On behalf of the Pentagon Chapter’s leadership, I want to wish

everyone a wonderful holiday season as we wind down calen-

dar year 2015, and enter into an exciting 2016 calendar year. I

urge you to flip to page 8 to see our upcoming chapter’s Calen-

dar of Events for the remainder of the 2015 and 2016 program

year, and mark your calendars now – you’ll be glad you did.

Regarding recent chapter events, on November 17, 2015, the

Pentagon Chapter held its first dinner meeting for this program

year. Many thanks are extended to Mr. Michael (Mike) Bohn

and Mr. William (Bill) Parker, from the Defense Acquisition

University for their unique insight into “Practical & Tactical

Tips for Leadership at All Levels.” As I’m sure any of the

attendees would confirm, the event was well received and

Mike and Bill were able to pitch “leadership” in a unique, inti-

mate and “family-like” dinner setting. Check out page 11 for a

few pictures from this event.

We are closing calendar year 2015 with another engaging

speaker and topic, which I’m sure you’ll enjoy. On Thursday

morning December 17, 2015 (beginning with networking at 7

AM), Mr. Christoph Mlinarchik will present “The Secrets of

Superstar Contracting Professionals” at the Washington Head-

quarters Services/Acquisition Directorate. See the details re-

garding this event, including Christoph’s noteworthy creden-

tials, on page 2. For planning purposes (i.e. attendance projec-

tion), online registration w/payment for this event is strongly

encouraged at our Pentagon Chapter website at: http://

Pentagon Chapter Breakfast Meeting

Mark your calendars! Our December chapter event will be a Breakfast Meeting. Our speaker

will be Mr. Christoph Mlinarchik, JD, CFCM, winner of the NCMA Top Professionals Under

40 in Contract Management Award. He will cover “The Secrets of Superstar Contracting Pro-

fessionals.” This training will include an opportunity to do some networking with your fellow

contract management peers as well as receive a training certificate worth 1.5 CLPs. Conti-

nental breakfast with juice, water, and coffee will be available.

Secrets of Superstar Contracting Professionals

This presentation features the best insider tips from Christoph

Mlinarchik, a former JAG acquisitions attorney, published author,

and professional instructor of Government contract law and Fed-

eral contracting. Drawing from Christoph's popular cover article

in NCMA Contract Management (May '14), "Secrets of Superstar

Contracting Professionals," this lecture provides the tools you

need to take your contracts career to the next level. High-level

research skills, the four authorities in contracting, little-known

yet important concepts, and other valuable information will be

covered along with several practical steps to increase your

productivity and knowledge immediately. Finally, Christoph will

offer his thoughts on the near-term future of the contracting pro-

fession, with a focus on career advice and the concept of professionalism in contracting-- for

both Government and private industry.

Christoph was a featured panelist for the American Proposal Management Professional's Cap-

ture and Business Development Conference on December 3rd in Tysons Corner, VA.

Pentagon Chapter Dinner Meeting

Mr. Kenyata Wesley Acting Director

Department of Defense Office of Small Business Programs

Mr. Kenyata L. Wesley is currently the Acting Director for the Office of Small Business Programs. Mr. Wesley is responsible for the oversight of DoD Small Business Program and Policy to include, DoD SBIR/STTR, Rapid Innovation Fund, Mentor Protégé, STEM, Small Business workforce reshaping, as well as Outreach, and Indian Incentive Programs. Mr. Wesley was selected in to Senior Executive Service in 2014. Previously, Mr. Wesley served as the Chief Associate Director for Small Business Programs. Mr. Wesley was the Principle Advisor to the CECOM Commanding General/Head of Contracting Activ-ity on Small Business. He also served as the primary liaison between the Army Contracting Command-Aberdeen Proving Ground and CECOM/C4ISR. He served as the primary pro-gram manager for CECOM’s Small Business and HBCU/MI program. He had the primary responsibility working with AMC and the Army Office of Small Business Programs (OSBP) to establish and monitor goals and their achievement.

Mr. Wesley earned a Bachelor’s degree in Business Administration from Wayland Baptist University in 2001 and a Master’s of Business Administration from Alaska Pacific University in 2002. He is Level III DAWIA Contracting Certified and is a member of the Army Acquisition Corps. Mr. Wesley is also a proud Veteran of the United States Air Force. Prior to being selected for the CECOM/C4ISR position, Mr. Wesley served as Director/Chief of Contracting for Letterkenny Army Depot. He has held various other assignments to include Deputy for Small Business Programs for PEOSTRI; Contract Specialist for the U.S. Navy NAVFAC at Camp Lejune, North Carolina; Contracting Officer for the Corps of Engineers to include multiple temporary assignments in a contingency environment; and Senior Contract Specialist for both DLA and Fort McPherson, Georgia. He has also served as a cost price analyst for Tooele Army Depot Deseret Complex, in Stockton ,Utah. Mr. Wesley has received an Army Civilian Achievement Medal for his accomplishments while serving as a senior Contract Specialist for the Army Contracting Agency in Fort McPherson, Georgia. He also received several commendations while serving as the Deputy for Small Business Programs at Program Executive Office Simulation Training and CECOM/C4ISR. These assignments have broadened his knowledge of the Contracting and Acquisition career fields to include Small Business. He utilizes this experience in working with diverse customers to incorporate effective small business participation in their acquisition strategies.

It’s never too early to think about joining one of the NCMA Pentagon Chapter’s CFCM or

CPCM Study Groups. NCMA Pentagon holds two CFCM and two CPCM study groups each

year, running concurrently beginning in January and another set of classes in May. Our next

classes will begin in January 2016. This will be our 7th year organizing certification study

groups where we’ve helped over 100 people become certified. The classes are 10 weeks long

(11 weeks for the CPCM study group) and are held on Wednesday evenings from 6-8 p.m.

The chapter provides a structured study group by a certified professional to allow for focused,

value added studying and face-to-face interaction.

The NCMA Pentagon Chapter proctors the certification exams at the end of each study group, providing a familiar and

comfortable location to take the exam. With the chapter proctoring the CFCM exam at the end of the study group, it

gives you the opportunity to immediately put all that hard work to good use and become certified!

In the future, the chapter will announce those dates and open them up to those who are interested in taking the exam, but

have not been a part of the study group. The next time the chapter will proctor exams will be in April and August of

2016. Stay tuned for more details.

We hope you’ll consider joining one of our study groups in January 2016. Look out for more details, with the announce-

INTERESTED IN BECOMING CCCM CERTIFIED?! The NCMA Pentagon Chapter has been providing structured CFCM certification study groups since 2008. In 2012, we

began hosting two study groups each year and started proctoring the exams for the group’s attendees and other NCMA

members. Earlier this year, we launched our first CPCM study group. Over the last seven years, we have helped almost

150 contract management professionals earn NCMA certifications.

The NCMA Pentagon Chapter is considering developing a study group for those who want to become Certified Com-

mercial Contracts Manager (CCCM) certified. But first, we’d like to gauge the interest of our regional members and

colleagues so we can further progress in our planning for a CCCM study group. Typically, our study groups run for 10

weeks, one day per week for two hours. The idea would be to launch sometime in 2016, possibly in the May timeframe.

However, if there is enough interest, it would become a yearly event and full details would be provided at a later time.

If you would be interested in a study group and becoming CCCM certified, please email your name and contact info to

[email protected] so I can keep you updated with our progress for this effort. You can also call or

Best Contract Management Magazine Article:

This award recognizes the best articles published in NCMA's Contract Manage-

ment magazine. It was established in 1971 by NCMA Life Member and Fellow

Norman Singer to provide an added incentive to NCMA members to submit well-

written, relevant articles for publication in Contract Management magazine. All

NCMA members who have submitted and published an article or articles in Con-

tract Management magazine during the calendar year are eligible to receive this

award. Nominations must be made by any NCMA chapter or individual members. Self-nominations are also al-

lowed. The winner will receive a plaque and recognition in the Contract Management magazine. This award will

be presented at one of NCMA live events. Nominations must be postmarked no later than January 31st.

This award recognizes organizations that encourage professional development and education through certification.

ational problems through the practical application of contract management concepts, strategies, and practices.

Carten Cordell, Senior Writer, wrote and article that appeared in the Federal Times on December 4th enti-tled, “DOJ recovered $1.1B in contract fraud settlements in 2015.” The article discusses how the “False Claims Act has again proven to be the government’s most effective civil tool to ferret out fraud and return billions to taxpayer-funded programs,” accord-ing to Benjamin Mizer, (photo right) DOJ’s principle deputy assis-tant attorney general. Of the $3.5 billion in fraud claims for FY2015, Government contracts accounted for $1.1 billion of the fraud recovery, consisting largely of “a series of large settlements resulting from defense procurement investigations.” The largest culprits were Supreme Group B.V., Lockheed Martin Integrated Services, DRS Technical Services Inc., VMware Inc., Carahsoft Technology Corporation, and U.S. Investigations Services Inc.. The Government Contract Management Symposium (GCMS) is held annually by the National Contract Manage-ment Association (NCMA) in the Washington, DC metro area. Formerly intended for those in federal sector, it has grown to provide training for professionals in both government and industry contracting. GCMS is a two-day event filled with keynote addresses, executive panel discussions, 20 breakout sessions, and many networking opportunities. Attendees will earn 14.5 Continuing Professional Education (CPE) hours for their attendance. Subject matter experts will take the stage to speak on pressing matters such as new and pending legislation; working through budget constraints and program uncertainty; managing through a changing work-force and culture; and identifying and bringing new technologies and innovative companies, models, and busi-ness practices to government and industry customers.
