VISITING ROTARIANS
Tom Jackson visiting from the Rotary Club of Harrisonburg. Harrisonburg is
located in the Harrisonburg-Rockingham County area of the beautiful
Shenandoah Valley of Virginia. Tom’s club started in 1921 and has 192
members. He is in town at a hospitality convention. He is a hospitality
industry executive and today is his second visit to our club. Welcome back,
Tom, and come visit us again!
Gary Chow joined us today from the Rotary Club of South San Francisco and
exchanged banners with President Ron. Gary is an Assistant District Governor for
District 5150. His club was started in 1951 and, interestingly, meets in the
Basque Cultural Center Restaurant each Thursday for lunch at 12:15 PM. The
Basque Cultural Center is located at 599 Railroad Ave., South San Francisco,
CA 94080 if you are ever in the area on a Thursday and are looking for a good
place to have lunch. Gary is a retired health educator. One of their club’s
signature projects is the Rotary Plaza Senior Apartments located at433 Alida
Way in South San Francisco. It is a 181 unit affordable senior housing project

which is now free of liens, inasmuch as they just recently paid off the loan on the project. They are now in the process of building another project.
John Newcome and his wife, Jane, are in town visiting from Marco Island,
Florida. John is in the Rotary Club of Marco Island. Before joining Marco
Island Rotary, he was a charter member of the Rotary Club of Wilmington
Delaware which started in 1969. Between the two clubs, he has 48 years of
perfect attendance. Thanks so much for “making up” with us today and
also exchanging a banner from the Marcos Island club. It is an honor to
host such a dedicated Rotarian.
Debbie Mitsch is visiting from the Rotary Club of Green Valley and is
promoting their “Field of Honor” project. She has been a member of GV
Rotary since 2014 and previously was a member of the Rotary Club of
China, CA.
GUESTS
Cliff Silverstein’s guest today was Sebastian Swanson who is a UNLV
student graduating in a couple of weeks and majoring in
“entrepreneurship”.
Pres. Ron’s guest today was Matthew McLain Reynolds, manager of the
rock group “Imagine Dragons”. Better known as “Mac”, he was one of our
gold coin winners at the Gold Raffle last week. Mac is also one of the
“plethora” of Pres. Ron’s progeny.
ANNOUNCEMENTS
1. Pres. Ron should have (but didn’t, hence the belated announcement
here) reminded everyone that District Conference for our District 5300 will
be held on 5/18 to 5/20 on the Queen Mary, 1126 Queens Highway, Long
Beach, CA 90802. The purpose of the district conference is to engage
members at all levels, from your most-senior leaders to the newest club
members. The event recognizes accomplishments of members, clubs, and
the district in order to inspire all to become more involved, to give them a
vision of Rotary beyond the club level, and to provide a memorable
fellowship experience. Early Bird Pricing ends March 31st. Don't wait to

2. Jordana Lane announced that our next Happy Feet event will be on
Wednesday, May 9th
, at 8:00 a.m. This time we will be at William E. Ferron
Elementary School. The school is located at 4200 Mountain Vista Street,
Las Vegas, NV 89121.
3. Karl Maisner thanked everyone who attended our Gold Raffle
fundraiser last week – especially all the wine donors. The final tally is still

out but it looks like the funds raised will exceed $30k!.He gave a special shout out to Rebecca Collett and Eric Colvin for their yoeperson efforts.
4. Bruce Pope announced that Greenspokes will be held at his home (7206 Laramie Avenue
Las Vegas, NV, 89113) on Thursday, May 10, 2018, beginning at 6:00 P.M. Be there or be
square.
5. Cliff Silverstein reported that he had received an email from the Puerto Vallarta club
about the water filter project that our club helped support earlier this year (see copy of
email below entitled “Water Filters For Families Puerto Vallarta, Mexico”). Thanks,
Cliff, for facilitating our involved in a great cause.

RECOGNITIONS
Scott Baranoff was recognized $50 for his recent birthday and, in what must be a rare
occurrence for him, has not been anywhere exotic for a least two weeks!. Apparently his
birthday celebration was a leisure cruise on Lake Mead. He did have a joke (see below).
Karen Strawn was recognized for her efforts in providing another beautiful quilt for the Gold
Raffle. As always, it raised a ton of money. No fine today, but Karen did provide a fine joke
(see below).
Doug Malan was recognized $100 for his recent birthday which turned out to be on the same
day as the aforementioned Dr. Scott.

JOKE OF THE DAY
Scott Baranoff (in what is a rare occurrence for him) recounted a completely “on-color” joke
about a farmer boy, an overturned wagon, an invitation by a neighbor to go to supper before
righting the wagon, a concern from the farmer boy that his father will be upset if he goes to
dinner before fixing the wagon, ice cold lemonade, dessert, and then a confession by the farmer
boy that his father is upset because he is “under the wagon”.
Karen Strawn, not to be outdone in the “clean joke” category, recounted a story about a round
of golf featuring various religious figures, golf shots into the water and the miraculous events

that followed. The first golfer parted the water and hit his ball out. The second golfer walked on the water and hit his ball out. The third golfer’s ball was snatched by an eagle just as it skipped
across the water. The eagle took off but dropped the ball on the green where it rolled into the cup
for a hole-in-one. The first golfer thereupon admonished the second golfer to stop bringing his
“dad”, the third golfer. All you religious folks out there should be able to figure this one out!

TODAY’S PROGRAM – Devlin Daneshforouz and Tracy Skenandore were our speakers today
about an upcoming ballot “question”. (see attached “PDF”).
Question 3 is a ballot measure often referred to as the Energy Choice Initiative which would
amend the Nevada Constitution to require the Legislature to provide by law for the establishment
of an open, competitive retail electric energy market that prohibits the granting of monopolies
and exclusive franchises for the generation of electricity. As many of you may remember, just
after the last election, we had a proponent for the measure come present to the Club. Today we
have invited representatives from the Coalition to Defeat Question 3.
Devlin is the Outreach Director at the Coalition to Defeat Question 3, a bipartisan coalition of
leaders coming together from across Nevada to make sure voters get the facts about how
Question 3 affects Nevadans.
Devlin is a graduate of The University of Pennsylvania, where he received a BA in Political
Science, specializing in International Affairs and was an active member of the Penn Boxing Club
and Penn Persian Society. As a first generation Nevadan, Devlin began his professional career
working at his family’s businesses, helping with accounting and business development. In 2009
he began a career in Democratic politics that took him to Washington, D.C., where he worked as
an aide to then Senate Majority Leader Harry Reid, managing his constituent services. In this
role Devlin implemented technological improvements and processes to increase the department’s
ability to effectively engage Nevadans. Prior to returning to Nevada, Devlin most recently served
as Deputy Mid-Atlantic and PAC Finance Director at the Democratic National Committee, where
he helped launch the DNC’s first PAC program in over eight years.
Tracy is a skilled marketing, public relations and corporate communications executive with more
than 20 years of experience driving brand and marketing strategy, media relations, crisis
communications, and public relations efforts for fortune 500 corporations, small businesses, and
community organizations across multiple industries.
Skenandore previously served as the Senior Manager of Communications for Republic Services
for more than eight years overseeing corporate communications, public relations, and media
relations where she also served as a national spokesperson. Earlier this year, she joined the
Coalition to Defeat Question 3 as the campaign Communications Director.
As an active member in the Southern Nevada community, Skenandore has a strong network of
connections across a range of disciplines.
In 2000 she received a Bachelor of Arts degree in Corporate Communications from the University of Nevada Las Vegas.
In 2010, she was awarded the Las Vegas Business Press Rising Stars of Business Award.
In 2011 named by In Business Las Vegas as one of the Top Forty Under Forty Young Professional Leaders.
2013 received the ATHENA Young Professional Leadership Award by the Women’s Chamber of Commerce and was inducted into the Women’s Hall of Fame in 2014.
She has served on the American Marketing Association board as Vice President of
Administration, the Candlelighters Childhood Cancer Foundation board, the Las Vegas Chamber
of Commerce Green Initiative Committee, the NAIOP Sustainable Development Committee, and
is a founding members of the Clark County School District Green Ambassador Program board.
Skenandore also co-founded the GreenFest Earth Day Festival, recognized as one of Southern
Nevada’s largest Earth Day celebration to-date.

Water Filters For Families Puerto Vallarta, Mexico
Hi All,
We are finishing up a very successful first season for our current PV Water Filters For Families
Global Grant (GG). By the end of May we will have distributed over 1000 water filters and next
season (November, 2018 to May, 2019) we will distribute 1000+ additional filters to complete
that GG.
The PV Sur Club is putting together a video presentation of this season’s distributions which I
will provide to each of you as soon as it is finished. It will be great to use as a presentation to
your Clubs and as a tool to promote our project to other Clubs.
You will notice that I have copied several people representing Rotary Clubs who have indicated
an interest in joining our Partnership. We hope they will all join us in this incredible Project. We
have also added two new Partners who have committed to joining our Project. They are the
Rotary Club of Dunedin, FL and the Northeast Cincinnati Rotary Club. If any of you know of
Clubs interested in joining our Partnership please let me know so they can be included in our
communications.
One of the things that we have started to do this year is to put more emphases on personal
hygiene. We are going into the class rooms and talking to the children about the importance of
hand washing and we are providing each school a starter supply of soap. Each school also gets a
water filter system. We have also noticed that older adults in the villages we are providing water
filters seem to generally have bad teeth. So, we have started providing each family receiving a
water filter some soap, toothpaste and toothbrushes to encourage good health practices. We did
not have funds in our GG for these personal hygiene items but received $2500 donation from the
Southwest Las Vegas Rotary Club and several smaller donations totaling about $3500. That
should be enough to see us through most of our GG.
We have also made a couple of improvements in how we conduct our distributions. One thing
that has really helped is that we now have 7 light plastic tables that are easy to put up and take
down. Our friend and Rotarian Jorge Zambrano, owner of Andale’s Restaurant and Bar, was able
to get one of his suppliers to donate the tables. Before we were always having to run around
trying to find something to use to register the families receiving filters and a place to demonstrate
how the filter system operates. Now we just set up the tables and we are ready to go. A big
improvement and time saver. Another improvement is we had a volunteer develop a data base in
Microsoft Access for us. It is ready for data input. Now I just need to find someone to do the data
input for us. It will be a big job but it will make reporting much easier.
Participating in our water filter distributions is easy and rewarding. By the time we finish this
season we will have had about 100 Rotarians participate in our project. From November through
May each year we are generally doing a distribution every other week on Wednesday’s. I will
send out a schedule for next year very soon. If you are planning a short trip (less than 2 weeks)
be sure to check with me as we may need to adjust the schedule occasionally. That is especially
true around the Christmas and Easter holidays.

As I mentioned we will be completing our GG in May 2019; but we do not want our project to end as there will still be many thousands of people in the area surrounding PV who do not have
clean drinking water. I have been working with Robin O‘Brien and our other partners identifying
needs. Our plan is to apply for a new GG as soon as we complete our current GG. That would be
in the summer of 2019. It is our hope that you will all see fit to help fund this new GG and
because we have two Rotary years to accumulate funds that you will dedicate funds from both
years to that end. Wouldn’t it be great if we could come up with a larger GG then our current
GG? We also plan to fund the personal hygiene items in this new GG. Let me know if you think
that your Club will want to continue funding our Water Filters for Families Project by joining
our new GG.
I think that I have mentioned this before but as a reminder here it is again. My West Chester,
Ohio Rotary Club has set up Fund at our local Community Foundation dedicated to our PV
Water Filters For Families Project. Any Club or person, for that matter, can contribute to that
Fund whenever they choose and know the funds can only be used for our Project. Of course, the
Community Foundation is a 501c3, so all contributions are tax deductible. I know some Club’s
like to make their contributions annually instead of saving funds from year to year and making
one big contribution when the GG is approved. If anyone wants to make annual payments let me
know and I will provide payment instructions.
Thanks for your continued support and be sure to distribute this email to anyone in your Club
interested in what we are doing. Encourage your Club members to come to PV and get involved.

Question 3 is a Constitutional Amendment on Nevada’s statewide ballot this November. If passed, this
deeply flawed measure would dismantle Nevada’s existing electricity system – one of the most reliable and
affordable in the nation – and replace it with a new, unknown system established by the legislature and the
courts. Question 3 would cost Nevada consumers and taxpayers billions, cause the loss of thousands of
good-paying jobs, and disrupt Nevada’s progress toward a renewable energy future.
Question 3 locks a risky experiment into Nevada’s Constitution Many states – including Nevada in the late 1990s – tried unsuccessfully to deregulate their electricity systems. California’s attempt in the early 2000s led to skyrocketing rates, rolling blackouts, and over $40 billion in added costs for consumers and taxpayers. Today, it’s been nearly 20 years since any U.S. state tried to deregulate its electricity system because the process has proven to be so unsuccessful.
Given this history, Question 3’s approach to deregulation is especially risky because it’s a Constitutional Amendment, so when things go wrong, it would take at least four years to repeal Question 3 and begin to undo the damage this measure would cause. No U.S. state has ever used a Constitutional Amendment to deregulate its electricity system.
Question 3 leaves implementation to the legislature and courts
Question 3’s extremely vague wording doesn’t provide clear instructions or any details on how the new electricity system would be set up or how it would function. Instead, implementation would be left to the state legislature and ultimately the courts. Question 3 would result in years of complicated lawsuits, yielding unpredictable results and costing Nevada taxpayers millions.
Promoters of Question 3 have said Nevada’s legislature should pass laws modeling our new electricity system after Texas’ partially deregulated

system. But Texas has experienced rolling blackout problems over the last decade, and consumer complaints there spiked 8-fold in the years following electricity deregulation. Furthermore, a recent study found that consumers there paid $25 billion more for electricity over a 12-year period than consumers in nearby regulated areas.
Question 3 could force Nevada to join California’s electricity grid
If Question 3 passes, Nevada would become the first state to decide to deregulate without having a wholesale electricity market in place. Proponents have attempted to address this flaw in the measure by proposing that Nevada join California’s system, known as the “California ISO.” This would cause Nevada to lose control of its energy future and increase our reliance on out-of-state energy providers.

energy history, and the fact that California’s current electricity rates are nearly double Nevada’s. This approach would also force Nevada to turn over many governance and oversight duties for its electricity system to California politicians and the federal government’s Federal Energy Regulatory Commission (FERC).
Question 3 would cost Nevada consumers and taxpayers billions
Dismantling Nevada’s existing electricity system would cost billions of dollars due to Question 3’s requirement that NV Energy sell its power plants and terminate long-term energy agreements. There would also be major costs involved in establishing a new deregulated electricity system. These costs would be paid for by all Nevadans in the form of higher electricity rates and higher taxes.
Even Question 3’s proponents have admitted in recent Public Utilities Commission hearings that the measure doesn’t guarantee lower electricity prices. Under Nevada’s current electricity system, electricity rates have already decreased 15% over the past decade, and are among the lowest in the country. In fact, Nevada’s average electricity rates are lower than rates in every deregulated state.

Question 3 disrupts Nevada’s progress toward a renewable energy future Nevada is a leader in providing renewable energy, ranking 2nd in the nation for renewables like geothermal and 4th for solar power. NV Energy is on track to double its renewable electricity generation by 2023.
But Question 3 would be very damaging to Nevada’s renewable energy future. It would result in the cancellation of dozens of existing and future clean energy projects across the state, and increase our dependence on fossil fuel energy sources.
