Reopening Plan B (Phase II) Dear Plainfield Public Schools Early Childhood Parents and Staff, As Director of the Office of Early Childhood for the Plainfield Public Schools, I am proud to report that all partners have successfully completed our Plan A (Phase I) of the fully virtual model of instruction. 1,350 students and families were services with rigorous instruction from September 8, 2020 to November 6, 2020. Families received devices and connectivity as needed to guarantee that all students would have the opportunities to learn. The partnering contracting childcare centers did whatever it took to make sure the virtual model met high standards and will do the same for the in-person model. Now, it is time to move on to Plan B (Phase II) on November 9, 2020 for the in-person and virtual by parents’ choice. In-person consists of students coming back into buildings that have met all New Jersey Child Care Licensing and Center for Disease Control Standards of being safe with all health elements in place. In-person will be Monday through Friday, 8:30 AM to 2:30 PM. Virtual will be Monday through Friday, including virtual instruction with the teacher and 15 minutes from the postings totaling 1-hour screen time with 3 hours of activities per day. The focus of the Reopening Committee was safety first in planning health and safety practices, parent training and orientation, building preparation and rigorous instruction. All parents will receive the details of reopening for Plan B (Phase II) during parent orientation, provided by the childcare center that your child(ren) are enrolled in on November 2 - 4, 2020. If you have any questions, please contact your childcare center. After surveying parents, it was determined that 60% wanted students to return in the building for instruction and 40% decided to remain in the virtual model. Both models have teaching staff ready and equipped with skills and strategies to prepare your student(s) for their next grade level of instruction. I want to thank parents for their cooperation during these past 2 months. Your commitment and dedication contributed to the wonderful experience your child(ren) had during virtual teaching and learning. Your role as learning partners really made the difference. As we finish the year’s “Road Back” to normal, I rest in knowing that we all will continue to do whatever it takes; No alibis, No excuses, No exceptions in keeping children safe while we educate them. Health & Safety Policies and Procedures

Flu shots • All preschoolers MUST have a flu shot by December 31st each year. • All parents are encouraged to get their child’s flu shot PRIOR to returning to school on

November 9th. Masks & Social Distancing

• Masks ARE TO BE WORN at all times by staff and students (excluding mealtimes and nap time)

• NO NECK GAITER MASKS or VALVE MASKS ALLOWED • Teachers will work with the students to stress the importance of wearing masks • Practice mask wearing indoors with your child while at home to build tolerance • Developmentally appropriate social distancing practices will be implemented • Classrooms will be separated from one another at all times • Posters/signs/images related to handwashing, face covering, and social distancing will

be displayed throughout the buildings Entering and Exiting the Building

• Non-essential visitors & parents will NOT be allowed in the building.

• Students will arrive at a designated time with mask in place. • Staggered arrival times to facilitate social distancing (check with

your center for details) • Adult dropping off child(ren) must wear masks and be able to

answer health screening questions for each child: any medications administered, any symptoms, close contact with a confirmed COVID-19 case, travel to an area of high community transmission.

• Student temperatures will be checked prior to building entry. A child whose temperature is 100° or higher will not be admitted into the building

• Teachers will retrieve students from outside in an orderly fashion • Visitors may not congregate outside of building entrance(s)

o Follow Center guidelines for student drop off & pick up o Please adhere to social distancing guidelines

• Schedule appointments in advance via phone • Only those persons authorized on the child’s pick-up list will be allowed to pick-up

students o Update all authorized persons & emergency contacts with your child’s Family

Worker • You must pick up your child(ren) on time • Report to your designated pick up area to pick your child up outdoors

Handwashing

• Handwashing is imbedded in the daily schedule throughout the day: upon entering the building, before and after meals, before and after outdoor play, after playing with toys, after using the bathroom. Handwashing Posters (in English and Spanish) will be posted by each sink.

• Correct handwashing will be reinforced by your child’s classroom teacher. • Parents are asked to reinforce proper and frequent handwashing at home as well.

Modified Classroom Practices

• Reduced student capacity in work areas • Limited use of shared materials

• Students will receive their own set of common use supplies (pencils, crayons, scissors, etc.)

• Soft items and items not easily sanitized will be removed • Cleaning & sanitation period built into the school day • High-touch surfaces will be cleaned throughout the day • Buildings and classrooms have been cleaned and sanitized according to licensing and

CDC guidelines • No tooth brushing (Please practice proper toothbrushing at home.) • Meals will not be served family style but will be individually packaged • No field trips

Reporting and Responding to Illness Occurrence / Positive COVID-19 Parents should notify the school when:

• Your child is sick or experiencing symptoms of COVID-19 o Symptoms include any of the following: Fever or chills (*Fever is a temperature

of 100° or higher), cough, shortness of breath/difficulty breathing, fatigue, headache, new loss of taste or smell, sore throat, congestion or runny nose, nausea/vomiting, diarrhea, muscle aches.

• A family/household member is experiencing symptoms of COVID-19 • Anyone experiencing symptoms should seek medical attention; getting tested for

COVID-19 is recommended. • A child/family may need to be quarantined. This will be determined by the program

administrator with the guidance of the NJ Office of Licensing in conjunction with the Plainfield Health Department and the Office of Early Childhood.

The school will notify parents when:

• A confirmed case of COVID-19 exists in a classroom or school. • All parents will be notified and provided guidance on who needs to be quarantined and

for how long.

• Your child is exhibiting symptoms to warrant school exclusion • If a child becomes ill while at school, he/she will be isolated from other children and

excluded from school. The parent/guardian will be responsible for taking the student home immediately. Sanitation procedures will take effect immediately. The center will notify the Office of Early Childhood in writing of anyone testing positive.

• A form explaining why a child is being sent home and what is required for the child to return to school will be given to the parent when a child is sent home.

Classroom/School Shutdown

• Parents will be notified in writing/other means of communication when the classroom or school needs to be shut down.

• Instruction will be expected to resume on ClassDojo as done in the virtual model until the class/building reopens (maintain ClassDojo account and classroom access).

• Parents and children should continue practicing safety precautions at home (frequent handwashing and cleaning of high-touch surfaces in the home; wearing of masks and socially distancing when in public) to maintain their health.

• Children and staff who are sick should NOT report to school. • Any child or staff member who has been ill must return with a note from the doctor

Parent Engagement & Attendance

For your child’s learning to be successful, parents/guardians (or the student’s caretaker) must be involved in the process to the best extent possible. Your child’s learning will greatly depend on their attendance in school every day and your participation and involvement. As the Parent/Guardian, I will do my best to:

• Make certain my child attends school daily and on time. o If any enrolled child is absent without excuse for up to 10

consecutive days of school, the child shall no longer be enrolled and the District/Provider may fill the slot with another child. 

• Complete home learning experiences o Home-School Connection family projects o Reading assignments o Engage my child in enriching activities at home (i.e. Read a story every night.) o Create a home library so my child has a special place for his/her books.

• Communicate with my child’s school/teacher on a regular basis to stay informed of his/her progress and find ways in which I may help my child.

• Attend my child’s virtual parent/teacher conferences to support my child’s education. • Communicate with my Family Worker at least 3 times per year. • Support my center by attending virtual school functions, virtual Parent Organization

meetings, & virtual district events to gain information for myself and my family.

Preschool Student In- Person Instruction Model

Quality and Scope of Instruction

Preschool student’s In-Person Instruction Model details are as follows:

• Daily Schedule Instruction (Monday – Friday) • Developmentally appropriate instruction daily to help maintain both rigor and consistency as

emphasized by the New Jersey Department of Education. • The attached instructional schedules meet the requirements of DOE, Division of Early

Childhood’s Preschool Program Implementation Guidelines of a 6-hour day. Please refer to the Student Daily Schedule below for the details.

• Class size – 15 or less students. • In-class instruction will be staffed by a teacher and a teacher assistant. • Implementation of High Scope Curriculum including Social/Emotional Development, Math and

Language, Literacy and Communication, Social Studies, Science and Technology content areas.

• The classroom learning environment would provide social distancing according to NJ Licensing guidelines.

• All students will experience the Dual Language model of two days of instruction in Spanish and three days in English.

• Performance–based student assessment using the High Scope – Child Observation Record will be implemented to assess student growth and development.

• Inclusion students in-class will receive support by the Resource Teacher. • Special Education Services for inclusion students will be implemented according to the students’

IEP. • Newly enrolled students will be assessed using the Early Screening Inventory (ESI-3) to

determine any delays which will result in a student intervention plan.

• Greeting time is extended by 5 minutes to allow more time to space the children and to do physical

self-regulation easy to join activity. • Outside times can be adjusted depending on the center’s outside facilities. Consider taking children

for walks in case the playground facilities can accommodate only a certain number in view of social distancing.

* Instruction, expectations, and policies for all-remote students not returning in person, remain the same as they were in the September & October. All-Remote students should refer to the All-Remote Parent Handbook you received from your center in September.
