1 As this is only the eligibility stage, may we nominate the same key personnel for the three projects and replace them afterwards?

We uphold our requirement of nominating different sets of key specialists for the following positions:

1. Senior Urban Transport Planner 2. Public Transport Planner 3. Mass Transit Specialist

We will allow the nomination of the same key personnel for the three projects only for the following positions:

1. Traffic Survey Specialist 2. Land Use Planner 3. Environmental and Social Expert 4. Research Assistant 5. Modelling Specialist

Please note that we are allowing the nomination of two individuals for the positions: (1) Traffic Survey Specialist and (2) Modelling Specialist. Kindly see the attached revised TD Form III. Replacement of key personnel may not be done after the submission of eligibility documents, as stated in the EDS.

2 We understand that the DOTC envisions that the projects be done simultaneously thus the requirement that different sets of key personnel be nominated for the study. However, there is a limited number of specialists qualified to undertake this work. May we be allowed to nominate different Team Leaders but nominate the same people for the other positions?

3 What are the modes included in the study? Are the modes of air and sea transport part of the study?

The study shall focus on land transport, specifically public transport.

4 On the involvement of foreign consultants, may our company, a SEC-registered company, partner with foreign firms not registered with the SEC?

Please refer to the previously issued GBB No. 02-2015.

5 The consulting services that the project calls for include transport engineering, traffic management, and operations project management. Are foreign consultants required to be registered by the SEC and/or any other authorized agency in the Philippines, given that these are unregulated professions?

Environmental planning, also known as urban and regional planning, is a profession regulated by Philippine law, as provided by RA 10587. In addition, transport engineering is a subdiscipline of civil engineering, which is in turn is also regulated by Philippine law (RA 544, as amended by RA 1582). The types of consulting services required by the project are thus professions regulated by the Professional Regulation Commission (PRC). RA 10587 and RA 544 as amended by RA 1582 dictate that registration at the PRC is necessary for

individuals practicing environmental planning and civil engineering. In accordance with item 1.3 (b) of the EDS, RA 10587, RA 544 as amended by RA 1582, and RA 8981, Section 7 item (j), foreign consultants practicing the said professions are required to register with the PRC.

6 What are the outputs expected for this project? The preparation of Origin-Destination matrices and a public transport plan are the expected major outputs of the project. Further details will be released to shortlisted firms.

7 We would like to seek clarification on the requirement pertaining to the “Presentation of Certificate of Completion and Acceptance of related Projects undertaken of at least 50% in Project cost and/or coverage for the last ten (10) years.

We amend this requirement, 2.1(a)(iii.7) of the EDS, to read “Presentation of Certificate of Completion and Acceptance of related Projects undertaken of at least 50% in Project Cost and/or coverage for the last ten (10) years”.

8 Is VAT included in the computation of the ABC? Yes.
