  • INTRODUCTION

    In November 1933, Mr. William McCann, the Town -of Stratford Conservation Administrator, contacted the United States Enviromental Protection Agency (US EPA), Response and Prevention Section (RPS), to request assistance in dealing with several asbestos wasta sites located within the Town of Stratford, CT. Mr. McCann may be contacted at the Stratford Department of Public Works office at telephone number (203) 385-4006.

    The Preliminary Site Assessment for the Stratford Asbestos Sites was conducted by the Roy F. Weston, Technical Assistance Team (Weston TAT) for the US EPA Response and Prevention Section.

    The Stratford Asbestos Sites are comprised of twelve (12) areas identified by the Town of Stratford Conservation Department as having received asbestos materials from the Raybestos-Manhattan Company or from the Tilo Corporation. The asbestos materials were disposed at each of the sites and used as fill material to allow low lying areas to be developed. The Town of Stratford and the individual property owners have conducted stabilization projects to cover several of the sites, with the remaining sites having various amounts of exposed suspect asbestos materials. Each of the sites are described in a separate section of this report and the location of each of the sites is identified on the Topographic Location Map of the Stratford Asbestos Sites (See Figure 1.0). The site maps included in each section were drawn from the Town of Stratford Tax Maps.

    The Preliminary Site Assessment involved the following tasks:

    Obtain up-to-date information from federal, state and local officials, Review of existing reports and data, Preparation of a site safety plan, Site visits to photograph the areas and to document the site conditions, Preparation of a sampling plan,

    - Surface soil sampling activities, Sample analysis by the US EPA New England Regional Laboratory, Completion of an evaluation form (Potential for Human Exposure at Asbestos Sites) for each site, Draft report submittal to the Agency for Toxic Substances and Disease Registry (ATSDR) for an evaluation of the threats to public health, And report preparation containing the information needed by the US EPA to determine possible future actions.

  • The US EPA Response and Prevention Section will use the information contained in this report to evaluate the potential release at each of the twelve (12) sites. The evaluations will then be used to determine the appropriate response actions to be taken.

    The US Environmental Protection Agency (US EPA), Response and Prevention Section and the WESTON-MPD Technical Assistance Team (TAT) conducted this Preliminary Assessment in accordance with Section 300.64 of 40 CFR 300 - National Oil and Hazardous Substances Pollution Contingency Plan. The Preliminary Assessment for rasoval action was conducted to determine if a release or threat of a release of hazardous substances or pollutants are identified for possible CERCLA (as amended by SARA) response action.

    1.1 SITS DESCRIPTION

    The Ray_bestos-Manhattan Facility is located on approximately 33 acres of land in the Housatonic River flood plain in Stratford, CT. It is bounded by the New York, New Haven and Hartford Railroad to the north, by East Main Street to the east, by Interstate 95 to the south and by Longbrook Ave. to the west (See Figure 1.1). The facility consists of several production buildings and four (4) facility disposal lagoons. According to Mr. Harold Williams, Connecticut Department of Environmental Protection (CT DEP) ,, the production buildings are covered with a dust layer of suspected ACM and there are also bags of asbestos materials inside the buildings. The lagoons at the site were used for asbestos sludge disposal and are now abandoned,- except for one which is used for municipal waste water.

    The facility is located on Stratford Tax Maps F-12 and G-12 and the current owner is the Ray-Mark Corporation, 100 Oakland Avenue in Trumbull, CT (203) 371-0101. The Ray-Mark Corporation is presently in the process of leaving the Stratford area and closing down the Stratford Facility.

    1.2 SITE BACKGROUND

    Raybestos-Manhattan has been located in Stratford, CT since 1914. Their main operation involved the manufacturing of asbestos brake linings and other asbestos products. The waste materials from the manufacturing processes were pumped into the four lagoons on site (See Figure 1.2). From the late 1950's through 1975, the asbestos sludge in the lagoons was used as fill material at various locations in Stratford. Groundwater contamination and hazardous materials in drums at the Ray-Mark Facility has been documented by the US EPA Connecticut Waste Management Branch. There is also the possibility of PCB contamination within the facility disposal lagoons.

    The CT DEP has issued Ray-Mark at least four Administrative Orders dating back to 1983. These orders were issued to require Raymark to close all surface impoundments, to update waste handling procedures and to bring monitoring networks into compliance.

    The US EPA Connecticut Compliance and Enforcement Division of the Resource Recovery and Conservation Act (RCRA) program is currently the lead Agency regarding environmental violations at the Ray-Mark Facility. Mr. Gerry Satolongo was contacted during this preliminary assessment, at (617) 573-5734, to obtain background information concerning the RCRA status of the Ray-Mark Facility. The RCRA Program has required Ray-Mark to submit a 3013 Work Plan for the closure of surface impoundments under the current enforcement status.

  • The US EPA Response and Prevention Section and the WZSTON TAT conducted a site visit to the Ray-Mark Facility on January 6, 1989. During the site visit, the four lagoons were observed to be .uncovered with suspected asbestos sludge which was visible on the surface of the lagoons. Three of the lagoons were directly adjacent to the Standard Roofing Company Facility which was leased from the Ray-Mark Corporation. Major land uses in the vicinity include an interstate highway and a shopping mall. Public access to the disposal lagoons is restricted only by a snow fence.

    1.3 PRELIMINARY RECOMMENDATIONS

    Due to the lagoon conditions and the their proximity to the public, the presence of the suspect asbestos containing sludges in the lagoons of the Ray-Mark Facility constitute a release of a hazardous substance where there is a threat to public health. For this reason, it was recommended that samples be collected to determine if the lagoon sludges contain friable asbestos. A preliminary sampling plan was prepared by the Weston TAT for the Stratford Asbestos Sites (See Appendix B) .

    1.4 SITE ASSESSMENT

    Preliminary sampling of the Ray-Mark Facility lagoons was conducted by the WESTON TAT on Monday, January 16, 1989. Access to the Ray-Mark property was obtained from Mr. Craig Renz, the Operations Manager at the Stratford Facility. Four sludge samples were collected from the inactive lagoons as described in the Site Assessment/Sampling Activities Summary (See Appendix C). Sample station locations are shown on Figure 1.2.

    1.5 CONCLUSION

    The analytical results from the samples collected by the WESTON TAT indicated that there is friable chrysotile asbestos on the surface of the disposal lagoons. The asbestos content ranged from 15% to 70% friable chrysotile (See Appendix F). The sample results were submitted to ATSDR who recommended that remedial action was needed at the Raybestos-Manhattan Facility to prevent the asbestos materials from becoming airborne (See Appendix J).

    2.1 SITE DESCRIPTION

    The Ray_bestos Memorial Field Site is approximately 6 acres in ( size and located on Frog Pond Lane, directly across from the Stratford Department of Public Works in Stratford, CT (See Figure 2.1). The site consists of a baseball field and bleachers, a solid waste disposal area and a large grass covered slope. The current solid waste disposal area is mostly construction demolition debris and appears to pose no environmental concern.

    The current property owner of the site is the Daley Development Corporation of Stratford, Connecticut. The owner plans to develop the site and build a large commercial building with an associated parking area. The property is located -on the Stratford Tax Maps F-ll and F-12.

    2.2 SITE BACKGROUND

    The Raybestos Memorial Field Site was used as a disposal area for the asbestos sludge material from the Raybestos-Manhattan Facility. The site was stabilized by the Town of Stratford and by Ray-Mark in the late 1970's, when clean fill was used to cover the asbestos disposal area. The current owner had a site investigation conducted by the Environment Assurance Company of Stratford, CT (October 1988) and the Connecticut Department of Environmental Protection determined that the site did not pose a hazard to public health as long as the cover over the asbestos disposal area was maintained. f

    The US EPA Response and Prevention Section and the Weston TAT conducted a site visit to the Raybestos Memorial Field on January 6, 1989. During the site visit, suspect asbestos materials were observed on the site. The suspect asbestos materials consisted mainly of brake linings exposed on the surface due to frost or by soil erosion. The Raybestos Memorial Field is unrestricted to public access and observations made during the US EPA site visit revealed that vehicle tire marks had been made on the asbestos disposal area cover. The disposal area is covered by vegetation and vehicular traffic create an erosion problem where more asbestos materials will become exposed. The site is also bordered by a residential street and there are several homes within 100 feet of the site.

    2.3 PRELIMINARY RECOMMENDATIONS

    Recommendations were made to conduct sampling to confirm or deny the presence of exposed asbestos.

    Preliminary sampling was conducted by the WESTON TAT on Monday, January 16, 1989. Access to the site was obtained from Mr. Todd Renz of. the Daly Development Corporation, who accompanied the sampling'crew" to the site. Samples were collected from two areas where suspected asbestos materials were observed as described in Appendix C. Sample station locations are shown in Figure 2.2.

    2.5 CONCLUSION

    The analytical results from the samples collected on January 16, 1989, indicated that there was friable chrysotile asbestos on the surface of the asbestos disposal area (see Appendix F) . The asbestos content ranged from 20% to 35% friable chrysotile. The sample results were submitted to ATSDR who recommended that remedial action was needed to prevent the asbestos materials from becoming airborne (See Appendix J).

    In a telephone conversation with Mr. Todd Renz of the Daly Development Company on 14 February 1989, Mr. Renz stated that he is willing to retain a contractor to stabilize the site and install a locking gate to restrict vehicular traffic.

    3.1 SITE DESCRIPTION

    The Stratford Square Shopping Center Site is presently a large shopping mall located on the Barnum Avenue Cutoff in Stratford, CT. The site is bordered by the New York, New Haven, and Hartford Railroad to the northwest and by Interstate 95 to the southeast (See Figure 3.1). The property owners are the XEBEC Land Corporation of New Rochelle, New York and the owner's of the railroad. The property consists of the store and restaurant buildings, the parking lot and the area surrounding the parking lot.

    3.2 SITS BACKGROUND

    The Stratford Square Shopping Center Site occupies the property where the Tilo Corporation previously operated. The Tilo Corporation manufactured several asbestos products and used the adjacent wetland area to dispose of asbestos waste materials. This disposal area is now beneath the Stratford Square Shopping Center Parking Lot. The construction of the shopping area has actually covered and stabilized the majority of the asbestos waste disposed of by the Tilo Corporation.

    The US EPA Response and Prevention Section and the WESTON TAT conducted a site visit on January 6, 1989. Exposed suspect asbestos materials were observed along the perimeter of the parking area and surrounding the foundation of the newly constructed Ponderosa restaurant.

    3.3 PRELIMINARY RECOMMENDATIONS

    Sampling of the suspect asbestos materials along the parking lot and foundation perimeter was recommended to determine if exposed asbestos were present.

    3.4 SITE ASSESSMENT

    The WESTON TAT conducted the preliminary sampling activities at the Stratford Square Shopping Center on January 16, 1989. Mr. M. Marrow, the property owner's representative granted access to sample on January 11, 1989. The sampling activities are described in Appendix C. Sample station locations are shown in Figure 3.2.

    3.5 CONCLUSION

    The analytical results from samples -collected on January 16, 1989, by the WESTON TAT, confirmed the presence of friable surface asbestos. The content of asbestos ranged from 15% to 20% chrysotile in the form of cement board or shingles (See Appendix F). The material appeared to be weathered with loose asbestos fibers.

  • The soil sampling results were submitted to ATSDR for evaluation. ATSDR stated that the presence of friable asbestos at the Stratford Square Shopping Center does represent a potential threat, to public health. ATSDR also recommended that the site was in -need_ of—remedial .action.-to prevent .the .asbestos -materials from becoming airborne (See Appendix J).

  • 4.0 BROADWAY STREET SITE

    4.1 SITE DESCRIPTION

    The Broadway Street Site is located along Ferry Creek on Broadway Street near the intersection of Ferry Boulevard. The site is bordered by Interstate 95 to the north, by Blakeman Place and Meadow Street to the west, and by Broadway Street to the south and east (See Figure 4.1). The site splits into two parcels divided by Ferry Creek. The Broadway Street Site is located in the Town of Stratford Tax Map F-13.

    The northern parcel is owned by Mr. Anthony Salice, 4 Ocean Reef Drive, Fairfield, CT and the property has been developed and stabilized in accordance with the Town of Stratford Control Requirements. The development consists of a large commercial building and parking lot, that cover the asbestos materials used as fill. The southern parcel is owned by Mr. Arnold Peck, 345 Post Road, Milford, CT. and the property is presently being developed into an 80 unit condominium complex. The contractor has graded the majority of the property with a minimum of two feet of sand and gravel fill and more fill is to be used to complete the grading. The border of the site along Ferry Creek has yet to be graded and the Town of Stratford Conservation Administration has identified this area as a disposal area of asbestos materials.

    4.2 SITE BACKGROUND

    The Broadway Street Site was identified by the Town of Stratford Conservation Administration as an area of asbestos material disposal. The material was used to fill a wetland area along Ferry Creek for future development. The Salice parcel of the property has been stabilized and there appears to be no exposed asbestos materials on the surface. The Peck parcel is presently being developed and the contractor has agreed to follow the Town of Stratford Control Requirements. The US EPA Response and Prevention Section and the Weston-TAT conducted a site visit on January 6, 1989 and found that the majority of the site had been covered with clean fill. During the site visit, the area along Ferry Creek was observed to contain exposed suspect asbestos materials. These materials were also observed in the creek bank and it is suspected that they are present in the creek bed sediments where there is probable transport of materials off-

    site. Public access to the site is unrestricted and there are many businesses and residential homes within 500 feet of the site.

    4.3 PRELIMINARY RECOMMENDATIONS

    Sampling of the suspect asbestos materials along Ferry Creek was recommended to determine if exposed asbestos materials were present.

  • 4.4 SITS ASSESSMENT

    The' WESTON TAT conducted the preliminary sampling activities at the Broadway Street Site on January 16, 1989. A consultant for the property owner, from HRP Associates, Inc. and the contractor conducting the development project were present at the site during the sampling. The consultant collected duplicate samples at each of the sample survey locations. , The sampling activities are described in Appendix C. Sample station locations are shown in Figure 4.2.

    4.5 CONCLUSIONS

    The analytical results from the samples collected on January 16, 1989, by the WESTON TAT, indicated that there is friable chrysotile asbestos on the surface along Ferry Creek. The asbestos content on the surface ranged from 60% to 70% friable chrysotile (See Appendix F) . The soil sampling results were submitted to ATSDR for evaluation. ATSDR stated that the presence of friable asbestos at the Broadway Street Site does represent a potential threat to public health. ATSDR also recommended that the site was in need of remedial action to prevent the asbestos materials from becoming airborne (See Appendix J).

    5.0 FERRY BOULEVARD SITE

    5 .1- SITE DESCRIPTION

    The Ferry Boulevard Site is bounded by Willow Avenue to the north, Housatonic Avenue to the east and south and by Ferry Boulevard to the West (See Figure 5.1). The residential properties along Willow Avenue and Housatonic Avenue are within 50 feet of the site, and the Town of Stratford Conservation Administration stated that asbestos materials may have been moved by the residential property owners onto their own property as fill for the wetlands along Ferry Creek.

    The site consists of the commercial properties on Ferry Boulevard that border Ferry Creek and the vacant lots that border Ferry Creek that extend to the residential properties mentioned above. The site is located an the Town of Stratford Tax Maps F-13 and F14. The property owners for this site are listed as an attachment to Appendix F since there are nine individual lots on the site.

    5.2 SITE BACKGROUND

    The Ferry Boulevard Site was identified by the Mr. William McCann, Town of Stratford Conservation Administrator as an area of asbestos material disposal. The fill was used, as with the Broadway Street Site, to raise the elevation along Ferry Creek for development. The commercial properties on the site have, for the most part, complied with the Town of Stratfords Control C Requirements. There has been disturbance of the suspected asbestos during trenching operations for utility installations and other construction activities. The commercial properties have been stabilized and the asbestos has been covered with either buildings, parking lots or clean fill. The vacant lot along the opposite side of Ferry Creek, extending back to the residential properties, was stabilized by the Town of Stratford in the late 1970's. The area now has a thick cover of wetland vegetation.

    The US EPA Response and Prevention Section and the Weston TAT conducted a site visit on January 6, 1989. During the site visit, the concern over asbestos migration along Ferry Creek was raised and one small area of suspect asbestos brake linings was observed near a residential property.

    5.3 PRELIMINARY RECOMMENDATIONS

    Sampling of the Ferry Creek stream bank sediments and of the suspect asbestos material observed during the site visit were recommended.

    The WESTON TAT conducted preliminary sampling activities on January, 16, 1989. Samples were collected as described in Appendix C. ~Sample~"station~ locations are shown in "Figure 5.2."

    5.5 CONCLUSIONS

    The analytical results from the samples collected on January 16, 1989, by the WESTON TAT, confirmed the presence of friable asbestos along the bank of Ferry Creek and near the residential properties. The asbestos content of the samples ranged from 15% to 50% chrysotile (See Appendix F) . The soil sampling results were submitted to ATSDR for evaluation. ATSDR stated that the presence of friable asbestos at the Ferry Boulevard Site does represent a potential .public health threat. ..._ ATSDR also recommended that the site was in need of remedial action to prevent the asbestos materials from becoming airborne (See Appendix J).

    6 .1 SITE DESCRIPTION

    The Shore Road Site is located along the Housatonic River connecting Stratford Avenue and South Avenue (See Figure 6.1 and 6.2). The property includes the Housatonic Boat Club, the Town of Stratford right of way and the Shakespeare Theatre State Park. The site is located within the intertidal zone of the Housatonic River and areas of the site become flooded during storm high tides. Shore Road was built across the tidal marsh using similar asbestos materials that were disposed of at the other sites.

    6.2 SITE BACKGROUND

    The Shore Road Site was stabilized and covered during the late 1970's by the Town of Stratford. Many areas of the site have as little as eight (8) inches of cover which is constantly affected by tidal erosion. The US EPA Response and Prevention Section and the WESTON TAT conducted a site visit on January 6, 1989. No exposed suspect asbestos materials were observed during the visit and the soil cover appeared to be intact throughout the site.

    6.3 RECOMMENDATIONS/CONCLUSIONS

    The Shore Road Site does not appear to have any exposed asbestos at this time. The soil cover appears to be stabile and covered with tidal marsh vegetation and grass. Due to the fact that the site is directly affected by tidal erosion, a large storm surge may damage the existing soil cover and the site should be inspected and repaired as necessary after such events. Any further actions by the Agency should be coordinated with the Town of Stratford Conversation Commission and the U.S. Army Corps of Engineers.

    The Town of Stratford Conservation Administrator is concerned that asbestos is present on the surface of the Housatonic Boat Club property. The administrator has inquired about the development of a sampling program to confirm or deny the presence of exposed asbestos. TAT has recommended that inquiries regarding the sampling program be made directly to the US EPA Response and Prevention Section. The ATSDR confirmed the need to develop a sampling and monitoring program or the Shore Road Site (See Appendix J).

    7.1 SITE DESCRIPTION

    The Beacon Point Road Site is a small area located between the Housatonic River and the Town of Stratford Waste Water Treatment Plant (See Figure 7.1). The property is owned by the Town of Stratford and the asbestos sludge material was used to prevent Beacon Point Road from being eroded by the tidal action of the Housatonic River. The site is located within the tidal zone of the river and may be affected by extreme high tides.

    7.2 SITE BACKGROUND

    The Beacon Point Road Site was stabilized and covered by the Town of Stratford in the late 1970's. The amounts of asbestos materials and cover materials used at the site were not identified by the Town of Stratford Conservation Administrator. The US EPA Response and Prevention Section and the WESTON TAT conducted a site visit on January 6, 1989 and no exposed suspect asbestos materials were observed.

    7.3 RECOMMENDATIONS/CONCLUSIONS

    The Preliminary Recommendations for the Beacon Point Road Site are similar to those stated for the Shore Road Site (Section 6.3) No further actions appear to be necessary except for monitoring the potential erosion of the soil cover. ATSDR confirmed the need for a monitoring program for the Beacon Point Road Site (See Appendix J).

    8.1' SITE DESCRIPTION

    The Stratford Landfill Site is located to the north of Dome Drive, between Sikorsky Airport and the Housatonic River (See Figure 8.1). The property is owned by the Town of Stratford and by the City of Bridgeport. The landfill was operated by the Town of Stratford. The landfill is now closed except for agriculture waste products and leaf disposal but the landfill did accept the asbestos sludge materials from Raybestos Manhattan up until June 1979. The site has been closed, as required by State Solid Waste Landfill Regulations, and access to the site is restricted by a chain link fence.

    8.2 SITE BACKGROUND

    The Stratford Landfill Site operated as a municipal solid waste landfill for the town. The landfill is now closed and the asbestos material has been covered. The Town of Stratford Conservation Administrator has indicated that the landfill does not pose a threat to public health.

    8.3 RECOMMENDATIONS/CONCLUSIONS

    The major concern regarding the Stratford Landfill Site is the future development of the site. Shoreline property is a valued resource in the area and development of the site is probable. Developers should be required to follow the Stratford Control Requirements (Appendix A) for any future projects.

    9.1' SITE DESCRIPTION

    The Short Beach Park Site is located at the Delta of the Housatonic River with the Long Island Sound. The site is bordered by Dome Drive and Short Beach Road (See Figure 9.1). The area was previously part of the Town of Stratford Municipal Landfill and the area has been developed into a recreation facility. The Town of Stratford owns and operates the Short Beach Park which consists of a small golf course, an ocean beach, and bath house facilities.

    9.2 SITE BACKGROUND

    The Short Beach Park has been used for recreational purposes for years, even while the Town of Stratford Landfill was in operation. The landfill was closed and covered during the early 1980's and was converted into a golf course. The park officially opened in 1987. The Town of Stratford Conservation Administrator is concerned that asbestos is present on the surface and inquired about a sample program to confirm or deny the presence of asbestos. The US EPA Response and Prevention Section and the WESTON TAT conducted a site visit at the Short Beach Park on January 6, 1989. The site appeared to be covered with vegetation and no visual suspect asbestos materials were observed.

    9.3 RECOMMENDATIONS/CONCLUSIONS

    The potential for surface asbestos exists and the Town of Stratford Conservation Administrator has requested assistance with the development of a sampling and monitoring program for the Park. Monitoring the area would determine the potential for exposure to park users and determine if further cover and stabilization projects are needed. The ATSDR confirmed the need for a monitoring and sampling program to determine the potential for exposure to airborne asbestos materials at the Short Beach Park Site (See Appendix J).

    10.1 SITE DESCRIPTION

    The Fourth and Fifth Avenue Site is located on a vacant lot at the end of Fourth Avenue and north of Beach Drive (See Figure 10.1). The site consists of several property lots owned by individual parties (See Appendix G) . The site consists of a small marsh pond and the area to the north that has been filled in order to develop the properties.

    10.2 SITE BACKGROUND

    The Fourth and Fifth Avenue Site represents the most extensive removal project coordinated by the Town of Stratford. The Town supplied clean fill to cover the site after Ray-Mark removed as many as twenty large piles of white asbestos material which was disposed of at a landfill in New York. The area was then covered with clean fill.

    The US EPA Response and Prevention Section and the WESTON TAT conducted a site visit on January 6, 1989 and again on January 16, 1989. No suspect asbestos materials were observed during the visit.

    10.3 PRELIMINARY RECOMMENDATIONS

    The Fourth and Fifth Avenue Site does not appear to have exposed asbestos materials and the area is presently being land-filled to raise the grade for future development. The Town of Stratford Control Requirements (Appendix A) should be implemented during any future development to prevent any buried asbestos materials from being disturbed. The ATSDR confirmed the need for a sampling and monitoring program to determine the potential or exposure to airborne asbestos at the Fourth and Fifth Avenue Site (see Apendix J).

    11.1 SITE DESCRIPTION

    The Honey Point Road Industrial Park Site is located in the southwest corner of Stratford off Lordship Boulevard (See Figure 11.1). The site is located at the end of Honey Spot Road in an industrial section of Stratford. The site is presently being used as a metal product storage yard for large construction materials. The site and the majority of the surrounding area consists of property which was created through the filling of tidal marshes. Asbestos materials were used as fill when the area was created.

    11.2 SITE BACKGROUND

    The Honey Point Road Industrial Park has had many solid waste disposal violations, according to the Town of Stratford Conservation Administrator. The amount of asbestos materials disposed of at the site is unknown, and the remoteness of the site and the current land uses have reduced the priority of any further remediation. The US EPA Response and Prevention Section and the WESTON TAT conducted a site visit on January 6, 1989. No suspect asbestos materials were observed during the site visit.

    11.3 RECOMMENDATIONS/CONCLUSIONS

    The Honey Spot Road Industrial Park Site does not appear to have exposed asbestos materials on-site. As with the majority of the sites identified in the Town of Stratford, any future development of the site should be required to meet the Control Requirements set up by the Town of Stratford.

    Tuesday, December 13, 1988

    .Weston Technical Assistance Team (TAT) member Timothy Jones

    traveled to Stratford, Connecticut to meet with Mr. William McCann, Town of Stratford Conversation Administrator, to discuss the asbestos sites located in Stratford. Mr. McCann provided a local map with areas of concern identified and TAT member Jones copied the information. TAT member Jones visited the Stratford Tax Assessors Office to conduct a preliminary property search for the individual sites. Mr. McCann stated that the assistant tax assessor would provide a more detailed property owners list. TAT member Jones accompanied Mr. McCann to several of the asbestos sites to become familiar with the site locations. During the day, 2-3 inches of new snow had fallen, and a detailed site visit was not possible.

    Friday, January 6, 1989

    (

    U.S. Environmental Protection Agency, (USEPA) Response and Prevention Section (RPS) On-Scene Coordinator (OSC) Mr. Paul Groulx and Site Investigator (SI) Alex Sherrin accompanied Weston TAT member Timothy Jones to Stratford, Connecticut to inspect the Stratford asbestos Sites. The RPS and TAT inspectors met with Mr.

    McCann, to obtain assistance with the site inspections. The following sites were visited and the following observations were made. Photographs were taken to document each site and to document any exposed suspect asbestos materials observed during the site visits (See Appendix H).

    RAYBESTOS MANHATTAN (RAY-MARIO FACILITY

    The site inspection of the Ray-Mark facility was made from the unrestricted parking area at the facility. Three asbestos sludge disposal lagoons were observed. The lagoons were surrounded by a snow fence and warning signs had been posted. The lagoons were uncovered and filled with potentially asbestos-containing sludges.

    RAYBESTOS MEMORIAL FIELD

    The Site Inspectors visited the Raybestos Memorial Field. Several areas of suspect asbestos containing material were observed along the slope adjacent to the ball field. The suspect materials were visible in bare spots among the vegetation covering the slope.

    STRATFORD SQUARE SHOPPING CENTER

    The Site Inspectors visited the Stratford Square Shopping Center and observed suspect asbestos materials exposed along the perimeter

    of the parking lot and around the foundation of the Ponderosa

  • Restaurant. Suspect materials were also observed surrounding a large storm water retention basin next to the parking area. Photographs were taken of the exposed material.

    BROADWAY STREET SITE

    The Site Inspectors visited the area along Broadway Street which borders Ferry Creek. The site was in the process of being filled to raise the grade for future development. Suspect asbestos materials were observed along the silt curtain installed to prevent sediment runoff from reaching Ferry Creek.

    FERRY BOULEVARD SITS

    The inspector visited the area along Ferry Boulevard which borders Ferry Creek. The area appeared to be covered with thick tidal marsh vegetation and one small area of suspect asbestos materials was observed along the back property line of the adjacent residential property. The remainder of the site had been developed with auto dealerships, stores and a restaurant. No suspect materials were observed. Photographs were taken of the area.

    SHORE ROAD SITE

    Shore Road was inspected and no suspect asbestos material were observed.

    BEACON POINT ROAD SITE

    Beacon Point Road was inspected and no suspect asbestos materials were observed. The area was then photographed.

    STRATFORD LANDFILL AND SHORT BEACH PARK SITES

    The Stratford Landfill Site was observed from outside of the fence. Mr. McCann stated that all suspect asbestos materials at the landfill had been covered. The Short Beach Park was observed from the entrance and Mr. McCann stated that the suspect materials had been covered but there was concern over what materials remained on the surface.

    THE FOURTH AND FIFTH AVENUE SITE

    The Fourth and Fifth Avenue Site was inspected and no suspect asbestos material were observed. Mr. McCann discussed the asbestos removal work conducted by the Town of Stratford and the wetland violations at the site.

    HONEY SPOT ROAD INDUSTRIAL PARK

    The end of Honey Spot Road was inspected and no suspect asbestos materials were observed.

    On March 2, 1989, the Environmental Protection Agency (EPA) reguested that the Agency for Toxic Substances and Disease Control (ATSDR) comment on asbestos in soil samples obtained from the Stratford Asbestos Site, Stratford, Connecticut.

    BACKGROUND: The Stratford Asbestos Sites are comprised of 12 areas identified by the Town of Stratford Conservation Department as having received asbestos materials. Asbestos materials were disposed of at each of these sites and used as fill material to allow low lying areas to be developed. Each section will be described separately.

    DATA:

    Site 1: Raybestos-Manhattan Facility Site The Raybestos-Manhattan Facility is located on approximately 33 acres of land in the Housatonic River flood plain. Their main operation involved the manufacturing of asbestos brake linings and other asbestos products. The facility consists of several production buildings and four facility lagoons. The waste materials from the manufacturing process were pumped into the 4 lagoons on site. The production buildings are covered with a dust layer of suspected asbestos containing material and there are bags of asbestos materials inside of the buildings.. The lagoons that were used for asbestos sludge disposal are now abandoned except for one which is used for municipal waste water.

    Four sludge samples were collected from the inactive lagoons on January 16, 1989. Analytical results from the samples indicated that there is friable chrysotile asbestos on the surface of the disposal lagoons. The asbestos content ranged from 15-70% friable chyrsotile.

    Site 2: Raybestos Memorial Field Site The Raybestos memorial field Site is approximately 6 acres. It consists of a baseball field and bleachers, a solid waste disposal area and large grass covered slope. The current solid waste disposal area is mostly demolition debris. The site was formerly used as a disposal area for the asbestos sludge material from the

    Raybestos-Manhattan Facility. The site was stabilized by the Town of Stratford and Ray-Mark in 1970 when clean fill was used to cover the asbestos disposal area. In 1988, the Connecticut Department of Environmental Protection (Ct. DEP) determined the site did not pose a public health threat as long as the cover over the asbestos disposal area was maintained. On January 6, 1989, the EPA visited the site. During this visit, suspect asbestos materials were observed such as brake linings. These brake linings were 'exposed on the surface of the site. The site is unrestricted. The disposal area is covered by vegetation and vehicular traffic creates an erosion problem where more asbestos materials become exposed. The site is bordered by a residential street and there are several homes within 100 feet of the site.

    On January 16, 1989, two soil samples were obtained from the site. The analytical results of the samples showed there was friable chrysoltile asbestos on the surface of the disposal area.content ranged from 20-35% friable chrysotile.

    Asbestos

    Site 3: Stratford Square Shopping Center The Stratford Square Shopping Center site is presently a large shopping mall. The property consist of the store and restaurant buildings, a parking lot and an area surrounding the parking lot. The shopping center site occupies a property that was previously owned by a facility that manufactured several asbestos products and used the adjacent wetland area to dispose of asbestos waste materials. This disposal area is now beneath the shopping center parking lot. On January 6, 1989, the EPA conducted a site visit and observed suspected asbestos materials along the perimeter of the parking area and surrounding foundation of a newly constructed restaurant.

    On January 16, 1989, two soil samples were obtained from the site. Analytical results from the samples confirmed the presence of friable surface asbestos. The content of asbestos ranged from 1520% chrysotile in the form of cement board or shingles. The material appeared weathered with loose asbestos.

    Site 4: Broadway Street Site The Broadway Street Site is split into two parcels divided by Ferry Creek. The Broadway Street site is located in the Town of Stratford. The northern parcel parcel has been developed and stabilized in accordance to the Town of Stratford Control requirements. The development consists of a large commercial building and parking lot, that cover the asbestos materials used as fill. The southern parcel is presently being developed into an 80 unit condominium complex. The border of this parcel along Ferry Creek has been identified by the Town of Stratford Conservation Administration as an area containing disposed of asbestos

    materials. The two parcels and a wetland along Ferry Creek were filled with asbestos material to allow for future development. The EPA conducted a site visit on January 6, 1989. During the site visit, the area along Ferry creek was observed to contain exposed suspect asbestos materials. The materials were observed in the creek bank and it is possible that this material may also be present in creek bed sediment. The area is unrestricted and there are many businesses and residential homes within 500 fee of the site.

    Three surface soil samples were collected on January 16r 1989. Analytical results indicated that there is friable chrysotile asbestos on the surface along Ferry Creek. The asbestos content on the surface ranged from 60-70% friable chrysotile.

    Site 5: Ferry Boulevard Site. The Ferry Boulevard Site consists of commercial properties. There are nine individual lots on the site. Asbestos containing material was used as fill to raise the elevation along Ferry Creek for development. There has been disturbance of the suspected asbestos during trenching operations for utility installations and other construction activities. The commercial properties have been stabilized and the asbestos has been covered with buildings, parking lots or clean fill. The area now has a thick cover of wetland vegetation.

    On January 16, 1989, the EPA obtained 2 samples from the area. One soil sample was taken along the stream bank and the other soil sample was taken from a small tile pile. The analytical results confirmed the presence of friable asbestos along the bank of ferry creek and near the residential properties. The asbestos content of the samples ranged from 15-50% chrysotile.

    Site 6: Shore Road Site The Shore Road Site includes the Housatonic Boat Club, the Town of Stratford right of way and the Shakespeare Theatre State Park. The site is located within the intertidal zone on the Housatonic River and areas of the site become flooded during storm high tides. Shore Road was built across the tidal marsh using similar asbestos materials that were disposed of at the other sites.

    The site was stabilized and covered during the late 1970's by the Town of Stratford. Many areas of the site have as little as 8 inches of cover which is constantly affected by tidal erosion. The EPA conducted a site visit on January 6, 1989 and observed no exposed suspect asbestos materials. The soil cover also appeared to be intact throughout the site. No soil samples were taken at this time.

    Site 7: Beacon Point Road Site The Beacon Point Road Site is a small area located between the

    Housatonic River and the Town of Stratford Waste Water Treatment Plant. Asbestos sludge material was used to prevent Beacon Point road from being eroded by the tidal action of the Housatonic River. The site is within the tidal zone of the river and may be affected by extreme high tides. The site was stabilized and covered by the Town of Stratford in the late 1970's. On January 6, 1989, the EPA conducted a site visit and observed no exposed suspect asbestos materials. No soil samples were taken at this time.

    Site 8: Stratford Landfill Site The Stratford Landfill Site is operated by the Town of Stratford. The landfill is now closed except for agriculture waste products and leaf disposal but. the landfill did except the asbestos sludge materials from Raybestos Manhattan up until June 1979. The site is closed as required by State Solid Waste Landfill Regulations and access to the site is restricted by a chain link fence. The asbestos material has been covered. The Town of Stratford Conservation Administrator has indicated that the landfill does not pose a threat to public health. On January 6, 1989, the EPA conducted a site visit and observed no exposed suspect asbestos materials. No soil samples were taken at this time.

    Site 9: Short Beach Park Site Short Beach Park Site was previously part of the Town of Stratford f Municipal Landfill and the area has been developed into a recreation facility. The Town of Stratford owns and operates the Short Beach Park which consists of a small golf course, an ocean beach and bath house facility. The landfill was closed and covered during the early 1980's and was converted into a golf course. On January 6, 1989, the EPA conducted a site visit and observed the site to be covered by vegetation and there was no visual suspect asbestos materials observed. No soil samples were obtained at this time.

    Site 10: Fourth and Fifth Avenue Site The Fourth and Fifth Avenue Site consists of several property lots owned by individual parties. The site consists of a small marsh pond and the area to the north that has been filled in order to develop the properties. The town supplied c
