The French ITER Industrial Committee (C2I) is the cornerstone of a vast network aiming to prepare industry to deliver high quality offers for the ITER project. More than 4 billion engineering and works contracts generated by the creation of ITER are yet to come. S ince 2006, this painstaking job has been carried out by Sabine Portier and her deputy Philippe Olivier, responsible for the Industrial Committee (C2I) in charge of French industrial mobilization under the auspices of the French Ministries of Industry and Energy. A strong network of nearly 500 people has been created over the years, bringing together industrial associations and trade unions, research organizations, competitiveness clusters and institutional bodies. By creating networks between high-tech French companies, the scientific world and institutional structures, we promote knowledge sharing. « This networking mission enables companies to build bridges, to share expertise and to exchange knowledge. A wide range of fields are concerned, often at the boundary between research and industrial development, such as cryo-magnetism, robotics, control systems, diagnostics, plasma heating systems, engineering and project management » explains Sabine Portier. She is also central to the organizations involved in assisting companies abroad and promotes a network on several levels. Since it was created, C2I has forged multiple links: on a local and regional levels, through chambers of commerce and industry and competitiveness clusters; on an international scale with organizations such as Ubifrance which is responsible for organizing missions to promote French skills abroad and at a European level through the network of « Industrial Liaison Officers » (ILOs) that helps build links with industries in each country of the European Domestic Agency Fusion for Energy. The tip of the iceberg The tip of the iceberg can be seen in the organization of business meetings such as the ITER Business Forum dedicated to future calls for tender. These provide a unique opportunity to make contacts during the themed workshops or the business meetings, thus allowing indus- trialists to identify potential partners or form consortia to respond to calls for tender. Year after year, these meetings are met with success thanks to the active support of ITER, the European Agency Fusion for Energy and the ILO network. The 2011 edition of IBF brought together more than 600 participants in Manosque. More than 700 delegates are expected on 21 st and 22 nd March for the 2013 ITER Business Forum in Toulon, with, for the first time, the participation of Korean, Chinese, Indian, Japanese and Russian domestic agencies and some of their suppliers. Industrial Opportunities: Advantages of Networking Support for Employment In total, nearly 3,500 people have already worked on the ITER construction project, from the first site preparation and construction works of the ITER worksite through to the adaptation of roads between Berre and Cadarache and the construction of the International School in Manosque: the companies concerned entrusted the employment bureau (Pôle Emploi) with the recruitment of 600 employees. Recent new engi- neering contracts, such as the 5.5 year contract won by the Vinci-Ferrovial-Razel consortium composed of six French building and public works companies and a Spanish company, continue the trend. At the peak of activity, between 2014 and 2018, up to 3,500 people will be working on worksite. It is estimated that nearly 1,400 jobs could result from regional subcontracts. The employment center works on site liaising with companies and publishes current job vacancies and temporary work opportunities on its website http:// www.pole-emploi.fr/region/provence-alpes- cote-d-azur/index.html: industrial designer, chargé d'affaires in industry, mechanical engineering study engineer, industrial systems engineer… The Welcome Office More than 1,600 people have already benefited from its services since 2006. The Welcome Office (Agence Iter France) is in charge of welcoming the ITER staff and offering personalized services: an interface with French authorities for administrative procedures, housing and accommodation solutions, transport… It has also gained extensive experience in intercultural exchanges. Companies can benefit from this solid experience working closely with the various welcome centers located in Provence. The Research, Industry and Training Triangle A new program has been created to strengthen the links between research, industry and training. The « Fusion Sciences » Master involves more than a dozen universities and high schools (Polytechnique, Centrale Marseille), and INSTN (1) , and aims to provide a « Professional » development program for future engineers with strong technology expertise coupled with skills in fusion plasma physics. It includes a 6-month internship to ensure a significant industrial element in the curriculum. For its part, the EFDA provides an opportunity for doctoral students and engineers (having 3 to 5 years professional expe- rience) to achieve a very high level qualification in their field, while working in research laboratories, on nearly twenty different research and technological development topics. Free Subscription On 17 January 2013, the official opening of the ITER headquarters in Cadarache marked an important step for France: the perfect realization of its initial commitment to host ITER in Cadarache. It also signaled the start of a new phase for ITER and Agence Iter France (AIF). Bernard Bigot, General Manager of CEA (Commission for Atomic Energy and Alternative Energies) and High Representative for the realization of the ITER project in France, gives his overview. It all began in 2002. I was then Secretary to Mrs Claudie Haigneré, Minister for Research and New Technologies. The Minister completely understood the importance of the challenge and played a key role in the submitting the French bid working alongside the Prime Minister and the President of the Republic. She, like myself, was immediately impressed by the solidarity and enthusiasm to build a high-quality offer to host the largest international research project of the century in France. Eleven years later, we can all see how important the mobilization of local, regional and national government representatives, elected officials, businesses and CEA personnel has been for the successful implementation of ITER at Cadarache (Bouches-du-Rhône). Together, they have allowed France to honor its commitments in a timely manner and have completed the groundwork for rooting the project in the host country. France's parti- cipation is particularly important, it involves an investment of nearly 1.2 billion euros as a direct contribution to the construction of the project – in other words, 20 % of the European contribution for the period from 2007 to 2027 and approximately 260 million euros of contributions in-kind. The choice of the Cadarache site in June 2005 was a key date in the implementation of European commitments to host ITER in Cadarache. Five years later, in July 2010, the CEA made the site available to the ITER International Organization, it had been prepared and fully met all the requirements necessary to start construction of the very large ITER research facility without delay. Beforehand, it had been necessary to acquire, service and develop this 100 ha site. This work was carried out under the responsibility of Agence Iter France (AIF) from 2007 to 2010. It entailed an investment of 155 million euros financed approximately 40 % by Europe and 60 % by France. More than 160 million euros have also been invested in the regional infrastructure, such as on road adaptations between Fos-sur-Mer and Cadarache for the heaviest ITER convoys and the construction of the international school in Manosque. Industrial Opportunities Since the project started, industrialists and research labo- ratories of the Member States of the European Union have actively participated in the development and construction of the components necessary to build the ITER research facility. More than two and a half billion euros of contracts have been issued by various contractors in France and Europe: AIF, the Regional Council, DREAL PACA, ITER Organization and the European agency "Fusion for Energy", F4E. OF THE MONTH Retrospective 2005-2013 FACES number 42 //// February-March 2013 English version of the AIF newsletter Hugues Parant In 2005, the Prime Minister instructed the Préfet of the Provence- Alpes-Côte d'Azur region to « accommodate the large ITER project in the best conditions possible », welcome the project, liaise with all actors and create partnerships with local communities. How important is ITER for the region? Along with the CEA research center, ITER is a center of primary impor- tance in the development of the region and is a great accelerator of talent, innovation, economic opportunities and jobs. This is a solid anchorage point for employment, training and research in a region which includes 155,000 students, in other words, 7 % of the student population of France. This is essentially THE global project and it is installed in the Provence-Alpes-Côte d'Azur region. What is the role of the state? We are in charge of the regional offer in terms of welcome, employment, housing and development of areas of economic activity. We are participating in a campaign to inform elected officials and residents of towns near Cadarache about a rehabilitation program for vacant accommodation (with an estimated potential of about 2,500 housing opportunities). We are currently studying twenty projects in response to the accommodation needs for the ITER construction site personnel and ensuring that they comply with the development program of each municipality. We are also involved in the organization of the ITER convoy tests and trials planned for this year, both in terms of obtaining authorizations for the exceptional transportation and of the ensuring the safety of these operations. One stop shop for employment? Nearly 3 500 workers are expected from 2014 to 2018: our objective is that a significant part of these jobs be taken by people from the region. We aim to train young people and job seekers so that companies find a local qualified workforce to meet with their requirements. This challenge must involve all employment partners, in particular the local communities. A charter concerning ITER project employment will soon be signed by all employment and training partners to create an operational human resources system. Within this framework, the government is working with the project participants to forecast jobs and necessary skills based on a real-time analysis of the training and recruitment needs of companies. Since 2007, the French national employment bureau (Pôle emploi) has been present on the ITER worksite. Now, to respond better to the needs of both French and foreign businesses, a "one-stop shop" has opened. It is a single point of contact, not just to provide a global employment offer, but also a complete welcome package for companies and their employees by coordinating human resources and assisting with implementation, accommodation and outsourcing. Sabine Portier IMAGE OF THE MONTH Here in the Cnim facility in the Var, where 35 radial plates, a key component of toroidal superconducting coils, will be manufactured. The implementation of the ITER project in Cadarache (Bouches-du- Rhône) represents many opportunities for industrial and economic development, employment and regional research. A wide range of scientific and technical expertise is mobilized. In the CNIM Facility. For Raymond Yeddou, sub-prefect of the Var, « the issue of housing and accommodation of newco- mers to the site creates an excellent opportunity to invest in developing the local economy and the local sustainable program ». Two public meetings were held in January and February 2013 to present solutions aiming to encourage people to rehabilitate old buildings in the Var with the assistance of the National Accommodation Agency. The aim is to create 1,500 to 2,000 accommodation possibilities for single people with a budget of about 200 to 300 euros per person per month and within a 30-minute isochrone around the ITER site in order to cope with peak needs in 2014-2018 when nearly 3,500 people will be involved in construction. It is a joint project including Agence Iter France, government services and the regional council and is complementary to programs already in place, which include: « turnkey » solutions for companies which commit to a certain number and duration of bookings; investment in kind, in the form of work, in return for the provision of land; or work and a financial contribution from companies. The implementation of the ITER project in Cadarache (Bouches-du-

Rhône) represents many opportunities for industrial and economic

development, employment and regional research. A wide range of

scientific and technical expertise is mobilized.

In the CNIM Facility.

For Raymond Yeddou, sub-prefect of the Var, « the issue of housing and accommodation of newco-mers to the site creates an excellent opportunity to invest in developing the local economy and the local sustainable program ». Two public meetings were held in January and February 2013 to present solutions aiming to encourage people to rehabilitate old buildings in the Var with the assistance of the National Accommodation Agency. The aim is to create 1,500 to 2,000 accommodation possibilities for single people with a budget of about 200 to 300 euros per person per month and within a

30-minute isochrone around the ITER site in order to cope with peak needs in 2014-2018 when nearly 3,500 people will be involved in construction. It is a joint project including Agence Iter France, government services and the regional council and is complementary to programs already in place, which include: « turnkey » solutions for companies which commit to a certain number and duration of bookings; investment in kind, in the form of work, in return for the provision of land; or work and a fi nancial contribution from companies. ■

Regional industries meet the ITER challenge

Thanks to the prototype completed in 2012 in the CNIM Constructions Industrielles de la Méditerranée facility at La Seyne-sur-Mer in the Var, production of 35 radial plates will soon start. This is half of the 70 radial plates ordered from the SIMIC-CNIM consortium for a total of 163 million euros. These radial plates are a key element in the manufacturing of the superconducting toroidal coils because they are used to guide the superconducting coil and ensure mechanical stability during operations. The magnetic fi eld created by these coils will confi ne the plasma in the heart of the ITER research machine. « Our market share represents 300,000 working hours in our facilities and will involve approximately sixty employees», explains Jean-Claude Cercassi, Business Development Manager at CNIM. As of January 2014, two radial plates will leave the consortium's workshops every three weeks over a period of three years. To honor this contract, CNIM and SIMIC must each be equipped with two machines with a 15 m by 10 m gantry to enable the machining of the exceptionally large parts. Both CNIM machines will be housed in a new air-conditioned building that has yet to be built. « Unique in its size, environment and easy access to the sea, this tool will also allow us to manufacture high precision components useful for new energy sectors such as wind turbines, as well as large components for other sectors », says Jean-Claude Cercassi. The company is taking advantage of this impetus to start a development process and expanding its industrial premises in Brégaillon in the Var to create an additional 3,000 m2.These activities are conducive to local economic development and collaborations such as with Comex Nucléaire, a subsidiary of ONET Technologies, which has developed a method for ultrasonic inspection of the welds on CNIM's radial plate prototype. This regional company, created in Marseille, has already won nearly twenty ITER contracts, particularly in the fi eld of design studies.« We also developed a real-size carrying robot prototype to check the components of the ITER vacuum chamber using ultrasound », says Jean-Pierre Biaudis, manager for experimental reactors at Comex Nucléaire. Ultrasound checks are extremely promising in the industrial fi eld, they are notably one of the axes of development on which Comex Nucléaire is focusing: « neutral and non-destructive, this principle can replace radiographic testing where possible. In the same fi eld, we are also working on R&D activities related to the EDF company and the petrochemical industry », he adds.

Local skills and international partnershipsThe company Thales Electron Devices (TED), with nearly 2,000 employees in the region, signed a contract of over three million euros with ITER India in 2012. It is for the realization of a fi rst demonstrator of ITER's ion cyclotron resonance heating system on the frequency [35-65] MHz: « This system uses grid tubes manufactured in Thonon-les-Bains, which will heat the plasma through energy transfer to the ions », explains Stéphane Bethuys, marketing manager for the fi elds of fusion and particle accelerators at TED. « Once the cavities and tubes have been manufactured and tested in Haute-Savoie, sub-assemblies will be delivered to India at the end of 2013 to be integrated into a complete transmitter with a HV power supply », he elaborates.Also part of the Prima research program, developed at the University of Padua in Italy to support the ITER project, Thales Electron Devices is focusing on the development of a Spider test bench. « We are fi nalizing the development of sources of radio-frequency of the ions necessary for ITER's neutral particle injectors ». The injection of neutral particles will, through multiple collisions, contribute to the transfer of their energy to the plasma particles thereby increasing the temperature to the level required to produce fusion reactions.This subsidiary of the Thales Group, specializing in the supply of components for the fi elds of radiology, space, defense and research, supplied CERN in Geneva with all the frequency sources of the Large Hadron Collider thereby providing the energy required to accelerate the proton beam.

The Tore Supra facility at Cadarache (CEA) was also provided with heating sources made in Vélizy, in the Paris suburb and in Thonon. To design and implement these systems, it is necessary to use specifi c technologies and industrial resources as for the assembly of materials with very diff erent mechanical and thermal properties: highly pure copper associated with synthetic diamond or sapphire enabled the creation of the microwave windows of Tore Supra's gyrotrons. To be developed and mastered industrially, these technologies need vast, mature technological experience and unique knowledge in the fi elds of thermomechanics, metallurgy, chemistry and radio frequencies.

During the experiments, the heart of the machine is under high surveillance. The question is: How should we work in the extreme conditions necessary to achieve the fusion reaction? The company Bertin Technologies (a subsidiary of CNIM) is currently working on this issue within the ITER team.« Specializing in the fi eld of metrology of measurements and controls, we provide technical support for ITER within the diagnostics division, especially for the production of the windows and the development of glass capable of withstanding the conditions at the heart of the tokamak », said Jean-Baptiste Haumonté, sales manager of the Aix-en-Provence branch with a hundred employees. This company also works on facilities such as the Laser Megajoule in Aquitaine and in the fi elds of defense and space in Toulouse.

Engineering EverywhereAssystem, EADS Astrium and Areva are all companies which have established close links with the world of fusion for more than 20 years. They are now working alongside ITER on engineering and expertise support missions. For Assystem, the fi rst contact dates back to 2005 when the company won a Franco-German contract with the Kraftanlagen-Heidelberg company in response to a call for tender for safety studies initiated by the EFDA (1). A year later, the company was working with the ITER design office. « Since 2006, forty French, English and Spanish engineers have been working alongside ITER Organization to design the machine. We plan to support the project until its completion, working on the phases of construction, monitoring and testing. We also have about ten engineers working with F4E on studies and calculations », explains Bernard Blanc. EADS Astrium is working for ITER to manage the design and assembly studies of the machine, and with F4E on robotics studies. « We have solid experience in the field of space using our working methods in a very European framework. With ITER, we are exploring new horizons by extending our working methods across the world and into new markets » says Pierre Ruibanys. Smaller companies have also found their place in the project, such as ISO Engineering (with thirty specialized engineers). Created by Robert Chardon, it is in charge of the design and engineering studies of the process control systems for nuclear safety and the security of the machine. More recently, the Sopra Group SSII has signed two contracts: six engineers are working on process control systems (nearly 222 diff erent systems to drive) and leading a mission to help pilot and manage the project. ITER offers real potential for development.(1) European Fusion Development Agreement (the umbrella organization of all fusion research laboratories in Europe).

Companies such as CNIM, Bertin Technologies, Comex Nucléaire, Thales and EADS Astrium, are developing International partnerships to ensure the success of the ITER project.

108 Calls for Tender Issued in 2012In just one year, 2012, the ITER Organization issued 74 calls for tender (including 27 calls for application and 47 calls for expertise). Meanwhile, the European Domestic Agency Fusion for Energy published 34 calls for tender, including 9 calls for proposals for R&D projects, 17 open tenders, 6 limited tenders and 2 negotiated procedures.

Work For SMEs TooOf the contracts awarded by F4E, nearly 10 % have benefited small and medium-sized companies (not including R&D contracts). A wide range of skills and expertise are needed to achieve the ITER project in Cadarache. With ITER, international as well as local SMEs fi nd many opportunities to promote their skills. The construction of the ITER headquarters buildings by the Léon Grosse Provence-Axima consortium, under the project management of Agence Iter France, created work for fi fteen medium-sized subcontractors. Many engineering companies have been working alongside ITER since 2008. Domestic agencies that will deliver the components now being manufactured will require support during the assembly phase of the machine. This view is shared by the SDMS Provence company based in Manosque, they believe that « first perspectives will most probably arise at the machine assembly stage due to the precision and intricate equipment ».

Tore Supra in the Wake of ITERThe realization of ITER plays an innovative impetus role in the Research Institute for Magnetic Fusion (IRFM) in the CEA. It is now embarking on the modification of its Tore Supra research facility which, once transformed, will be a real test platform open to all ITER partners. This platform, called WEST, will cover a new field of research and knowledge, particularly on the subject of the premature aging of components most exposed to the plasma. CEA has just started a new partnership with one of the most renowned Chinese institutes of plasma physics (SWIP, Chengdu) which will provide the electrical power supplies for the divertor coils (a kind of ashtray that collects dust inside the machine) with the aim of testing new tungsten elements to be used to extract a large amount of the plasma energy. Thus, SWIP will have access to the results of the research program on the behavior of these tungsten components which it would like to develop within the framework of the Chinese fusion research program.
