The Land Use Decree of 1978 gave ownership; control and management of forest resources to the States while the Federal Government through the Department of Forestry co-ordinates forestry and conservation activities throughout the country. The Department is also to initiate and formulate national forest policy, promote and fund projects of national interest, co-ordinate and monitor FG assisted/donor supported forestry/conservation initiatives in the States. The Department also ensures institutional development.

• Policy Challenge - The National Forest Policy (2006) has not been sufficient and efficient to address myriads of forestry issues especially the deplorable state of our nation’s forest.

Institutional Framework
Wood fuel issues are more prominent in the Northern part of Nigeria especially the Sudan Sahel region thus contributing to draught and desertification. This is taking a frightening dimension.
The problem of appropriate pricing, availability of alternative energy sources makes de-emphasizing on the use of fuel wood difficult. The issue of efficient use of fuel wood is there.
The policy of government is to increase forest cover to minimize desertification and ensure adequate supply of fuel wood in general.

A. Promoting the cultivation of fast growing tree species needed to accelerate the regeneration of forest and establishment of private and community woodlots.
B. Developing appropriate technologies for utilization of
alternative energy sources to fuel wood, including but not limited to coal, fine particle biomass, briquette, solar stoves, kerosene and Liquefied Natural Gas (LNG).
C. Development and promotion of the use of efficient wood stoves.

D. Promoting access to micro-credit facilities for entrepreneurs, especially for women groups for the establishment and operation of commercial fuel woodlots and the adoption of renewable energy devices and systems.
E. Developing and implementation of an appropriate pricing structure to encourage substitution from fuel wood to more efficient fuel alternatives.
F. Ensuring the availability of sources and distribution of alternative energy sources for fuel wood.

G. Increasing awareness on the use, maintenance and fabrication of efficient wood stoves and other alternative energy technologies to reduce pressure on fuel wood resources.
H. Tapping into Rural Electrification Fund to promote adoption of sustainable energy alternatives to fuel wood.
I. Partnering with private sector operators to promote efficient and affordable energy servicing.

RURAL WOMEN ENERGY SECURITY (RUWES) INITIATIVE:
The RUWES initiative came under the Renewable Energy Programme of the Federal Ministry of Environment (FMENV). The aim is to provide sensitization and adoption of clean cooking practices. Over 2 million women have been registered since launching. The main target beneficiaries are women. The initiative is to create awareness on the health implication of the use of fuel wood for cooking and poverty alleviation through better and more efficient fuel source.

RURAL WOMEN ENERGY SECURITY (RUWES) INITIATIVE:
The Nigerian government approved N9b for the distribution of 750,000 clean cook stoves to women in rural areas in a bid to stop the depletion of forest resources caused by indiscriminate felling of trees thus the destruction of the forest. The stoves would be distributed under the National Clean Cooking Scheme (NCCS) to discourage the use of fuel wood and charcoal for cooking.

RURAL WOMEN ENERGY SECURITY (RUWES) INITIATIVE:
The initiative which kicked off in 2014 has a target of distributing at least four (4) million clean cook stoves in each of the six geo-political zones. The scheme is also expected to reduce the continuous tree felling and thus reduce ecological problems particularly desertification. Hospitals, Schools, Prisons, Barracks, National Youth Service Corps (NYSC) camps and other institutional high volume fuel wood users are expected to benefit from the scheme.

LEVEL OF SUCCESS: i. There has been significant response by rural communities and individuals to establish woodlots thus less dependence on the forests as source of fuel wood. This is more noticeable in the savannah region of the country. ii. There is wider use of fine particle biomass, briquette, kerosene and LNG because of Government intervention in the availability, distribution and appropriate pricing of alternative energy sources. iii. There are more efficient wood stoves in the market but there is need for Government intervention to encourage massive production through promotion of better technology and business environment.

LEVEL OF SUCCESS:
iv. Better private sector involvement in promoting efficient and affordable alternative energy sources through Public Private Partnership schemes.
v. As for the RUWES Initiative, the first batch of clean cook stoves have been supplied and distribution to the beneficiaries will commence soon.
