2.0 INTRODUCTION OF PROJECT /BACKGROUND INFORMATION

Mining project for Limestone with. M.L. No.-138/95. The project is located near village –

Khojon Ki Dhani, Tehsil – Bilara and District – Jodhpur, (Rajasthan). Lease area – 9.0 ha.

Proposed production – 4, 24,935 TPA (RoM).

Brief description of the nature of the project:

The mining lease for an area 9.00 hect. Was granted in favor of Shri B.S Shekhawat S/o

Shri Narayan Singh Shekhawat vide order no. NiDe/P-2(A)48/Jodh/No/85/1500 on

dated 02/08/1985. The lease deed was registered on dated 18/10/1985 for 10 year

(18/10/1985 to 17/10/1995).

The mining lease was transfer in favor of Shri Dilip Kumar Poddar S/o Shri Prithviraj

Poddar R/O Veer Durga Das Nagar, Pali (Raj) Vide order No- 2326 on dated 20/10/1994.

Registered on dated 18/10/1995. The lease deed was excavated on dated 16/10/1996

and was registered on dated 18/10/1995.

The mining lease was first renewed in favor of Shri Dilip Kumar Poddar S/o Shri Prithviraj

Poddar R/O Veer Durga Das Nagar, Pali (Raj) vide order No-2589 on dated 06/12/1995

for 20 years. (18/10/1995 to 17/10/2015).

The mining lease was transfer in favor of M/s Patla Minerals Corporations Pvt. Ltd

Gwaliyar, Madhya Pradesh vide order No-ME/JDP/CC-II/Minor/ML/138/1995/476 on

dated 03/05/2012.

The Mining plan with PMCP for Limestone mine (M.L No-138/95) Near village – Khojon Ki

Dhani, Tehsil – Bilara and District – Jodhpur, (Rajasthan) has been approved on vide

letter No- SME/JO/CC/Jodhpur/Minor/M.L./138/1995/12352 on dated 12/01/2016 .

(Copy of approval letter of mining plan is attached as annexure-VI)

Shri Rajendra Kumar Daftari is authorized signatory for this company (Copy of

resolution latter is attached as Annexure-V)

As per MoEF’s Notification on 14th March 2017 as the proposal is a case of violation

because production has been achieved without obtain Environment clearance. So we have

applied for Environment Clearance in “A” Category.

Nature of the Project:-

Mining of Limestone is proposed in the lease area 9.0 HECT. Near village – Khojon Ki Dhani,

Tehsil – Bilara and District – Jodhpur, (Rajasthan). Mining will be carried out by Opencast

Mechanized method. Proposed production is 4, 24,935 TPA (RoM) Limestone.

2.3 Need for the project and its importance to the country and or region:

The basic objective of the project is to effective utilization of Material in the country or

region. The material generated from this mine will be used mainly for building

construction work. The Limestone shall be used in future for local construction work

like retaining wall around pits and applied boundary. Limestone will helps in the

economic growth of the country or region.

2.4 Demands-supply gap:

The material generated from this mine will be used as decorative stone in flooring and

in wall tiles.

2.5 Imports vs. Indigenous Production

There will be no import for the project. There will be indigenous inputs in the entire

mining activity.

2.6 Export Possibility

The mining activity is not prospecting exports.

2.7 Domestic/Export Markets

Lessee would like to sale out the mineral in domestic market as per requirement. No

export is proposed.

2.8 Employment Generation (Direct or Indirect)

The mining project will generate direct & indirect employment. About 96 people

will get direct employment and 31 people will also be affected indirectly and

employed with allied and related industries, such as transportation,

maintenance, etc.

3.0 PROJECT DESCRIPTION

3.1 Type of project including interlinked and interdependent projects:

The proposed project is mining unit of Limestone in the area of 9.0ha. Situated at Near

village – Khojon Ki Dhani, Tehsil – Bilara and District – Jodhpur, (Rajasthan). Proposed

Production is 4, 24,935 TPA (RoM).

It is proposed to produce 4, 24,935 TPA (RoM) of Limestone from the area of 9.0

HECT. by Opencast Mechanized method of mining.

3.5 Project description with process details:

It is a mining project of Limestone from the lease area 9.0 ha, situated at near village –

Near village – Khojon Ki Dhani, Tehsil – Bilara and District – Jodhpur, (Rajasthan). Proposed

production is 4, 24,935 TPA (RoM). The material generated from this mine will be

used mainly as building stone for construction.

Proposed Mining Method

The Khojon Ki Dhani Limestone Mine shall be developed by mechanized open cast

mining. The mineral is lying on the sub surface therefor open cast mining has been the

obvious choose.

The main operation shall be drilling, blasting loading and the transportation by trucks.

Blasting

Small blasting with low charge of holes just to loosen the rocks is proposed in upper

layers to remove the hard overburden. The blasting shall be done by the authorized

contractor on contractual Basis. These contractors have their own safety explosive

container as well as Explosive License. The blast hole parameter proposed are as

Type of Explosive

Deferent type of explosive for use in opencast mines like Special Gellain, Ordinary

plain, Detonator, Safety Fuse, ANFO.

Storage of Explosive: The explosive shall be supplied by the authorized contractor at

the blasting site at the time of blasting. The explosive shall be directly used so no

storage of explosive is proposed.

Nature of Waste: - The waste as overburden in the area is top soil. The soil cover in the

area varies from 3m. The rock fragments of small size area also resulted after mining.

Generation of top Soil- Top soil will be used for plantation.

Generation & stacking of sub grade mineral- It is also proposed to stack the sub

4.3 Topography

Topographically the Mining Area comprises flat & mid hilly. There is no nalla or

stream observed within lease area. The highest elevation is 333mRL and lowest is 329

mRL. Irrigation of agricultural land in the surrounding of the lease area is done by

water source from tube/dug well.

4.4 Existing Land use Pattern

The lease area is Govt. waste Land (9.0ha.). There is no village or hutments within the

4.5 Existing Infrastructure:

There is no existing infrastructure is available in the lease area. All necessary

infrastructures will be developed before mining operation commenced. Site services

as per Mines Rules 1956 will be developed. First-Aid station with all necessary

medical facilities, Toilets as per the provisions of Mines Rules will be developed.

Regular medical checkup of the mine employees will be carried out as per the

provisions of Mines Rules 1956.

4.6 Soil classification:

The soil is varying in thickness from 2.0m located at places over the dolomitic

limestone deposit. The dolomitic limestone with is varying in thickness from 2.0 m

below the hard limestone layer.

Regional geology & local geology:

a) Regional geology:-

The area cover part of Jodhpur and area is covered by alluvium and wind blow sand NE-

SW direction of longitudinal

Dunes trading in the western part of the area. low-lying hills and flat topped plateaus.

The maximum and minimum elevation of lease area are 310mrl (pundlu ka magra) and

306 respectively from the mean sea level.

The drainage is represented by jori river and a few nalas emerging from the hills.

The area is accessible by road and railway. The rock exposed in the area belong to the

Bilara and the Bilara group of the marwar super group. The palana formation is

observed in a few well in zone running from nort to south in the eastern paart of the

area all the three formation of the Bilara group i.e the dhanapa,gotan and the pondlo

formation are exposed in the area. the dhanapa formation comprises of chert, cherty

dolomite and dolomitic limestone and is exposed in the western and southern part of

the area.

The Gotan formation is exposed adjacent to the dhanaps formation and comprises an

inter bedded sequens of limestone ,dolomitic limestone and dolomite and is exposed in

the occupies a large area in central and southern part of the leasearea . it consists of

chert, cherty dolomite and dolomitic limestone with some interblend of the bilara group

is exposed near the pundlu village in the northern part of area. it consists of gritty and

pebby sandstone with siltstone and clay and is exposed only in nort eastern corner of

the area. the palana formation has been observed in a few dug well in the eastern part

of lease area. it consists of white to violet colored kaolinite with angular quartz grains,

loose sand with lenses of calcareous grit and porous fine to medium grained, current

bedded sandstone. This is overlain by pockets of pebbles, gravels, kankar and the

undifferentiated. Aeolian and fluvial sediments overlying a major part of area included

sand, soil, calcrete grit and ferruginous sandstone.

Good quality of limestone and sand stone are being quarried at several places for

industrial and building material purposes in the area.

b) Local Geology

The local geological succession for the area may be summarized as below

Litho logy the soil is varying in thickness from 1.0meter located at place over the

dolomitic limestone deposit. Dolomatic limestone varying in thickness from 2.0 meter

located below the hard limestone layer the hard and weathered limestone layer over

the deposit varies from 10meter in thickness.

4.7 Climatic details

The district experiences arid to semi-arid type of climate. Mean annual rainfall (1971-

average rainfall and is placed at 314 mm. Rainy days are limited to maximum 15 in a year.

Almost 80% of the total annual rainfall is received during the southwest monsoon, which

enters the district in the first week of July and withdraws in the mid of September.

Probability of annual rainfall exceeding 650 mm is only 10%. However, there is 90%

probability that the annual rainfall will be more than 190 mm. The probability of

occurrence of mean annual rainfall is 45%. Drought analysis based on agriculture criteria

severe and very severe type of drought is very rare. As the district lies in the desert area,

extremes of heat in summer and cold in winter are the characteristic of the desert. Both

day and night temperatures increase gradually and reach their maximum in May and June

respectively. The temperature varies from 49oC in summer to 1oC in winter. Atmosphere

is generally dry except during the monsoon period. Humidity is the highest in August with

mean daily relative humidity at 81%. The annual maximum potential

4.8 Social Infrastructure

The infrastructure like, toilets, first aid stations etc. will be provided inside the applied

area.

The nearest village is Khojon Ki Dhani, health & educational facilities (in the form of

primary schools) are available there.

Medical facilities, Primary Health Centre are there in the area, imparting services, for

advance medical facilities. In each village one health worker has been appointed by the

Govt. to provide primary health facilities.

The water required will be available by the local water well department in the lease

area and through water tanker.

Communication services like post office and telephones are available in the nearby

village. Some of the villagers are having mobile phones.

An occupational health unit will be organized and the proposed measures will be

adopted:

Pre & Periodical Medical Checkup program for all the workers.

Compulsory medical checkup program and first-aid box with necessary

equipment will be provided.

Training for workers.

Safety equipment i.e. dusts mask, safety shoes, gloves etc.

5. PLANNING BRIEF

5.1 Planning concept

It is proposed to produce 4, 24,935 TPA (RoM) of Limestone from the lease area. It is

situated in Jodhpur District of Rajasthan.

5.2 Population projection

Man power requirement for mining is estimated to be 31 Nos. Most of the employees

will be recruited from neighboring village depending upon the availability of skilled &

unskilled people. Migration of highly educated and skilled person will take place but it

will be on temporary basis. So there will no permanent migration of people, hence

there will be no population projection.

Note- At the end of mine period about 4.1306 ha area will be planted in which includes 3.26 Ha

area will be planted on backfill mine out area & 0.8675 ha. area will be planted on statuary

barrier. About 4.8594 mine out area will be converted into rain water storage.

5.4 Assessment of infrastructure demand (physical and social).

Temporary office and stores will be provided in the mine lease area. Specified first-aid

box with all necessary facilities will be maintained at the site office and the rest shelter

as per Mines Act-1952. Medical facilities, Primary Health Centre are there in the area,

imparting services, for advance medical facilities. Communication services like post

office and telephones are available in the nearby village. Some of the villagers are having

mobile phones.

5.5 Facilities provided:

5.5.1 Infrastructure

Additional facilities will be made as per the requirement. Arrangements for safe and

healthy working conditions. Provision of Drinking water from nearby well. Most

workers will be from nearby villages so no accommodation at mine site will be

required.

5.5.2 Landscaping and green belt development

It is proposed that applicant will plant 200 saplings per year. One workman will be

deputed for maintenance of the plantation throughout the year.

5.5.3 Health and safety System

During the opencast working, and allied activities, all the precautionary measures

shall be taken into account as per MMR 1961 and MCDR 1988 for safety and security.

Following Safety & security measures will be enforced;

Moving front of the quarry shall have temporary fencing.

Permanent fencing will be provided where quarry has reached the ultimate pit

limit.

Mine entrance will have a permanent check post and record shall be

maintained of all persons / vehicles entering the mine area.

Round the clock security arrangement shall be provided to prevent inadvertent

entry of persons.

5.5.4 Disaster Management and Risk Assessment

Inspite of following all the precautionary measures and following all safety rules,

regulations and procedures, in mining accidents cannot be ruled out completely. The

Project Proponent will formulate a Disaster Management Plan with the approval of

DGMS. Following are the accidents which can take place in mechanised opencast

mining and measures proposed to be taken.

Fall of human beings or fall of machines from benches/ dumps/haul roads.

Due to drilling / blasting and handling of explosives.

All provisions of MMR 1961, conditions imposed in permission for Deep hole

drilling and blasting and use of HEMM, and conditions of explosive license will be

The anticipated cost of mining is Rs. 180/- per ton cost. Average sale value is assumed

at Rs. 350-400/- ton of stone. Hence the project will be viable.

9.0 ANALYSIS OF PROPOSAL

Project will create direct & indirect employment opportunities within the

surrounding region. Unit will use good faith efforts to employ local people from the

nearby villages depending upon the availability of skilled & un-skilled man-power

surrounding the project site.

In the proposed project would require significant workforce of non-technical and

technical persons. Migration of highly education and skilled experience will result in

increase of literacy in the surrounding villages.

In addition, the proposed expansion of project shall enhance the prospects of

employment.

Assessment of the potential socioeconomic benefits during mining

focused primarily on work force requirements, acquisition of supplies, and the

temporary increased demand for services related to the mining project like food,

housing, communications, law enforcement, medical care, local transportation etc.

Due to these, additional revenue to local suppliers for required products and

services related to the construction and operation phases of the project will generate.

Thus, mining activities will provide numerous new, although temporary, work

opportunities for both skilled and unskilled labor, as well as contribute

significantly to the local economy.

Additional government revenue expected from royalty, taxes, duties and other fees.

An added benefit to the proposed project will result in considerable growth of

stimulating the industrial and commercial activities in the state. Small and medium

scale industries may be further developed as a consequence.
