1. EXECUTIVE SUMMARY
1.1 Introduction
The mine lease area for Napaslabs over an extent of 1.25 ha. in Sy. No. 850/1B, & 3 of
Goli Village, Rentachintala Mandal, Guntur District, Andhra Pradesh has been allotted to
Sri K. Vamsi Krishna for a period of 10 years by the Asst. Director of Mines & Geology;
Dachepalli.
The salient features of the project are given Table 1.1.

2. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
2.1 Identification of Project and Project Proponent
Sri K. Vamsi Krishna is a private Lessee. The Lessee is having significant experience in
Napaslabs Mining & Trading for the last 10 years.
The proposed Napaslabs mine is located in Sy.No.850/1B&3 of Goli Village, Rentachintala
Mandal, Guntur District, Andhra Pradesh over an area of 1.25 Ha..
The Assistant Director of Mines & Geology, Dachepalli has decided to grant a quarry lease in
favor of Sri K. Vamsi Krishna for a period of 10 years subject to submission of Approved
Mining Plan within a period of 6 months from the date of issue of proceeding

Pradesh Minor Mineral Rules, 1966.
2.2 Brief Information about the Project
The mining lease area of 1.25 Ha. opencast semi-mechanized mining is followed and it has
been proposed to produce approximately 2990 tons/ Annum of Napaslabs. The nearest
habitation, Goli is located at a distance of 0.12 km due SW from lease area. The mandal head
quarters Rentachintala is located at a distance of 4.71 km SE of the Q.L applied area.
2.3 Need for the Project and Its Importance to the Country or Region
Napa Slabs is a form of building stone material (rough flooring stones), typically produced by
mining a suitable rock deposit and breaking the removed rock down to the desired size of
slabs using crushers. The demand for Nap Slabs has increased due to rapid housing
development, industrialization and growth in infrastructure. Due to the State bifurcation there
will be rapid development in infrastructure sector.
As per National Green Tribunal Judgment pronounced on 13.01.2015, the proponent has
applied to State Level Environmental Appraisal Committee/State level Impact Assessment
Authority of Andhra Pradesh to obtain Environment Clearance.
2.4 Demand and supply
There is huge demand since the material is used extensively in Construction, Building,
Roadways and many other sectors with the increase in infrastructure development. This
project will help in reducing the Demand-Supply gap in the area.
2.5 Domestic/ Export Markets
The material is used in the domestic market and in there is no scope for exporting the
material.
2.6 Employment Generation
Open cast semi mechanized mining is going to be used except for transport. About total 21
workers are going to be engaged for at least 250 days in a year for loading Napaslabs in to
trucks / tractors/ tippers. It will provide indirect employment to several workers in the area.
The occupation of the local inhabitants in surrounding villages of the mine area is
Agriculture. The mining activity in this belt will benefit the locals both directly and
indirectly. The directly beneficiaries will be those who get employed in the mines as skilled
and unskilled workers. In the long run a lot of social goods are expected in the comparatively
backward area when the inhabitants will be able to send their children to school.
3. PROJECT DESCRIPTION
3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.
The proposed mine area is of 1.25 Ha.. No interlinked projects were associated with this
project.

The proposed Napaslabs mine is located in 850/1B & 3 of Goli Village, Rentachintala
Mandal, Guntur District, Andhra Pradesh over an area of 1.25 Ha.. The mining lease area
falls in Survey of India Topo sheet No. 56 P/10.

3.4.1 Topography
The lease area is on ground level. The area is devoid of any forest or tree cover. It comprises
shrubs only. The lowest contour is 27 m and highest contour is 28 m in topo plan. The topo-
relief of the area is 1m. The general direction of ground water flow is towards SE. The areas
of Guntur, Paland and Sattenapalle taluks form a part of the Krishna River Basin. The height
of water table ranges from 10m above m.s.l. In the SE i.e., adjacent to Bay of Bengal, up to as
high as 200m in the upland areas in parts of Paland and Vinukonda taluks. The quarry lease
applied area is surrounded by numerous water bodies. The areas around are agricultural lands
at a distance of 0.63 km E.
3.4.2 Regional Geology
Major part of the district is a pedi plain interspersed with residual hills. The Srisailam Plateau
occupies Western part. The Eastern part is a deltaic plain, having a vast stretch of outwash
deposits with paleochannels of Krishna River. The area fringing the coast constitutes a strand
plain. The prominent peaks are Swanukonda (605m) and Kakirlakonda (590m). The
important rivers are Krishna and its tributaries viz., Munneru, Chandravanka and Naguleru
which drain the area in a southeasterly direction.
The district consists of an array of rock formations ranging in age from Archean to Recent.
The Archeans consist of Khondalite and Chamockite Groups of Eastern Ghats Supergroup
and the rocks of the Peninsular Gneissic Complex, comprising granitoids and granitic
gneisses, having 18 wide variations in chemical composition and tectonic environment. The
granitoids and gneisses are intruded by a number of gabbro, norite and doleritc dykes.
Uncomfortably overlying the above rocks the Proterozoic sediments of Cuddapah Supergroup
and Kurnool Group occurs. The Upper Gondwanas of Carboniferous to Cretaceous age occur
as isolated patches spouting through the flood plain deposits. Unconsolidated to semi
consolidated deltaic deposits of Quaternary age are confined to the coastal tracts towards
eastern and southeastern parts.
3.4.3 Exploration:
The quarry is a running quarry. The proposed quarry is surrounded by active Napaslabs
quarries that are already working. The Napa slabs are rough building stones extensively used
in the construction and building sector. The rate of recovery is 80% with 20% waste.
This quarry has been running previously. As the EC is needed to be obtained as per the NGT
orders, the process is initiated. As per the process a part of submitted documents is the quarry
plan. The mine has been developed much before this document submission. Therefore any
new development is not envisaged. The area has been surveyed by Total Station and a
Surface Geological Plan was prepared on the scale of 1: 1000 with lowest contour is 27 m
and highest contour is 28 for an extent of 1.25 Ha. and is enclosed..

1000 scale showing the geology and categorization of reserves, enclosed .

3.4.4 Reserves
The calculation of reserves of prospect, deposit and mine is done at every stage, right from
preliminary to last stage of exploration and mining.
Any scientific work was not done until now. The reserves assumed and established are only a
rough estimate. However the surrounding quarries that are already working are extending to
proven depths of 20 to 30 m. It is a land surface deposit at ground level within the quarry
lease area (lowest contour is 27 m and highest contour is 28 m). The surface of sheet rock is
wavy and irregular.
A total of 14950 Tons of Napaslab will be excavated during next five years. The reserves are
estimated by the Cross sectional Method. Section wise calculation of Napaslabs reserves is
given in the below table:
One Cross Sections (A-A’) are drawn perpendicular to the slope direction for profile
purpose.

3.5 Method of Mining
Open Cast Mining
There are no public buildings, places of importance and historical monuments, however, the
applicant will conduct the quarry operations duly adopting the restrictions regarding the
safety measures as per the regulations 109 & 127 of Metalliferrous Mines Regulations '1961 '
.
The applicant will adopt the latest mining techniques and machinery such as Wire- Saw
cutting machinery for extracting the Limestone (Minor).
a) Method of Quarrying Operations (Semi Mechanized Open Cast Method)
The Limestone (Minor) in the quarry lease area is exposed on the surface with sheet.
Presently, the quarrying is with semi-mechanized method by using, excavators, tippers,
jackhammers and by using low explosives. Since the quarry is already opened there is no
problem of development of the quarry. The benches are already formed. The bench height is
presently maintained as 3 m. The excavators are capable of excavating to that height.

Therefore, mining operations are to be carried out in this area in 2 stages.
1) Development
2) Production
Stage -1
The weathered limestone (Minor) will be scraped out so that the underlying fresh mineral will
be exposed for quarrying.
The limestone (Minor) beds exposed will be subjected to drilling and rock breakers from
mother rock.
Rock Splintering:
The loose material will be loosened with drilling the holes with jack hammers aided with
compressor or using rock breakers to separate the mass.
Stage -2
After removal of weathered top layer, the sheet will be subjected is splinter into 300 mm
sized and transported to the crusher units crushing to the sizes of mm sized chips and < 100
mesh power.
Drilling
The Primary drilling and also secondary drilling is done with jackhammers and compressor
the compressor attached has 450 cfm capacity Tippers are 20 Tons capacity.
Blasting:
Broad parameters of blasting:
H = Height of bench = 3 m
L = Length of drill hole = 3.1 m
B = Burden = 1.0 m
S =Spacing= 1.5 m
D = Diameter of the blast hole = 32 mm
Volume of broken Rock= B * S * L = 1.0 * 1.5 * 3 = 4.5 m3
Volume of rock generated from one hole= 4.5 x 3 t/Cu. m = 13.5 Tons
Explosive used
The proponent is utilizing the services of a Form-22 holder from whom the low explosive
like Gunpowder and other accessories are taken. The blasting is also perfonned by a qualified
and statutory person.

Storage of Explosive
The client does not need any explosive magazine as he is utilizing services.
Fragmentation the Mass:
For fragmentation of the mass from mother rock, the line drilling and breaking method are in
use.
Mining Methodology Blasting, Crushing etc
The mining is carried out in semi mechanized manner. The area proposed for excavation is
drilled with jackhammers to depths of 3.1 m including sub-grade, to obtain 3 m bench height.
For the given production 3 jackhammers attached with 450 cfin capacity compressor are
used. The blasting is done with the help of low explosives safety fuse. The proponent obtains
the explosives from an authorized Form-22 holder. The licensed holder has also service of
qualified blaster who works along with the mining mate of the quarry
3.5.2 Mining program for next five years
The scheme of development and production for the next five years has been planned taking
into consideration the nature of the despite within the lease area. The proposed year wise
working area is demarcated on plan and section and it is enclosed.

3.6.1 Use of Mineral
Napaslabs is used for construction. The Napaslabs has got good demand in the domestic and
international market. The Napaslabs is being marketed since 5 years and can expect good
market demand will continue for years to come with improved technology. The Napa slabs is

3.7 Resource Optimization/ Recycling and Reuse
Not envisaged.
3.8 Availability of Water Its Source, Energy/ Power Requirement and Source
3.8.1 Water Requirement
Water is required only for drinking purposes and dust suppression. The number of working
people is around 21. So the total water requirement will be around 2.5 KLD. Source of water
is tankers and bore wells.
3.8.2 Power
Estimated Power: 120KVA

3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their
management/ disposal
3.9.1 Solid Waste Generation& its Disposal
During mining in next 5 years a total of 4750 Tons of waste will be generated and dumped at
the temporary dumping yard, on an average of 950 Tons per annum.
3.9.2 Liquid Effluent
No liquid effluent will be generated at the mine site.
4. SITE ANALYSIS
4.1. Nearest Railway Station
Nadikudu Railway Station is 21.5 km due SE from Q.L applied area

4.4 Landform, Land Use and Land ownership
The mining lease is located in Government land. The working project portion is devoid of
any vegetation.

4.5 Climatic Conditions
The peak summer will be in the month of May-June, highest temperature of 47.2oC is
recorded in the area and the lowest temperature 10oC is recorded in the month of December.
Annual total rainfall is 658.2 mm and highest rainfall in 24 hrs is 227 mm during the month
of September. Annual mean wind speed id 6.1 km/hr. (IMD station, Rentachintala)
5. PLANNING BRIEF
5.1 Planning Concept
It is proposed to produce total of 2990 Tons per Annum of Napaslabs from the proposed
mining lease. The quarry is a running quarry with depth of 1 m. The adjoining mines are
working mines of Napaslabs.
5.2 Population projection
The project will employ mostly workers from nearby villages. About 21 persons will be
employed as workers for this proposed mine. There will not be any increase in population due
to the project.
5.3 Land use planning
The project is located in 1.25 Ha. of Government land. There will be change in land use as
the Napaslabs will be excavated. An extent of about 7798.73 Sq. m area will be sliced down
during next five years to a depth of 1 m.
5.4 Assessment of Infrastructure Demand (Physical & Social)
On the basis of the preliminary site visit, the infrastructure demand in the villages was
assessed on the basis of need and priority. The assessment will be made in the socio
economic survey and will be submitted at the time of final presentation regarding EC.
5.5 Amenities/Facilities
First aid box and drinking water facility will be available at the site. Rest shelter will be
provided at the site. It is proposed to provide the site services like mines office and other
statutory constructions like rest shelter, first aid, work shed and drinking water as required
near the quarry lease. Drinking water will be supplied to the workers from the bore well
opened in the adjacent quarry site & agricultural fields.
6. PROPOSED INFRASTRUCTURE
6.1 Residential Area (Non Processing Area)
As the local persons will be given employment, no residential area/ housing is proposed
within the mining lease area.
6.2 Green Belt
It is proposed to plant 50 trees in five years by planting 10 trees per Annum. Five trees will
be planted within in the village or haulage road area and five trees in the buffer zone. Trees of
mango, neem and peepal would be planted.

6.3 Water Management
The total water requirement is 2.5 KLD. There are no chances for changes in quality of
surface water or ground water the quarry operations will be carried out on slopes of the rocky
terrain. Hence neither the ground water table nor the general surface drainage pattern is
affected. No water will be discharged from the quarry.
6.4 Sewerage System
Arrangements for disposal in to soak pit outside the river bank will be made.
6.5 Industrial Waste Management
Not applicable.
6.6 Solid Waste management
During mining in next 5 years a total of 950 Cu. m/ 4750 Tons of waste will be generated
and dumped at the temporary dumping yard, on an average of 950 Tons per annum.
The waste rock generated will be temporarily dumped in the South east block of the quarry
lease area covering an area of 529 m2
with an average height of 3 m with 45o slope angle. A
retaining wall will be constructed around the dump for preventing the slanting of waste rock.
7. REHABILITATION AND RESETTLEMENT (R&R) PLAN
An extent of about 7798.73 Sq. m area will be sliced down during next five years to a depth
of 1 m. The proposal for reclamation of land affected by mining activity will be done at the
end of mining lease. No reclamation is proposed in the first five years period because, the
mining will be continued to further depths and reclamation will be possible only after
completion of mining up to the proposed depths.
Reclamation and rehabilitation of the lands affected by mining will be done by back filling,
soil amelioration and afforestation. This will be taken up on need basis before the conclusion
of mining operations. Reclamation of the affected land includes back filling, drainage
development, spreading and fertilization of soil, leveling and re-vegetation etc. Care will be
taken to implement the said factors.
8. PROJECT SCHEDULE & COST ESTIMATES
Sri K. Vamsi Krishna have allocated budget of 2.35 Lakhs (Capital Cost) and 2.02 Lakhs
(Recurring Cost) for the environmental protection measures. The total project cost is 20
Lakhs.
9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local
People Including Tribal Population, If Any, In the Area.
The project involves collection of Napaslabs. Although Napaslabs is a minor mineral, it is a
major contributor in foreign exchange earnings.
This project will also provide employment to local people helping them earn
livelihood.
