for the current year to the BDTC, Indore. All the three trainings have been
conducted simultaneously for Zilla parishad Chandrapur, Sindhudurg and sangli.
Enlisted trainings have been conducted during the year 2017-18.

Zilla Parisad officer are acknowledged that such type of training programs never organized for
Mason, Users, Biogas worker and field Staff also, by any authorized agency of Central Government
like BDTC or state Government. All the participants agreed and committed to do better work with
new conception and hope to conduct these training programs time to time for other worker at Taluka
and village level.

5.4 Users Training, 2017-18: Purpose: To provide awareness about size of BG plant, during construction, Operational solution and
maintenance Tips.
Duration: One Day.
Trainees: Beneficiaries and School student.
Allocated target was100 for the current year 2017-18 to the BDTC, Indore. 37 trainings were
conducted in the state of MP, CG, and Maharashtra up to 15th of January.

6.3 TKW Trainings of nodal agencies conducted for Zilla Parisad, Kolhapur, Ahmadnagar (MH) and MPAGRO, Bhopal (MP)
i. One TKW training of District Kolhapur, MH conducted simultaneously with BDTC training from 10.12.17 to 24.12.17 at Zilla Parisad, Kolhapur.
ii. Two TKW Trainings were conducted for state nodal department of MP from
08.02.2018 to 22.02.2018 at BDTC, CESR, Indore,
iii. One TKW Training was conducted for state nodal department of Ahmadnagar, Maharashtra, from 12.03.18 to 26.03.18 at BDTC, CESR, Indore.
