1. National Peace and Order Council (NPOC)

2. Regional, Provincial, City and Municipal Peace and Order Council • Conduct POC meetings

• RPOC shall formulate a 3-year Operational Plan while the LPOC shall formulate the 3-year term-based Peace and Order and Public Safety (POPS) Plan, to be incorporated in the Comprehensive Development Plan (CDP)

• Submit POC semestral Accomplishment Report

• Provide staff/s and financial support to the POC Secretariat

“3-year term-based”- 3-year validity period of the POPS Plan counted from the 1st day of January immediately after the election of the new local chief executive up to the last calendar day (December 31) of the 3rd year.

To illustrate: After the 2016 local elections, the POPS Plan of the newly elected local chief executive shall be effective from the 1st day of January 2017 up to the last day of December 2019. The newly elected LCE in 2019 shall continue implementing the 2019 POPS Plan until the last day of 2019. All subsequent POPS Plans shall follow the same rule.

3. Barangay Peace and Order Committee

• Formulate the Barangay POPS Plan which shall be incorporated in the Barangay Development Plan

• Serve as an information-gathering mechanism

• Monitor and report to appropriate authorities suspicious illegal activities, and personalities involved within their jurisdictions, including insurgent activities

• Make periodic assessment of the prevailing peace and order situation in the barangay, and submit a report, with appropriate recommendations to the higher-level POC

1. National Peace and Order Council (NPOC) Secretariat

• Provide technical assistance in the performance of administrative, coordinating and technical tasks of the POC;

• Monitor, consolidate and analyze quarterly Regional Peace and Order Situation Reports

• Monitor and consolidate semestral regional reports on POC activities and accomplishments

• Provide the Regional, Provincial, City, and Municipal POCs feedback on its analysis of their reports

• Maintain systems and database for POC-related reports and records

Application to Autonomous Region in Muslim Mindanao (ARMM)

• MC shall be applicable to all POCs and POC Secretariats at the Province, City, and Municipal levels, and to all BPOCs.

• However, for the RPOC of ARMM and its Secretariat, the provisions of this MC shall not be applicable, EXCEPT for the preparation and submission of :

• semestral RPOC Accomplishment Report• quarterly RPOC Secretariat

Accomplishment Report• quarterly Regional Peace and Order

Situation Report. Their functions, composition, and other internal rules shall be governed by Executive Order No. 15, s. 2012, of ARMM.
