    PCAP, a nonpartisan project unded byoundations and advised by a d istinguished

    panel o experts, provided recommendationsto all o the presidential candidates duringthe 2008 campaign and presented its frstcomprehensive action plan to the ObamaTransition Team in November 2008. It nowis developing new recommendations or presidential leadership in 2011-2012.
