Neighborfest – Building Resilience from the Block Up!

Daniel HomseyDirector of The Neighborhood Empowerment Network for the City Administrator’s Office of the City and County of San Francisco

Daniel Homsey is the Director of The Neighborhood Empowerment Network (NEN) for the City Administrator’s Office of the City and County of San Francisco. A fourth generation San Franciscan who

has a degree in Political Science from San Francisco State University, Mr. Homsey has spent the last 25 years as a communications professional in both the private and public sectors. After a long stint in the tech field, Mr. Homsey joined the City in 2004 and in January 2008 became the Director of the NEN, a coalition of residents, faith based, philanthropic and academic institutions, non-profits and private sector organizations and government agencies. The NEN’s mission it is to empower residents with the capacity and resources to build and steward stronger, more resilient communities. Forging Resilient Community Through Disaster

James GoreSonoma County District 4 Supervisor

Sonoma County Supervisor James Gore’s home district was devastated by the October 2017 Tubbs Fire, when 22 people were killed and more than 5,700 homes were destroyed in what was then California’s most destructive wildfire in state history. Before this disaster, Gore was widely considered a

leader on Climate Change Adaptation via Sustainability initiatives related to land and water conservation and renewable energy development. The world’s largest and most productive geothermal energy-producing site resides in his District, along with the Russian River, Lake Sonoma, and the premium wine growing regions of Alexander Valley, Knights Valley, Russian River Valley and Dry Creek Valley. Since the 2017 disaster, Gore has emerged as a statewide and national champion on Resiliency in the face of extreme weather and natural disasters with a focus on fast-paced adaptation, mitigation and preparedness.

Gore is on the executive committee of the California State Association of Counties and serves as the Chair for the Resilient Advisory Board as well as the Chair for the National Association of Counties Resilient Counties Initiative.

Storytelling to Promote Action

Jacob MargolisBorn and raised in earthquake country, Jacob knows first hand what it’s like to be ripped from your bed in the middle of the night with the ground shaking beneath your feet. Hoping to help make sense of our crazy world, he became KPCC’s science reporter and host of The Big One.

Misha EucephMisha grew up in Pakistan thinking earthquakes were a fun way of getting out of school. After producing this show, she cowers under her dining room table every time she feels a train go by, mistaking it for the big one.

Arwen Champion NicksArwen Champion Nicks has spent collective months of her life watching action and disaster movies but had no clue what she should do in the case of a natural disaster until she began working on The Big One. She now owns flint, a compass, life straws and a whole bunch of distilled water.

Building a Mission Driven Culture

Brian FennessyChief, Orange County Fire Authority

Chief Fennessy began his career in 1978with the US Department of Agriculture’s United States Forest Service and the USDepartment of Interior’s Bureau of Land Management. In 1990, Fennessy joined the San Diego Fire-Rescue Department (SDFD) and ultimately became Chief of Department in 2015. One of his many

accomplishments while with the SDFD was developing and establishing a multi-mission Fire/Rescue/EMS helicopter program designed to serve the citizens of the City of San Diego and the region. Fennessy became Chief of the Orange County Fire Authority in April 2018.

Chief Fennessy has enjoyed a diversity of executive leadership and management experiences in both the wildland fire and metropolitan fire service communities. He believes that Mission-Driven Culture is the future of the fire service and has presented on this topic at a variety of local, state and national venues. Chief Fennessy has held multiple Incident Command System certifications and positions, served on National Incident Management Teams, and developed one of the first All-Hazard Incident Management Teams in the US. He currently serves as the representative for the nine Western Division FEMA Urban Search & Rescue Task Force Sponsoring Agency Chiefs, is vice-chair of the California Fire Chiefs Association Metro Chiefs and vice-chair of the FIRESCOPE Board of Directors.

Visual + Effective Communication for Emergency Information

Claudine JaenichenAssociate Professor, Chapman University and Executive Board for the Design Network of Emergency Management

Professor Jaenichen is an information designer specializing in the relationship between design and cognition. Her recent work in applied design research serves a precise communicative role for, or in, cognitive demanding events.

Advocating inclusivity through design is central in pursuing design research for evacuation information and projects that address public information. She prioritizes participatory design methods and the importance of benchmarking as methods to measure the success of a project and how it communicates to its intended audience. She serves on the Board of Governors for the Communication Research Institute, on the Executive Board for the International Institute of Information Design and on the Executive Board for the Design Network for Emergency Management. Both her practical design work, as well as her research work, has been included in information design, social sciences, graphic design and psychology national and international publications.

Using Codes and Standards to Build Resilient Communities

Stuart TomInternational Code Council Board of Directors and President, JAS Pacific, Inc.

Stuart Tom is President of JAS Pacific. He retired as Fire Marshal for the City of Glendale, CA. Prior, he served for sixteen years as the city’s Building Official and led the city’s Building & Safety Division.

Stuart is an active developer of fire and life safety codes and standards at both the state and national levels. As Co-Chair of the California State Fire Marshal’s Wildland Ignition Ad-Hoc Committee he led a revision of the state’s wildland urban-interface construction standards that comprise Chapter 7A of the California Building Code.

Under his guidance, the City of Glendale adopted its “Back-To-Business” program, the first recovery program of its type in Southern California. Through public-private partnerships the program enables local businesses to take proactive steps to facilitate rapid recovery after a major earthquake.

Stuart’s accomplishments include leadership roles with the California Building Officials and the California Fire Chiefs. He is the only person to have received the Building Official of the Year award from both organizations. Stuart currently serves on the International Code Council board of directors.
