Dear ACSESS members, As I write this message, it is July – our summer solstice – and I hope you are all able to take some well-deserved time off. I have been asked to pre- pare a few paragraphs of wis- dom and wit, which is beyond my abilities as a writer and pon- tificator. Instead, I will share what little wisdom I have re- tained (no pun intended) over these 24 wondrous years in my chosen profession. And, I would like to include a pictorial glimpse of my loves and passions. First, the tiny bits of accu- mulated wisdom. 1. Two Thumbs Up for ACSESS National Conference 2003THIS YEAR’S ACSESS conference, held

in Edmonton, Alberta, has been said tobe the best in the history of ACSESS (andsome look back and embrace in thisstatement the conferences mounted byAPPAC and ESSAC). With an attendancethat beat committee target projections,and a great line-up of speakers, mem-bers are still raving about it today.

The conference included more than150 delegates and 20 sponsors and ex-hibitors. The educational program in-cluded speakers like John Izzo, TonyMartin, Fazila Nurani, John Klymshynand Jeff Skrentny, who recently filled aroom with an encore seminar in To-ronto (see “Thanks to the Cubs” in thisissue). The conference included a spe-

cial IT discussion with expert panelistsDavid Booth, Art Smith, Kevin Brown,David Watt and moderated by Bill Han-niman, CPC, of Eagle Professional Re-sources in Calgary.

Along with the successful educa-tional component of the conference, thethree-day program was filled with net-working events such as Dine-Around-Edmonton, which followed the openingreception and a warm welcome fromEdmonton Councillor Jane Batty.

and with only weeks to go before theconference, committee organizer RiaAmes went on a mission in search of anew band that would ultimately makethis Gala Dinner a memorable one. EarthBeat, an Edmonton-based band, packedthe dance floor with members, execu-tives and even Delta banquet staff, andreceived not one, but two, encores.Nice job, Ria!

The Edmonton Conference truly setthe stage for conferences to come. ACSESS

Edmonton ChapterTHE 2002–2003 year brought to the

Edmonton Chapter a whirlwind of ex-citement, enthusiasm and the opportu-nity to host the 2003 National Conference.The year seemed to fly by with commu-nity events, conference planning and ofcourse, monthly meetings showcasing anumber of different topics in our indus-try, including presentations from two ofour long-time respected EdmontonOwners, David Aplin from David Aplin& Associates and Mike Duff from theDesign Group, who willingly came be-fore our group to share their experi-ences from the past and present, and tooffer insight as to what the future of thestaffing industry might hold for us.

Throughout the year we had a num-ber of special events, including our an-nual Stuff the Bus, a charitable drive forthe Edmonton Food Bank and our an-nual toy drive for Santa’s Anonymous,both very big successes. The biggest fo-cus and highlight for Edmonton was, ofcourse, hosting the 2003 National Con-ference. With many obstacles along theway, the Edmonton Chapter, in conjunc-tion with an exceptional National Con-ference Committee and our staff at

National office, found a way throughand held what we thought was a “highlysuccessful, fun and informative confer-ence.” When we didn’t think it could getany better, we were awarded Chapter ofthe Year at the Gala, an award we willhonour with great pride.

2003–2004 already brings some inter-esting issues to the Alberta market, in-cluding re-classification and increases tothe WCB rates for temporary labour. OurChapter will work with Mary McIninchat National to ensure that our recom-mendations are heard and that assist-ance regarding information on safetyprograms will be available to our mem-bers. Education, marketing and mem-bership services will continue to beworked on in order to provide variety tothe membership in the way of speakers,and a new quarterly newsletter will beintroduced to our members to helpkeep them informed on Edmonton’s ac-tivities. We will continue our communityinvolvement and we will strive to ex-ceed the accomplishments of past withnew ones in the upcoming year!

A Message from the President of the Torontoand Southwestern Ontario Chapter of ACSESSWELL, another year has passed. And

what a year it was. The Toronto andSouthwestern Ontario Chapter ofACSESS had an extremely eventful year.We held a client panel discussion thatwas attended by more than 70 members,two educational sessions, a Gala Christ-mas/Seasonal banquet with Erin Davisas the speaker, and a silent auction thatraised more than $5,000 for RonaldMcDonald House. Finally, we wrapped

it up with a “Day at Ontario Place” forStaffing for Canada Week. A very specialthanks to all of the 2002–2003 Board,who made it possible.

Moving forward, one of the things Iwould like to see is more active partici-pation from our Chapter members. Tohave a strong chapter, we need ourmembers to support the activities, meet-ings and programs. A great deal of timeand effort is spent by the Chapter Ex-

ecutive to plan and produce theseevents, and it makes it all worthwhilewhen the events have good attendance.In addition, we are able to plan topicalprograms and events when we have in-put from our membership. I encourageyou to get involved and/or have yourstaff get involved. Meetings are postedon the ACSESS website and are open toall Chapter members.

Finally, we have always believed ingiving back to the community, and thisyear we are again supporting RonaldMcDonald House. Our commitment tosponsor a room is $5,000 per year for thenext four years. Many people do not re-alize that Ronald McDonald House, al-though supported by McDonald’s has toraise almost 90% of its operating ex-penses from outside sources. Please joinus in supporting this worthwhile organi-zation, which provides “home-away-from-home” facilities to families whiletheir children are undergoing treatmentat Sick Children’s Hospital.

I look forward to meeting and work-ing with many of you this year andhope that you will come out and sup-port your Chapter.

2002/2003 Calgary Chapter —A Year in ReviewEARLY IN JULY the “new” board got

together and decided to send a surveyto the Calgary Chapter members. Wewanted to be sure we were best servingthe needs of the Chapter. The survey in-cluded questions regarding location andtimes of Chapter meetings, costs formeetings that included meals, types ofspeakers, training requirements. Withthe information gathered we were ableto set up our meeting schedule for thefall and into 2003.

We held monthly meetings the thirdThursday of the month and the surveyindicated the preference was for lunchmeetings. Meetings included: Steve Jones– ASCESS National President’s Tour, Cre-ating Client Relations, The Privacy Act,How to Stay Motivated in an EconomicDownturn, Interactive Case Studies – toname a few.

We also decided that we would holdSpecial Interest Group meetings onceevery other month to focus morearound the specific needs of our differ-ent members and their representatives.These included Owners and Managers,Industrial, IT, Accounting, etc., and al-though the meetings attracted smallergroups, they were highly informativeand provided a chance to network with

peers in the same industry field.We held a social function at Christ-

mas and incorporated a silent auction insupport of a local charity – the CalgaryFood Bank.

Our celebration for Staffing for Cana-da Week was a Murder Mystery Dinnerwith an excellent turnout of 120 peoplefrom 11 different member companies.The fundraiser for this event was a 50/50

draw and the proceeds went to the KidsCancer Charity in support of three ofCalgary’s radio celebrities (Don, Joanneand the Coach) who will be shavingtheir heads in August to raise money forthis charity.

2003/2004. This fall the ExecutiveBoard will be planning meetings forevery second month and we will be al-ternating between lunch and dinnermeetings. This is in an effort to allowmore members to attend and also to cutsome of the costs of monthly meetingsuntil this great economy of ours turnsaround! Ha, ha. And if you have been inthe business as long as I have, youknow that is a “given.”

The Importance of ACSESS MembershipSubmitted by Staffing Strategies, an

ACSESS member since May 2002

MANY COMPANIES have chosen touse the staffing industry to find suitableemployees for opportunities availablewithin their organization. We are strate-gic in our approach and we are knownto be experts in searching for the bestcandidates. However, not all potentialclients understand our search systemand business ethics.

In a recent discussion about our serv-ices with a client, he was uncertain howhe could be guaranteed that we performour recruitment processes profession-ally and fairly. He had heard that onceemployees had been placed and werepast the guarantee period, the sameagency would try to recruit those em-ployees and place them elsewhere.

In response to our client’s concern, Iinformed him that Staffing StrategiesInc. has a business code of ethics forboth clients and applicants and that wehave taken further steps by becoming amember of ACSESS. ACSESS is an organi-zation that “assumes a leadership role inindustry licensing and regulation,” andit is an association that “creates aware-ness of the industry and positive publicrelations.”

As a member, we are also guided bythe Code of Ethics and Standards toserve our clients and candidates “faith-fully, with integrity and professional re-sponsibility.” We observe “the highestprinciples of honesty and fair practice indealing with clients, candidates, and allregulatory authorities” and “we will notrecruit, encourage or entice a candidatewhom we have previously placed toleave the employ of our client.”

I also informed our client that as aCertified Personnel Consultant with 10

years of experience, I have been testedand certified by ACSESS for my knowl-edge of the staffing industry in the re-cruitment, interviewing and placement ofboth temporary and permanent positions.

Our client had not been aware thatthe employment industry is closely sup-ported and monitored by ACSESS and hehad not realized the staffing servicesthat are voluntary members of ACSESS

abide by a Code of Ethics and Stand-

ards. As a result of this informationabout ACSESS, he now feels confidentthat we will perform our duties ethi-cally, competently and without harminghis company’s reputation.

Due to this situation, I have learnedthat being a member of ACSESS and be-coming a Certified Personnel Consultanthave enhanced our credibility and givenour clients further confidence in thestaffing industry.❏

Highlights: Report on the 2001Survey of Employment Services • The industry reported operating

revenues of $5.19 billion in 2001, rela-tively unchanged from $5.14 billion in2000. A general slowdown in economicgrowth in 2001 impacted the Employ-ment Services Industry which providesworkers to business for part-time andpermanent assignments. The data for2001 show that revenues from place-ment services (i.e. permanent staffing)were lower while revenues from tempo-rary staffing services grew to offset thedecline.

• Temporary staffing services gener-ated 80.3% of operating revenues in 2001,a significant increase from 2000 whenthey generated 75.7% of industry operat-ing revenues. In contrast, the share ofoperating revenues from placement serv-ices fell to 18.2% from 21.5% in 2000.

• The industry reported that 464,000

workers used the services of TemporaryStaffing agencies in 2001. These tempo-rary workers generated 221 millionbillable hours for the industry in 2001,up from 210 million in 2000.

• Sixty-one percent of operating rev-enues were earned in Ontario, up onepercentage point from 60% in 2000.

• Operating profit margin for the in-dustry fell to 3.9%, down from 5.9% in2000.

• The largest user of this industry’sservices was the business sector, whichgenerated 87.2% of operating revenuesin 2001.

• Revenues from clients outside ofCanada grew to $122 million in 2001, upsignificantly from $74 million in 2000.

• Large businesses play a major rolein the Employment Services Industry,but their overall share of operating rev-enues slipped in 2001. The top 20 firmsaccounted for 37% of operating rev-enues in 2001, down 3 percentage pointsfrom their 40% share in 2000. Similarly,they accounted for 39% of all salariesand wages paid in the industry in 2001,down from 41% in 2000.

The Report on the 2001 Survey of Em-ployment Services by Statistics Canadaincludes relevant statistical data per-taining to both employment placementagencies and temporary staffing firmsacross Canada with industry compari-sons from 2000. Some of the data cov-ered included operating revenue, eco-nomic growth, operating profit marginand users of the industry’s services, toname a few.

ACSESS Adopts New Board Policy(Previously published in Dialogue,

May 2003 Conference Issue.)ACSESS continues to place emphasis

on the importance open communicationplays in the success of any organization.This includes: regular contact with mem-bers via mail, email and our website; en-couraging members to provide inputand direction; frequent sharing of infor-mation between our national staff anddirectors, and Chapter leaders who pro-vide the essential services in citiesacross Canada.

Occasionally, we also receive requestsfrom members wishing to sit in on a Na-tional Board meeting. And, why not –this is a great way to gain a better un-derstanding of what your Association isdoing and where we are heading. TheNational Board meets three to fourtimes a year, usually in Toronto andwith one meeting held in conjunctionwith the Annual Conference. Materialsare circulated in advance and air travelis paid for elected directors (sadly, wecan’t stretch the budget to cover guests).

In response to the interest expressed,the following policy has been devel-oped and was unanimously approved atour March meeting.

Attendance at Meetings

While it is expected that elected di-rectors attend, participate in, and vote atBoard meetings, other persons – includ-ing members – may attend upon requestor by invitation, and it is the position ofACSESS that all reasonable requests forpermission to attend or petition theboard shall not be denied. It should benoted that voting by proxy or ballot isnot permitted at Board meetings [as it isat an annual or special meeting of themembers] and thus individuals attend-ing on behalf of an elected director mayparticipate in discussions, but do nothave the right to vote.

When Do Consultants/Advisors/Non-Elected Members Attend Meetings?

(a) An invitation may be extended bythe President or his/her designatethereby permitting those involved in aspecific ACSESS activity to participateand/or present on an agenda item. Thedecision as to whether such guests beinvited to attend the full Board meetingor only a portion of the meeting will bedetermined on a case-by-case basis.

(b) A member may request permis-sion to sit in on a National Board meet-ing at any time. This request should besubmitted to the President or ExecutiveDirector, following which a confirma-tion of attendance will be provided to-gether with the meeting agenda. Whilesuch members will be attending as ob-servers, they will be encouraged to par-ticipate in general discussion. In caseswhere the member requesting permis-sion to sit in on a meeting is not theAuthorized Representative of a MemberCompany, then the permission of the

Authorized Representative should beobtained.

(c) A member may request permis-sion to attend and address a specificsubject at a National Board meeting,providing the request is received no lessthan 15 days prior to the meeting and isaccompanied by a brief written descrip-tion of the issue they wish to raise. Themember will be given a 5-minute pres-entation time on the agenda. The deci-sion as to whether such guests beinvited to attend the full Board meetingor only a portion of the meeting will bedetermined on a case-by-case basis. Notmore that three petitions to address aspecific subject will be accepted at anyone meeting.

The objective of this policy is to create agreater degree of openness and to providea means for members to approach Na-tional Board and take part in the formu-lation of national goals and services.❏

Kevin Dee, CPC — Our Next LeaderTO BE NAMED President Elect for our

industry association is an honour, and Iam hopeful that I can bring value to theposition. Personally I am excited aboutthe prospects for our industry in the 21stcentury, and I say this for a number ofreasons.

Firstly, pure demographics are goingto drive the demand for our industry toa fever pitch. New jobs will outpace adeclining workforce for probably thenext 10 years, and by 2006 two workerswill leave the U.S. workforce for everyone entering it – and that will be echoedacross the industrialized nations.

Companies will need help findingemployees, will need more help meet-ing peak or project demands, will focusmore on their core competencies, andthe “value” provided by our industrywill be well recognized.

Secondly, in a world where service-based industries are outpacing the re-source-based industries, it is peoplewho will make the difference – and weare the people who supply the people.

Thirdly, as the economy moves to a“candidate poor – job rich” market, ourservices will be needed more and moreto meet not only client needs, but alsoto fuel the employment needs of aworkforce that is more interested in bal-ance of life than their parents were.

And finally, studies are beginning toshow a strong correlation between thestrategic use of a flexible workforce andincreased shareholder value. The flex-ibility afforded companies to be able tomeet peak demands, manage costs andreduce risk are all factors why this oc-curs.

Our industry is coming of age andthe challenge for us is to “get it right,” tobring value to our clients and not be

viewed as a commodity. We need tochallenge the drive of the labour move-ment that would see all workers be-come homogenized. We need to ensurethat governments do not bring in legis-lation that will restrict the capability ofindustry to take advantage of a flexibleworkforce. We also need to work to-gether as an industry to ensure wemaintain the highest levels of profes-sionalism and integrity.

I will definitely be honoured to bePresident of an industry association withsuch promise, and look forward to play-ing my small part in our industry’sbright future.

members. A number of individuals triedto hold Jeff back after the seminar as herushed off to catch his plane backhome. Goes to show what a big fanbase Jeff has in Toronto. And for base-ball fans, the Blue Jays lost one andwon one against the Cubs.❏

Emails with subjectlines like “ How’s your work,” or “Iheard about your family” can fill yourinbox with so much “junk” you end upmistakenly deleting the important ones.Besides the fact that you normally wouldnever get emails with such great subjectlines, these emails come as quickly asyou can hit the delete button – andthat’s exactly what you shouldn’t be do-ing. According to Jeff Youngberg, Man-ager of IT for Somerset Graphics, thebest way to eliminate emails such asthese is to set your email account towork offline.

Anytime you click on the email sub-ject of a spam email or virus, a messageis automatically sent to the host for ac-

tive email verification. This program-ming encrypted into the emails, verifiesthat (a) the message has been received,and (b) it is an active email account,which can then be distributed to com-panies that purchase email addresses fore-marketing purposes. Hence, endlessamounts of spam. The best way to de-crease the number of junk email is towork offline.

Here’s the how to: After openingyour email program and receivingemails into your inbox, go to the topprogram menu bar, under File, and se-lect Work Offline. Legislative UpdateOVER THE COURSE of the past six

months, ACSESS continued to make ourindustry’s views known on a wide rangeof policy issues.

In Ontario, ACSESS continues to playan active role as safety group sponsorand is working closely with the WSIB

and other safe workplace associationsin developing occupational health andsafety prevention materials that will pro-vide a summary of best practices for thetemporary help industry in provincesacross Canada.

In early May, the British Columbiagovernment released private sector pri-vacy legislation, the Personal Informa-tion Protection Act, for first reading inthe legislature.

In Quebec, ACSESS made representa-tions before PQ Minister of Labour JeanRochon as part of a roundtable discussionon the recommendations contained inthe Rapport Bernier (report studying thenon-traditional workforce in Quebec).

ACSESS Health and Safety/WCB Committee

Ontario:ACSESS continues to play a very ac-

tive role as safety group sponsor. Safetygroups are designed to give credit tobusinesses that make prevention a dailyhabit by building prevention elementsinto their management systems. Firms ina safety group may receive rebates ontheir WSIB premiums if they participatefully in the program and demonstratethat they have made prevention ele-ments an integral part of their busi-nesses. Both the Ottawa and Torontogroups have made significant improve-ments to date and recognize the tremen-dous benefits of the program.

We are currently in the process ofdeveloping occupational health andsafety prevention materials that willprovide a summary of best practices forthe temporary help industry. The prod-uct will provide a summary of best

practices for the industry. The first draftof the manual is now complete and wehope to launch the product to mem-bers this fall.

British Columbia:Earlier this year, Adecco Employment

Services was advised that the 33.3% con-struction surcharge cap could be elimi-nated in 2003, resulting in significantlyhigher rates in 2004. The increase couldresult in a 30% increase for memberssupplying labour to the construction in-dustry. In a letter to ACSESS dated May 6,WCB Policy Bureau announced it willbegin its evaluation of the ExperienceRating Pilot for Construction this sum-mer and has invited ACSESS to partici-pate in consultations with constructionassociations and other interested stake-holders. Our committee is in the processof reviewing the Experience Rating forConstruction Firms Consultation Paperand will submit our recommendationslater this summer.

Employment Issues Committee

British Columbia:The BC government introduced Bill

38, the Personal Information Protec-tion Act on April 30, 2003. The bill hasbeen given first and second reading,leaving little opportunity to make sub-stantive comments. Stakeholders arerightfully concerned about the govern-ment pushing this legislation throughwithout engaging in public consulta-tion. The BC legislation incorporatesthe 10 privacy principles of the CSAModel Code for the Protection of Per-sonal Information, and is scheduled tocome into force on January 1, 2004. National CapitalCommittee

ACSESS National Capital Committeecontinues to encourage and monitor on-going discussions between Public Works

and Government Services Canada Insur-ance advisors and the Insurance Bureauof Canada representing the insuranceindustry regarding RMSO insurance cov-erage requirements for the supply oftemporary help to federal government.We are confident that a mutually accept-able agreement will be reached withinthe next six months. ACSESS is request-ing that the wording of the LitigationRights (LR) and Additional Named In-sured (ANI) clauses be revised to pro-vide an acceptable solution for theCrown and the majority of the insuranceindustry.
