KEEPiNg tHE MOMENtuM

It took two editions to hone both the production system of the endowment Fund and the Festival as an event. We consider the 2014 edition of photoreporter as a definite step in the matura-tion process.This year, we received a good number of proposals, coming from photoreporters based all around the globe, and we notice that, year after year, the level is both denser and more acute.To quote eric de Kermel, we now need to « keep the momen-tum ». We have shown that it was possible to find new funding opportunities to produce solid photoreportages, we wish now to enhance the way that these reportages are exhibited.This is the reason why Marc prüst has been appointed art Director, whose task is to bring forth a rigorous perfectionism to give full justice to the works of the selected photoreporters.In parallel, we are also smoothing the production process in order to grant both the photoreporters and the festival organi-zation improved working conditions.To sum up, I would say that after having made the demonstra-tion that photojournalism had a future, at least on a financial basis, we now wish to explore what this future is made of.

Photojournalism, a profession in crisisFor about fifteen years, it is now common to say that photojournalism faces a crisis. It is indeed becoming more and more difficult for profes-sionnal photographers to get the material resources to practice their job. The economic crisis in the press sector and the development of digital publishing have undermined the economic model of the field. The vanishing of photos agencies that used to make France one of the biggest places of photojournalism gives evidence of this observation. The topic rises quite a lot of questions, but few solutions in perspective. The festival aims at contributing to bring answers.

Find new resources for photojournalismsaint-Brieuc agglomération, at the origin of the project, enables the initiation and structuring of the festival. But the project is based on private funds. The production of reports is indeed totally financed by funds from the private sector. an endowment has been settled, to col-lect financial support through sponsorship. The financial partners then do not have any scrutiny on the editorial line.

An open international lineno specific theme was required for the selection, in order to leave the photographers the highest level of freedom in the choice of their pro-posals. The festival aims at showing the world in its diversity.

An international eventFor this second edition, about 300 photographers applied from 46 countries.For the first edition, the call for projects generated more than 300 applications from 40 countries, from India to Georgia. The jury selec-tion of photojournalists, without any ethnic criteria, is almost half com-posed by foreign photographers.

The photoreporter in saint-Brieuc is in its third edition, and for this year we will be presenting a total of 10 exhibitions : 4 based on grants that were awarded last year, one project on the occa-sion of the 50th anniversary of the French recognition of the people’s republic of china, and 5 new projects that have been awarded grants this year.The photoreporter festival is unique in this respect: instead of exhibiting existing works, we look actively for new stories to produce. a cooperation between the local and regional govern-ments, and private enterprises from the region allow the festi-val to assign photographers to go out and tell the stories that we no longer find in printed media.photoreporter aims to find new ways of financing photojourna-lism and photo documentary while researching the possibilities of photographic storytelling, such as the concept of non-fiction photography.

French photographer Bruno Boudjelal will give us his personal and intimate vision of the paris suburbs or Banlieu. Born and raised in Montreuil under the smoke of paris, himself he will immers himself for a 6 week trip around paris into the varied cities that we know as the Banlieu of paris.peter Dicampo (usa) will also follow a story with a personal link : the Foreign aid Industry in Ghana, africa. Dicampo worked as a peacecorp volunteer in Ghana hoping to help those less fortu-nate than himself. having spend many years working and living in various countries in africa since, he has a more nuanced view on the everyday life in africa. his project ‘What Went Wrong ? perspectives on Failed aid’ will investigate the true state of well meant development projects that went wrong.philippe chancel from France will focus his attention on a region and issue that has been extensively documented over the years: the Jordan valley which is many ways is at the heart of

the conflict in the Middle east. as part of the DaTaZone project, chancel will create a monumental photographic por-trait of a hotspot in current affairs.a region that has been in the news some years ago, but whose history is still relevant to our common european heritage is yugoslavia. Dutch photographer nicole segers will follow in the footsteps of British journalist rebecca West (1892 – 1983) to tell the stories of the people living along the 7 new borders of the Western Balkans. on this trip she will accompanied by Dutch author Irene van der Linden.Tokyo based american James Whilow-Delano will travel to ecuador and give insight in the power struggle between the most powerful companies in the world and a local native tribe. The Waorani tribe in ecuador is fighting to save their ancestral forrest from exploitation by the world’s oil companies.I want to thank all photographers who entered their proposals, and I look forward to working with this group of talented people in bringing powerful and important stories first to the Baie of saint-Brieuc, and later to larger audiences around the world.

BiOgRAPHY

Marc Prüst is active as photography consultant, curator, and teacher. In that capacity he edits books, creates exhibitions, teaches and organizes workshops and masterclasses, lectures and writes on photography, and advises photographers on how to develop their work and how to market it.Prüst is currently the Artistic Director of the Photoreporter Festival in Saint Brieuc, France. He has successfully launched in cooperation with the Noor-derlicht Gallery and Festival the Northern Lights Masterclass, a one year masterclass for professional photojournalists and social documentary photographers, in September 2010. He was one of three curators for the FotoGrafia festival in Rome for the period 2010 – 2012, and the creative director of the only photo festival in Nigeria, LagosPhoto.Marc Prüst (1975) worked for the World Press Photo Foundation from 2001 to 2007, where he organized and installed exhibitions all over the world. In 2005 he was responsible for the exhibition and award winning publication «Things As They Are, Photo Journalism in Context since 1955», for which he worked in close cooperation with curator Christian Caujolle and editor Chris Boot. In 2007 he moved on to Agence VU’ where he was mainly responsible for the international cultural activities of the agency. In 2009 he left the agency to start for himself as freelance curator, consultant, and teacher.

To bring answers has the future of the photojournalism even before having thought of making a festival, we had wondered about the crisis of the photojournalism and about its essential place in our society. We had thus thought of the creation of a tool which allows to find new resources to the photographers. The funds of endowment photoreporter was so born.The production of reports constitutes the Dna of the festival : we so want to bring elements of answers to a profession which doubts its economic future. about forty companies are mobilized around the fund photoreporter.

oF aLL My IMaGInary TraveL, ThaT WhIch parTIcuLarLy hoLDs Me WITh hearT ToDay : a TraveL In parIsIan suBurBs.

I was born there, I live there still today and this only word “suburbs” immediately evokes unhappiness, violence, poverty and depression, the gray, the cold… These suburbs that one does not look at, to which one his back to look towards paris, I want to travel it. To carry my glance on what one does not see any more, to travel where nobody travels, in these suburbs who seems to us so familiar, that we so often cross but where finally we never take the time to stop us.color and in black and white, it is a travel diary in one “here” which I want to thus carry out and transcribe by the images – but also by texts reporting the things told by the people met during of my travel -, questionings, answers, impressions, fee-lings lived during this long journey in the proximity.

French of algerian decent, he photographs as a way of life, and investigates his own identity and confronts us with ourselves.When he decided to return to algeria with his father, he dis-covered a country, but also a family, a world full of violence, landscapes that spoke to him and individuals who addressed him without himself knowing exactly where to place himself. Boudjelal has been exploring on a personal level the country since 10 years after that first trip. his work being between tra-velog and testimony, with images from black and white to color, makes more and more clear his work is not only subjective. It is marked by his personal history but his aim is to put the daily life and the history in perspective. Between two continent and two cultures, he is simply generous and he claims his capacity to understand and transmit a complex issue between the north and the south.

By no choice of their own, they must shoulder a heavy burden so that more prosperous end-consumers can live better, more fulfilling lives secure in the belief that the supply of cheap ener-gy is a birth right not a privilege.ecuador’s eden-like, amazonian forests are being contaminated by oil companies who are quietly pumping petroleum out from under powerless, largely voiceless indigenous peoples whose names still identify the mountains, the valleys, and the rivers.

James Whitlow Delano has lived in Asia for over 20 years. His work has been awarded internationally : the Alfred Eisenstadt Award (from Columbia University and Life Magazine), Leica’s Oskar Barnack, Picture of the Year International, NPPA Best of Photojournalism, PDN and others for work from China, Japan, Afghanistan and Burma (Myanmar), etc.His first monograph book, « Empire : Impressions from China » was the first ever one-person show of photography at La Triennale di Milano Museum of Art. « The Mercy Project/Inochi », his charity photo book for hospice, received the PX3 Gold Award and the Award of Excellence from Communication Arts. His work has appeared in magazines and photo festivals on five continents. His new monograph book, « Black Tsuna-mi : Japan 2011 » (FotoEvidence) was released last fall.He’s a grantee for the Pulitzer Center on Crisis Reporting, in-cluding for work documenting the destruction of equatorial rainforests and human rights violations of indigenous inhabi-tants there.

In the heart of the Middle-east, its water, so precious and so dis-puted, is also a highly sensitive geopolitical border exacerbating political and identity attemps of arabs, Jews and christians alike.More recently, Israeli representative bodies have shown their determination to pursue their expansionism policy over the val-ley still populated by 60 000 palestinians, who are – for how long ? – the last Beduins still living freely in the region, fuelling explosive tensions between Jews and arabs in the West Bank in the name of their holy religion.

over the past twenty years philippe chancel’s photography has explored the complex, shifting and fertile territory where art, documentary and journalism meet. his is a constantly evol-ving project, focusing on the status of images when they are confronted with what constitutes “images” in the contemporary world.Born in 1959, philippe chancel now works and lives in paris. he was introduced to photography at a very young age, took an economics degree at the university of paris (nanterre) followed by a post-graduate diploma in journalism at the cfpj in paris.philippe chancel’s work has been widely exhibited and published in France and abroad in a number of prestigious publications. These include “regards d’artistes” – portraits of contemporary artists –, “souvenirs” – a series of portraits of great capital cities (paris, London, new york, Tokyo, Brussels) glimpsed through shop windows – produced in collaboration with valérie Weill, and, lastly, his north Korean project, which brought him inter-national recognition. philippe chancel is currently working on a new long-term project entitled « Datazone » that aims to explore the many-faceted aftermaths within the documentary field, revealing some of the world’s most singular lands which are recurrently in the news or, conversely, hardly ever picked up by the media radar. This visionary quest has already taken him from port au prince to Kabul via Fukushima, pyongyang, astana, and some others destinations.

estimates of the aid money sent to africa since the 1940’s reach as high as a staggering $1 trillion, yet a growing number of pro-minent economists argue that it has not made a significant positive impact. This collaborative project will ask the viewer to rethink Western notions of africa.My photography will document the remains of failed aid pro-jects across Ghana, where I previously lived as a volunteer – this work will be paired with found family photographs from contacts living around each failed aid item, creating a visual nar-rative of africa that includes local perspectives rather than the gaze of the foreign photojournalist.

peter Dicampo is a documentary photographer whose goal is to contribute his work to a dialogue on international development. he is a co-founder of everyday africa, a shared social media project focused on daily-life images from across the continent, with a following of 80,000 on Instagram and numerous inter-national publications. his Life Without Lights project on global energy poverty has exhibited in London, new york, rio de Ja-neiro, vienna, Lagos, and hannover (Germany).In addition to other awards, he was selected to participate in the World press photo Joop swart Masterclass in 2013 and was named one of pDn’s 30 emerging photographers to Watch in 2012.

everyThInG BeGan WITh a conFerence aT The DeTen-TIon cenTer oF saInT-BrIeuc DurInG The phoTore-porTer FesTIvaL In 2012.

To present my report on the women in prison in afghanistan to the prisoners of saint-Brieuc seemed to me not only interes-ting but essential, it joined the continuity of my work on prisons worldwide. This meeting resulted in the creation of a workshop photo. During several weeks, eight prisoners learnt the bases of the photography and realized a report on their prison life. at the same time, I photographed the everyday life of this small deten-tion center of côtes-d’armor. prisoners and prison staff allowed me to photograph moments of their life, made me share their enjoyments and their sorrow. a prison photographic dumping.

anthropologist, fascinated by images, sonia naudy began a phD in semiotics of photography in 2009 at the French press Institute in paris. Interested in the plight of women in jail, her researches led her to Thailand, Brazil and finally to afghanistan in june 2010. It is the beginning of a fascinating photography project on afghan women inmates.her photo-report on afghan women in prison also leads to several exhibitions and conferences, especially in the Museum of photography of chalon-sur-saône in France.her work has been published in a french women’s magazine, shi’Zen in july 2011, then in the first edition of the magazine of International solidarity La-Bas in march 2012. In december 2012, the french/german television magazine arte reportage devoted a report on her work in the afghan women jails. Finally, in january 2013, the nGo amnesty International published a double page of sonia’s pictures in its monthly magazine.sonia naudy has also won distinctions in photographic competitions : 3rd prize of the french contest «photogra-phs of the year 2011», student category ; Merit price of the contest «yonhap International press photo awards 2011». In october 2012, her work «afghanistan: in women’s jails» has been selected and exhibited at the first Festival photoreporter of saint-Brieuc in France.

SEvEN BORdERS

The hearT oF europe anD The sTory oF The seven BranD neW BorDers oF The WesTern BaLKans.

In this story I will travel across the seven brand new borders in the Western Balkans and look at the meaning of these frontiers. In what way do they change lives and landscapes? The Balkan conflict of unity and separation seems to tear the hearts of the people. at the same time the Balkan countries paradoxically cherish all the ambition of a united future within the european union. an important lead in my photographic plan will be the never changing landscapes of the Balkan and the visible traces of the turbulent history of the region versus the huge implica-tions of this for the people living in each of the seven border regions and their present lives.

Nicole Segers (Tilburg, 1960)nicole segers is documentary photographer. her work consists mainly of long-term projects in which she focuses on contem-porary subjects. she made several exhibitions in the nether-lands and abroad, amongst others during Festival Breda photo, at De Kunsthal in rotterdam, with rem Koolhaas and oMa in Brussels, and published two main bodies of work in book form : het einde van europa (Lemniscaat, rotterdam 2004) and het veer van Istanbul (Lemniscaat, rotterdam 2010) – both translated in French : « Gens des confins » , sur la fron-tière orientale de l’europe and « Les passeurs d’Istanbul » (Les éditions noir sur Blanc, Lausanne 2010 and 2013).

CHiNA, guESt OF HONOR

To celebrate the 50th anniversary of Franco-chinese rela-tionships, the Festival International en Baie de saint-Brieuc has decided, in conjunction with chines plurielles association, to invite chinese photographers from Ipa (International photo-graphy association) and the students from the photojournalism university in Beijing to present their vision of china. a call for submission has been launched in late april in china, and the chinese photographers have submitted their photo essays ac-cording to the theme : « chinese show their china to Bretons ».

The jury has selected one feature amongst 13 pre-selected by alain Dupeyron, former director of France Télévisions univer-sity. The winner is yongming Guo for his reportage on weddings in northern china, and he will receive a grant of 10 000 € during the opening week of the Festival. The shortlisted twelve photographers will be exhibited in a video slideshow at carré rosengart.

Franck Vogel works as a freelance photojournalist on social and environmental issues for the international press (Paris Match, GEO, Stern, Le Monde diplomatique, NRC Weekblad, Animan, VSD, Discovery magazine…).Since 2007, he has focused on the unique relationships between Nature and Human beings to show the World that it’s possible to live in harmony. Most reportage depict the worst, Franck decided to bring hope. In India, his story on the Bishnois,

the world’s first environmentalists, illustrates this in the best way. This work has been published all over the world, inclu-ding GEO magazine for its special 30th anniversary in 2009, and featured inside Parisian Metro stations in 2011 (Montpar-nasse) and 2012 (Luxembourg). Over 15 million visitors have seen those huge exhibitions. To give a wider audience, Franck Vogel wrote and co-directed a documentary film, The Bish-nois : India’s eco-warriors (52min, France 5, 2011). The film was awarded the Phoenix d’Or 2011 and the Terre Sauvage Award 2013.His work to denounce the Albino killings in Tanzania has been featured in magazines and exhibited around the world (Ren-contres d’Arles, Visa pour l’Image, Pingyao Photo Festival in China…). He published I’m not a talisman (2012, Michel Lafon) and Zeru, Zeru (2013).He is currently focusing on transboundary water tensions : Transboundary Rivers, a long term project on six rivers around the world. The first part on the Nile has been produced and exhibited at Festival Photoreporter in 2012, and published by GEO, Stern and Le Monde Diplomatique. This year he present the second part on the Brahmaputra river.In 2013, Franck received the highest honors for promoting Bishnoi culture from all their religious and political leaders.

Their main base is in Kidal, a stronghold of the powerful Ifoghas tuareg tribe. chadian forces fought in the deepest part of the adrar des Iforas mountains, in the extreme north-West of the country, where jihadists entrenched themselves.For France, support from chadian army was good news. In this part of the african continent, only the chadian armed forces are numerous enough, and being well trained and well equiped, they made a very efficient ally. By contrast, West african armies, committed on the Malian state side within the MIsMa coalition, suffer severe logistical and tactical shortcomings. The desert terrain experience of the chadian and the easiness of coordination with the French armed forces made their involvment even more precious.

Born in 1958 in Algeria, Patrick Robert has been a photoreporter for 27 years. After spending 16 years as staff photographer at Sygma agency, he now works as a free-lance. Passionate with world news, he covered numerous conflicts in Africa, Asia, Near and Middle-East and Western Europe, and shot intimate portraits of politicians and stars as well. He sustained severe bullet wounds in Liberia in 2003. His work has been celebrated by a dozen of international awards, including two Visa d’or in International Festival of Photojournalism in Perpignan.

ThanKs To unIque BIoLoGIcaL anD GeoGraphIcaL sITuaTIon, BrITTany WaTers hosT More Than 500 specIes oF seaWeeDs.

For the last 300 years, they have been harvested by the local population for soda extraction used, amongst other things, to enrich the soil. Today, this field, unique in europe, is plowed by a flotilla of 48 wrack vessels and hundreds of harvesters on foot. every year, they collect 70 000 tons of seaweeds, mainly in northern Finistère. These seaweeds are used in our common usual objects or in the cosmetics, as well as being part of food processing for texture and aroma.

emile was awarded two first prize and one second prize at the World press photo, arts series category, for his reportages on rotterdam, La Défense and La vilette. his most recent work : two photoreportages on art in newly designed cities, a project dear to his heart, and also a coverage of the 50th anniversary of Brasilia for Figaro Magazine. he has a strong body of work on charles de Gaulle and orly airports, a photoreportage on samoa centered on the human side and the way of life of the samoans, and a photo essay on the northern part of new Zealand.

since 2011, he also realized a number of reportages on australia, hong Kong and Macau, London, etc., for the mainstream press.
