The PAR Fund is unique example of investment of donor aid, based on decentralized management system, with established mechanisms of

decision making, distribution, control and evaluation, directed toward implementation of public administration reform throughout preparation,

PAR Fund assets are exclusively aimed for implementation of reform measures from the Action plan 1 (technical assistance for the institutions)

Procedural framework:

• Memorandum of Understanding,

• Rules of Procedure of the JMB of PARF,

• Guidelines for financial management of the Fund,

• Guidelines for reporting,

• General contracting conditions of the projects financed by PARF,

• Guidelines for monitoring and evaluation of the projects financed by PARF

Join Management Board of the PARF:

• makes decisions based on consensus,

• provides its own legal acts,

• makes decisions at sessions or through procedure of written declaration,

• work based on domestic legal framework,

• provides and supervise the legality of all activities within the PARF

Audit:

• business audit (regular annual audit of work of BiH institutions)

• possibility of engagement of independent audit (donors)
