PRINCE WILLIAM COUNTY 2015 CRIME STATISTICS

IBR Crime Rate Falls Again in 2015

The crime rate continues to decline and measures at 14.7 crimes per 1,000 residents for 2015 as compared to 15.6 in 2014. The total number of reported crimes against property fell 3.7%. The total number of reported crimes against persons increased 4.2%. The total number of crimes against society increased 10.3%

Rape: Decreased from 58 to 55 (-5.2%)

Aggravated Assault: Increased from 476 to 484 (+1.7%)

Robbery: Increased from 204 to 216 (+5.9%)

Larceny: Decreased from 4,911 to 4,627 (-5.8%)

Motor Vehicle Theft: Increased from 285 to 307 (+7.7%)

National Incident-Based Reporting System (NIBRS) In 2000, the Commonwealth of Virginia implemented an expanded format for reporting crime known as

Incident Based Reporting (IBR). The IBR system requires that extensive data be reported for each crime

occurring during a particular incident. According to the Virginia Department of State Police, some of the

major benefits derived from the IBR system include: greater specificity in reporting; more correlation

between offenses, property, victims, offenders, and arrestees; expanded victim/offender relationships;

distinction between attempted and completed crimes and increased reporting of various circumstances

relative to specific crimes.

In IBRS, law enforcement agencies collect detailed data regarding crime incidents and arrests and submit

them in separate reports using prescribed data elements and data values to describe each incident.

Therefore, IBRs involves incident based reporting.

Prince William County crime statistics have historically been presented using the summary Uniform Crime

Reporting (UCR) format, allowing for consistent trend analysis and year-to-year comparisons for each crime.

Prince William County has provided both UCR and IBR data for the past two years in the annual Crime

Report. This will mark the first year of full IBR reporting.

Due to different reporting guidelines of the UCR and IBR programs, it should be noted the crime data will

differ.

IBR Data Collection

In IBRS, law enforcement agencies collect

detailed data regarding crime incidents and

arrests and submit them in separate reports

using prescribed data elements and data

values to describe each incident. Therefore,

IBRs involves incident based reporting.

* Two deaths which occurred in 2014 were reclassified as

homicides in 2015. One case met the timeframe for reporting

under NIBRs, meaning the homicide total for 2014 was amended

from 6 to now reflect 7. The other death did not meet the

timeframe for reporting under NIBRs, meaning it is reflected in

the 2015 data.

Group A Offenses This year marks the first year that Prince William

County Police is reporting Annual Crime Statistics

fully in IBR. As defined by the FBI, Group A Offenses

include: Arson, Assault Offenses, Bribery, Burglary,

Counterfeiting, Destruction of Property, Drug

Offenses, Embezzlement, Extortion, Fraud, Gambling,

Homicide, Kidnapping/Abduction, Larceny, Motor

Vehicle Theft, Pornography, Prostitution, Robbery, Sex

Offenses (Forcible and Non-Forcible), Stolen Property

Offenses, and Weapon Law Violations.

It should be noted that crime statistics must be

viewed in context with environmental influences.

Factors such as changes in reporting rates,

demographics, the economy, the law, and changes in

police policies and resources can all have an influence

on the number of reported crimes. It is also

Important to consider crime trends over multiple

years.

CRIME RATE

PRINCE WILLIAM COUNTY 2015 CRIME STATISTICS

The crime rate in Prince William County continues to

decline in 2015, currently measuring at 14.7 crimes

per 1,000 residents. The crime rate is intended to

serve as a basic indicator of overall crime trends and

is a commonly accepted community measure.

As the crime rate is based on certain reported crimes

only, it is not a comprehensive tracking of all crime.

For a broader perspective, the arrest data for a more

extensive catalog of crimes is presented on pages 12-

13.

MURDERS Historical Perspective

Murders are the highest profile of crimes against

persons. Murder is defined as the willful (non-

negligent) killing of one human being by another. The

classification of this offense is based solely on police

investigation as opposed to the determination of a

court, medical examiner, coroner or jury. This

classification does not include deaths caused by

negligence, suicide, or accident, justifiable homicides,

attempts to murder, or assaults to murder, which are

scored as aggravated assaults.

As illustrated in the chart below, the number of

murders in Prince William County has varied

significantly from year to year, and has not followed a

predictable pattern. The analysis of individual cases

also does not reveal any indicators that can be

directly correlated to the number of murders or their

causes.

One of the reported ten murders occurred in 2014

but was classified as a homicide in 2015. Therefore, it

is included in the 2015 total. That case was cleared.

Seven of the nine remaining murders that occurred in

2015 were also cleared.

Three incidents involved domestic situations.

One incident involved a domestic situation that occurred

in 2014 but was reclassified as a homicide in 2015.

Two incidents involved the victim being stabbed by a

known acquaintance.

Two incidents involved the victim being shot by a known

One incident was a murder/suicide surrounding a

troubled relationship.

One incident involved the victim dying of blunt force

trauma by a known acquaintance.

only 8 total cases in 2015.

Crimes Against Property continued on a

downward trend, dropping 3.7% in 2015.

While Burglaries dropped 4.8% and Larceny

Offenses decreased by 5.8%, Motor Vehicle

Thefts rose by 7.7% and Robberies rose by

5.9%.

As Prince William County Police Department

is now reporting crime statistics using IBRs

reporting standards, Robberies (under IBR)

are now included in Crimes Against Property.

IBR: CRIMES AGAINST SOCIETY Historical Perspective

Crimes Against Society rose 10.3% in 2015.

Drug Offenses saw a 10.5% increase and Weapons Law Violations saw a 19.3% increase.

IBR: ARRESTS-ALL CRIMES Law enforcement agencies (LEAs) report arrestee data for

all persons apprehended for the commission of Group A

or Group B offenses in a NIBRS incident.

The object of reporting arrestee data is to report data on

persons arrested, not to report data about the charges

lodged. For example, a LEA may arrest a person for

several charges in connection with the same incident; in

this situation, the agency will report arrestee data only

once for each arrestee connected to the incident.

Likewise, if an agency arrests a person in connection with

more than one incident for similar or different violations

within a jurisdiction, the agency will report arrestee data

for this person for each separate arrest.

The table and chart below reflect the number of persons

arrested for all crimes that are tracked by the IBR,

separated by adults and juveniles.

juveniles constitute 12.8% of all arrests in Prince

At the direction of the Board of County Supervisors,

the Prince William County Police Department actively

enforces a local illegal immigration policy. The policy

mandates inquiry into the citizenship/immigration

status of all persons taken into physical custodial

arrest for a violation of state or local law.

The Police Department’s participation in the

Immigrations and Customs Enforcement (ICE) 287g

program expired December 31, 2012. Therefore, the

official immigration status of arrestees has not been

verified through federal immigration authorities.

January 2015—December 2015

In 2015, there were 135 more reportable crashes

than in the previous year, increasing the overall

crash rate by 3.1%. The crash rate is based on the

total number of Vehicle Miles Traveled (VMT) as

reported by the County Department of

Transportation.

In 2015, 11 people were killed in 11 motor vehicle

crashes that occurred on the roadways of Prince

William County.

In 2015, there were 2 alcohol/other intoxicants-

related fatal crashes out of the total 11 fatal

crashes. Three pedestrians were killed in fatal

vehicle crashes, representing 27.3% of all fatal

victims, a decrease of 2.1% from 2014. Five (45.5%)

of the fatal crashes were attributed to speeding.

Three (18.8%) of the fatal crashes involved a

motorcycle.

In order to improve roadway safety, the Police

Department will continue to aggressively enforce

violations of traffic law.

HIGH-RISK ROADWAYS Each year five intersections in each patrol district are selected for the Roadway Incident Management Program (RIMP).

Targeted enforcement is employed at these intersections, which are determined based on the frequency of crashes

during the previous year.

New intersections are targeted for RIMP enforcement in 2016. The Department will continue to take proactive

measures in order to improve the safety of these, and all other, county roadways.
