This document provides a short schematic system architecture andproposed layout for a campus of 15 buildings for SC Electric, usingthe Teletrol INTEGRATOR Building Automation system (BAS) and thePANORAMA Human Machine Interface software.

Teletrol: Innovation, Standards... Interoperability

Beyond the inherent precise control possible with a modern BAS, thisproject will provide the ability to collect and archive energy andelectrical consumption data to be used for SC Electric company-wideenergy management programs and aggregated energy purchases.

The project will provide the ability to view and monitor HVAC systemperformance or override the BAS controls in any of the campus

facilitiesfrom a centralized location or from any PANORAMA PC in any of thebuildings. This feature promotes more efficient use of maintenancepersonnel time and resources, while maintaining a more consistent,comfortable and productive work environment.

In the early 1980’s, Los Angeles County established a building and asystem to provide centralized monitoring and control of a large numberof the over 1,200 County owned and managed facilities.

The Building Energy Automation Systems (BEAS) project used smallmainframe computers, connected to “data gathering panels” at thevarious buildings via dedicated leased lines.

The system provided remote monitoring and exercised some degree of“overlay” or supervisory control and scheduling over the “traditional”pneumatic systems which performed the actual HVAC loop control.

The NEW Teletrol / Panorama project takes advantage of LA County’supdated fiber optic cable Wide Area Network which interconnects all ofthe County’s owned and managed buildings.

The main focus of the project is to save money via the elimination ofthe expensive lease lines, the implementation of intelligent energymanagement and rule-based system alarms, and the use of systemgenerated predictive and preventive maintenance routines.

This project is similar in concept and scope to the LA County BEASproject, albeit in an industrial office and manufacturing campus settingwith fewer buildings.

Each building will have an autonomous building automation system.

The project would interconnect the PC’s which monitor the buildingautomation systems by using the SC Electric company-wide campusEthernet LAN.

This provides both centralized and distributed system monitoringand viewing capabilities, as well as data archiving and alarm logging ofall connected HVAC and building automation systems.

Because the proposed Teletrol / Panorama system follows well-definedInformation Technology standards and protocols, it can make good useof the company “Enterprise-Wide Network” (EWN), without conflictingwith other software or PC’s on the system.
