Purpose • To promote among students,

standards of conduct which are expected and accepted in the workplace.

• To provide students with an opportunity to learn from their mistakes.

• To maintain an environment for students that is free from drugs and violence.

• To provide students with opportunities for due process in disciplinary proceedings.

The Following Sanctions Are Prohibited

• Corporal punishment and measures designed to humiliate or degrade the student.

• Physical force or solitary isolation. Physical restraint may be used only to the minimum extent necessary and only in situations that seriously threaten persons or property.

• Dorm cleanup, KP, or other regular housekeeping chores, as a punishment.

• Suspension of privileges for the dinning hall, canteen, voting, religious services, or pay and allowances.

The Following Sanctions Are Prohibited

• Restrictions to center in excess of 30 days.

• Fines in excess of $5 per offense or per pay period.

• Restitution in excess of $500 dollars.• Forced resignation from the program.

Zero TOLERANCE

Zero Tolerance Policy

If a trainee is found guilty of committing a zero tolerance offense, they will be automatically terminated from the program and will be not eligible for readmission

Exceptions:

1. Positive drug test upon second test when positive upon entry of suspicion intervention period or after suspicion intervention period (eligible for readmission after one year)

2. Arrest for a felony on or off center (if trainee is found not guilty, he/she can be reinstatement and their termination will be overturned)

Level I (Zero Tolerance Infractions)

• Physical assault that causes bodily harm to trainee or staff • Sexual assault of a criminal nature• Arson• Possession of gun or illegal weapon on center or under center

supervision• Possession, distribution, or sale of drugs on center or under center

supervision• Conviction of drug use, possession, or sale off center (felony or

misdemeanor)• Positive drug test upon second test when positive upon entry of

suspicion intervention period or after suspicion intervention period (eligible for readmission after one year)

• Robbery and extortion • Arrest for a felony on or off center (if trainee is found not guilty,

he/she will be eligible reinstatement)

Level I (Sanctions)

• Fact Finding Board will vote for either retention or termination• CSIM will complete all Fact Finding Board summary documentation

and place paperwork inside of disciplinary file• CSIM will present disciplinary file to the Center Director and make

a recommendation for either retention or termination• Center Director reviews the disciplinary file makes the final

decision for either retention or termination.

Level II Infractions• Physical assault with the intent to cause bodily harm to trainee or

staff • Sexual harassment• Fighting• Threat of assault with the intent to intimidate or coerce ant trainee

of staff• Possession of an item that could be used as a weapon on center or

under center supervision• Theft or possession of stolen goods• Reckless endangerment, inciting a disturbance or creating disorder• Hazing, initiation, and harassment• Loan sharking

Level II Infractions• Destruction of government property• Arrest for a misdemeanor on or off center (if terminated and found

not guilty of the misdemeanor, trainee can be reinstated)• Gang activity including wearing gang clothing, colors, or making

signs or handshakes that are associated with known gangs• Inhalation of volatile intoxicating substances on center or under

center supervision• A pattern of inappropriate behavior, failure to follow center rules,

or lack of full participation in required center activities as determined by the center director or designee

• Violation of center dress code policy• Using profanity, abusive, or obscene language• Violation of safety rules• Being in an unauthorized or off limits area• Disruptive behavior that interferes with the learning of others• Refusal to perform assignment of failure to follow instructions• Unauthorized absence from training hours or center• Overt sexual behavior (Behavior Review Panel)• Gambling on center (Behavior Review Panel)• Ethnic agitation including racial name calling and racial remarks
