Minister of Information and Communications DN Dungyel and the UNDP Bhutan Deputy Resident Representative Niamh Collier-Smith inaugurating the bus stop

To make public transport in Thimphu comfortable efficient and desirable for commuters the

Ministry of Information and Communications (MoIC) inaugurated a model bus stop adjacent to

the Changjiji movie theater today The event also witnessed the launch of the Intelligent

Transport Systems (ITS) feasibility report ndash an action plan for improving urban transport in

Thimphu

Supported by the Low Emission Capacity Building project through the United Nations

Development Programme (UNDP) the bus stop features lighting and a 247 CCTV camera to

encourage safe and responsible commuting ndash especially for women and children -- and to

study the travel behavior of the passengers It also has an information board with a route map

and the location of the bus stop and can seat 48 people waiting for the bus There is also

wheelchair access

Speaking at the inaugural function of the bus stop Lyonpo DN Dhungyel the Minister of

Information and Communications (MoIC) said that managing the growing vehicular traffic in

Thimphu is becoming difficult with ldquo50 per cent of the total vehicles in the country in Thimphu

alonerdquo So far the Road Safety and Transport Authority (RSTA) has registered 76000

vehicles in the country and private car ownership is steadily increasing This trend also

creates a challenge for the government to maintain its commitment to carbon neutrality as

records show that transport now accounts for 44 per cent of all energy-related Green House

Gas (GHG) emissions in Bhutan It is the global increase of GHG emissions that are causing

climate change

The model bus stop set up is one of the recommendations of the Intelligent Transport System

(ITS) feasibility study that was also supported through the LECB project which is funded by

the European Commission and the governments of Germany and Australia Sonam Y

Rabgye project focal point in UNDP said that lsquoit has been most satisfying to see the first bus

stop completed within few months of finalizing the ITS reportrsquo She also shared that UNDP is

working closely with other stakeholders like RSTA and Bhutan Post in improving the transport

sector through improvement of bus stop signage posts and piloting smart cards for

commuters

The Ministry in coordination with relevant stakeholders has committed to construct similar

bus stops in all the 105 remaining locations in Thimphu within the next few years with support

from the World Bank and other international assistance Further the Ministry is also exploring

possibilities of setting up Wi-Fi facilities at the bus stops for commuters to access mails and

work while waiting for the bus as well as to allow for real-time bus information to be

communicated to waiting commuters

Minister of Information and Communications DN Dungyel and the UNDP Bhutan Deputy Resident Representative Niamh Collier-Smith inaugurating the bus stop

To make public transport in Thimphu comfortable efficient and desirable for commuters the

Ministry of Information and Communications (MoIC) inaugurated a model bus stop adjacent to

the Changjiji movie theater today The event also witnessed the launch of the Intelligent

Transport Systems (ITS) feasibility report ndash an action plan for improving urban transport in

Thimphu

Supported by the Low Emission Capacity Building project through the United Nations

Development Programme (UNDP) the bus stop features lighting and a 247 CCTV camera to

encourage safe and responsible commuting ndash especially for women and children -- and to

study the travel behavior of the passengers It also has an information board with a route map

and the location of the bus stop and can seat 48 people waiting for the bus There is also

wheelchair access

Speaking at the inaugural function of the bus stop Lyonpo DN Dhungyel the Minister of

Information and Communications (MoIC) said that managing the growing vehicular traffic in

Thimphu is becoming difficult with ldquo50 per cent of the total vehicles in the country in Thimphu

The model bus stop was entirely constructed in Bhutan and features a uniquely national

design from architect Mr Phil Mac Master The roof of the bus stop is designed as a leaf to

signify the green and natural environment of Bhutan which forms one of the main pillars of

Gross National Happiness There is also a gold logo commemorating the 60 Birth

Anniversary of fourth Druk Gyalpo King Jigme Singye Wangchuck

Brasiacutelia (21082015) ndash Haacute algumas deacutecadas o Brasil tem feito alguns esforccedilos significativos para conservaccedilatildeo da natureza reduccedilatildeo dos impactos no

clima e implementaccedilatildeo das condiccedilotildees de defesa e sustentabilidade de populaccedilotildees tradicionais e povos indiacutegenas Entre os resultados se destacam

volumes muito expressivos de criaccedilatildeo de unidades de conservaccedilatildeo inclusive reservas extrativistas demarcaccedilatildeo de terras indiacutegenas e reduccedilatildeo do

desmatamento Tatildeo significativos que bateram recordes mundiais em cada caso e durante certos periacuteodos representaram mais que todos os outros

paiacuteses juntos

Isso soacute foi possiacutevel pela progressatildeo importante nas poliacuteticas puacuteblicas produto de decisotildees de sucessivos governos pelo envolvimento de segmentos

importantes da sociedade brasileira ndashsociedade civil populaccedilotildees tradicionais setor privado etcndash e pelo apoio da cooperaccedilatildeo internacional A tiacutetulo de

exemplo podem ser citados programas de prevenccedilatildeo e controle do desmatamento criaccedilatildeo e fortalecimento de aacutereas protegidas proteccedilatildeo de terras

indiacutegenas fortalecimento dos oacutergatildeos estaduais de meio ambiente reservas extrativistas corredores ecoloacutegicos etc No seio da cooperaccedilatildeo internacional

se destaca a cooperaccedilatildeo alematilde que vem apoiando consistentemente as accedilotildees brasileiras ao longo de deacutecadas

Na visita de alto niacutevel do governo alematildeo desta semana vemos mais um conjunto de accedilotildees e compromissos muito significativos Em termos de

compromissos apoios e anuacutencios vale destacar

- apoio de mais 100 milhotildees de euros ao Fundo Amazocircnia ateacute 2020 (aleacutem da cooperaccedilatildeo teacutecnica e de futuros pagamentos por resultados em REDD+)

- restauraccedilatildeo de 12 milhotildees de hectares de florestas ateacute 2030 particularmente aacutereas de preservaccedilatildeo permanente particularmente na Mata Atlacircntica

Cerrado e Amazocircnia desenvolvimento de um iacutendice de recuperaccedilatildeo florestal (pelo Inpe) e empreacutestimo de 100 milhotildees de a taxas de juros reduzidas para

restauraccedilatildeo de 5 milhotildees de hectares

- doaccedilatildeo de 23 milhotildees de euros para implantaccedilatildeo do cadastro ambiental rural (CAR) e mais 10 milhotildees de euros em doaccedilatildeo e 115 milhotildees de euros em

apoio teacutecnico para desenvolvimento econocircmico sustentaacutevel na Amazocircnia associado ao CAR

- mais 317 milhotildees de euros para o Programa Aacutereas Protegidas da Amazocircnia (Arpa para proteccedilatildeo que provavelmente superaraacute 60 milhotildees de hectares

que incluem unidades de conservaccedilatildeo de interesse de populaccedilotildees tradicionais) 1

- continuar a proteger os direitos originais dos povos indiacutegenas no Brasil

- busca de um acordo ambicioso duradouro abrangente e juridicamente vinculante na Conferecircncia do Clima em Paris para que o aumento da

temperatura global fique abaixo de 2deg C com cooperaccedilatildeo com paiacuteses em desenvolvimento

- transiccedilatildeo rumo a economias de baixo carbono fortalecer a agricultura de baixo carbono em particular com a restauraccedilatildeo de pastagens e esforccedilos para

ampliar as opccedilotildees de transporte de baixo carbono

- empreacutestimos a juros baixos de 415 milhotildees de euros e 45 milhotildees de euros em apoio teacutecnico para apoiar energias renovaacuteveis e eficiecircncia energeacutetica

aumentando o percentual de renovaacuteveis (aleacutem da hidraacuteulica) a 20 ateacute 2030

- empreacutestimo a juros baixos de 265 milhotildees de euros para apoiar projetos de desenvolvimento urbano climaticamente adequados aleacutem de 5 milhotildees de

euros em apoio teacutecnico para promover eficiecircncia energeacutetica em aacutereas urbanas e 4 milhotildees de euros para apoiar soluccedilotildees de eficiecircncia energeacutetica no

programa de habitaccedilatildeo social brasileiro

- colaborar em projetos de pesquisa baacutesica e aplicada etc 2

Por ocasiatildeo da visita desta missatildeo de alto niacutevel da Alemanha ao Brasil eu tive oportunidade de receber a diretora de relaccedilotildees internacionais do

Ministeacuterio do Meio Ambiente em Tamandareacute em Pernambuco para lanccedilamento do Projeto TerraMar que vai contribuir com metodologias de

zoneamento em terra e mar e suas interaccedilotildees para proteger a biodiversidade na Aacuterea de Proteccedilatildeo Ambiental (APA) da Costa dos Corais e entorno e no

banco de Abrolhos 3 Temos tambeacutem outros projetos jaacute em andamento que contam com apoio alematildeo como de mudanccedilas climaacuteticas e Mata Atlacircntica

estruturaccedilatildeo do Sistema Nacional de Unidades de Conservaccedilatildeo (Snuc) entre outros

Ainda nesta oportunidade tivemos um seminaacuterio de um dia sobre Florestas Clima e Biodiversidade 4 aleacutem das conversaccedilotildees coordenadas pela Agecircncia

Brasileira de Cooperaccedilatildeo para a continuidade futura da cooperaccedilatildeo e as reuniotildees bilaterais entre ministeacuterios No Ministeacuterio do Meio Ambiente pudemos

nos reunir com os colegas e autoridades dos Ministeacuterios de Meio Ambiente e de Cooperaccedilatildeo e Desenvolvimento da Alemanha 5

Destaca-se nesse processo todo tambeacutem a prioridade que a lideranccedila da ministra Izabella Teixeira tem dedicado agrave biodiversidade e ao papel das aacutereas

protegidas 6 Entendo que esse contexto fortalece nossa responsabilidade com o importante papel para o Instituto Chico Mendes de Conservaccedilatildeo da

Biodiversidade (ICMBio) no sentido de fortalecer nossa contribuiccedilatildeo ao Snuc inclusive em termos da adaptaccedilatildeo agraves mudanccedilas climaacuteticas E tambeacutem de

entregar mais e melhores produtos e resultados para a sociedade brasileira inclusive por meio de maior eficiecircncia na execuccedilatildeo de projetos e maior

eficaacutecia em nossas estrateacutegicas de gestatildeo de unidades de conservaccedilatildeo (uso puacuteblico regularizaccedilatildeo fundiaacuteria resoluccedilatildeo de conflitos planos de manejo

produccedilatildeo sustentaacutevel etc) e diagnoacutesticos de niacuteveis de conservaccedilatildeo da biodiversidade e diretrizes e prioridades

Como brasileiro e profissional da aacuterea passei por vaacuterios dos processos projetos e programas e me sinto muito orgulhoso de nossos avanccedilos e de estar

contribuindo e agradecido ao apoio alematildeo

Mittel- und suumldamerikanische Laumlnder haben den Wiederaufbau der Waumllder in Zentralamerika erstmals zu einem gemeinsamen politischen Ziel erklaumlrt Auf einer internationalen Waldkonferenz in El Salvador vereinbarten die Umweltminister zentral- und suumldamerikanischer Laumlnder ihre Zusammenarbeit mit diesem Ziel zu verstaumlrken Die Konferenz fand im Rahmen der laquoBonn Challengeraquo statt einer vom Bundesumweltministerium initiierten globalen Aktionsplattform zum Wiederaufbau von Waumlldern und wurde von Umweltstaatssekretaumlr Flasbarth gemeinsam mit der Umweltministerin von El Salvador eroumlffnet

conjunto con Procobre Chile firmaron un acuerdo de cooperacioacuten para

incentivar la actualizacioacuten en las nuevas necesidades de consumo de energiacutea

eleacutectrica a fin de buscar mejores condiciones de seguridad ahorro y

medioambiente para los empresarios y particulares del sector agro-

alimentario

A finales del antildeo 2014 Camchal ganoacute un proyecto en el marco de la Iniciativa

Internacional para la Proteccioacuten del Clima (IKI) Eacutesta iniciada y financiada por

el Ministerio Federal de Medio Ambiente Conservacioacuten de la Naturaleza y

Seguridad Nuclear (BMUB) tiene como objetivo impulsar y fomentar

actividades que aportan a la proteccioacuten del clima a nivel mundial

El proyecto Smart Energy Concepts tiene como principal objetivo aumentar la

competitividad del sector agro-alimentario chileno a traveacutes de la

implementacioacuten de medidas de Eficiencia Energeacutetica

Asiacute lo comentoacute Juan Pablo Hess presidente de Camchal ldquoeste proyecto es

muy importante para nosotros porque promueve el desarrollo de un paiacutes

sustentable y preocupado por el medio ambiente Queremos apoyar a las

empresas del sector a mejorar su capacidad de reducir sus emisiones de C02

a traveacutes del apoyo para la implementacioacuten de medidas de EE y la estimulacioacuten

de realizar la medicioacuten y verificacioacuten de la optimizacioacuten energeacutetica logradardquo

El sector marcado por una alta tasa de exportaciones tiene un doble desafiacuteo

que enfrentar por un lado deben competir con mercados productores

internacionales que tienen costos de mano de obra y energiacutea maacutes bajo Por

otro tienen que cumplir con los estaacutendares requeridos por los consumidores

cada vez maacutes exigentes referentes al tema de la huella de carbono y una

produccioacuten maacutes limpia

Bajando el consumo de energiacutea las empresas podraacuten beneficiarse con una

rebaja de sus costos Ademaacutes conseguiraacuten tener una reduccioacuten en sus

emisiones de C02 y -por ende- una diminucioacuten de la huella de carbono A

nivel nacional la necesidad es alta y existe el desafiacuteo de informar y explicar

queacute es la Eficiencia Energeacutetica y lo que pueden lograr con ella

Con el apoyo de Procobre se busca favorecer una cultura de Eficiencia

Energeacutetica con iniciativas de normalizacioacuten y difusioacuten relacionadas con la

implementacioacuten de tecnologiacuteas que permitan eficientar la cantidad de energiacutea

utilizada y promover el desarrollo de proyectos con los principales beneficios

del cobre y coacutemo eacuteste puede ayudar en el ahorro y disminucioacuten de emisiones

C02 en el paiacutes

Como por ejemplo los Motores industriales con mayores iacutendices de cobre

tienen menores perdidas de energiacutea que los motores convencionales y por

ende contribuyen a un uso eficiente de la energiacutea Por lo tanto la utilizacioacuten

de motores eficientes cuyos principales componentes son de cobre

Ramiacuterez Tejada vicepresidente ejecutivo del Cnccmdl informoacute que la negociacioacuten internacional se

orienta hacia la definicioacuten y adopcioacuten de un nuevo acuerdo global que se espera sea alcanzado en

el marco de la vigeacutesimo primera Conferencia de las Partes (COP21) a celebrarse en Pariacutes

(Francia) en diciembre

Aseveroacute que el objetivo de los encuentros sectoriales es recibir propuestas de los sectores

econoacutemico puacuteblico privado sociedad civil academia y otros grupos para mejorar y enriquecer la

2010 y de informacioacuten de vulnerabilidad y adaptacioacuten incluidos el plan nacional y otros planes

sectoriales precisoacute

Recordoacute que en la COP19 las partes acordaron iniciar e intensificar la preparacioacuten de sus

contribuciones previstas determinadas a nivel nacional dirigidas a la reduccioacuten de emisiones post-

2020

Ramiacuterez Tejada dijo que las consultas continuaraacuten mantildeana con el sector de adaptacioacuten al cambio

climaacutetico el mieacutercoles con el sector agropecuario y forestal el jueves con el sector transporte y el

viernes con residuos

Rafael Beriguumlete de la Agencia Alemana para la Cooperacioacuten Internacional GIZ indicoacute que la

cooperacioacuten alemana a traveacutes de la Iniciativa Internacional para el Clima (IKI) del Ministerio

Ante el cambio climaacutetico se plantea como desafiacuteo

Posicioacuten del paiacutes sobre el cambio climaacutetico se encuentra en etapa final

Santo Domingo- Santo Domingo- Santo Domingo- Santo Domingo- El vicepresidente ejecutivo del Consejo Nacional para el Cambio Climaacutetico y el Mecanismo de Desarrollo Limpio (Cnccmdl) Omar Ramiacuterez Tejada informoacute hoy que la posicioacuten que sobre el cambio climaacutetico sustentaraacute el paiacutes en la Vigeacutesimo Primera Conferencia de las Partes que se realizaraacute en diciembre en Pariacutes Francia y se encuentra en proceso de conclusioacuten

Luego de que se integraran las sugerencias emanadas de la consulta que se llevoacute a cabo en julio con sectores representativos de la sociedad a nivel nacional Ramiacuterez dijo que se constituye en la principal herramienta para las negociaciones sobre cambio climaacutetico del paiacutes con las demaacutes naciones estaraacute listo en los proacuteximos diacuteas

El funcionario explicoacute que se hicieron consultas sectoriales entrevistas y una consulta nacional en la que participaron entidades del gobierno descentralizadas del sector privado y organizaciones de la sociedad civil

Asimismo dijo que el documento contentivo de la Posicioacuten Paiacutes de Repuacuteblica Dominicana sobre Cambio Climaacutetico seraacute entregado a la Convencioacuten Marco de Naciones Unidas sobre Cambio Climaacutetico en diciembre y que serviraacute de guiacutea para las posiciones del paiacutes en el acuerdo climaacutetico global que deberaacute emanar de la COP21

El vicepresidente ejecutivo del Consejo dijo que se tratoacute de una consulta amplia por lo que la Posicioacuten Paiacutes seraacute un documento consensuado

Tambieacuten se refirioacute a la Contribucioacuten Prevista Determinada a Nivel Nacional (INDC) con la que se comprometeraacute el paiacutes ante la comunidad internacional para aportar a las metas globales de reduccioacuten de emisiones de gases de efecto invernadero

Dijo que la INDC de Repuacuteblica Dominicana se elaboroacute con base en la Estrategia Nacional de Desarrollo el Plan de Desarrollo Econoacutemico Compatible con el Cambio Climaacutetico (Plan Deccc) el inventario nacional de emisiones de gases de efecto invernadero de 2010 realizado dentro de la Tercera Comunicacioacuten Nacional y con informaciones de vulnerabilidad y adaptacioacuten

Ramiacuterez Tejada informoacute que la Posicioacuten Paiacutes se realiza con el apoyo financiero de la Agencia Francesa para el Desarrollo (AFD) a traveacutes del proyecto ldquoPosicioacuten-Paiacutes de la RD ante el Cambio Climaacutetico Actualizacioacuten 2015 y Mapa de Ruta hacia la COP21rdquo

Respecto a la INDC dijo que cuenta con el apoyo teacutecnico y financiero de la Iniciativa Internacional para el Clima (IKI) del Ministerio Federal de Medio Ambiente Proteccioacuten de la Naturaleza Obras Puacuteblicas y Seguridad Nuclear (BMUB) de Alemania y la Agencia Alemana para la Cooperacioacuten Internacional (GIZ)

ndash Capacity Development on Renewable Energy and Grid Integrationrdquo programme The Technical Secretary

Eng John Jara took part in the opening ceremony with a speech highlighting the crucial role of capacity building

for the change in the energy matrix of Ecuador The seminar on solar energy wind energy and biogas was

conducted by the German company Renewables Academy (RENAC) expert in training and capacity building

on renewable energy and energy efficiency and responsible for the implementation of CapREG

CapREG is a three-year capacity building programme within the German International Climate Initiative (IKI)

RENAC commissioned by the German Federal Ministry for the Environment Nature Conservation Building

and Nuclear Safety (BMUB) organises this scholarship programme CapREG offers face-to-face and online

trainings for professionals from Ecuador Mexico Peru Indonesia Philippines Thailand and Vietnam

The seminar in Ecuador was attended by 18 participants from the energy sector including representatives from

the Coordinating Ministry of Strategic Sectors the Ministry of Electricity and Renewable Energy the Agency for

Regulation and Electricity Control the National Institute for Energy Efficiency and Renewable Energy the

National Energy Control Centre the Electricity Corporation of Ecuador and the Ministry of Environment

Ecuador has initiated a process to change its energy matrix The country enjoys excellent geographical and

climatic conditions for the development of renewable energy projects capable of providing clean and safe

electricity and heat while reducing greenhouse emissions Currently numerous efforts are being devoted to

increase the share of renewable energy in the energy matrix of Ecuador To achieve these objectives it is

essential to count with trained professionals that contribute to the creation of favorable conditions for the

renewable energy sector to make possible its long-term development

Con los PEC se superan los enfoques convencionales de cooperacioacuten ya que se fortalece la gestioacuten comunitaria apo-yo a las comunidades al tiempo que los gobiernos locales reciben servicios de capacitacioacuten y respaldo en la ejecucioacuten de proyectos

La innovacioacuten de los PEC consiste en que la comunidad decide en cuaacuteles obras invertiraacute los recursos disponibles realiza los procesos de contratacioacuten y asume toda la responsabilidad en las actividades ad-ministrativas logiacutesticas y teacutecnicas para ejecutar y llevar a cabo su proyecto siem-pre manteniendo la calidad de la obra

February 9th Dr Michael Freudenberg Deputy Head of Mission of the German Embassy in Port-of-Spain with responsibility for Grenada made a special visit to Grenada from February 4th to February 9th Aside participating in various meetings including the Zero-Hunger Pledging Conference and events to celebrate Grenadarsquos 41st Independence Dr Freudenberg met with the Ministry of Foreign Affairs to hand over a Note Verbale by the German Ministry of Foreign Affairs which announced a new and important project in the energy sector

The German Federal Ministry for the Environment Nature Conservation Building and Nuclear Safety (BMUB) agreed to provide approximately 45 Million XCD (approx 14 million Euros) from its International Climate Initiative (IKI) to support sector reforms in the Grenadian energy sector

The project with the title ldquoReform of the Electricity Sector to support Climate Policy in Grenadardquo (G-RESCP) will commence this month The goal is to support Grenada in the use of renewable energy and its reduction of CO2 emissions via institutional amendments to allow for

more investments in renewable energy and energy efficiency

In the meeting with Patricia Clarke Permanent Secretary of the Ministry for Foreign Affairs Dr Freudenberg stressed that ldquoGrenada has great potential for renewable energy and hence a unique opportunity to reduce its carbon footprint

Germany is happy to support reforms in the energy sector to allow Grenada to reap the benefits of this potential resource By doing this Grenada can lead the way for small island states in amending institutional structures to follow the path of a sustainable societyrdquo G-RESCP will be implemented by the German Agency for International Cooperation (GIZ) in close collaboration with the Government of Grenada

This new project is the second project in Grenada funded by the German Ministry for Environment The first project the ldquoIntegrated Climate Change Adaptation Strategiesrdquo (ICCAS) programme was launched in April 2013 and has a volume of approximately 16 million XCD (5 million Euros) ICCASrsquo objective is to increase resilience of vulnerable communities and ecosystems to climate change risks in Grenada

It was noted that although the ICCAS Project is not even at its halfway mark it has left a recognizable imprint across various sectors in Grenada

The key role of BMUB as a donor and GIZ as implementer in the reactivation of the National Climate Change Committee the development of a Coastal Zone Policy for Grenada Carriacou and Petit Martinique and the training of public officers in the use of a Climate Risk Assessment Tool which helps to make climate-smart decisions received high commendations from Merina Jessamy Permanent Secretary with responsibility for Agriculture Lands and the Environment who works closely with the ICCAS project

Additionally ICCAS is currently starting a rainwater harvesting project a climate-smart agricultural project as well as a community-based reforestation campaign which includes the protection of mangroves Recently ICCAS also produced a climate change music video with three young Grenadian artistes (Swipe Eclipse amp Avonni) who performed the song ldquoCanrsquot do it alonerdquo which is available on Youtube for viewing

At the end of 2014 as part of ICCAS a Community Adaptation Fund with a budget of 33 Million XCD was created which will assist non-government organisations to implement projects that will mitigate the negative impacts of climate change in their communities

The United Nations Development Programme (UNDP) is in charge for the implementation of this key financing instrument to combat climate change in communities The first round of community-based adaptation projects will be approved in upcoming months

Dr Freudenberg also mentioned that the new energy project will build on the groundwork of the existing climate change initiative and extends the scope from Climate Change Adaptation to mitigation of greenhouse gases which contribute to climate change

Grenada is the first country to receive such comprehensive climate change focused support which is also a component of other regional projects such as the ldquoCaribbean Aqua-Terrestrial Solutions (CATS)rdquo project based in St Lucia and the Regional Renewable Energy projects based in Guyana and St Lucia

This impressive list of projects shows the importance of Grenada to Germany as a front-runner in the fight against climate change While the groundwork done by the German projects puts Grenada in an advantageous position to receive additional large-scale funding - eg from the Green Climate Fund - it also means that the international community will look closely on actions on the ground in Grenada and the progress made to inform the resilience-building measures of their own efforts

The German federal ministry for the environment nature conservation

building and nuclear safety (BMUB) agreed to provide approximately

EC$45 million (147 million Euros US$167 million) from its

international climate initiative (IKI) to support sector reforms in the

Grenadian energy sector

The project with the title ldquoReform of the Electricity Sector to support

Climate Policy in Grenadardquo (G-RESCP) will commence this month The

Indian Solar Radiation Atlas is launched On 3 June 2015 the National Institute of Wind Energy (NIWE) Chennai has launched the Indian Solar Radiation At-las ndash an on-line GIS-based information portal to facilitate expansion of the solar energy sector in the country NIWE is a research institute under the Ministry of New and Renewable Energy (MNRE) Government of India (GoI) The Solar Radiation Resource Assessment (SRRA) wing of the NIWE is responsible for set-ting up and maintaining ground stations at different States and Union Territories in the country (Figure 1) The Solar Ra-diation Measuring Network now with a strength of 121 ground stations was ini-tially started with the Solar Mapping and Monitoring (SolMap) Project supported by the German Federal Ministry for the Environment under the International Cli-mate Initiative12 These ground stations are located mostly at technological uni-versities and engineering colleges across the states SolMap Project facilitated set-ting up the Solar Radiation Measuring Network and later the development of

this Atlas SRRA has technically col-laborated with the German International Cooperation (GIZ) under the Indo-German Energy Programme and also received technical assistance from Ger-many-based Suntrace These ground stations are part of the Solar Radiation Measuring Network that periodically measures the three parame-ters of solar radiation namely global horizontal irradiance (GHI) direct nor-mal Irradiance (DNI) and diffuse hori-zontal irradiance (DHI) These are highly accurate measures of solar radiation in a particular region The Atlas presently in-dicates the annual average values of GHI DNI and DHI along with the ad-ministrative details of the ground sta-tions It also provides details of solar resources at any location with 3 km 3 km spatial resolution The solar radia-tion data collected from the ground sta-tions are also subject to validation and combination with satellite-derived esti-mates collected from the Meteosat-5 and Meteosat-7 satellites

The National Solar Mission now sets a revised target of adding 100000 MW of solar power to the national power grid by 2022 (ref 3) Consequently MNRE GoI is making a target of capacity addition of 15000ndash17000 MW in solar energy in 2015ndash16 The Atlas will help in identify-ing most preferred locations for solar power development across the country It will also help in determining the energy production It also supports risk assess-ment with an estimate of inter-annual variability data The Atlas is expected to be an important tool for the policymak-ers solar power developers planners of the state solar parks investors and financial institutions involved in renew-able energy The Atlas is available at httpniweresinindian_solar_atlasphp of httpniweresindepartment_srra_ solar_mapphp A district-level geo-specific record includes a structured detail of informa-tion such as latitude longitude eleva-tion annual average values of GHI DNI and DHI values of relative humidity air temperature wind speed wind direction rain accumulation and atmospheric pres-sure Data on many of these parameters can be utilized for planning and deploy-ment of other kinds of renewable energy sources The future researchers can also use data derived from this Atlas for assessing impact of solar radiation in cli-mate change and its impact on the envi-ronment ecology and society

Indian Solar Radiation Atlas is launched On 3 June 2015 the National Institute of Wind Energy (NIWE) Chennai has launched the Indian Solar Radiation At-las ndash an on-line GIS-based information portal to facilitate expansion of the solar energy sector in the country NIWE is a research institute under the Ministry of New and Renewable Energy (MNRE) Government of India (GoI) The Solar Radiation Resource Assessment (SRRA) wing of the NIWE is responsible for set-ting up and maintaining ground stations at different States and Union Territories in the country (Figure 1) The Solar Ra-diation Measuring Network now with a strength of 121 ground stations was ini-tially started with the Solar Mapping and Monitoring (SolMap) Project supported by the German Federal Ministry for the Environment under the International Cli-mate Initiative12 These ground stations are located mostly at technological uni-versities and engineering colleges across the states SolMap Project facilitated set-ting up the Solar Radiation Measuring Network and later the development of

this Atlas SRRA has technically col-laborated with the German International Cooperation (GIZ) under the Indo-German Energy Programme and also received technical assistance from Ger-many-based Suntrace These ground stations are part of the Solar Radiation Measuring Network that periodically measures the three parame-ters of solar radiation namely global horizontal irradiance (GHI) direct nor-mal Irradiance (DNI) and diffuse hori-zontal irradiance (DHI) These are highly accurate measures of solar radiation in a particular region The Atlas presently in-dicates the annual average values of GHI DNI and DHI along with the ad-ministrative details of the ground sta-tions It also provides details of solar resources at any location with 3 km 3 km spatial resolution The solar radia-tion data collected from the ground sta-tions are also subject to validation and combination with satellite-derived esti-mates collected from the Meteosat-5 and Meteosat-7 satellites

The National Solar Mission now sets a revised target of adding 100000 MW of solar power to the national power grid by 2022 (ref 3) Consequently MNRE GoI is making a target of capacity addition of 15000ndash17000 MW in solar energy in 2015ndash16 The Atlas will help in identify-ing most preferred locations for solar power development across the country It will also help in determining the energy production It also supports risk assess-ment with an estimate of inter-annual variability data The Atlas is expected to be an important tool for the policymak-ers solar power developers planners of the state solar parks investors and financial institutions involved in renew-able energy The Atlas is available at httpniweresinindian_solar_atlasphp of httpniweresindepartment_srra_ solar_mapphp A district-level geo-specific record includes a structured detail of informa-tion such as latitude longitude eleva-tion annual average values of GHI DNI and DHI values of relative humidity air temperature wind speed wind direction rain accumulation and atmospheric pres-sure Data on many of these parameters can be utilized for planning and deploy-ment of other kinds of renewable energy sources The future researchers can also use data derived from this Atlas for assessing impact of solar radiation in cli-mate change and its impact on the envi-ronment ecology and society

When he flew in to attend the Paris Climate Change Summit Union Power and Renewable

Energy Minister had glad tidings to convey India had achieved a unique

milestone in lighting for homes By November 3 crore energy saving LED (light-emitting

diode) bulbs had been distributed under the governments flagship Domestic

Efficient Lighting Programme

Goyal pointed out that while it took 549 days to distribute the first 1 crore bulbs it took less

than 72 days for the second and a mere 37 days for the third The price of LED bulbs had

also dropped from Rs 310 per unit in 2014 to less than Rs 73 a year-and-a-half later Goyal

hopes to push prices down by half in the coming days The plan is to replace all 77 crore

incandescent bulbs sold annually in India with the more energy efficient LED bulbs that

would reduce the load on power plants by more than 20000 MW and help consumers save

Rs 40000 crore annually

Until recently CFL (compact fluorescent lamp) was the rage but besides its high cost there

are environmental concerns about its disposal Major breakthroughs in LED technology

have helped in improving its luminosity and durability enabling manufacturers to enter the

lucrative domestic lighting sector and compete with CFLs With economies of scale growing

rapidly companies are investing heavily on research to make LED bulbs suitable for both

commercial and domestic use

In Paris developing countries-with India leading the pack-point out that if developed

countries want them to cut down on their carbon footprint the only way possible is through

the transfer of green technology which is clean cost-effective and durable Technology is

the womb of the future says Ashok Lavasa the affable environment ministry secretary

The worlds tomorrow depends on how rapidly we can improve energy efficiency across the

board while utilising clean sources of power India is pushing developed countries to

transfer critical green technology at a reasonable cost so that poor countries can leapfrog

faster into a post-carbon industrialised world

With an array of solar panels on its roof the ministrys headquarters in Delhi generates more

power than it consumes daily It also is designed to provide efficient cooling and heating

apart from windows that provide adequate lighting throughout the day to save electricity

Elsewhere Kochi airport is the worlds first airport to be fully run on solar power Lavasa

Whiz-bang tech for a green tomorrowHow cutting edge breakthroughs could provide succour by offering an alternative path

to cleaner energy and lower emissions

points out that for renewable energy sources such as solar and wind the key issues are

efficiency of power generation and storage apart from management of the grid for easy

evacuation of electricity While India has launched major missions to develop solar and

wind technology barring a few these are far from cutting-edge It does need to collaborate

with developed nations doing research on the subject

In solar power for instance if the cost of electricity generation has to be competitive with

that of coal-fired thermal plants then there have to be major breakthroughs in the

absorption capacity of photovoltaic cells As important is the ability to store the power

generated Currently lead acid batteries used for storing power are bulky and inefficient

There is research in the US and Europe to see if lithium batteries the type mobile phones

use could be utilised to store power but for that costs of manufacturing would have to be

brought down considerably

In wind power most turbines made in Europe are suitable for icy temperatures and high-

speed winds that are common there India requires these turbines to function optimally in

hot conditions and operate at much lower wind speeds There again collaborative efforts

would be a big help for developing countries located in the tropics Also to evacuate power

both wind and solar power require smart grids and green corridors that depend heavily on

high technology to make them distribute power effectively and minimise fluctuations

Even in fossil fuel thermal power plants India is pushing hard to upgrade all of them to

become highly efficient in heat utilisation by using ultra-advanced super-critical technology

In the transport sector the other major carbon fuel guzzler a host of car manufacturers are

working on cutting down the costs of installing hybrid motors In public transport there is a

need for a modal shift towards mass transit such as metro rail apart from using railways to

move freight

India wants to emerge as a leader in clean technology says Ajay Mathur director general

Bureau of Energy Efficiency Its a tough ask In the following pages we highlight 10 critical

technologies that will make a difference to the worlds efforts to reduce its carbon footprint

India has got off to a good start on many of these technologies but it must run a lot faster

to catch up

which consume up to 30 per cent of power in households in the developed world ACs

consume a lot of power because they involve repeated cycles of compressing gas to a

liquid With rising concerns over ozone depletion countries across the globe have moved

towards environment-friendly refrigerants Initially chlorofluorocarbons were used as a

refrigerant but their production was stopped in the US in 1995 Now nearly all air

conditioning systems employ halogenated chlorofluorocarbons as a refrigerant but they too

are being gradually phased out to be replaced by ozone-safe hydrofluorocarbons or even

ammonia

In India the stage for energy efficient appliances was set by the Bureau of Energy Efficiency

(BEE) in 2010 when it introduced a star rating system for appliances Companies such as

Godrej came up with the breakthrough Green Balance technology which uses the worlds

greenest refrigerant R290 a technology which it developed in collaboration with Germanys

Federal Ministry for the Environment Nature Conservation Building and Nuclear Safety

However energy experts say that while the BEE has set the tone to improve the energy

efficiency quest of companies it is still not comparable with global standards

Le 20 novembre 2015 a eu lieu dans la salle de confeacuterence du gouvernorat de Kayes lrsquoatelier de

planification pour le programme drsquoAppui agrave la mise en ouvre de la Strateacutegie Nationale drsquoAdaptation aux

Changement Climatique (ASNaCC) et du projet de Planification Innovante au Deacuteveloppement visant

lrsquoAdaptation aux Changements Climatiques au Mali (PICP)

Cet atelier a eacuteteacute organiseacute sous le parrainage de lrsquoAgence pour lrsquoEnvironnement et le Deacuteveloppement Durable (AEDD) en

collaboration avec le gouvernorat de Kayes et la Direction Reacutegionale des Eaux et Forecircts

Cette journeacutee de travail a permis aux repreacutesentants des structures eacutetatiques et de la socieacuteteacute civile de se retrouver pour

raffiner la planification opeacuterationnelle de discuter sur lrsquoimplication des acteurs pour la mise en œuvre des mesures

drsquoadaptation et pour trouver des critegraveres drsquoeacutevaluation de la vulneacuterabiliteacute des populations aux changements climatiques et

qui permettront de choisir les collectiviteacutes beacuteneacuteficiaires de la mise en ouvre des mesures drsquoadaptation

Le Mali et lrsquoAllemagne ont convenu du programme ASNaCC lors de la COP17 en 2011 agrave Durban en Afrique du Sud pour

expeacuterimenter une approche novatrice dans le cadre de lrsquointeacutegration de lrsquoadaptation aux changements climatiques dans tous

les secteurs pertinents du deacuteveloppement reacutegional et local

La dureacutee du programme est preacutevue jusqursquoen 2019 et sa mise en œuvre est conjointement assureacutee par la GIZ et le PNUD

dans le cadre de lrsquoinitiative internationale de la protection du climat (IKI)

Neacute eacutegalement en 2011 suite agrave des expeacuteriences sur longue dureacutee dans la coopeacuteration entre les deux pays notamment des

expeacuteriences sur lrsquointeacutegration des aspects des changements climatique dans la planification communale et lrsquoapplication de

lrsquooutil laquo climate proofing raquo sur les strateacutegies et politiques sectorielles le projet de Planification Innovante visant

lrsquoAdaptation aux Changements Climatiques (PICP) sera mis en oeuvre jusqursquoen 2017 par la GIZ en synergie avec les

activiteacutes du projet ASNaCC

Il est agrave retenir que les deux programmes sont financeacutes par le Ministegravere Feacutedeacuteral de lrsquoEnvironnement de la Protection de la

Nature de la Construction et de la Sucircreteacute Nucleacuteaire (BMUB) de la Reacutepublique feacutedeacuterale drsquoAllemagne avec un coucirct de plus de

10 millions drsquoEuros

Atelier de planification opeacuterationnelle pour les projets drsquoadaptation aux changements climatiques ASNaCC et PICP agrave KayesLe 20 novembre 2015 a eu lieu dans la salle de confeacuterence du gouvernorat de Kayes lrsquoatelier

de planification pour le programme drsquoAppui agrave la mise en ouvre de la Strateacutegie Nationale

drsquoAdaptation aux Changement Climatique (ASNaCC) et du projet de Planification Innovante

au Deacuteveloppement visant lrsquoAdaptation aux Changements Climatiques au Mali (PICP)

Cet atelier a eacuteteacute organiseacute sous le parrainage de lrsquoAgence pour lrsquoEnvironnement et le

Deacuteveloppement Durable (AEDD) en collaboration avec le gouvernorat de Kayes et la

Direction Reacutegionale des Eaux et Forecircts

Cette journeacutee de travail a permis aux repreacutesentants des structures eacutetatiques et de la

socieacuteteacute civile de se retrouver pour raffiner la planification opeacuterationnelle de

discuter sur lrsquoimplication des acteurs pour la mise en œuvre des mesures

drsquoadaptation et pour trouver des critegraveres drsquoeacutevaluation de la vulneacuterabiliteacute des

populations aux changements climatiques et qui permettront de choisir les

collectiviteacutes beacuteneacuteficiaires de la mise en ouvre des mesures drsquoadaptation

DOTC PUJ operators tackle jeepney modernizationAugust 5 2015 1015 pm

The Department of Transportation and Communications (DOTC) and several Public Utility

Jeepney (PUJ) operatorsrsquo associations met on Wednesday to discuss a plan to modernize

the most commonly used passenger utility vehicle in the country

ldquoThe dialogue was requested by five jeepney operatorsrsquo associations to be able to present

their proposals on how to modernize this sector of transportationrdquo DOTC spokesperson

Michael Arthur Sacgal said in a text message to The Manila Times

ldquoSince the DOTC has begun formulating a jeepney modernization program we look forward

to working together with these stakeholders so we can come up with a collaborative and

inclusive solutionrdquo he added

Industry groups present were the Federation of Jeepney Operators and Drivers Association

of the Philippines (Fejodap) Alliance of Concerned Transport Organizations (Acto) partylists

1-United TrAnsport Koalisyon (1-Utak) Alliance of Transport Operators and Drivers

Association of the Philippines (Altodap) Liga ng mga Transportasyon at Operator sa Pilipinas

(Ltop) and Pangkalahatang Sanggunian Manila amp Suburbs Drivers Association (Pasang

Masda) while fleet managers from 1-Team Comet and Filinvest represented the private

sector

The agenda included a presentation of the Road-based Transport Reform Nationally

Appropriate Mitigation Action (NAMA) the Proposed Vehicle Technology and Financing

Options sharing of experiences such as the successful models of jeepney consolidation and

modernization plan (for replication) updates from the Electronic Vehicle Association

roadmap and dialogue on issues and concerns

Tremendous growth in motorized transport is seen challenging sustainable development

worldwide The transport sector already contributes the second highest share of energy-

related CO2 emissions globally at 27 percent and is the fastest growing sector in terms of

greenhouse gas (GHG) emissions

According to GIZ the implementing agency of the German federal government that tackles

sustainable development issues about 70 percent of all trips in the Philippines are served by

public transport

About 34 percent of all energy-related greenhouse gas (GHG) emissions in the country are

produced by the transport sector it added The Philippine government promotes

improvement of the integration of public transport planning and operation as well as the shift

to low-emission public transport vehicles

A project called TRANSfer which is run by GIZ and funded by the International Climate

Initiative of the German Ministry for the Environment Nature Conservation Building and

Nuclear Safety (BMUB) aims to support efforts by developing economies to implement

climate change mitigation strategies in the transport sector

The project follows a multi-level approach At the country level TRANSfer supports selected

partner countries in developing and implementing NAMAs in the transport sector The NAMAs

supported by the project cover a broad variety of approaches in the partner countries such as

Indonesia the Philippines South Africa Peru and Colombia

At the international level the project helps accelerate the learning process on transport

NAMAs with comprehensive sets of measures (events trainings facilitation of expert group

documents with guidance and lessons learned such as the transport NAMA handbook and

database)

15-year limit

Earlier the Land Transportation Franchising and Regulatory Board (LTFRB) said it was

pursuing its drive to modernize the countryrsquos transportation sector by introducing policies

aimed at curtailing the number of old and decrepit public utility vehicles (PUVs) from plying

the national roads

The Board promulgated Resolution No 2013-10 on January 11 2013 for the strict

observance of the 15-year-age limit on public utility minibus from the date of manufacture of

the vehicle instead of the date of initial registration with the Land Transportation Office (LTO)

The program is part of the DOTCrsquos lsquoModernization of Public Transport Servicersquo initiative in

phasing out among others public utility minibuses that are more than 15 years old

LTFRB Chairman Wiston Ginez has said that ldquoa transport system with modern and

roadworthy PUVs plying the national roads prevents pollution and ensures a reliable and safe

commute for the riding publicrdquo

CA dismisses petition

As anticipated a group of minibus operators opposed the Boardrsquos policy and filed a petition to

stop the implementation of an order mandating the phase-out of their units that are more than

15 years old

The Court of Appeals (CA) issued an order dismissing the petition of the transport groups

ruling that there is no compelling reason to issue a restraining order against the phase-out

order issued by the Board

In line with its modernization program the Board has ceased from confirming and allowing

the extension of the certificates of public convenience issued to 15-year old minibuses

In the seven-page CA resolution issued on Monday the appeals courtrsquos 14th Division said

there was no compelling reason for the issuance of a TRO much less for a writ of preliminary

injunction

The CA said that the petitioners failed to show that they would suffer grave and irreparable

injury from the implementation of the order

The DOTC started to push for the modernization of the countryrsquos public land transport

services in January

Last week in St Kitts and Nevis marine biologists fisheries officers scientists and natural resource managers from the Eastern Caribbean attended a workshop on marine socio-economic and management effectiveness data collection methods Representatives contributed to drafts of their countryrsquos first ever Coral Reef Report Card which will guide an understanding of the overall health of marine areas and help leaders develop strategies to protect them

The six-day workshop was part of the Climate-Resilient Eastern Caribbean Marine Managed Areas Network (ECMMAN) project and was hosted by The Nature Conservancy along with regional partners UWI ndash Center for Resource Management and Environmental Studies (CERMES) International Union for the Conservation of Nature ndash Biodiversity and Protected Areas Management Programme (IUCN-BIOPAMA) OECS Commission and CaMPAM

ldquoThis workshop improves how Eastern Caribbean shallow marine resources are monitored by evaluating the three major systems at play the coral reef ecosystem and the socio-economic and management systemsrdquo said John English Knowles Conservation Information Manager for The Nature Conservancy ldquoThe ECMMAN project continues to innovate how it advances marine management in the Eastern Caribbeanrdquo

ECMMAN is sponsored by the German Federal Ministry for the Environment Nature Conservation Building and Nuclear Safety (BMUB) and supports the development of marine managed areas in Antigua and Barbuda Dominica Grenada St Kitts and Nevis St Vincent and the Grenadines and Saint Lucia

On scuba dives into The Narrows the proposed marine managed area between the islands of St Kitts and Nevis participants learned to track characteristics like algae cover which reveal a larger story about the overall health of the ecosystem

Other participants went into the community to practice social and economic data collection skills after preliminary training about the Global Socioeconomic Monitoring Initiative for Coastal Management (SocMon) Participants also gained experience reviewing the Management Effectiveness Tracking Tool which evaluates management practices implemented within protected areas

Last week in St Kitts and Nevis marine biologists fisheries officers scientists and natural resource managers from the Eastern Caribbean attended a workshop on marine socio-economic and management effectiveness data collection methods

Representatives contributed to drafts of their countryrsquos first ever Coral Reef Report Card which will guide an understanding of the overall health of marine areas and help leaders develop strategies to protect them

The six-day workshop was part of the Climate-Resilient Eastern Caribbean Marine Managed Areas Network (ECMMAN) project and was hosted by The Nature Conservancy along with regional partners UWI ndash Center for Resource Management and Environmental Studies (CERMES) International Union for the Conservation of Nature ndash Biodiversity and Protected Areas Management Programme (IUCN-BIOPAMA) OECS Commission and CaMPAM

On scuba dives into The Narrows the proposed marine managed area between the islands of St Kitts and Nevis participants learned to track characteristics like algae cover which reveal a larger story about the overall health of the ecosystem

Other participants went into the community to practice social and economic data collection skills after preliminary training about the Global Socioeconomic Monitoring Initiative for Coastal Management (SocMon) Participants also gained experience reviewing the Management Effectiveness Tracking Tool which evaluates management practices implemented within protected areas

ldquoThe management of coastal resources begins with managing peoplerdquo said Maria Pena Coordinator for the Caribbean SocMon initiative ldquoManaging people requires understanding their needs perceptions and vulnerabilities This is essential for assessing predicting and managing coastal resource use over time and will strengthen marine managed area management in the regionrdquo

Saint Lucia representatives included Craig Henry from the Saint Lucia National Trust Allena Joseph and Thomas Nelson from the Department of Fisheries as well as Joan Norville representing the OECS Commission

ldquoI have a deeper appreciation of how these monitoring tools when integrated can assist managers to plan more effectively communicate clearly and make more sound decisions in their protected areasrdquo said Craig Henry

By training individuals throughout the Eastern Caribbean the ECMMAN program is building a network of committed and well-informed individuals who contribute to a regional database of information The data provides the facts upon which each country can tell a vibrant story that compels its citizens to take responsible actions to protect their ecosystems

countries namely Fiji Solomon Islands and Vanuatu This project is funded by the International Climate

Nuclear Safety (BMUB) and is planned to last 5 years

The Vanuatu component of the project will look at building resilience to climate change using an EbA

approach in an urban environment namely Port Vila and across a whole of island environment on Tanna

Island said Mr David Loubser the PEBCC Project Manager in Vanuatu

The lessons learned from these activities will be able to be replicated across the Pacific region

Ecosystem based Adaptation or EbA is the use of biodiversity and ecosystem services as part of an overall

adaptation strategy to help people to adapt to the adverse effects of climate change examples would be the

restoration of mangroves to reduce the impacts of sea level rise and storm surges or the protection of forested

watersheds to manage and maintain water security

In Port Vila the project will start in November with an initial baseline study to identify the important services

provided by our environment in protecting against the impacts of climate change Once identified activities

will be prioritised in order to maximise the impact of EbA measures for the communities in and around Port

Vila

The inception meeting to launch the project took place on 13 October and was attended by representatives

from community groups NGOs academia provincial and central government

Mr Dave Loubser the SPREP Vanuatu Country Manager introduced the project followed by presentations

from researchers from the Royal Melbourne Institute of Technology and from officials from the National

Advisory Board on Climate Change within the Vanuatu government

Vietnam Germany launch climate change project

The lsquoStrategic mainstreaming of ecosystem-based adaptation in Vietnamrsquo project was launched in Hanoi on May 29 following a signing ceremony on execution agreement between the Ministry of Natural Resources and Environment (MoNRE) and the German International Cooperation Agency (GIZ)

The project which is commissioned by the German Federal Ministry for the Environment Nature Conservation Building and Nuclear Safety (BMUB) will be implemented until 2019

Addressing the event Deputy Minister of Natural Resources and Environment Tran Hong Ha expressed his hope that the project would be effectively implemented and achieve desired goals

As one of the countries suffering the worst impacts of climate change Ha said Vietnam has issued many laws and policies to mitigate those impacts such as the National Strategy for Disaster Prevention Response and Mitigation to 2020 and the National Strategy and National Plan of Action on Climate Change

Da Nang city bustling with environment activities

A raft of activities are to be held in the central Da Nang city from May 31 to June 14 in response to the World Environment Day and Vietnamrsquos Sea and Island Week 2015

The event will include a meeting to celebrate the World Environment Day World Oceans Day and Vietnam Sea and Islands Week and a walk responding to the environmental event A drill on coping with oil spill will also be held

Localities and organisations will organize campaigns to clean up beaches and disused lands with the participation of an estimated 6000 locals

Da Nang city has seen big change and standout development after six years implementing a project to turn it into a green city

The city is leading the country in waste management with 93 percent of all its solid waste collected and 100 percent of medical waste treated before dumping while 98 percent of waste water from local industrial parks is collected and treated

The rate of greenery in the city reached 602 sqm per person last year

Kien Giang province braces for climate change

As a coastal province with a 200km long coastline the southern province of Kien Giang is facing great challenges posed by climate change and rising sea level which requires the province to take quick and drastic actions

Vice Chairman of the provincial Peoplersquos Committee Mai Anh Nhin said hydro-meteorological observations show that the sea level is rising by an average of 1 centimetre every year

If the water level rises by 05 metre more than half of the plain areas in the province will be submerged exerting devastating impact on the local life and economy since the agro-forestry-fishery sector accounts for nearly 38 percent of the provincial gross domestic product (GDP) he said

Since 2010 erosion has become more common along coastal areas which affected hundreds of housholds in Hon Dat An Bien and An Minh districts according to the provincial Department of Agriculture and Rural Development

At the same time drought and salt water intrusion have worsened in dry season while high tides and floods became more serious over the year

According to the provincersquos Department of Agriculture and Rural Development Kien Giang province needs over 53 trillion VND ( 245 million USD) to build a sluice system and upgrade damaged sea dykes between 2015 and 2020 and beyond to cope with rising sea levels

Director of the Department Nguyen Van Tam said the province is implementing a programme to upgrade the sea dyke system that runs from central Quang Ngai province to Kien Giang and projects to upgrade the 212-km sea dyke from local Ha Tien town to Tieu Dua commune in An Minh district

The construction of 27 sluice gates to prevent saltwater intrusion on the An Bien ndash An Minh dyke is also underway he added

Local authorities are exerting efforts to increase the coverage of protective forests as well as adjust and supplement development plans in accordance with the sea level rise scenarios and improve management of flood-controlling systems

The province has been allocated 59 billion VND (281 million USD) to implement three forestation projects in coastal areas Meanwhile the provincial authorities will set aside nearly 600 billion VND ( 277 million USD) to improve the irrigation system to serve aquaculture in Vam Rang ndash Ba Hon region in Hon Dat district and Kien Luong town

It plans to carry out projects to improve infrastructure for coastal urban areas such as Rach Gia city Ha Tien Phu Quoc and Kien Luong towns while studying plant and animal strains as well as agriculture models that are adaptive to climate change

At the same time the province will improve the quality of natural disasters forecast and keep a close watch on the issue to proactively mitigate the impact of climate change

Kien Giang has around 8770 hectares of land dedicated to coastal protective forests However only 2950 hectares are currently covered in trees

Bike ride marks World Environment Day

More than 1000 people participated in a biking activity in HCM Citys District 7 on May 30 to mark the annual World Environment Day (June 5)

The cyclists rode nearly 10 kilometres around District 7 and visited booths with information about five flagship animals in Vietnam the Indochinese tiger Asian elephant sea turtle sarus crane and saola

Flagship species are selected to act as an ambassador icon or symbol for a defined habitat issue campaign or environmental cause

PARIS ndash During the Lima-Paris Action Agenda from COP21 The German Environmental Ministry announced it

will provide euro30million to the hedging specialist TCX one of the implementing entities of the Long-Term FX

Risk Management Instrument alongside IFC

The Ministry will channel funds through KfW Development Bank Starting in 2016 TCX will use these funds for

Un nouveau programme des Nations Unies financeacute par lrsquoAllemagne aidera huit pays endeacuteveloppement agrave reacuteorganiser et agrave renforcer leurs strateacutegies drsquoadaptation au changement climatique

Par le biais du Programme Inteacutegration de lrsquoagriculture dans les plans drsquoadaptation nationaux la FAO et le PNUD travailleront aux cocircteacutes desministegraveres des gouvernements concerneacutes notamment de lrsquoenvironnement et de lrsquoagriculture au Neacutepal au Kenya aux Philippines enThaiumllande en Ouganda en Uruguay au Viet Nam et en Zambie afin drsquoinseacuterer les secteurs agricoles dans les Plans drsquoadaptation nationaux(NAP) et sauvegarder les moyens de subsistance accroicirctre la production agricole et doper la seacutecuriteacute alimentaire

En particulier lrsquoinitiative a pour but drsquoaider les pays agrave apporter des ameacuteliorations agrave leurs processus de planification et de budget agrave moyen etlong terme

Dans le cadre de lrsquoinitiative quadriennale les pays recevront divers types de soutien La FAO dispensera des avis de politique et un appuitechnique afin de veiller agrave lrsquoincorporation des prioriteacutes drsquoadaptation au changement climatique dans lrsquoagriculture la foresterie et les pecircchesdans ce processus de planification Le PNUD srsquoengagera avec les pays agrave geacuterer les risques climatiques en matiegravere de planification et debudget et les aidera agrave consolider les systegravemes drsquoinformation la formulation des projets et la coordination entre les institutions gouvernementales

Lrsquoinitiative a le potentiel immeacutediat de se relayer aux programmes existants dans les pays cibleacutes et de les amplifier ainsi que drsquoameacuteliorer leursperspectives drsquoaccegraves agrave des fonds mondiaux pour le financement du climat tels que le Fonds pour lrsquoenvironnement mondial et le GreenClimate Fund

Le financement de 12 millions de dollars est assureacute par lrsquoInitiative internationale sur le climat du Ministegravere feacutedeacuteral allemand chargeacute delrsquoenvironnement de la conservation de la nature de la construction et de la sucircreteacute nucleacuteaire (BMUB)

Au Neacutepal il faut renforcer la conservation des varieacuteteacutes reacutesistant agrave la seacutecheresse en adoptant des pratiques agricoles faisant uneutilisation rationnelle de lrsquoeau et en encourageant la diversification des cultures Les conseacutequences des seacuteismes qui ont frappeacute le payslrsquoan dernier soulignent lrsquoimportance de la preacutevention des aleacuteas climatiques et des catastrophes pour les agriculteurs En Ouganda le PNUD contribue agrave mettre en place un systegraveme drsquoalerte rapide en cas de risques climatiques Le programme sera relieacuteaux projets de la FAO inteacutegrant lrsquoeacuteducation des agriculteurs agrave lrsquoutilisation de semences plantes et arbres toleacuterant la seacutecheresse eteacutetendant les plantations drsquoeucalyptus pour le charbon de bois La FAO et le PNUD intensifieront eacutegalement leurs efforts aux Philippines afin de cartographier la vulneacuterabiliteacute agrave lrsquoinseacutecuriteacutealimentaire due au changement climatique et eacutetudier des moyens de deacutevelopper les meacutecanismes de transfert de risques pour lescommunauteacutes agricoles En Uruguay les efforts de reacutehabilitation des pacircturages deacutegradeacutes et des eacutecosystegravemes cocirctiers agrave risque seront au cœur du nouveau programme

8 December 2015 Paris - A UN Programme working to help countries include climate-related risks in national planning and budgeting

processes - especially those that affect the agriculture sector - is getting an additional euro5 million in support from the government of

Germany bringing the countrys total backing for this work up to euro15 million

Through the recently established Integrating Agriculture in National Adaptation Plans programme FAO and UNDP are working with

ministries of agriculture environment finance and planning in Nepal Kenya the Philippines Thailand Uganda Uruguay Viet Nam

and Zambia The aim is to strengthen local technical skills in the use of climate risk management strategies adjust planning and

budgeting processes to incorporate climate change risks and support farmers - especially women - in adopting best practices in

The two UN agencies will use the additional financing - provided by Germany s Federal Ministry for the Environment Nature

Conservation Building and Nuclear Safety (BMUB) under the auspices of its International Climate Initiative (IKI) - to scale up this work

as well as expand it to three more countries

The additional finance from the Government of Germany will be catalytic to assist countries to put into place the requisite national

systems and capacities to scale up climate risk management in the critical area of food security and livelihoods said German

The 4-year UNDP-FAO initiative is part of UNDPs portfolio of assistance to countries on climate change adaptation It sits alongside

other ongoing efforts to strengthen the national adaptation plans processes financed by the Least Developed Country Fund ($47

million) the Special Climate Change Fund ($225 million) as well as bilateral donors

It will be complemented by additional support extended by UNDP to countries with financing from the Special Climate Change Fund

Green Climate Fund as well as support from bilateral donors such as Germany Japan Canada and Australia

A related initiative is the Caribbean Climate Change Partnership which similarly aims to support countries in developing their National

climate Adaptation Plans This work is being implemented by UNDP with funding from the Government of Japan to the tune of $15

million for the 2015-2017 period

For FAO the joint effort dovetails with a series of global programmes (httpwwwfaoorgclimate-changeprogrammes-and-

projectsen) the agency is running to help countries develop and implement policy frameworks and institutional arrangements aimed at

promoting sustainable agricultural development under climate change

Since 2009 FAO has implemented some 300 projects and programmes addressing climate change adaptation and mitigation in

agriculture forestry and fisheries and aquaculture Through its network of climate change professionals in its various technical units

FAO is supporting countries in diverse ways from policy design to improved practices and capacity development

The scaling up of the FAO-UNDP partnership made possible by Germanys latest contribution will help FAO expand the number of

countries supported as well as South-South (httpwwwfaoorgpartnershipssouth-south-cooperationen)exchanges between

developing countries strengthening data gathering and evidence-based monitoring and evaluation on a global scale and promoting

gender equality in agricultural development

Meeting needs The financial support provided by Germany addresses major concerns of many of the worlds most vulnerable

countries as voiced by Uganda and Nepal

For many of us in Uganda climate change is no longer a distant threat it is a reality and a sign of what lies ahead It is also important

to note that climate change knows no boundaries There is no institution that can deal with this on its own This is a problem that needs

to be addressed by all of us working together by sharing resources and technologies said Vincent Ssempijja Ugandan Minister of

State for Agriculture The process of developing National Adaptation Plans (NAPs) has started and agriculture is a champion in

developing their sector specific NAP and mainstreaming guidelines

Haribol Prasad Gajurel Minister of Agricultural Development Government of Nepal added This is a crucial moment for agriculture in

Nepal The sector is very vulnerable and farmers are facing difficulties in coping with the challenges posed by climate change such as

erratic rainfalls shifting monsoon conditions and insurgence of disease-pests In this connection we are working to strengthen

capacities to adapt to climate change We welcome the opportunity offered by FAO and UNDP and are glad to be partners in the

Integrating Agriculture in National Adaptation Plans initiative This is an important chance to shape our own adaptation plans for the

future of our country
