Project Introduction Aim of the project was to map the regional assets in the nineteen-county region in order to strengthen its position in the competitive global economy. The underlying objective of an asset mapping project is to reveal the region’s unique set of assets – both tangible and intangible. Using these asset maps, regional organizations can form strategic plans to achieve their economic and workforce development goals. An asset map provides a comprehensive view of the regional strengths and weaknesses that a region can utilize to improve its overall competitive position.

Regional asset mapping serves a number of purposes. It helps regions 1) have a bird’s eye view of what exists in the region and what the region lacks in, 2) set up a foundation for the long term (strategic) planning for the region, 3) a detailed map of the inert linkages that exist in the region between individuals, organizations and other entities within the region and with other regions, 4) cultivate a sense of regionalism by providing a visual map of regional assets and inter dependence of those assets and 5) acts as a strong community engagement tool for collaborative projects.

Value of Asset Mapping

Regional asset mapping serves a number of purposes. It helps regions in

Resource Identification - Regional asset mapping helps regions have a bird’s eye view of what exists in the region and what the region lacks in. Asset mapping helps identify the resources that can be utilized to support development initiative. An economic or workforce development effort without regional asset mapping could lead to a mismatch between the strategy and the assets leading to failure of or less than full impact of the initiative if assets of the region are not fully understood before taking up the initiative.

Foundation for Strategic Planning and Implementation - Regional asset mapping helps set up a foundation for the long term (strategic) planning for the region. Asset mapping helps identify gaps, redundancies and inefficiencies and thus help regions reallocate resources to key challenge areas and distribute available funds in the most efficient way. Asset mapping also provides a baseline for comparison of results of development initiatives.

Deep understanding of Key Regional Systems and Linkages - Asset mapping helps generate a detailed map of the inert linkages that exist in the region between individuals, organizations and other entities within the region and with other regions. With a new perspective on well-established institutions, community leaders can more accurately assess the institutions’ current value to the economy. Leaders can also identify ways in which to strengthen institutions, build linkages between them, and, ultimately, improve the regional innovation system.

Catalyst for Partnership - Asset mapping helps cultivate a sense of regionalism by providing a visual map of regional assets and inter dependence of those assets. Asset mapping aggregates the knowledge possessed by a few individuals and makes it available to others who may conceive of new ways to

leverage the assets. A visual resource map, prepared as part of the mapping process, help demonstrate to stakeholders that they work within a regional community.

Organizing and Motivational Tool for Implementation - Asset mapping acts as a strong community engagement tool for collaborative projects. The mapping team members can form a critical mass that becomes the cornerstone of future development activities. Engaging leaders in the analytical phase of an effort can motivate their participation in the implementation phase.

Objectives

The project has the following objectives:

Identification and cataloging of all major assets relevant to regional development in the South 1.western Kansas region.

Identify the strengths and weaknesses of assets and identify gaps in the regional innovation 2.platform.

Conduct a comprehensive assessment of the assets to provide deeper understanding of the 3.factors that drive the regional economy.

Initiate preliminary social network map to identify all of the relevant ties between all the 4.identified regional organizations, both formal and informal.

5. Sharing of the asset mapping findings with the regional leaders via detailed documentation of the findings and visual display of the assets.

Data used

This report was prepared using data from the Economic Modeling Specialists, Inc. (EMSI) and utilizing their Analyst tool. They collect data from U.S. Department of Commerce (Bureau of Economic Analysis, U.S.Census Bureau), U.S. Department of Labor (Bureau of Labor Statistics) and U.S. Department of Education, National Center for Education Statistics. This asset mapping report is made up of four parts. Part I of Assets Mapping Report provides an overview of the region. Part II of the report describes in more detail the region’s Industry, including major industrial clusters, shift share, jobs and wages. Part III will describe the regional occupations in more details including data about jobs, education and wages. Part IV of the report will describe in detail the educational programs in the region including regional completions, openings, jobs and median wage.

Highest growth in number of jobs was recorded in Veterinary Medicine, Veterinary Sciences/Veterinary Clinical Sciences, General Pre-Veterinary Studies (130%) followed by Home Health Aide/Home Attendant (73%) and Psychology, Other (65%). Highest decrease was recorded in Sociology (37%, but it was decrease just from 3 to 2 jobs), Animal Sciences, General (34%) and Nursing Assistant/Aide and Patient Care Assistant/Aide (33%%, but it was decrease just from 4 to 3 jobs).

The most people were White, Non-Hispanic (169 967), followed by White, Hispanic (10 597)and Black, Non/Hispanic (7 646), the least people were Native Hawaiian or Pacific Islander, Hispanic (37), Asian, Hispanic (145) and Native Hawaiian or Pacific Islander, Non-Hispanic (250). This distribution also correspond with distribution of education, the most people with College Degree, High School Diploma and Less Than High School were also White, Non/Hispanic, followed by White, Hispanic and Black Non-Hispanic. The other end looked also similar like population distribution.

Data Sources and Calculations

State Data Sources This report uses state data from the following agencies: Kansas Department of Labor, Labor Market Information Services, and Kansas Wage Survey.

Glossary Industry A group of businesses that produce similar goods and services and share similar production processes for creating the goods and services they sell. Industries are classified using NAICS codes. Note that in the NAICS system, what a business produces is given less importance than the process used to create it. Jobs This column in our data represents full and part-time jobs, which can explain some situations in which the number of jobs in a region seems unusually high compared to the total regional population. Unlike individual government sources, our data include jobs held by nearly all types of workers: payroll workers (who have unemployment insurance), farm workers, railroad workers, military workers, and sole proprietors. Location Quotient (LQ) Location quotient is a way of comparing a region to a larger reference region according to some characteristic or asset. Suppose X is the amount of some asset in a region (e.g., manufacturing jobs), and Y is the total amount of assets of comparable types in the region (e.g., all jobs). X/Y is then the regional concentration of that asset in the region. If X' and Y' are similar data points for some larger reference region (like a state or nation), then the LQ or relative concentration of that that asset in the region compared to the nation is (X/Y) / (X'/Y'). Occupation A worker job description that contains a defined sets of tasks and responsibilities. Occupations are classified using SOC codes (and O*NET extensions to SOC). Race and Ethnicity The federal government tracks several racial categories (White, Black or African American, Asian, etc.) but only two ethnic categories, Hispanic and Non-Hispanic. There may be some overlap between race and ethnicity unless the two characteristics are clearly separated, e.g., "White non-Hispanic," "White Hispanic," and "Non-white Hispanic."
