January 8, 2011, the Coordinated Bargaining Committee (CBC) gathered at your Union Hall to discuss the contract and prepare to mobilize. The CBC is the union represented body of all International Unions involved in the collective bargaining of the GE national contract. Unions such as the United Aerospace Workers (UAW), International Brotherhood of Electrical Workers (IBEW), United Electrical, Radio & Machine Workers of America (UE), International Union of Electrical Workers Communication Workers of America (IUE- CWA), International Association of Machinist (IAM), United Steel Workers (USW), and the IFPTE (International Federation of Professional and Technical Employees) were some of the unions represented. More than 125 leaders from over 30 local unions were present. Steve Tormey, Secretary of the UE-GE Conference Board, presented a PowerPoint presentation concerning medical insurance and pensions. Myths and realities were addressed such as the rising medical cost reflecting that healthcare remains less than 1 percent of the company’s revenue and is well below the average. The “Health Choice” plan that the company imposed on the non-exempt salaried workforce has left these individuals speaking out on the forced program. Speak to any non- exempt employee and they will tell you about the high-deductable, high co-pay health plan the company wants to impose on us. This cost shifting strategy leaves a lot to be desired concerning world-class benefits at a world-class shop. Also discussed was the threat to the GE pension plan due to the company placing all new hire exempt salaried employees into a 401K, not allowing them to participate in the defined pension plan and the impact this would have on anyone in the defined pension program. Numerous other issues were discussed concerning contract and the strategy on how to address our future. Your Bargaining Committee has been hard at work forming proposals and continuing to prepare for the 2011 contract. Preparation for UAW – GE Contract 2011 is well under way! January 8, 2011, the CoordinatedBargaining Committee (CBC) gathered at your Union Hall to discuss the contract and prepare tomobilize. The F-136 still continues to be a battle. Recently the House and Senate passed a proposal for athree-week CR. This measure will keep the government funded through April 8th concerning budgetissues. At this time the program still has potential to move forward for a competition.

On February 27, 2011, at the General Membership Meeting, a motion was properly made fromthe floor:

“That seniority is the prevailing factor on all decisions on all combining & splitting ofO/T groups or area split no shift seniority.” The motion pertained to Article #6 – 16 Combining /Splitting of Overtime Groups.

Recently, U.A.W. Local 647 was informed that area management in CFM-56 was to separate thearea into two overtime groups, CFM-56 and CF6. This was contractual due to Article #6 – 16 B andwas properly initiated. By seniority, each shift was asked which overtime group they chose. Onceestablished, the new overtime sheets were posted.

This was brought to the U.A.W. Bargaining Committee for a position. The U.A.W. upheld thesplitting of the overtime groups as contractual and supported the event. Due to the motion, theevent was brought before the U.A.W. Bargaining Committee again.

The history of Article #6 Hours of Work and Overtime 16 A & B is as follows:1988 – 1991 U.A.W. – G.E. Contract – no verbiage1991 – 1994 U.A.W. – G.E. Contract – Article #6 - 16 – Combining of OvertimeGroup language introduced. This pertains to combining of overtime groups.1994 – 1997 U.A.W. – G.E. Contract – verbiage remains the same-unchanged.1997 – 2000 U.A.W. – G.E. Contract – verbiage remains the same-unchanged.2000 – 2003 U.A.W. – G.E. Contract - Article #6 – 16B – Combining of OvertimeGroup language “B” is introduced. This pertains to separating the overtimegroups.2003 – 2007 – verbiage remains the same-unchanged.2007 – 2011 – verbiage remains the same-unchanged.

After thorough investigation, the negotiated intent of this language is to administer thissituation by seniority by shift. Therefore, the moves were made properly. To thoroughly followthrough on this situation, a letter will be sent to the member who made the motion to clarify thedecision. Furthermore, the full U.A.W. Local 647 Unit #7 Bargaining Committee will be available atthe following times to discuss the history of this matter with the members who wish to attend,April 7, 2011, 1:30pm and 3:30pm at U.A.W. Local 647.

WHAT IS WINNING?

A few years ago, at the Seattle Special Olympics, nine contestants, all

physically or mentally disabled, assembled at the starting line for the 100-yard dash. At thegun, they all started out, not exactly in a dash, but with a relish to run the race to the finishand win. All, that is, except one little boy who stumbled on the asphalt, tumbled over acouple of times, and began to cry. The other eight heard the boy cry.

They slowed down and looked back. They all turned around and went back, every one ofthem. One girl with Down’s Syndrome bent down and kissed him and said, “this will make itbetter.” Then all nine linked arms and walked together to the finish line. Everyone in thestadium stood, and the cheering went on for several minutes. People who were there arestill telling the story. Why? Because deep down we know this one thing: What matters inthis life is more than winning for ourselves. What matters in this life is helping others win,even if it means slowing down and changing our course.

SAFETY REPORT BY RICK PHILPOT AND DOUG LEHMAN

Brothers and Sisters,The Health Hazard Evaluation Team for our machining fluids will be at Evendale during the month of

March doing personal samplings which consist of wearing a meter for a day or two. We need to help eachother, the only way they can get sampling information is for operators to wear these meters, so if you areasked to wear a meter please do so for the sake of all machine operators, so NIOSH can gather theinformation needed to do the evaluation.

We have recently had two (2) environmental accidental exposures in the Evendale Plant. One (1) being inBuilding 700 Shafts Cell with Sermatel paint (hex-chrom) in our spray booth paint operation.

If you have worked with this process you are entitled to go to medical for a occupational medical examconsisting of urinalysis, blood work, pulmonary function test and chest x-ray.

The second exposure was from cadmium from braze rods (ams 4771) in the welding process on the F101(B-1) engine program, if you brazed on these parts you are entitled to a occupational medical exam consistingof urinalysis (24 hr. sample), blood work, pulmonary function test, chest x-ray, and a digital rectal exam.

If you have worked with or around these processes, contact Evendale Medical Department at (513)243-3913 to set-up an appointment for prior notice because these exams take a couple of hours to complete. Ifyou have any trouble let Rick or Doug know.

GE/UAW FAMILY PARTICIPATES IN SPECIAL OLYMPICS WORLD

GAMES

The Blakeney family will travel to Athens in June 2011 to watch their

daughter, Danielle, compete in the Special Olympics World Games

The Blakeney family has something to be proud of this year. Danielle Blakeney, daughter of

Mark Blakeney, materials handler, has been selected to compete in the 2011 Special Olympics

World Summer Games in Athens, Greece. She was recently featured on Fox 19 News as well, to

talk about her accomplishments and her participation in the Games.

The Special Olympics, which run from Friday, June 25th to Monday, July 4th this summer, consist

of representatives from 87 countries competing in 17 different sports. Danielle’s events will

include rhythmic gymnastics, ribbons, clubs, ball and rope. She has been competing for nine

years and is the youngest USA team member.

Danielle, who is 20 years old, competed in the National competition in Lincoln, NE in July and

won one silver medal and four gold medals. This will be her first time participating in the World

Games. She has been named the Special Olympics “Athlete of the Year” and nominated for the

Down’s Syndrome Association “Empowerment Award”.

Her mother, Coleen, commented on Danielle’s accomplishments, saying, “When I think about

Danielle going to the Games, I first think about her birth. She was 2 pounds, 4 ounces and we

were told she had Downs Syndrome. All I can say is what she has become is nothing short of

amazing.”

Union Brothers and Sisters,It’s a new year and the members of your Veteran’s Committee are already in the process of putting

together our next event. It is another “fundraiser” dance and “raffle.” It will be held at the Union Hall, onSaturday, March 26th. The hours will be from 6pm to 11pm. We are providing two (2) live bands for yourentertainment and a meal, courtesy of, and prepared by UAW Local 647 Brother Jimmy Williams.

We intend to make “flyers” and “tickets” available by the week starting February 21st. Additionalinformation about the event will be on the flyer at that time. What will be different from our first dance lastJune is that “raffle tickets” can be bought early, without attending, AND, tickets can be purchased “at thedoor” between 6pm to 7:30pm. Tickets purchased at the door WILL NOT include a meal. All price structureswill be on the flyers, couples, singles, etc.

We expect to have even a better show than last summer, and hope to see a very large turn out. And thereis one new twist this year; ANY SERVICE PERSONNEL ON LEAVE CAN ATTEND AND EAT FREE! The invitation isfor immediate family members and uniforms will not be required.

Join us that evening. You will have fun, eat well, and listen to good music. Once again, we will haveeverything available and on the floor soon. Hope to see you there and I thank you.
