Property Overview

In partnership with the Detroit Building Authority (DBA), the City of

Detroit’s Housing and Revitalization Department (HRD) and Planning and

Development Department (P&DD) seek proposals from qualified entities to

design and construct new mixed-income housing in the heart of the Brush

Park neighborhood. The development site is located at 205 Watson Street

and generally bounded by Watson Street and John R. The site is

approximately 10,805 square feet, or 0.25 acres. The City of Detroit seeks

well-designed proposals for new development that will build upon the

inherent strengths of the site and integrate the site seamlessly with the

surrounding neighborhood.

Background

Brush Park is located just 1/4 mile north of Downtown Detroit's Central

Business District and along the east side of Woodward Avenue, Detroit’s

major regional transportation corridor and business spine. Brush Park’s

Downtown / Midtown location is home to a host of regional institutions

such as Wayne State University and the Detroit Medical Center as well as

downtown major corporate headquarters and stadiums such as General

Motors Corporation, Quicken Loans, Compuware, Comerica Park (Tigers)

and Ford Field (Lions). The Little Caesars Arena (Red Wings / Pistons)

opened in 2017 directly across Woodward Street and just west of Brush

Park. Eastern Market is located directly to the east of the Brush Park, just

across the I-75 expressway. The site at 205 Watson has major freeway

access to all parts of southeastern Michigan, and sits a few blocks east of

the Q-Line light rail system. The site is one block away from the Scott at

Brush Park (a new $65 Million, 200 unit, mixed-use development) and the

City Modern (a new $100 Million, 410-unit condo and multifamily

development).

Property Overview (Cont’d.)

The site lies within a National & Local Brush Park Historic District which has its roots dating back to the mid 1860's. At one time over 400 historic buildings were located in Brush Park, which was one of Detroit's premiere neighborhoods and at the turn of the 19th century was known as the "Little Paris of the Midwest". The 1960's saw the Brush Park neighborhood substantially deteriorate, with a high incidence of vacancy, crime, and abandonment with subsequent demolition. Since the mid 1990's however the City of Detroit has initiated an aggressive campaign in order to save the remaining historic properties. $19 Million was invested by the City of Detroit to complete infrastructure improvements for the entire 117 acres of Brush Park beginning in 2001. The City has invested over a total of $39 million in Brush Park over the last 13 years inclusive of infrastructure, demolition, acquisition, and historic rehabilitation. Desired Development Program The City requests a mixed-use development with commercial uses is welcome but not required. Proposals should include the following elements: Mixed Use Development: A mix of unit types and sizes should be provided

to create diverse housing options. The residential uses may be a mix of for-sale and/or rental. Retail/commercial programming on the ground floor is preferred, but not required.

To better convey the vision of the development of this site, the City of Detroit, through the Brush Park Form Based Code efforts, secured the services of a planning team to conduct a design exercise in order to develop a workable concept for the site, provided in Attachment A. This concept was vetted to a schematic level of design that demonstrates site capacity, and should be utilized as a guide for site planning. These options reflect the City of Detroit’s vision for the site and are not intended to directly prescribe site development.

Bid Information

Zoning Requirements

The 205 Watson site is currently zoned PD Planned Development; however

the City of Detroit is working with community residents and local policy-

makers to implement a new type of zoning code for this site, known as

Form-Based Code. The Form-Based Code for Brush Park will soon be

formally submitted for review before the City Planning Commission and

City Council. It is anticipated the code will be approved within the latter

half of 2019. As a result, all plans should be designed to be consistent with

the draft form-based code.

The development site is also located within the boundaries of a local

historic district. Therefore, as per the City of Detroit Zoning Code Chapter

25, the selected developer must receive the Historic District Commission’s

approval of the project design and should design the site in adherence to

the Historic District Commission's Elements of Design for the Brush Park

Local Historic District. Respondents will be responsible for conducting their

own due diligence on what additional zoning and permitting approvals, if

any, may be required.

Please include the following in your bid request:

1. Letter of intent, which includes a narrative of the Respondent’s

approach to the development of the 205 Watson site, including

proposed unit mix and size breakdown.

2. Provide a massing of the proposed development, and/or schematic site

plan and rendering.

3. Provide a history and overview of the Respondent’s business/

organization and architecture firm.

4. Include specific terms of site acquisition, a development budget

outlining sources and uses, a ten-year pro-forma / operating budget

analysis which clearly describes key market and financing assumptions

for the project. *Special consideration will be given to submissions that include letters of interest,

intent, commitment, etc. from lenders and financial institutions

5. Include a project completion schedule including start and completion

dates and other key dates as identified for action. Include the

anticipated time schedule to assemble needed financial commitments

types of financing expected, specific public sources or incentives

required and their impact on the financial assumptions, if applicable.

6. Provide a description and dates of other residential development

experience, particularly those similar in size and characteristics,

completed by the Respondent.
