1.0 EXECUTIVE SUMMARY
Veer Hues Limited was registered at Registrar of Companies Delhi on 25 April, 1994 and is
categorised as Company limited by Shares and a Non-govt company. Veer Hues limited has
an existing production unit on Palwal-Sohna Road, at Dhatir village, in Palwal district of
Haryana. The Company planned for expansion of production capacity at existing Dhatir village
Unit. The total production capacity would be increased to 45,000 KL/Annum for Lacquer,
Priming material & Acrylic polymer emulsion in place of previous capacity of 27,000 KL. The
production capacity of Resin will be same as existing 9,000 KL as per proposed expansion
plan. The existing and proposed Unit is well connected by NH-919 (Palwal-Sohna road) and
also well connected with the national capital New Delhi with a distance of ~55 km through
Prithla-Dhatir road and NH-19 (Mathura Road). The nearest city is Palwal with a distance of
~10 km towards East from the proposed site. The nearest populated area is Dhatir village with
a distance of ~1.5 km towards NW.
The total requirement of raw water will be 200 m³/ day after proposed expansion of production
capacity. The only source of water in existing Unit is Groundwater, there are 2 bore well is
already exist in running process, NOC for extraction of 200 m³/ day groundwater is already in
process with CGWB. The requirement of power will be 750 kVA after expansion of production.
The basic source of power is The Dakshin Haryana Bijli Vitran Nigam (DHBVN) substation
(capacity 220 kV) at NH-919 Palwal-Sohna Road. Additionally, the Unit has 2 DG sets with a
capacity of 500 kVA & 200 kVA respectively for alternative power generation during power
failure from Grid. The Unit has a 2 nos. of Thermic Fluid Heater (Capacity: 6,00,000 Kcal each)
for heat generation. The Unit also has a cooling tower system with a capacity of 15 TR. The
Unit Currently has 74 numbers of direct Human resource and 100 plus contract labours, who
are working in the existing Unit. After expansion of production, the manpower will be increased
to 200.
Currently the Unit has a load of 32 KLD waste water generated from process as well as from
domestic use. Generated waste treated at their existing Effluent Treatment Unit, there is no
provision of Sewage Treatment Unit, Domestic waste flows to Septic tank, and septic tank
overflow comes within the ETP process. The load of effluent will not be increased after
production increment, because all the utility facilities will remain same, only water requirement
in production will be increase, but production of increased products will not generate any trade
water effluent, so Effluent generation will be same as existing. The Unit generates Hazardous
Waste viz. from process (from Mill wash & cleaning), Sludge from ETP Process and Used Oil.
Entire quantity of Hazardous waste stored in properly designated Hazardous Waste store and
transferred to authorised hazardous waste TSDF, i.e. GEPIL. Used Oil will be transferred to

the facility of M/s. Divya Petro Products, Ballabhgarh (Authorised recycler under Haryana
State Pollution Control Board). Other Solid Waste like plastic, paper, gatta and metallic scrap
also transferred to authorised recycler. Manure is used in gardening purpose. The Unit
management thoroughly follows & managed as per the MSIHC rules and Hazardous and
Other Wastes (Management and Transboundary Movement) Rules, 2015. The Unit has
Explosive licence for storage of Solvent/ Raffinate/ Slop with a quantity of 6,000 KL/Annum.
2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
Veer Hues Limited was registered at Registrar of Companies Delhi on 25 April, 1994 and is
categorised as Company limited by Shares and a Non-govt company.
Veer Hues Limited's Corporate Identification Number (CIN) is U74999DL1994PLC058603 and
Registration Number is 058603. Its authorized share capital is Rs. 30,000,000 and its paid-up
capital is Rs. 15,732,000. It is involved in Business activities catering pre-materials of paints
manufacturers.
Veer Hues Limited’s registered address is 207, DSIDC COMPLEX, OKHLA INDUSTRIAL
AREA - I, New Delhi. - 110020, India.
Veer Hues Limited currently has 4 Active Directors / Partners: Neeta Jain, Sharat
Chandra, Abhishek Jain, Nikita Jain, and there are no other Active Directors / Partners in the
company except these 4 officials.
Veer Hues limited has an existing production unit on Palwal-Sohna Road, at Village: Dhatir,
District: Palwal, Haryana with a production capacity of 27,000 KL/ Annum (Lacquer, Priming
material & Acrylic polymer emulsion) & Resin (9,000 KL/ Annum). The company is a supplier
of Asian Paints for last several years.
The Company planned for expansion of production capacity at existing Dhatir village Unit with
18,000 KL of extra production. The total production capacity would be increased to 45,000
KL/Annum for Lacquer, Priming material & Acrylic polymer emulsion in place of previous
capacity of 27,000 KL. The production capacity of Resin will be same as existing 9,000 KL as
per proposed expansion plan.
The company has planned to improve their business with Asian Paints Limited by increasing
their production capacity as per increased demand of Asian Paints. 21st century has witnessed
massive urbanisation and extraordinary stylish lifestyle of urban society, which demands
improved and highly improvised infrastructures industry, Priming material and Lacquers are
the basic ingredients to present those infrastructures in a formal dressed condition. Asian
Paints has worldwide demand of modern Priming materials and Lacquers, which automatically
creates increased demands on Veer Hues Limited’s state of art production unit. The company

has enough resource to develop their expansion plan in respect to qualified and experienced
human resources, technologies as well as financial view, because the existing Unit in active
condition and with a good shape to sanctioned the monetary loans from respective bodies.
The proposed expansion will lead to demand higher quantities of raw materials as well as
resources. The raw materials require for their products are available at local market, as well
as with import facilities. Resources like land, power, water, Human resources are easily
available at their existing state of art production unit in Dhatir village with all basic facilities
build in position. Increased requirement of resources for expansion will much lesser than the
new or alternative facilities. Tentative number of employment generation will be around 26
nos. With requirements of skilled and semi-skilled resources during expansion project as well
as during expanded production runs.
3.0 PROJECT DESCRIPTION
Veer Hues Limited, village - Dhatir, Palwal, Haryana has been planned to expand their
production capacity of Lacquers, Priming material, Acrylic polymer emulsion from 27,000 KL
to 45,000 KL due the increased demand of market as well as chain industry.
The proposed project is expansion of manufacturing facility for higher production capacity
having an area of 6.4 Acres (approx.) situated at Dhatir Village, Palwal District, and Haryana.
Unit will have total Production Capacity: 45000 MT/ Annum (Lacquer, Priming material &
Acrylic polymer emulsion) after proposed expansion. There is no interlinked and
interdependent project.
Justification for Expansion
Spotting opportunities at global scale, also keeping in mind of increasing demand from mother
concern M/s. Asian Paints ltd., the Veer Hues Limited has planned to expand their production
capacity at their existing Unit at Dhatir, in Palwal district. The Unit has already owned enough
land for additional civil expansion, with a 60 m Greenfield border along the NH-71 B/ NH-919
highway and having only 8901.41 m² area approved for build-up structure out of total 26023.41
m² of owned land. So, there is may not be any requirement of additional land area or
alternative site.

The proposed site is well connected with NH- 919/ 71B (Palwal-Sohana road). The nearest
railway stations are Asaoti and Palwal towards East in Delhi-Palwal railway route of Northern
Railway connection. The nearest airways connectivity is Indira Gandhi International Airport,
New Delhi with distance of 50 km towards North. The nearest city of the Unit site is Palwal
with a distance of 10km towards south-east. The surrounding nearby villages are Dudhola 5.0
km towards east, Prithla 7 km towards NE, Asaoti 10.0 km towards east. There is multiple
densely populated area within the 5km radius of the proposed site, which are, Allika, with a
distance of 3.6 km towards South-east, Dhatir (1.5 km towards North-west), Dudhola (5 km
towards East). There are multiple water bodies near the proposed site (see table 1) but no
natural surface/ Fresh water stream in nearby to the unit.

There is no alternative site studied because Veer Hues Limited has planned to expand their
production capacity at their existing Unit at dhatir, in palwal district. The Unit has already owned
enough land for additional civil expansion, with a 60 m. Green-field border along the NH- 919/
71 B highway and having only 8901.41 m² area approved for build-up structure out of total
26023.41 m² of owned land. Additionally, the Unit is coming within regularized industrial land
use structure (Vide letter attached with the TOR application), so there is no loss of agricultural
land or ecologically sensitive land or green belt. Also, there is no Ecological sensitive zone or
notified forest area within the 10 km radius of the Unit site. Densely populated areas are well
away from the site. There are multiple schools observed within the 10 km radius of the site, but
all are having a distance of minimum 1.5 km. No monuments or religious place or archaeological
site will be affected due the proposed expansion project.
The proposed project is the expansion of existing production capacity of Lacquer, Priming
materials, Acrylic polymer emulsion form 27000 MT/Annum to 45000 MT/Annum while keeping
the resin manufacturing capacity same with 9000 MT/Annum.

Process Description of Acrylic polymer emulsion
• Acrylic polymer Emulsion is processed in Pug Mixers.
• Pug mixer is cleaned and materials are charged in the pug mixer as per the sequence
given in the Acrylic polymer emulsion formulations.
• Content is then processed for about 5-8 hrs. depending on product, tested and packed.
• All materials are added in the same pug mixer, processed and packed.
• Intermediates required in Acrylic polymer emulsion are processed separately.

Process Description of Lacquer, Solvent based Priming material
• Lacquers and Priming materials are processed in either Bead Mills, Ball Mills or TSHSD.
• Powders, resins, solvents and other additives are added in above machines and
required level of dispersion is achieved
• Processing time is 4-6 hrs. for Bead mill and TSHSD based formulations and 8-10 hrs.
for Ball mill-based formulations.
• The dispersed material is then stabilized in the above machines and discharged in
Mixers.
• The remaining quantities of materials like driers, tinters, resins and thinners are also
added in mixers.
• The consistency & viscosity are adjusted in mixer.
• On verification of the product specifications, the batch is approved and the product is
filtered and packed.
• Packing is done in required pack sizes. The pack size and type of product decide the
appropriate packing machine.

Process Description of Water Based White Priming Material
• Water Based White Priming materials are processed in either Twin Shaft High Speed
Disperser (TSHSD) or High-Speed Mixer (HSM).
• Powder RM’s, emulsion, other additives are added in above machines and required level
of dispersion is achieved.
• Processing time is 3 to 5 hours for the above Mill Base.
• The milled/ dispersed material is then stabilized in the above machines and discharged in
Mixers.
• The remaining quantities of materials like Emulsion, driers, additives, water are also added
in mixers.
• The consistency, viscosity, colour and drying time are adjusted in mixer.
• On verification of the product specifications, the batch is approved and the product is
filtered and packed.
• Packing is done in required pack sizes. The pack size and type of product decide the
appropriate packing machine.

RESOURCE OPTIMISATION
The company is committed to structure their facilities towards Environmental Friendly
management & Process to comply with Environmental law & regulations and to meet the
requirement of stakeholders and to create a benchmark within the sector to continue to
production without affecting its environment. The management has been identified the

wastage. If waste generation will less at process, then there will less requirement of further
identification and segregation of complex treatment and reuse, recycle.
The following hierarchy will be followed for waste management with an ultimate aim of “Zero
Waste”.

Wash water generated from cleaning of equipment will be re-used back into the process. The
company also have the Waste water treatment facility (Domestic & Effluent) & solid waste
segregation facility as per the quality of waste generated and what will be generate. For
minimise Power waste, Unit will be installed latest energy saving technologies. In near future
the management would also plan to opt renewable energy as a source as per maximum extent
of requirements. In terms of Human resource, company has good organisational structure with
leadership and planning to utilise human resources properly.
WATER RESOURCE
The total requirement of water will be 200 m³/ day after proposed expansion of production
capacity in compare to existing requirement of 62 m3/ day. The only source of water in existing
Unit is Groundwater, there are 2 bore well is already exist in running process, NOC for extraction
of 200 m³/ day groundwater is already in process with CGWB. The details of bore wells are
given below in table 6.

ENERGY RESOURCE
The requirement of power will be 750 kVA after expansion of production. The basic source of
power is The Dakshin Haryana Bijli Vitran Nigam (DHBVN) substation (capacity 220 kV) at NH-
919 Palwal-Sohna Road, Meghpur Village, Palwal, with a distance of 7 km from the Unit. The
company has own transformer (capacity: 500 kVA) within the Unit to use the grid power into
their process. Additionally, the Unit has 2 DG sets with a capacity of 500 kVA & 200 kVA
respectively for alternative power generation during power failure from Grid.
FUEL CONSUMPTION
Fuel will be required approximately 1.0 KL/ day after proposed expansion of production capacity,
which will be utilised at Utility area. The type of fuel will be used is Low Sulphur Diesel (LSD).
UTILITY REQUIREMENT
The Unit has 2 nos. of Thermic Fluid Heater (Capacity: 6,00,000 Kcal each) for heat generation
and 2 nos. of DG set for alternative power generation. The Unit also has a cooling tower system
with a capacity of 15 TR.

HUMAN RESOURCES
Currently 74 peoples are working in the existing Unit as company pay roll and above 100
contract labours are involved in existing activity. After expansion of production it might be
increased to 200.
RAW MATERIAL SOURCE
All the raw materials required for production (Existing & after expansion) are easily available at
local market as well as nearest metro city, the capital of India – New Delhi. The transportation
of raw materials made through Truck & Tankers.

WASTE GENERATION
Currently the Unit has a load of 32 KLD waste water generated from process as well as from
domestic use. Generated waste treated at their existing Effluent Treatment Unit, there is no
requirement of Sewage Treatment Unit, Domestic waste flows to Septic tank, and septic tank
overflow comes within the ETP process. Waste water generation will not be increased after
expansion because process would not release any trade effluent and generation of effluent will
more or less be same as existing. ETP up gradation will be incorporated as per capacity &
influent load after expansion (see Master Plan after expansion for detail of expanded ETP
system).

The Unit Has Hazardous Waste viz. from process (from Mill wash & cleaning), Sludge from ETP
Process and Used Oil. Entire quantity of Hazardous waste stored in properly designated
Hazardous Waste store and transferred to authorised hazardous waste TSDF, i.e. GEPIL. Used
Oil will be transferred to the facility of M/s. Divya Petro Products, Ballabhgarh (Authorised
recycler under Haryana State Pollution Control Board). Other Solid Waste like plastic, paper,
gatta and metallic scrap also transferred to authorised recycler. Manure is used in gardening
purpose. The Unit management thoroughly flows managed as per the MSIHC rules and
Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2015.
4.0 SITE ANALYSIS
Connectivity
The proposed project site is located in Dhatir Village, Palwal District, Haryana State.
By Road
Proposed Site is located at an aerial distance of ~ 8 km towards West direction from District
Head quarter Palwal. Site is easily approachable through NH 71B/ 919 (Palwal –Sohna Road),
which is start from Rewari and ends at Palwal.
By Railway
The nearest railway stations at Palwal and Asaoti are about ~ 12 km in SE direction and ~ 12
km in NE direction respectively from the proposed project site and Palwal railway station is one
of the largest railway station in Haryana.
By Airway
The nearest airport at New Delhi is about ~ 50 km in NW direction from the site.
Land Use pattern
Veer Hues Limited had planned to expand their production capacity at their existing Unit at
Dhatir village, There is no requirement of addition build-up area also for production, excess
production may require improved and expanded facilities like improved Raw water processing
unit, and cooling facility, Improved ETP, all facilities might require additional land area for
expansion, the existing Unit has 17,122 m² open & green area, so there will be no requirement
of additional land acquisition. The existing land is solely owned by M/s. Veer Hues Limited, also
regularised under Industrial Regularisation Policy by Office of the Senior Town Planner,
Faridabad, Govt. of Haryana {memo no.: 3282, STP(FBD)p-17/2013} as industrial land.

Topography
Palwal is situated at the bottom of south Haryana. The district is located at a Longitude of 76°
59' east and the Latitude is 28° 40' north. It is situated at a height of 199.49 meters from the Sea
level. Palwal is surrounded by Mewat in west, Gurugram in North-West, Faridabad in North, and
Aligarh in East and Mathura in South.
The proposed Unit lies between 28°11’6” to 28°10’58” North latitude and 77°15’19” to 77°15’28”
longitude. The average elevation of the area is around 193 m from mean sea level. The detail
topographic features of the area will be broadly discussed in EIA study. The topographic map
of the area is attached earlier in this report also attached with TOR application (see Fig. 4 of
page 13).
Existing Land Use Pattern
The proposed Unit location comes within Industrial land use with Regularization of existing
industrial unit under Industrial regularization policy issued vide government memo no.: 3282
dated 14-5-2013. There is No Forest land involved in the subjected Project. Also, no clearance
required from Forest authorities, or Unit does not come under any CRZ notified area. There is
no environmental sensitive zone with the 10 km radius from the periphery of the existing Unit.
The nearest Eco Sensitive Zones are Asola Bhatti Wildlife Sanctuary, at Delhi-Haryana Border
(~40 km towards North), Sultanpur National Park near Gurugram (~60 km towards NW),
Bindhawas Wildlife Sanctuary (~110 km towards NW), Khaparwas WS (~100 km towards NW),
and Nahar WS (~ 100 km towards West). Critically polluted area near the proposed site is New
Delhi, with a distance of around 50 km towards North. There is no interstate or national boundary
within 10 km radius from the periphery of the proposed site. The nearest river is Yamuna River,
with a distance of 25km towards East via NH-919. The high Flood Level of Yamuna is estimated
between 199-212 m at Delhi and surrounding (HFL zones estimation by Delhi Govt. report), thus
the elevation of the area identified for proposed expansion is more less on same height of
Yamuna HFL height, but the area did not experienced flood due to the Yamuna or Ghaggar river
basin flood, because the HFL zone of Yamuna, i.e. most of the part of East Delhi, is almost 50
km away from the proposed area. Additionally, the area is notified under Industrial land use,
thus the infrastructures are mounted and installed well above the High Flood Level according
the engineered design.

Existing Infrastructure
The proposed site for capacity expansion of products comes under regularized industrial zones
by govt. of Haryana. Also, the project is expansion, thus the basic infrastructures are already
being in place, there will increment of requirement due the expanded production, the process to
obtaining all necessary permission for requirement of higher use of basic infrastructure like
application for expanded load of power has already been initiated, application for Groundwater
extraction is already under process of CGWB. Further, Unit has owned area, company had
installed the internal drainage facility, Waste management facility, bore well facility etc.
Company has tied up with M/s. Divya Petro Products for Waste oil recycle, which will be
generate at Veer Hues Limited site. The company would upgrade their existing Effluent
treatment facility as per requirement after expansion. The Company also obtained the revised
building plan.
Soil Characteristics
Soils of the area are classified as tropical and brown soils, existing in major parts of the district.
Organic contents of the area are 0.2 to 0.4 percent and falls in Low category. The average
conductivity of the soil is not more than 0.80 µmhos /cm and the average pH of the soil is

between 6.5 and 8.7. The area comprises almost flat plains traversed by one ridge running N-
S to NNE-SSW direction, divides the alluvium into two parts.
Climate Condition
The climate of Palwal district can be classified as tropical steppe, semiarid and hot which is
mainly characterized by the extreme dryness of the Air except during monsoon months. The
climate here is classified as BSh by the Köppen-Geiger system. The temperature here averages
25.4 °C. During three months of south west monsoon from last week of June to September, the
moist air of oceanic penetrate into the district and causes high humidity, cloudiness and
monsoon rainfall. The period from October to December constitutes post monsoon season. The
cold weather season prevails from January to the beginning of March and followed by the hot
weather or summer season which prevails up to the last week of June. The normal annual
rainfall in Palwal district is about 542 mm spread over 27 days. The south west monsoon sets
in the last week of June and withdraws towards the end of September and contributes about
85% of the annual rainfall. July and August are the wettest months 15% of the annual rainfall
occurs during the non-monsoon months in the wake of thunder storms and western
Disturbances. The temperatures are highest on average in June, at around 34.4 °C. In January,
the average temperature is 14.5 °C. It is the lowest average temperature of the whole year. The
variation in the precipitation between the driest and wettest months is 182 mm. The average
temperatures vary during the year by 19.9°C.
The area remains cloudy between June –September, which is the active period of the monsoon
season. Cloud amount is 1.4-5.1 oktas during monsoon season, while it is 0.4-2.6 oktas in post
monsoon, winter and summer season.
Most humid conditions are found in the monsoons, followed by winter, summer and post-
monsoons in that order. Mornings are more humid than evenings and humidity ranges from
some high 55-80% in monsoon mornings to a low of 38-69% in winter evenings. During post-
monsoon season, in morning humidity is ~72% and in the evening, it is ~ 47%.
Social Infrastructure available
Provisions of additional social infrastructure such as schools, health centres, drinking water
facilities, etc. are envisaged. However, these facilities are adequately available in the Region.

Existing Environment Management
The existing processing unit of Veer Hues Ltd. at same premises has Effluent Treatment Plant,
and there is no trade effluent for discharge outside the unit. There is separate drainage provision
for storm water, thus no mixing of storm water with effluent is happening. All the parameter of
effluent is within the prescribed limit of CPCB after treatment process.
All the stack is provided with APCM. Regular maintenance of the equipment is in practice.
Solid & Hazardous waste materials has separate waste storage area, spillage collection sump
is provided with the area.
All the hazardous & Inflammable materials are stored within the separate storage, these areas
are provided with designated extinguishing facilities.
Employees and workers are provided with personal protective equipment as required.
The unit has all required safety signages, First-aid facility, safety showers etc.
The unit has safety, Health & Environmental management policy and Emergency Response
Plan are in practice.
5. PLANNING BRIEF
Planning Concept
Construction work for expansion of production of the Unit would start subsequent to receipt of
Environmental Clearance (EC) and Consent to Establish (CTE) from State Pollution Control
Board. The Unit area is coming within the regularised industrial area, the Unit already has basic
infrastructure, and necessary up gradation will be done as per the approved design. The Unit is
well connected by highway (NH-919/71B – Palwal to Sohna road).
Population Projection
Human resource requirement for manufacturing facility will be 200 nos. (Permanent and contract
basis) in contrast to existing 174 plus. Most of the employment will be generated from local
people from nearby villages depending upon the availability of skilled and semi-skilled people.
So, there may not be any permanent migration of people. Hence, there should be no population
projection.

Infrastructure Demand
Stores for raw material storage of civil work will be provided during construction phase.
Mechanical parts and production heavy spares and machinery will be transported within the
existing Unit just before the commissioning of those machineries. Specified first-aid box, Fire-
hydrant system and other facilities are already maintained at existing site. Medical facilities,
primary health centres are available in nearby villages (at Dudhola, Teharki Village) for major
medical injury requirement. Emergency and necessary Communication services like post office,
Police station are available in nearby villages. The Unit has own Bore well facility, Telephonic
and Internet connection facility. Additionally, the Unit is well connected with Palwal-Sohna road
(NH-919), so there is no requirement of additional approach road to communicate and material
transport.
Facilities
Greenbelt Development
Adequate land will be available for open spaces and other non-building purposes. ~33% area
of total plot area will be reserved for green cover / lawn development in the proposed facility.

Suitable Unit species of local varieties are already in place and also will be United with adequate
spacing and density for their fast growth and survival shall be ensured by taking due care.
Fire-fighting system
Fire-fighting facilities will be provided at proposed production area after expansion. In addition
to that fire extinguishers, fire detection & alarm system, fire hydrant, etc. will be installed. In
order to provide easy access to the fire tenders to extinguish fire in case of fire accidents, the
fire tender tracks have been provided at the building blocks.
Storm water management plan
Storm water drains will be provided and Storm water from the entire plot will be collected through
network of storm drains. Most of storm water from plot area will be collected in the rainwater
harvesting structures/Fire Hydrant tank after basic filtration steps to provide for better utilization
of available rainwater.
Rainwater harvesting system
Rain Water Harvesting system has been designed to collect and utilize total amount the rain
water within the Unit premises activity, which will include the Unit’s process as well as in cooling
tower make-up, Green belt development etc.
6. PROPOSED INFRASTRUCTURE
The proposed expansion of production capacity will no more required any additional land
acquisition, expansion facilities will be constructed within the existing Unit area, so the proposed
project will not require any additional land use change, the land use pattern will be same as
existing – Industrial use. There will be no residential area within the proposed Unit area.
Green Belt
The Unit has total area of 51K 9M or 26025.41m², out of which only 6588.77 m² areas will be
covered as processing unit after proposed expansion. There will more than 40% area be open,
out of which minimum 33% area will be covered as green belt. The Unit has already a 60m wide
green belt stretch along the Palwal – Sohna Road (NH-919), beside this, there is plenty of open
area as per approved design which has potential to convert as green field area with small and
medium sized tree plantation. There is a park provision according to the approved plan at
northern side of the ‘A’ block, which is also a designated green belt area. The existing Unit has
a total 684 number of trees within the company premises, in which there are 300 nos. small
trees and 384 nos. big size trees. The 255 number of trees had been planted during 1st April
2016 to 31st March 2017 within the Unit premises.

Social Infrastructure
The Unit is well connected with basic social infrastructure around the Unit, e.g. School, College,
Hospitals, Religious places, Amusement areas, food zones, Petrol pumps etc. by Palwal-Sohna
road and other state roads. There are multiple social infrastructures within 5km radius of
proposed site location (see Table 12 for detail).
Connectivity
The proposed Unit is well connected by Highways connectivity (by NH-919; Palwal-Sohna road)
to other part of the state Haryana as well as New Delhi. The proposed Unit has a distance of
~55 km with National Capital New Delhi, towards North by Prithla-Dhatir road and then Mathura
Road (NH-19, previously NH-2). The NH-919 is one of the busiest highway, but in between the
stretch of Ballabhgarh to Badarpur border, the NHAI had continuously improving the
connectivity, and already constructed multiple Flyover bridge to avoid traffic of congested city
like Faridabad and NCR area. So, we can consider the proposed Unit area as well connected
by roadways. The nearest railway connectivity is Asaoti and Palwal station with a distance of
~12km each. The Unit is connected by Airways, at Indira Gandhi International Airport, New Delhi
with a distance of ~55 km. But Unit don’t have any Inland transportation connectivity or
International port connectivity within close proximity, due to there is no port in Haryana state,
the nearest port is Dahej, Gujarat with a distance of ~1100 km.
Drinking water Management
The only water source of the existing or proposed Unit is Ground water source. There is no
connectivity of surface water source or local body water supply system at the Unit. The Unit
already has 2 installed Bore well with a capacity of 20 m³/ hr. water extraction; there is no need
for extra Bore well installation after proposed production capacity increment. The Unit has
internal water pre-treatment facility, which facilitates the requirement of process water as well
as drinking water, capacity increment of the system will incorporate as per design.
Sewerage System
The Unit has already installed internal drainage system as well as storm water drain. Internal
drainage facility will also provide entirely in expanded process area, will be connected with
centralized drainage system, which ends at Septic tank. The overflow of septic tank will be
carried forward to ETP Unit after expansion, as similar to existing process. No sewage water
will be disposed off to the outside drain; treated water will be entirely reused and recycled within
the Unit (see Fig. 9). Storm water drains will end at storage tank, which will reuse within the Unit
after basic filtration.

Industrial Waste Management
Unit will generate process Liquid waste, Domestic liquid waste, Process Chemical waste, Used
Oil as well as solid waste from Process, dust generated from DG, Sludge from ETP etc. Effluent
(Process liquid waste, process area wash water, Utility wash water, RO reject) will be treated at
ETP, Domestic liquid waste will be transferred to Septic tank and septic tank overflow will be
transferred to ETP process (Aeration Tank) for further treatment. Treated effluent will entirely
be reused within the Unit premises with accordance to the concept of ‘Zero Liquid Discharge’;
water for reuse will be used in process as well as in green belt development. Other Solid waste,
Hazardous waste will be transferred to authorized recycler. Recently company has been done
an agreement with M/s. Divya Petro Product for used oil recycling at 2nd party facility. ETP
sludge will be transferred to authorize recycler and party reused as manure in green belt within
the Unit.
Solid Waste Management
The Unit will generate solid waste from process, plastic waste, gutta, paper waste, scrap as well
as ETP sludge after expansion of production. Solid waste from process, plastic waste will be
transferred to authorize recycler, Gutta & paper waste, scrap will totally sell off to the authorize
party. Ash will reuse within the Unit premises. ETP sludge will partly use as manure and rest
will be transferred to authorize hazardous waste recycler.
Power Requirement
The requirement of power will be 750 kVA after expansion of production. The basic source of
power is The Dakshin Haryana Bijli Vitran Nigam (DHBVN) substation (capacity 220 kV) at NH-
919 Palwal-Sohna Road, Meghpur Village, Palwal, with a distance of 7 km from the Unit. The
company has own transformer (capacity: 500 kVA) within the Unit to use the grid power into
their process. Additionally, the Unit has 2 DG sets with a capacity of 500 kVA & 200 kVA
respectively for alternative power generation during power failure from Grid.
7. Rehabilitation & Resettlement (R&R) Plan
There is no requirement of R&R plan, because the identified expansion site is entirely belonging
to regularised Industrial use as per Haryana Govt.
8. Project Schedule & Cost Estimates
The expansion project would complete within 1 year. Construction work for the Unit would start
subsequent to receipt of Environmental Clearance (EC) and Consent to Establish (CTE) from
State Pollution Control Board. Total estimated cost for the proposed project is INR 4 crores (to
be incurred in phases).

9. Analysis of proposal
However, it shall be pertinent to clarify that these plans shall be carried out after careful study
and analysis of market dynamics and relative’s competitiveness at an appropriate time,
schedule of which has yet been firmed up.
The proposed expansion of Lacquer, Priming material and Acrylic polymer emulsion production
capacity from 27,000 MT to 45,000 MT will generate more than 200 nos. Employment of skilled
as well as semi or un-skilled, which will develop the social scenario of locality. Additionally,
expansion of production would increase requirement of raw materials, which will improve the
ancillary units of locality as well as wide spread. Additionally, local market will enrich with the
improvement project.
