Congratulations to Rebekah Gaudreau for receiving the NH Young Engineer of the Year award this year! As many of you know, I have had the privilege of working side by side with Becky over the years at Parsons Brinckerhoff. Not only is she an extremely gifted structural engineer, but she is a passionate leader and excellent teacher. She is constantly striving to increase her engineering knowledge and expertise as well as support those around her. Becky has such a pas-sion for teaching that she took a “timeout” from practicing engineering, to serve as a lecturer at UNH for several years. College is an essential part of an engineer’s development. Not only do engineers have to get a degree to begin practic-ing, but they need to learn essential theories and fundamen-tals in building their knowledge base so they can be success-
ful. It is the professor’s job is to aid the students in acquiring those skills. Most stu-dents come into the classroom with very little background knowledge of what it takes to be an engineer. They may have higher level math and science skills, but they have no idea how to apply those skills in solving difficult engineering problems. Professors lay out the design process and the many iterations that often occur before a solution is found. They stress the importance of laying out work that is neat and easy to follow for someone to check. Students are required to think about the result of the answer and ensure that it makes sense. It is easy to see how professors shape students into budding engineers, however we as professionals also have an incredible ability to influence these students. It may take one conversation at an SENH meeting, a presentation at a conference, or volunteering on campus with a Senior Design Group. We have a great opportunity at our next meeting at UNH to build relationships and help these prospective engineers. We have had a great turnout the last couple of years. I would like to challenge everyone to get to know at least two students over the course of the evening. Just think back to your days as a student, and how much that would have meant to have a professional take the time to invest in you, if even for a couple of minutes. Linda McNair-Perry has done a wonderful job over the years serving as the liaison for UNH and getting to know many of the students, but she is only one person. Let’s all jump in and support this effort! Also, don’t forget to submit projects for our first annual SENH project awards. Details

The SENH Board of Directors is pleased and proud to an-nounce that SENH Member Rebekah Gaudreau, P.E., was selected by a jury of her peers from New Hampshire’s Joint Engineering Societies for the 2017 New Hampshire Young Engineer of the Year Award. This distinguished award will be presented to Rebekah on February 23rd at the annual Engineers’ Week Awards and Celebration Banquet in Bedford, NH.
The Structural Engineers of New Hampshire (SENH) submit-ted a nomination based on her engineering accomplishments and of service to the profession.
Rebekah is a graduate of the University of New Hampshire where she received both a BS (2005) and MS (2007) in Civil
Engineering. She maintains professional licensure in New Hampshire, Maine, and Vermont. She is an active member of the Structural Engineers of New Hampshire and gives back to the profession through her involvement in the Teacher Engineer Summer Scholar Academy (TESSA) program with service to the Hillside Middle School in Manchester. Rebekah’s 10 years of professional experience includes 7 years of industry work and 3 years as a lec-turer of Civil Engineering at the University of New Hampshire. Her work includes the design, reha-bilitation and inspection of numerous steel and concrete bridges throughout northern New England, including the inspection and rating of the Bourne and Sagamore bridges over the Cape Cod Canal and structural analysis of the new Whittier Bridge over the Merrimack River. She has served as a structural design engineer on several of the bridges along the I93 corridor for NHDOT as well as for bridge projects for MaineDOT and VTrans, and has extensive experience and familiarity with finite element modeling and Load and Resistance Factor Design methods. She has shared her knowledge with the engineering community through presentations at several events, including the International Bridge Conference, UNH Civil and Environmental Engineering Alumni Conferences, Structural Engineers of New Hampshire meetings, and the Transportation Re-search Board Annual Meeting. Rebekah and her husband Greg reside in Stratham, NH with their son Sawyer, where she spends her time overseeing single elimination hot wheels tournaments with her son. In her free time, she an active member and treasurer of the Exeter Run Club, a running group that raises funds through rac-es for local charitable organizations, with the most recent donation going to St. Vincent de Paul, a community assistance center and food bank in Exeter, NH.

****NEW**** STATE BUILDING PERMIT SYSTEM ****NEW**** The information below is taken directly from the NH DOS Bureau of Building Safety & Construction website for the Engineering & Plan Review Section
The Bureau of Building Safety and Construction administers the State Building Permit System as au-thorized by law through RSA 155-A and administered by Saf-C 8100 Rules. The permit system applies to construction involving all state owned properties, the university system properties, community college system properties and by written request and acceptance from those municipalities that have not adopted an enforcement mechanism pursuant to RSA 674:51. Permits are required for new and renovation construction based on the provisions of the current NH State Building Code and applicable amendments. The following permits are issued through this program: 1. Building Permit 2. Mechanical Permit (fuel gas): For all work subject to state licensing requirements as identified in RSA 153:27 3. Mechanical Permit (non-fuel gas): Work not subject to state licensing requirements including ductwork 4. Electrical Permit 5. Plumbing Permits 6. Fire Protection Permits: Includes fire suppression systems, fire alarms, kitchen ex-haust systems

LEGISLATIVE UPDATE RELATIVE TO THE STATE BUILDING CODE
The LSRs mentioned in the October 2016 newsletter are now bills in the House and each has had at least one public hearing shortly after the session started. HB80 brings the state’s RSA’s relative to energy conservation in building con-struction into alignment with the state building code RSA’s.
The one many of us have been anticipating is HB92 which would update the state building code to the 2015 i-codes.
This is the same language from the bill that failed to pass in 2016. You can follow the links to get more information on
the text, status, sponsors, etc.
I am told you can start contacting the House Executive Departments and Administration (ED&A) Committee to show your support for these bills. The i- code updates are heavily reliant on the energy code bill getting passed, so you might mention them both.

Younger Members Group
The Younger Member Group (YMG) is excited to announce that this coming fall, it will be helping those interested in sitting for the SE Exam. Through a grant awarded by NCSEA, we have the opportunity to fund a portion of the cost asso-ciated with the exam review course. Anyone considering sitting for the exam in the fall and interested in the review course should please email [email protected]. Before the upcoming SENH March meeting at UNH, the YMG will be hosting a resume boot-camp for current students. Our aim is to help students prepare for the transition into professional practice by reviewing resumes and answering any questions they might have. The location and time will be determined and sent out prior to the March meeting. We are looking ahead for opportunities to help with the community! This coming spring the YMG will be participating in Habitat for Humanity and is looking for interest from you! Whether you’re a younger member of SENH, or a more ven-erable member, please join us for a day of giving back to the community. Tentative dates for volunteering are set for the end of the month in April, or beginning of May. Anyone interested should please send an email to [email protected].
Ad-Hoc Awards Committee The Committee has announced the Excellence in Engineering Awards Program for 2017. This program identifies and recognizes outstanding structural engineering projects specifically designed by our Members. Project Entries for the first annual Excellence in Structural Engineering Awards is due by March 1, 2017 (one week away). The entry requirements are short and easy:
· Fill out the one page entry form · Prepare an 800 word (or less) project description · Assemble 4 to 8 color photos (8" x 10") · Include 1 to 2 sketches or plan sheets (11" x 17") · Send check for $50 entry fee
It is that simple!! Preparing a project entry should d take you 2-4 hours. YOU STILL HAVE TIME TO PREPARE AND SUBMIT AN ENTRY BY THE DUE DATE. The Awards Committee has REVISED the Project Eligibility Requirements as follows:

September 2016 NCSEA Structural Summit, Orlando, Florida Delegate Bob Durfee and Associate Delegate Alex Azodi represented SENH at the annual NCSEA Structural Summit that was held late last summer in Orlando, FL at the Disney Contemporary Resort/Conference Center. A written report on the Conference has been posted on the SENH website.
Nomination Committee The Nomination Committee submitted a candidate for this year’ (2017) Young Engineer of the Year Award. The
NSPE-NH Jury has just announced that SENH member and candidate Rebekah J. Gaudreau, P.E. has been selected

If any of our members are attending, it would be helpful if you used the opportunity to bring SENH Student Member applications to your booth and/or encourage students interested in structural engineering to sign up for the free student memberships on the SENH website. Note you will need to advise them to ignore the $15 fee noted on the form, as it has that fee has been waived for 2017. The same waiver of student fee applies if the paper form is used. Powelson Memorial Scholarship and Ms. Kimberly Perkins was recognized as the SENH Younger Members Group Scholarship winner. PRESENTATIONS: 7:15 pm-7:30 pm The steel bridge team will be updating us on their progress for this year’s competitions. 7:30 pm-8:30 pm FEMA Flood Maps by Eric A. Maher. Eric A. Maher is a Non-Equity Partner at Donahue, Tucker, & Ciandella, PLLC in its Exeter Office. Eric is the current chair of the New Hampshire Bar Association’s Municipal and Government Law Section and prac-tices municipal, land-use, real estate, and business law. He earned a B.A. in History and a B.S. in Criminal Justice from the University of Massachusetts – Lowell and a Juris Doctor from Suffolk University Law School, where he focused on environmental law. Prior to becoming an attorney, Eric was a law enforcement officer for the Town of Danville and the New Hampshire Marine Patrol, where he patrolled New Hampshire’s Seacoast. Eric currently lives in Epping with his wife, daughter, and hound-dog. This presentation will focus on the recently amended FEMA flood maps for Strafford and Rockingham Coun-ties with specific attention to observed flaws contained in the flood maps. The discussion will first discuss the methodologies that were employed to develop the flood maps and why those methodologies have been called inappropriate for the New England Seacoast. Next, the presentation will discuss the legal avenues available to private property owners in response to those flood maps. Finally, the presentation will discuss in-depth cases in which the FEMA flood maps have been challenged, the arguments that have been raised, and the out-come/status of those cases.

SENH Vice President Tom French opened the business portion of the meeting.
Tom reminded all that due renewals are needed by January 31.
Tom reminded all that the FHWA Fracture Critical Techniques course is coming up and only a few spots remain for Tuesday March 21 through Friday March 24.
The next meeting will be at UNH on March 22 regarding FEMA Flood mapping and the following meeting will be May 18th at the Derryfield regarding ICF and the awards ceremony will be conducted.
Tom introduced Bob Durfee to introduce the Excellence in Structural Engineering Awards.
Bob formally introduced the membership to the awards program and the efforts of the committee and encouraged all to submit an application prior to the March 1, 2017 deadline.
Tom introduced Ross Wood to provide an update on the Younger Members Group.
Ross announced that the YMG was successful in receiving a sizeable grant from NCSEA to provide an SE refresher course and provide some community service. Ross indicated that both are currently in the planning stages and more details are to follow.
Tom introduced SENH administrative assistant Deb Coon who has served SENH for many years.
Bob Champagne, SENH Treasurer, gave a budget update. 2016 ended in the black largely on track with the expected budget.
Tom asked the membership to participate in SENH’s variety of committees to help move the efforts forward.
Tom reviewed SB21, which is proposing changes to the Architect’s statue which essentially would require an archi-tect on a larger number of projects. SENH is asking the membership for any input regarding this bill to be commu-

NHDOT Bridge Program Update, Presented by Bob Landry, NHDOT Administrator of the Bureau of Bridge Design. Bob began with a review of FY 2016, which had the highest contract value advertised at $60M. He noted that the 10-year plan has an average advertisement value of $82M/year. Bob reviewed the changes to the state and municipal redlists and highlighted a focus on the yellow list, bridges which are in need of preventative maintenance. He introduced Nick Goulas as the new Chief of the Existing Bridge Section of the Bureau of Bridge Design. Bob displayed a recommended investment schedule, which identified the aspects of maintenance and preservation. He provided an update of the Sarah Long Bridge project and an update on the tidal turbine being installed at the Memorial Bridge as part of Professor Bell’s project. Bob closed out his presentation with a review of the updated Bridge Manual. Technical Presentation Whittier Bridge by Chris Daigle, Assistant Project Manager with Walsh Construction. Chris first explained the team make-up of Walsh-McCourt JV and HNTB as the lead consultant for the $292M pro-ject. Chris reviewed the overall structure which includes a micropile supported substructure and two network tied arch-es. A custom gantry system was created for the project for the many large lifts throughout demolition of the old spans and construction of the new arches. The first bridge is complete and is in use carrying I-95 and the second is slated to be completed in September of 2017. Chris answered several questions from the membership regarding the project.

Fracture Critical Inspection Techniques for Steel Bridges

The course curriculum for this training reflects current practices, while addressing new and emerging technologies available to bridge inspectors. In addition, the course features exemplary training; hands-on workshops for popular types of nondestructive evaluation (NDE) equipment; and a case study of an inspection plan for a fracture critical bridge. The first day of the training focuses on the concept of fracture critical members (FCMs), FCM identification, failure mechanics, fatigue in metal, and an overview of NDE methods. Day two includes demonstration sessions and hands-on applications of NDE techniques for dye penetrant, magnetic particle testing, Eddy current testing, and ultrasonic testing. Days three and four emphasize inspection procedures and reporting for common FCMs, including problematic details, I-girders, floor beams, trusses, box girders, pin and hanger assemblies, arch ties, eyebars, and cross girders/pier caps. The course will conclude with a case study detailing the preparation of an inspection plan of a fracture critical bridge.
