T005 New 4000m2 Air Movements Terminal (AMT)

The T005 New 4000m2 Air Movements Terminal (AMT) package will be scoped as a

Builders Package with the successful tenderer undertaking all works required to

handover a Fit-For-Purpose Facility complying with the Defence HOTO process

The construction of the Air Movements Terminal includes but is not limited to the

following scope

bull Air movements terminal including administration areas with provisions for Defence

Secret Network (DSN) Defence Protected Network (DPN) passenger processing

lounge areas cargo preparation and storage areas with pallet build up

bull Passenger processing (max 250) will suit KC-30A aircraft capacity and includes

customs immigration and quarantine processing

bull External works including parking roadways pedestrianvehicular access to Air

Movements Apron (AMA) and Ground Support Equipment (GSE) sheltering

Approximate Commencement Date 1st Quarter 2022

Approximate Duration 18 - 24 months

Approximate Value $22 - $26 million

T018 Runway and Taxiway Northern ExtensionThe Runway and Taxiway Northern Extension package will be issued as a Builders Civil

Package with the successful tenderer undertaking all works required to handover Fit-For-

Purpose Infrastructure complying with the Defence HOTO process

The Runway and Taxiway Northern Extension package includes the following scope

bull Extend main runway approximately 2000ft with 40-year design life for rigid pavements to

cater for KC-30A aircraft

bull Includes pavement line markings flank shape correction construction and grassing of

flanks

bull Runway overshoot at Runway 14 end

bull Construct new unsealed Runway Emergency Safety Area (RESA) and new sealed clearway

bull Construct an Operational Readiness Platform (ORP) adjacent to Runway Threshold 14

bull Taxiway Alpha to be lengthened to match Runway length

bull Stormwater and Swale Construction

The Aggregate Supply and Quality Assessment package will be issued as a Market

Evaluation Package with the successful tenderer undertaking all works required to

provide to the Contractor a complete evaluation of the following

bull Development of local quarry to support aggregate supply to various trades

bull Completion of all quality control trials (Laboratory and placement)

bull Available volumes

bull Unit rate supply cost for project duration 2021-2027

The scope includes the construction of a new air movement apron for four lsquoCode Ersquo

aircrafts but is not limited to the following

bull Bulk earthworks swales flank works storm drainage sub-base base courses

granular flexible pavements and line markings

bull Infrastructure to support installation of apron fuel hydrants by others

tenderer undertaking all works required to handover Fit-For-Purpose Infrastructure complying

with the Defence HOTO process

The construction of the Aviation Fuel Farm package includes the following scope

bull Design is based on the US Department of Defence CutrsquonrsquoCover standards

bull 2 x 3 Megalitre steel and concrete buried fuel storage tanks each with their own set of

pumps

bull Heavyweight filter building and switchroom an unloading loading gantry and an operations

building

bull Hydrant loop to supply the new aircraft parking apron with inground fuelling

bull All associated civil building and services infrastructure

bull The facility will be interconnected with the proposed adjacent US Air Force (USAF) Fuel

Farm to provide redundancy

Specialist Trade Package with the successful tenderer undertaking all works

required to handover Fit-For-Purpose Infrastructure complying with the Defence

bull An upgrade and extension of the AGL system and other navigational aids to

accommodate changes in runway taxiway and aprons for compliance with

CASA MOS 139

bull Upgrade of existing Airfield Lighting Equipment Room (ALER) with new Constant

Current Relays (CCR)

bull Coordination with multiple trades for project duration

bull Various power solutions for pumping and bore locations

bull Metering of all extraction locations
