TOWARDS A
THE GLOBAL ACTION PLAN IS AN HISTORIC COMMITMENT
TO UNITE FOR HEALTH
A joint initiative of 12 global health and development agencies committed to advance
collective action and accelerate progress towards the health-related SDGs
A NEW WAY OF WORKING - TOGETHER FOR HEALTH
• 12 leading health and development agencies are coming together to leverage the full potential of the multilateral system and to more effectively support countries.
• The Global Action Plan will allow agencies to strengthen synergies and develop new ways of working together.
• A Civil Society Advisory Group was established to liaise with sherpas and secretariat staff on GAP objectives and accountability.

We must accelerate progress if we want to reach the health-related SDGs targets.
The world is off-track to achieve the health-related SDGs by 2030.
Though great progress has been made it has been uneven and too many people are still left behind.
Business as usual will not get us far and fast enough to meet the ambitious goals of the 2030 Agenda.
The multilateral system must join forces to more effectively support countries and reach the SDGs.
The Global Action Plan for Healthy Lives and Well-being for All was triggered by a request from Chancellor Merkel of Germany, President Nana Addo Dankwa Akufo-Addo of Ghana and Prime Minister Erna Solberg of Norway.
Supported by the United Nation’s Secretary General Antonio Guterres and the G20 leaders in the Buenos Aires declaration (1 December 2019)
BACKGROUND
COMMITMENT
Accelerated progress
towards the health-related
SDGs
Align: We will align programmatic, financing and operational policies, approaches and methodologies where it can enhance efficiency and effectiveness.
Accelerate: We are identifying where we can accelerate progress. We are scaling up collective action approaches for key cross-cutting “accelerators.”
Account: We are enhancing our joint accountability for delivering collective results for people.
Strengthened support to
national actors to drive SDG acceleration
“We commit to align our joined-up efforts with country priorities and needs, to accelerate progress by leveraging new ways of working together and unlocking innovative approaches, and account for our contribution to progress in a more transparent and engaging way.”
ACCELERATE
We have identified 7 cross-cutting areas where more innovative, synergistic efforts can significantly accelerate progress towards the health-related SDGs.
1. Sustainable financing2. Primary Health Care3. Community and civil society engagement4. Determinants of health5. R&D, innovation and access6. Data and digital health7. Innovative programming in fragile and vulnerable states
and for disease outbreak response
WHERE WE’RE AT – PHASE 2
The first phase resulted in the official launch of the “Towards a Global Action Plan for Healthy Lives and Well-being for All” document during the World Health Summit in Berlin, October 2018.
Phase 2 aims at identifying a set of concrete, collective actions at global, regional and country levels. These actions, to be implemented primarily by the 12 global health and development agencies, will enhance the way they work together and support countries to accelerate progress towards the health-related SDGs.
These identified actions will primarily be focused on the seven accelerator areas and will be developed through stakeholder consultation in the coming months.

UHC Multi-stakeholder Meeting GHC webinar

G20*In addition to the opportunities above, staff and the advisory group have encouraged governments to host country consultations.
While input is welcome on phase 2, staff and advisors envision an expansion of contributions and engagement for phase 3, implementation of the plan.
What Civil Society Can Do
• Identify stakeholders from various advocacy networks to participate in GAP planning and implementation activities in 2019 and beyond.
• Encourage and engage in ongoing in-person and online consultations at the global and national level meant to better understand various opportunities for an optimal coordination of global health initiatives.
• Assist monitoring and evaluation of GAP objectives and progress toward “concrete, collective actions” identified by the secretariat.
What Governments Can Do
• Commit to country-level consultations that incorporate civil society voices and ensure everyone understands the goals and value of coordinating across multiple global health initiatives or organizations.
• Implement recommendations offered by the secretariat later this year to facilitate cooperation between existing vertical programs and the leverage of related resources toward jointly agreed SDG goals.
• Additional asks from communities & CSOs?
