    Undercurrentlaw,StatesfaceapatchworkofdifferentFederalpaymentcontributionsforMedicaidandtheChildrens

    HealthInsuranceProgram(CHIP).

    ThePresidentsframeworkwouldreplacethecurrentcomplicatedFederalmatchingformulaswithasinglematching

    rateforallprogramspendingthatrewardsStatesforefficiencyandautomaticallyincreasesifarecessionforces

    canafforditwhileprotectingthemiddleclassandpromotingeconomicgrowth.

    efforttoreformouroutdatedcorporatetaxcodetoenhanceoureconomic

    competitivenessandencourageinvestmentintheUnitedStates.Byeliminating
