estimating what resources will be required
Considering what problems are likely to arise
Deciding how to overcome those resources
For example:
Suppose a new restaurant has been opened. It will
required capital and labor as resources. It may get
financial problems for the 2st and 2nd year, therefore it
can take loans to overcome the problems.
