Chris Gueymard (owner) is a recognized specialist in the field of atmospheric aerosols and their effect on solar radiation, namely DNI He currently advises major institutions on solar radiation such as NREL & 3Tier - USA; PROMES-CNRS – France and GeoModel, Slovakia. He has developed DNI resource maps for India and Kenya. Geomodel’s advanced modelling methodology (to be used in Namibia) is considered the leading in industry with superior accuracy verified by recent independent validation study. Dr. Gueymard ‘s groundbreaking work with Geomodel on aerosols can improve aerosol data resolution in Namibia by more than double and DNI data accuracy by +-10%

Consulting Services Africa has six divisions that work in very close collaboration, but there 3 divisions primarily responsible for the project.

The Sustainable Energy Environment and Livelihood Division (SEEL), has experience in a variety of projects related to EIAs, socio-economic and baseline studies, water resources management, sustainable land management, climate change, renewable energy, and training of SMEs.

The Electrical Division has numerous years of experience of the overall power distribution sector of Namibia with specific expertise in the national reticulation, practice and policies.

PROJECT OVERVIEW

(I) NATION-WIDE SOLAR RESOURCE ASSESSMENT Coupled with the data from Geomodel, an AOD analysis has been performed to increase the quality of the data (II) SITE SELECTION AND ENVIRONMENTAL ANALYSIS GIS study based on local data to identify suitable locations for CSP development, followed by site inspections and validation (III) HIGH LEVEL TECHNOLOGY REVIEW, INCLUDING HYBRID GENERATION AND BUSINESS MODEL CSP technologies overview coupled with selection of technologies for site specific conditions, financial analysis and required business model for the development of CSP (IV) BEST PRACTICES ON SOLAR GROUND MEASUREMENTS Best practices sharing for the Development of a network of ground measurement stations to be able to deliver solar resource statistical data (V) TECHNOLOGY TRANSFER PROGRAM Development of a program to develop the CSP industry in Namibia and provide opportunities for skil development and job creation associated with the CSP chain value.

(I) NATION-WIDE SOLAR RESOURCE ASSESSMENT; (II) SITE SELECTION AND ENVIRONMENTAL ANALYSIS

• Geomodel provides satellite data for DNI and GHI • Geomodel uses daily values for AOD while most models use only monthly values • AOD data is reviewed by SCS and quality is increased • New DNI mapping is made incorporating the new data • DNI data is used for the GIS study on site selection

• GIS study is carried out based on the following variables:

• DNI • Power grid and existing generation and transmissions facilities • Road and rail accesses • Environmental constrains such as natural parks and reserved areas • Water availability • Environmental data: temperature, wind speed and direction, temperature and rainfall • Soil type and slope • Land ownership

• Several scenarios were defined for CSP deployment for near term, medium term and long term

development including options for gas and biomass hybridizaton and coal augmentation

(III) HIGH LEVEL TECHNOLOGY REVIEW, INCLUDING HYBRID GENERATION AND BUSINESS MODEL; (IV) BEST PRACTICES ON SOLAR GROUND MEASUREMENTS; and (V) TECHNOLOGY TRANSFER PROGRAM

• CSP technologies technical overview including technology description, current market status and tchnology trends by experienced persons with experience in all technologies at several stages: research, development, design, implementation, engineering, procurement and construction.

• CSP technology selection per site taking into account each technology specific advantages for site location

• Preliminary power plant design and output estimate on the selected sites and with the selected technologies

• Financial analysis of the selected sites and plant designs • Policy and business model for development of CSP in Namibia

• Data with statistical value for CSP development requires ground measurement • Development of a ground measurement network • Technical support to start procurement activities on the ground measurement stations • Best practices sharing on how to setup, manage and deliver good Solar radiation data • Increase the quality of radiation on the identified sites by suggesting locations for the solar

• Skill and gap assessment in Namibia regarding the CSP industry and all activities related to project development and implementation

• CSP value chain analysis and opportunities for Namibian local content • Development of a program to enable Namibia to enter the CSP industry
