Behavioral Health Collaborative History

The Interagency Behavioral Health Purchasing Collaborative (Collaborative) was created during the 2004 Legislature.

It is a Cabinet-level group representing 15 agencies and the New Mexico State Governor’s Office.

The creation of the Collaborative allowed most state agencies and entities involved in behavioral health treatment and recovery to work as one in an effort to improve mental health and substance abuse services in New Mexico.

The Collaborative is responsible for contracting with the Single Statewide Entity (SE).

The Data Warehouse

The Collaborative has built a data warehouse which currently contains data from the previous Statewide Entity (SE), ValueOptions New Mexico (VONM) and also data from the current SE, OptumHealth New Mexico. 

This data will ultimately be used for decision support, federal reporting, legislative inquiries and the Governor’s Performance and Accountability Contract, as well as ad hoc reports and other as yet undefined requests.  

The Behavioral Health Data Warehouse project has been designed to be completed in three phases, all treated as separate projects.

Behavioral Health Data Warehouse Phase II Project

Update There was a delay of seven months in the

original timeline due to OptumHealth New Mexico not sending the required data.

Due to the delay, the contract with POD, Inc., for Project Management, Business Analysis, and ETL Development was cancelled.

Phase II timeline revised from FY11 to FY12.

Completed Phase II Tasks/Accomplishments

The initial data feed was received June 15, 2011, from OptumHealth New Mexico, and weekly incremental data feeds are now being received.

A Proof of Concept for data quality and sample reporting has been developed by in-house technical staff.

Project staff are meeting currently with the Behavioral Health Services Division to define the priority data to be put into the Data Warehouse.

IV&V Vendor

The IV&V Vendor, Cognosante (previously Fox Systems, Inc.) will continue the IV&V activities with a new contract. The contract is currently in the signature process.
