CHAPTER 2: INTRODUCTION
2.1. PROJECT BRIEF
The applicant, Tmt R.Rathinam, Legal Heir (Wife) of Late K.Rajappa, residing
Paravakkadu, Ponnarampatti Village and Post, Valapadi Taluk, Salem District has been
granted to quarry rough stone from the lease area over an extent of 5.00.0Ha in
S.F.No.420(Part 5), Thuppuganapalli Village, Hosur Taluk, Krishnagiri District, Tamil Nadu
through the District collector, Krishnagiri communication letter Rc. No. 91/2008 (Mines-2)
dated 29.03.2008 for a period of 10 years.
The letter has directed the proponent to obtain Environmental Clearance Chennai as
per Rule 41 & 42 of TMMCR. Accordingly Mining Plan is prepared for the remaining period
till 02.06.2018 (2 years and 11 months only). Mining plan has been approved vide letter
Roc.355-21/2015/Mines-2 dated 16-10-2015.
As per the EIA notification, 2006 the project falls under B2 category require
environment clearance from District EIA Authority (DEIAA), Krishnagiri since the area is
lesser than 5 Ha.
2.2. NEED AND SIGNIFICANCE
Rough stones play a vital role in roads, concrete and building products. They are used in
walls and paving slabs as it is weather resistant and for its aesthetic appeal. The aggregates of
the stone is crushed and sorted into various sizes for use in concrete, coated with bitumen to
make asphalt or used dry as bulk fill in construction because of its strong physical properties.
Thus mining of rough stones supports the country in improving the infrastructure as well as
the economy. It also supports the day to day life by comforting the living environment.
2.3. DEMAND – SUPPLY GAP
As rough stone is a significant raw material in the construction sector, the demand exists in
the market throughout the year. Thus quarrying of the mineral finds consumer easily in the
local market.
2.4. IMPORT VS INDIGENOUS PRODUCTION
Rough stone exists in the proposed site and does not require any raw material to be imported
for the production process. The extracted blocks are broken into required size for selling.
Send to crushers if required.
2.5. EXPORT POSSIBILITY
Not applicable since the project meets local demand only.

2.6. EMPLOYMENT
As per the mines safety under the provisions of MMR, 1961 under the Mines Act, 1952,
whenever the workers are employed more than 10, it is preferred to have a qualified Mining
Mate to keep all the production workers directly under his control and supervision.

CHAPTER 3: SITE DESCRIPTION
3.1. LAND DETAILS
Details of the proposed lease area for quarrying rough stone is given in Sl. No. 2 to 7 of
table1.1.

3.3. GEOG RAPHICAL LOCATION
The area is represented by Survey of India Toposheet No. 57 H/14. The location map is given
in Plate No. 1B. The area lies in the northern latitude of 12o37’34.85”N to 12
o37’45.39”N
and Longitude of 77o57’12.15”E to 77
o57’20.65”E. Latitude and Longitude of all boundary
pillars are given in Table 3.1 and Figure 3.2. Whereas the lease area along with 300 m and
500 m buffer area is shown in Figure 3.3.

3.4. TOPOGRAPHY
The lease area (Figure 3.4.) is undulated with gentle elevation of 805 m and sloping towards
Eastern side covered with Rough stone which does not sustain any type of vegetation. No
major river is found nearby the applied area. Water table is noticed at a depth of 50m from
the surface in the adjacent open wells of the area. Temperature of the area is reported to be
18°C to a maximum of 42° during summer. Rainfall of this area is about 800mm to 900 mm
during the monsoons in a year.

3.5. Geology of the precise area
The area is mainly composed of Archaean crystalline metamorphic complex. The rock type
noticed in the area for lease is Charnockite which contains mostly Quartz and Feldspar with
some ferromagnesian minerals. The Charnockite is part of peninsular Gneisses, a high grade
metamorphic rock. The general trend of formation is N50°E-S50°W and dip towards SE-60°.
The general geological succession of the area is:

Peninsular Gneiss and Calc Gneiss - Archaean
3.6. Existing Land pattern
Existing and proposed land use pattern is given in Sl. No. 25 of table 1.1
3.7. Eco-Biodiversity
Except acacia bushes, no other valuable trees are noticed in the lease area. Neither flora of
botanical interest nor fauna of zoological interest is noticed in the area. Mostly Pungai trees,
acacia, neem trees and Erukku are found more on regional scale and Fauna is represented by
rabbits, rat, scorpion, millipedes etc.
3.8. Environmental condition
3.8.1. Water Environment: Ponnaiyar river is found on the north eastern side at about 600
m from the lease area. Water table in this area is noticed at a depth of 50 m and presently, the
quarrying of Rough Stone is proposed up to a depth of 47 m and hence, it will not affect the
ground water depletion of this area.
3.8.2. Air Environment: Air sampling was not done as there is no activity in the mine and
no dust rise is observed. Dust fall data may be taken from the district observation for
threshold values.
3.8.3. Noise Environment: Major noise generating sources may be considered as excavation,
blasting, drilling and loading and dumper movement used for transportation of minerals.
Threshold sound level is reported as 59dB. Vibration is not tested being a small quarry.
3.9. Climatic condition
Krishnagiri district receives the rain under the influence of both southwest and northeast
monsoons. The northeast monsoon chiefly contributes to the rainfall in the district. Most of
the precipitation occurs in the form of cyclonic storms caused due to the depressions in Bay
of Bengal. The southwest monsoon rainfall is highly erratic and summer rains are negligible.
Rainfall data from seven stations over the period 1901-2000 were utilized for analysis and a
perusal of the data shows that the normal annual rainfall over the district varies from about
724 to 913 mm. Average rain fall is reported as 812mm per annum. It gradually increases
towards west, north and northwest and attains a maximum around Watrap. The district enjoys
a subtropical climate. The period from April to June is generally hot and dry. The weather is

pleasant during the period from November to January. Usually mornings are more humid
than afternoons. The relative humidity is on an average between 65 and 85% in the mornings.
Humidity in the afternoon is generally between 40 and 70%. The annual mean minimum and
maximum temperatures are 23.78 °C and 33.95° C respectively. The daytime heat is
oppressive and the temperature is as high as 40.2 °C. The lowest temperature recorded is of
the order of 19.3 °C.
3.9.1. Summers: The sun is at its glory and shines very brightly during the summers. During
the summer months, i.e. from May to June, the temperature varies between 27 °C and 40°C.
Therefore, the climate is quite hot. May is the hottest month. Cottons are recommended
during this time.
3.9.2. Winters: In winters, which starts from December and lasts till February, the
temperature ranges between 20 °C and 30 °C. The climate remains pleasant during this time,
as the temperature rarely falls below 20 °C.
3.9.3. Monsoon: Though the rainfall is very frequent and uniform throughout the year, just
like the flow of pilgrims and tourists, the city receives the major share of rainfall between the
months of July and October. The average rainfall is 85 cm.
3.10. Habitation and Infrastructures
The infrastructures available near the site are given in table 3.2.

3.10.1. Power line: There is no HT or LT line found within the safety distance prescribed
under Tamil Nadu Minor Minerals Concession Rules, 1959.
3.10.2. Water bodies: There is no surface water bodies found within 500 m radial distance.
3.10.3. Archaeological\Historical monuments: No infrastructures and places of interest like
archeological monuments, Sanctuaries, bridges etc are found within 500m radius.
3.10.4. Place of worship: There is no place of worship like temple, church or mosque around
500 m radius.
3.10.5. Reserves Forest\ Forest\ social forest\ wild life sanctuaries etc: There is no reserve
forest situated around 10 km radius. No wild life sanctuaries are found around 10 km.
3.10.6. Interstate/ International boundaries: The Tamil Nadu Karnataka interstate
boundary is about 20 km on the northern side.

CHAPTER 4: PROJECT DESCRIPTION
4.1. Reserves Estimation
The geological and recoverable reserves are estimated by cross-sectional Methods up to a
depth of 47 m. Recovery of Charnockite is taken as 95 % and 5 % shall be fines, mining
losses and safe benches.
4.1.1. Geological resources
The geological reserve is estimated by area cross sectional method is as 783515 m3 of rough
stone up to a depth of 47 m. Due consideration is given to depth of mining, recovery and
safety barriers etc.
4.1.2. Mineable/recoverable reserves
The thickness of topsoil noticed in this area is 2m and the total volume will be 53350 m3. The
mineable and recoverable reserves are 404065 m3 and 383864 m
3 respectively.
4.2. Conceptual mining plan
Conceptual Mining Plan is prepared for 11 months and 2 years with systematic development
of bench layouts, selection of ultimate pit limit, depth of quarrying, ultimate pit slope,
selection of sites for construction of infrastructures etc., Proposed pit dimensions are given in
table 4.1.

4.3. Year-wise development/production
The development involves only removal of top soil and Rejects amounts to 5%. The five
years production is designed up to a depth of 47 m. The year-wise development / production
plan and sections are shown in Plate- IV, IVA. The maximum annual production is proposed
as 155989 m3 for the plan period.

4.4. Method of Mining
Open cast method of semi mechanized mining will be adopted to extract Rough stone of
required size. Machineries like tractor mounted compressor attached with Jack hammers is
proposed to drilling and blasting. Excavators are proposed for quarrying of Rough Stone and
Tippers/ Lorries are proposed for transportation of Rough stone to the destination. Quarrying
Operation is done by using shot hole drilling with the help of compressor and jack hammers,
smooth blasting, block lifting using cranes and waste removal using Hydraulic excavator and
loaded directly to the tippers and transported to the crushing plants into required size in the
crushing plants from 75mm jelly to 10mm chips. Proposed height and width of benches is 5m
each. Machineries proposed are given in table 4.5.
4.4.1. Blasting Pattern:
The massive formation shall be broken into pieces of portable size by drilling and blasting
using jack hammers and shot hole blasting. Powder factor of explosives for breaking such
hard rock shall be in the order of 6 to 7 tonnes per kg of explosives. Blasting parameters are
as given in table 4.3. Explosives used are as in table 4.4. The applicant will approach the
District collector for grant of explosives licenses as the quantity of daily consumption is very
low, i.e., less than 5 kgs.

4.5. Waste generation
About 54902 m3 of topsoil will be generated where the rejects (5%) is about 20201 m
3. Waste
is proposed to be dumped at all the side of the boundary barrier of the lease area. Topsoil
formation will be removed and directly loaded into tippers for the filling and levelling of low
lying areas. This will be done only after obtaining permission and paying necessary seignior
age fees to the government. And partly used for plantation purposes.

CHAPTER 5: ENVIRONMENTAL IMPACTS AND MANAGEMENT PLAN Impact of mining on environment will be Dust generation, Temporary storage and utilization
of top soil, Land degradation, Stabilization and vegetation of dumps, Adverse effect on water
regime, Socio-economic benefits arising out of mining, Noise and Vibration. Major impacts
and mitigation measure and good practices are discussed below.
5.1. Air Environment
Dust generation during drilling of shot holes, haul road, smoke from vehicles shall be
controlled by following practices:
Dust extractor or wet drilling to be followed to control dust at source of emission during
drilling.
Sharp drill bits will be used for drilling and regrinding will be done periodically to reduce
the dust generation.
Emission level in all machineries and transport vehicles to be tested once in a year to keep
them in control with proper maintenance and service as per TNPCB Standards
Water sprinklers along the sides of haul road shall be fixed to control fly of dust while
transporting minerals and waste. Provision for automatic water sprinkle system on
permanent road and water spray by tankers on temporary road shall be made.
Avenue trees along roads and green belt around ML boundary shall be planted with
density of 1500 trees per Hectare as per the norms of MoEF to control fly of dust, noise
etc
Ambient air pollution monitoring will be carried out as per the regulations.
5.2. Water Environment
There is no surface water body within the Mining lease area. The ground water table is
reported as at a depth of 50 m bgl, where as mining is planned up to a maximum depth of
45m only. Therefore pumping of ground water or surface water does not arise in this mine.
Pump having required capacity will be installed to lift accumulated rain water from working
pit to the settling tank. The rain water should be collected by garland drain around the lease
boundary/pit and allowed to settle in a small pit for settling suspended particles before
passing to natural drainage system. It shall be ensured that quality of drinking water for the
worker is hygienic and good sanitation system shall be made available.
5.3. Land Environment
Significant impact on land occurs due to change in land use pattern, degradation of soil
quality and dumping of waste. The project is site specific due to the availability of mineral
resources. Hence there is no alternative location suggested for mining. Some of the measures
followed to minimize the impacts are as follows:
The mining activities will be restricted within the lease area only.
The waste material will be utilized for the construction of road and also used by the
local people for construction work.

The surface run off from the lease area will be retained within the lease and used for
plantation, dust suppression and block cutting. So there will be no soil erosion from
the lease area and its surrounding due to mining activity.
The dump will have inward slope with catch drains at inward side of the terrace and
the catch drain of the individual terrace will be connected to the garland drain outside
the periphery of the dump. Retaining wall and garland drain will be constructed
around the dumps and the surface runoff water pass through the garland drain and
finally settled in a settling pit before released outside.
Retaining wall and garland drains for the proposed waste dump will be constructed to
arrest wash offs from the dump.
Maintenance/ repair of vehicles and machineries will not be inside the mining area.
However sudden leakage of oil will be properly disposed off.
5.4. Noise and Vibration
Generation of noise during blasting shall be controlled by delay arrangements in blasting and
use of proper quantity of explosives and strength. Diesel powered machineries, which is
major source of noise in open cast mining will be properly maintained. Attention shall be
paid towards rigorous maintenance of the silencer of the diesel engines. Protective devices
shall be provided for use of persons employed in the vicinity. Wherever the noise level is
found in excess of the stipulated limits (85db), necessary protective devices like ear plugs
will be provided to the employees exposed to such conditions.
5.5. Solid waste management
Open cast mechanized mining using hydraulic excavators and tippers combination will be
adopted to recover the sizeable rough lumps for crushing into required size in the crushing
plant from 75mm gravel to 10mm chips. The waste to be generated shall be debris of portable
size hard rock with some fines. No clayey matter shall be present in the waste. Total Top soil
and rough stone rejects during the plan period shall be dumped within the lease area
temporarily and back filled over the mined out area in future.
The solid waste shall be dumped systematically with proper repose angle and stabilization as
follows:
Gradation of dump shall be done automatically as coarser materials go to the bottom
and finer at the top and therefore drain of rain water flow freely to the bottom without
endangering the stability of dump
Stabilization of dump with top soil and tree plantation shall make the dump more stable
1 m height parapet shall be constructed for dumps more than 6m height along the toe to
prevent and control wash out from dumps entering into natural system through rain
water
Garland drainage around dump shall prevent under wash of dump by hydrostatic
pressure to be developed by surface water and control wash outs and collapse
Dump should be terraced for every 5 m height and stabilized as above

5.6. Restoration and Rehabilitation Plan
• Low lying area with water logging shall be used for fish culture.
• The land ecology shall be preserved during Mine closure by proper terracing and
stabilization with plantations. Humus top soil shall be used for such rehabilitation and
afforestation purposes.
• In case of steep slopes, fencing shall be made to control, inadvertent entry of animals
and local persons. Fencing around the open cast working should be as per DGMS
circulars with S1 type fencing.
• The mined out area shall be used for storage of rain water with proper barricade
which will help recharge of regional ground water table.
• Back filling shall be done to a reasonable extent and depth during closure of mine.
However Low lying area with water logging shall be used for fish culture. No
immediate proposal for closure of pit as the rough stone persists still at deeper level.
• No major dumps, however plantation shall be made over small dumps to prevent soil
erosion\wash outs and help ecological balance.
• Green belt development is proposed at a density of 1000 trees per Ha.

CHAPTER 6: SOCIO – ECONOMIC AND WELFARE MEASURES
6.1. Improvements in physical and social infrastructure
The proposed project will enhance the socio-economic activities in the adjoining areas.
Several shops and service providers shall grow in the public adjacent to mines. Schools and
city development shall also be possible owing to the fact of economic growth in the village.
This will result in following benefits
- Improvements in physical infrastructure.
- Improvements in Social Infrastructure.
- Increase in Employment Potential
- Contribution to the Exchequer.
- Prevention of illegal mining.
- During and Post-mining enhancement of green cover.
6.2. Employment potential
The mining operation will create an employment of about 18 persons, of which 80 % will be
from local people (Son of Soil). After development of mine from this area, not only provide
employment opportunities but also the industrial culture and civilization to the village people.
Beneficiary villages are Thuppuganapalli, T.Kurubarapalli, Uddanapalli, Thyaranadurgam
and its hamlets. Other than mine employment, workshops, spare parts, tyres and tubes and
related several self-employment opportunities.
6.4. Welfare measures
6.4.1. Drinking Water: Drinking water at the rate of 2 l per person will be provided as per
the Mines Rules, 1960. Thus approximately 1 KLD is required for drinking purpose which
will be obtained from Mineral water industries by water canes. Requirement of water for
Dust suppression and Green belt is of 2.0 KLD. It can obtained from the open wells of
proponent site. It is proposed to make a borehole for providing uninterrupted supply of
drinking water and other utilities.
6.4.2. Sanitary facilities: Semi permanent Surface latrines and urinals shall be constructed at
convenient places for use of labors as per the provisions of Rule (33) of the Mines Rules,
1960 separately for males and female. Washing facilities shall also be arranged as per the
Rule (36) of MR, 1960.
6.4.3. First Aid facility: Being a small mine First station as per provisions under Rule (44) of
the Mines Rules 1960 will be provided with facilities as per the third schedule as prescribed.
Qualified First Aid personnel should be appointed or nominated to attend emergency first aid
treatment.
6.4.4. Labour Health: Periodic medical examination has to be made for occupational health
once in a year in addition to attending medical treatment of occupational injuries under Rule
45 (A), MR, 1960.

6.4.5. Precautionary safety measures to the Laborers: Safety provisions like helmet,
goggles, safety belt, safety shoes, dust mask, ear muffs etc have to be provided as per the
circulars and amendments made for Mine labors under guidance of DGMS. Necessary
training will be conducted once in a year to all the employees with the help of qualified and
experienced officers to train about the safe and system at quarrying operation
6.4.6. The Child labour Employment: As per the Mines Act, 1952, no child labour below
18 years old shall be engaged for any work in the quarry.

CHAPTER 7: REHABILITATION AND RESETTLEMENT PLAN
No human settlements found in the Mining Lease area and no humans will be displaced from
the area, so the proposed project does not involve any rehabilitation and resettlement.

fencing. Back filling shall be done to a reasonable extent and depth during closure of mine.
Green belt development is proposed at a density of 1000 trees per Hectares.

CHAPTER 9: ANALYSIS OF PROPOSAL
The mining activities in this belt will benefit to the local people both directly and indirectly.
The direct beneficiaries will be those who get employed in the mines as skilled and un-skilled
workers. There will be no environmental impact from the project since the scale of operation
is very minimum and the method of mining by manual. This operation doesn’t need
relocation of any habitants. The proponent will plant sufficient number of trees around the
lease boundary as well as along the village roads to keep the environment green.
