TECHNICAL EVALUATION

Bidders have to fill all Technical Data Sheets of Appendix B of Volume 4.

When expected values are provided in Technical Data Sheets, the value shall be confirmed by the bidder otherwise it will be treated as a deviation.

Bidders have to provide a pre RAM plan in accordance with Clauses 4.2.1.1 and 4.2.1.2 of Section 4 ,Volume 4. The pre RAM plan shall demonstrate the proposed facilities have ability to meet the RAM requirements specified .

Bidders have to provide details of rigid overhead catenary system as per clause ITB 24.1 (d) of BDS.

Patent indemnity obligations cannot be extended to claims on account of the sale of the products produced by the Facilities in any country, as the Contractor cannot be liable for patent infringement of products produced in the Facility. Hence the same is to be deleted. Indemnity for patent infringement will not be provided to the Employer in the following cases: a) Modifications to the product/ equipment made in accordance with specifications/ modifications required by the Employer b) Designs/ documentation provided by the Employer c) Use of the product/equipment supplied by us, in contravention of our instructions for use.

The exclusion of the obligation of the Contractor to repair or replace defective Equipment from the overall liability cap to be removed.

Since tender provides for High Sea Sale transactions, Please confirm that the project registration with customs would be done by CMRCL for all imports for the projects and the contractor obligations will be restricted only to facilitate the clearnce of the customs.

We request you to specify the notice period in cases of termination for convenience.

The sales tax authority of Tamil Nadu is in the process of assesment for the year 2005-06 recently and hence we will not be in a postion to produce the clearance certificate due to non completion of assesment by the authorities. However, we can submit copy of VAT Registration certificate and latest monthly returns to ensure that we are registered and making regular VAT payment in state of Tamil Nadu. Please arrange to modify the clause suitably.

As per the provsiion of Tamil Nadu VAT Act , interstate Own manufactured items & imported supplies are outside the purview of the works contract in Tamil Nadu. Hence, no TN VAT will be payable for these trasanctions. Please confirm that no Works Contract TDS will be deducted on the above transactions.

For local supplies ,if contractor submits non deduction certificate from their assessing authorities , WCT should not be deducted. please confirm .

Since the project is Metro rail project and under the provision of service tax 69 , services / labour portion of Railway project is outside the ambit of service tax. Please confirm whether service tax is applicable for this project .

We request you to consider the following as Defects Laibility period.For Stage 1 : the Defect Liability Period shall be twenty four (24) months from the date of Completion of the Facilities or Thirty (30) months from the date of despatch of last consignment for the Stage 1, whichever occurs earlier.For Stage 2 : the Defect Liability Period shall be twenty four (24) months from the date of Completion of the Facilities or Thirty (30) months from the date of despatch of last consignment for the Stage 1,whichever occurs earlier.

Events mentioned in sub clauses ii, iii, iv, vi, vii, viii and ix are events beyond control of contractors and hence right of extension of time is needed. We request you to delete the above sub clauses.

Suspension of work for reasons not solely attributable to the Contractor should entitle the Contractor to costs incurred. We request you to delet this clause.

While payment of exgratia is acceptable,Providing employment to the dependent of the deceased is not acceptable. We request you to delete this requirement.

As almost all electronic equipment is prepared for ambient 35°C and max. 40°C with max. 90% humidity, We request you to modify this clause accordingly. Air conditioning should be specified for these values.

As not all suppliers use AUTOCAD for drawings at allwe propose to produce all drawings with appropriate CAD-Systems and transfer them finally into dwg- or dxf-files that can be transmitted into the AUTOCAD-System. Kindly confirm that same is acceptable.

Queries Performance of the overhead line system shall be demonstrated according to OHLE/pantograph dynamic behaviour for the maximum design speed (80km/h + 10%).

Normally, a Simulation is done to determine the performance of the overhead line system when the dynamic behavior of the OHLE with pantograph interaction is studied. The tension in the OHE Conductors, pre-sag, dropper spacing etc and the pantograph characteristics such as upward pressure, primary and secondary suspension properties etc are taken into account for Simulation. The dynamic behavior is studied for various speeds and the maximum recommended speed is arrived at. This Simulation is done only for new OHLE Designs. Since we are going to use only proven designs, already certified for speeds 80 kmph and above (upto nearly 120 kmph), this Simulation may not be required. CMRL may please review & confirm.As per cl.2.2.9 ( c), it is envisaged to provide One ASS at every passenger station and Two ASS at Koyembedu depot, whereas as per cl. 3.2.4.4, it is envisaged to proVIDE One ASS at every passenger station and Three ASS at Koyembedu depot. Please clarify and confirm the requirement. “It is envisaged to provide one ASS at every passenger station and 2 ASS in Koyambedu Depot”.In Underground Stations also, will there be only 1 ASS with 2 transformers?.Incoming bays, Power Transformer bays & coupling bays (at RSS):The description of these clause refers / suits for Air-Insulated Substation, whereas the requirements are gas Insulated Substations. Please clarify and may amend the specification.As per clause 3.2.1.4.3 e, gas flooding system is required for all equipments in the switchgear room, wheras as per clause 6.6.2.4.5.9.8, 4 Nos of 5kG CO2 portable fire extinguishers shall be supplied for the power equipment room. Please clarify and confirm the requirement of fire protection system for switchgear / power equipment room.We presume that acquistion of land, right of way & other permissions for laying 110kV cabling works shall be in the scope of CMRL. Please confirm.

Queries Supply and erection of a) HV (110 KV) Cables from the TNEB metering station to RSS. Contractor will provide these cables and terminate them in the Cable end boxes / cable termination structure at the TNEB metering station at one end & CMRL RSS at the other end.

CMRL may clarify• Who will provide the Cable termination Structures in the TNEB Metering Station• Who will provide the Instrument Transformers (CT, PT), for protection and measurement, in the TNEB Metering Station• Incidentally, there is no “Interface Sheet” (between AEP-01 & TNEB), in the Bid document. CMRL may consider providing a suitable interface sheet.This item talks about ‘foundations’ for OHE. It is understandable if it is only for ‘at-grade’ sections. However in the ‘Interface Sheet’ (PageA7), it says AEP-01 Contractor shall furnish loading particulars to Viaduct Contractor AC-01 and shall design the type of mast “including base plate of bolted mast foundation ….” And AC-01 shall provide the details of foundations …..”. Normally, the Viaduct and the parapet are designed taking into account the loads due to OHE and the Holding Down Bolts are provided by the Viaduct Contractor where the OHE Contractor ‘fastens’ the OHE mast via Base Plate and Nuts. The drawing also shows a “Typical OHE Mast foundation on Viaduct”. The arrangement needs to be clarified.“Automatically switched neutral section at all neutral sections and feeding posts”, is included. The “Traction feeding and Sectioning Diagrams” show “Short Neutral Sections”. CMRL may please clarify as to what system is intended to be used.

In the list of items included in the Scope of Work, “Supply and erection of Booster Transformers and Spider return Conductors, if required (items) is also included. It is not clear who will decide, and how, whether the BT’s and RC is required of not. This will have a substantial implication on the Contract price CMRL may please clarify. In the same list (item 4), it is stated, “Mast Foundations and Geotechnical investigations shall be done as per foundations design and calculation”. It is not clear. CMRL may please clarify.

The Auxiliary Transformer capacities have been specified in this para. Since we do not have any control on the downstream loads and the same (downstream loads) are not in our scope of works, we shall consider specified capacities for auxiliary transformers, for estimating the lumpsum price. Please confirm.

Comments as above apply to capacities of DG Sets also. Please confirm.It is stated that the traction system shall be able to allow the normal operation of the train in 2026, considering 32 six-car trains per corridor and a 2.5 minutes headway for the specified degraded model. In para 4.4.4.2 it is also stated that when one out of the three TSS is out of order, it shall be possible to run 6-car trains at 5 minutes headway. We request clarifications from CMRL.• Is a Traction Simulation Study required to be carried out as a part of Design & Build Contract. In this connection, the following may be noted- The locations of Traction Substations (3 in number) are fixed as per Bid Documents- Capacities of traction transformers (ONAN) are fixed 21.5/30 MVA.- Headways for normal operation (2.5 minutes) and degraded operation (5 minutes) are fixed.

In view of the above, it may please be clarified whether a Traction Simulation Study is required to be done and if so, what would be the scenarios for which Simulations are to be done. If the Power Supply System Design has to be altered based on the Simulation Study, will the variations be paid for by the CMRL. • The Bid Documents specify (see para 3.5 of General Overview) that initially 4-car trains (DTC+MC+MC+DTC) will be used. Subsequently 6-car rakes with (DTC+MC+MC+MC+MC+DTC- 67% Traction Power) OR (DTC+MC+TC+MC+MC+DTC-50% Traction Power) configuration will be used. To maintain the System performance (2.5 minutes headway or 5 minutes headway) with the above 2 configurations, the Power Supply Design will be different. The Bid specification should clarify as to what would be the design criteria. CMRL may please clarify.

Line differential requires supply of identical two differential relays one at TNEB Metering station and the other at proposed receiving station. We presume that there is a feeder protection panel is already existing at TNEB metering station and we need to supply loose relay, which shall be mounted at existing feeder protection panel. Please clarify and confirm.

Our recommendation is to use master-master communication system. However, master-slave configuration is possible through setting which is not automatic. Please confirm.

We presume that the "110/25kV Auxiliary Power Transformer" contains typographical error and the same may please changed as "110/25kV Traction Power Transformer".

We provide protection bay wise, which will detect the fault in a particular bay and isolates the fault. Total current monitoring of current and disconnection of number of bays will isolate few healthy bays also, hence it is not recommended. Please clarify and confirm.

Data Retention periods for Historical Storage is not mentioned. This is required to size the servers.

What is the purpose of web enabled operator consoles as the web browser interface can be provided for remote monitoring, even if the operator consoles are not web enabled.

Description of lightning protection refers for Lightning protection of Air Insulated substation. Please clarify and the specification may please be amended suitably for GIS.

As per normal practice, TNEB will insist for Dyn11 vector group for 110/33kV power transformers. Please clarify and confirm.

Ratings of 110/33kV power transformers mentioned in these clauses are differing i.e 25/31.5MVA Vs 31.5/40MVA. Please clarify and confirm the losses, if the ratings required is 25/31.5MVA.

As per the specification, the neutral of secondary winding is earthed through a resistor and hence the 33kV system will become unearthed system and correspondingly the highest system voltage at 33kV will become 52kV and not 36kV. Please clarify and confirm.

No Servo mechanism is required for parallel operation of the transformer and hence same will not be provided. Please confirm.

As per the practice, the radiators are epoxy / enamel painted. The requirement may please be modfied as "Hot dip galvanisation or epoxy /enamel painted for radiators.

For solid earthing of high voltage neutral, no isolators shall be introduced in the connection between neutral and earth electrode. Please explain the purpose of this isolator.

Aluminium / Aluminium can also be considered for the windings, since the same are having advantages over copper windings and the same have been accepted in other metro projects. Specification calls for both Vaccum / SF6 Breaker. This requirement shall be restricted to Vacuum only in line with other metro projects.

Specifcation is silent about the Internal Arc Classification requirement. However, as per the latest IEC (IEC 62271- 100/200), a switchgear should be Internal Arc Tested and an Internal Arc Classified switchgear should be tested for 1s at the design fault level at the most stringent condition. Kindly amend the specification.

Specification calls for complete painting in the metal surfaces of the switchgear. However we will offer panels made up of special environment friendly material called "Alu Zinc" which is used globally by leading switchgear manufacturers. Alu Zinc is light in weight, has more strength, and extremely corrosion resistant compared to normal CRCA sheets and this does not require any surface treatment like powder coating. Panels shall be made up of Alu Zinc material except front doors & end covers which shall be painted sheet steel. We shall provide powder coated paint only for front doors and end covers,which shall be made of CRCA sheet.

The purpose of the standby rectifier set is not clear. Please elaborate and explain.

The rating of circuit breaker shall be designed for the transformer secondary connected to it. The current rating 630A mentioned for 100 to 200kVA auxiliary transformer secondaries are very high. Please clarify.

Please explain the purpose of a "on/off voltage relay" and what exactly means "permanent power supply".

"LVSB1 and LVSB2 shall be connected to the respective transformers, by the station contractor". Please clarify which connection this clause refers to and we presume that the "station contractor" refers to passenger station building contractor.

Queries As per the clause 7.1.3.1.5, Page 7-10, the earth faul current is limited and the same will be flowing thorugh the mettalic screen of the cables. Hence, metallic screen shall be designed to carry the earth fault current and not short ciruit current. Please confirm.Linear resistance shall be different for copper and aluminium conductor. Please clarify whether linear resistance given herein is for copper or aluminium. We presume that this is for copper, if so, please provide for aluminium conductor, which is in the range of 0.0469 Ohm/kM.The voltage grade of the cable 18/36kV refers to earthed grade, whereas it is mentioned as unearthed type. Please clarify and confirm.Service Life of 15 years is not possible for Core SCADA equipment's like Servers and software. Due to their very nature, these equipment's keep updating very frequently. Hence any single installation can not have a service life of 15 years. CMRL shall have a policy to have a continuous AMC's so that equipment's and software are upgraded as and when required.There is no mention of any OS for the servers and workstations.

Data Retention periods for Historical Storage is not mentioned. This will be required to size the server accordingly

There are some observations/questions on the ‘Traction Feeding & Sectioning Diagrams’ and ‘Single Line Diagrams for RSS/TSS’ etc. These can at best be discussed.We shall offer type tested equipments for this project and we shall submit the type test certificates conducted earlier on similar or higher rated equipments for the approval during the execution stage. We presume that the same are acceptable to CMRL and hence need not to repeat the type tests / special for this project. Please confirm.In line with our policy, we shall ensure compliance with our OHS standards as a minimum on site, that is complying with well known international standards being ILO Safety and Health in construction ISBN92-2-107104-9,Operation of electrical installations EN 50110-1 Commission (IEC) 61482. Kindly clarify/elaborate. Normally the SCADA s/w is provided for one Operating System, while HW platform can be of other make but OS be same.

For full set of SCADA functionality, as required by employer, IEC-104 communication protocol between RTU & OCC could be preferred than Modbus TCP. Please advise.

Duration (or size) for data storage is required at RTU to be supplied ? Though RTUs will have enough storage but there's practical limitations ( in any RTU ..) depending on scan rate, no of I/Os, duration for which data to be stored.

Systems are capable for expansion. For catering to exact requirement of expansion with adequate capacity, Please provde details.

We understand that Govt. of India has issued customs notification no 07/2007 dt 22/1/2007 read with notification no 42/96 dt 23/7/1996 serial no 36 as per Customs Tariff Act 1975 for all Metro projects. As per this notification, all imports are eligible for a basic customs duty of 5%. Kindly confirm that these notification and concessional customs duty rate of 5% is applicable to Chennai Metro Rail Project also.

As per tender conditions, this project is eligible for "Deemed Export" benefits and also this tender is being called under ICB and funded by JICA, please confirm whether Project Authority Certificates will be issued to enable us to get the claim of deemed exports benefits under Foreign Trade Policy.

Please confirm whether all taxes and duties such as CST, VAT, ED, Import duties (CVD+Customs Cess+SAD ) will be considered for evaluation purpose.

We request to allow contractors to submit their price breakups for each cost centres as per the actual calculations and we request you no to limit with apportionments.

Since the price break up in the tender is on milestone basis and the milestone includes supply, installation and testing at site, the invoicing for milestones can be done only after completion of testing at site. The time lag between supply and successful tetsing at site would be too long for getting the payments and this could adversley affect the project cash flow in turn the projectprogress. Hence, we request you to accept a break up of cost centres based on supply separately and installation & testing separately. We shall submit these price breakups for each cost centre along with our lumpsum price at the tendering stage itself. Please confirm.
